K Road Moapa Solar Fact Sheet K Road Moapa Solar is a solar photovoltaic project (Moapa Solar or the Project) being developed by K Road Power Holdings (K Road) on the Moapa River Indian Reservation (the Reservation), 30 miles northeast of Las Vegas. Moapa Solar is the most advanced on-reservation solar project in the country and the first on-reservation solar project to be designated a Renewable Energy Priority Project (2012 list). The Bureau of Indian Affairs (BIA) completed its NEPA review and Secretary Salazar approved the project’s lease from the tribe in June 2012. Moapa Site K Road and the Moapa Band of Paiutes (Moapa or the Tribe) have agreed to a 50-year

lease for 2,000 acres. The Project will advance tribal economic competitiveness and job creation, serve as an example of tribal energy self-sufficiency and sustainability, and encourage further renewable energy projects on tribal land.

PPA K Road and LADWP have negotiated a Power Purchase Agreement (PPA) for 250 MW of

“bucket 1” RPS energy for 25 years at a very competitive flat price (no annual escalation).

Transmission Interconnection is via a five mile long line to LADWP’s Crystal Substation outside of Las

Vegas. The unconstrained LADWP 500 kV Navajo-McCullough transmission line that crosses the Moapa reservation can bring renewable energy directly to the Southern California region without the need for new transmission. Power from the Project will support LADWP’s goal to exit its participation in the Navajo coal plant, which uses the same transmission line, and will support Nevada’s goal to export power to California.

Union Jobs K Road will build Moapa Solar with IBEW labor. Permitting Environmental permitting on Indian land is led by the US Bureau of Indian Affairs (BIA).

The BIA released the Final Environmental Impact Statement on March 16, 2012, and the Secretary of the Interior signed the Record of Decision (ROD) in June. The ROD approves both the lease between K Road and the Tribe, and environmental permits for the site, including a right of way for the generation tie line partially on BLM land.

Wildlife The Tribe will create a wildlife preserve on the Reservation for translocated desert

tortoise. Support The Project has the support of the Tribe, labor (in both Los Angeles and Nevada), the Los

Angeles Business Council, conservation organizations (including the Sierra Club), and Senator Harry Reid.

BY THE NUMBERS - The project is expected to:

Generate enough electricity to power approximately 105,000 homes

Create 400 jobs during peak construction and up to 15-20 permanent jobs

Be built on approximately 2,000 acres of tribal land, about three percent of Tribe’s 71,954 acres which are held in trust by the U.S. government

Includes a 500-kilovolt transmission line and a 12- kilovolt distribution line to the existing Moapa Travel Plaza.

Generate lease income and profit sharing for the Moapa Tribe.
