Summer is here-- or it’s supposed to be!

Meteorologists at the Weather Network released their forecasts for summer in Canada on June 4, 2013.

“Although most of Canada can expect a typical summer with near to above normal temperatures sim-ilar to last year,” said the Weather Network. “We predict a variable start to the season with stretches of warm weather sandwiched between some cool snaps in June.”

What will the weather look like in Alberta this summer?

Temperature wise, Alberta is pre-dicted to see above normal numbers for the extreme south, west and east central parts. Every other region in Alberta should see normal seasonal

temperatures.Precipitation wise, the regions

most likely to experience above normal amounts of rain are the ones in the north and the east along the Saskatchewan border. The extreme southwest should see below normal levels of precipitation.

Summer’s typical hot, humid weather in many parts of Canada means an increased chance of severe thunderstorm activity, including tornadoes.

Here are the Weather Network’s tips on how to stay safe when a storm hits this summer:

Lightning SafetyWhen Thunder Roars, Go Indoors!

- If you can hear thunder, you are close enough to be struck by lightning.

Seek shelter in a building or in a

metal topped vehicle. If no shelter is available, avoid

high spots and tall objects.  Make yourself small but do not lie flat on the ground.

Stay away from windows, corded appliances and avoid running tap water.

Tornado SafetyListen to The Weather Network for

ment or an interior room on the lowest floor.

If you are in a car, mobile home or outside and see a tornado, hurry to a nearby sturdy building or lie flat in a ditch or low-lying area only if there is no shelter.

Delegations told they were meant for presentations, not questions

Two delegations appeared before Coronation Town Council on Monday, June 10.

Bernie Danylyshen made a presentation to council on failures by council in regards to not following through with motions made in the past and actions of council contravening the Muncipal Act.

In closing, Danylyshen requested that Councillor Jackie Brigley resign due to his public humiliation caused by the letter on a previous town meeting submitted by Councillor Jackie Brigley over ‘stuff hap-pening at the campground’ and the condition of his own personal property.

In an interview with Brigley Tuesday, June 11 she stated she was ‘definitely not’ resigning. “Taxpayers voted me in and I’m not quitting because one taxpayer wants me to.”

“I’m not letting the people down who voted for me,” concluded Brigley.

Liz Adams was the second delegation requesting a public apology from Mayor Elliott to the Dafoe’s, campground atten-dents, over her actions in preventing Dafoe’s from continuing with their tree project.

Adams also requested answers to why the town had by-laws when there was no one to enforce them. She was referring to an answer from an earlier inquiry about a vicious dog, that ‘the dog can be dealt with under the Animal By-law’, when later Adams found out the town could not afford a by-law officer, and according to Adams, the dog is still at large and as recent as last week she heard a female res-ident had been bitten.

Mayor Elliott expressed several times

during the exchange that delegations were meant for presentations, not for asking questions.

“We’re taxpayers,” said Adams in a Tuesday interview, “why can’t I come [to town council meetings] and ask questions.”

Council re-visited the User Rates and Fees adding in a rental rate of $150 for renting the upstairs lounge and bar area in the curling rink.

When Councillor Brigley questioned the Trial Balance expense to the Medical Clinic for supplies over budget by $1000. she was told it was an emergency expendi-ture for phones that had to be replaced. It was also noted the taxes for the physician’ s residences were an expense not in the budget. CAO Sandra Kulyk said when the town rents property, it is taxable.

SubdivisionThe town has undertaken a new subdi-

vision of approximately 35.86 acres parcel of land to provide 15 fully serviced light industrial lots south of Railway Avenue. The land is being rezoned from ‘UR Urban Reserve’ to ‘I-1 Light Industrial’. A public meeting has been set for June 24 in regard to the re-zoning.

A motion in the May 27 meeting named the new street ‘Tudor Avenue’.

Council agreed to the sale of land directly south of the Petro Canada fueling station to 1397346 Ab. Ltd. for Light Industrial use.

Council also agreed to make a counter offer on a vacant residential lot in Park Crescent.

Veteran junior high busy fundraising for trip to Ottawa

Bethany ZachariasECA Review Journalist

Sixteen junior high students from Veteran School must raise $1550 each for their class trip to Ottawa in November.

Last November Second World War Veteran Dave Pennington, aged 92, spoke in front the junior high students at Veteran School about his experiences fighting for the Canadian Forces in Italy during the Second World War.

During his presentation, stu-dents learned that all of Mr. Pennington’s medals were either lost or missing.

Students were so moved by Mr. Pennington’s visit that they wrote a letter to the Veterans Affairs

Office in Ottawa asking to have Mr. Pennington’s medals replaced.

Their letter was answered, which was a big surprise to stu-dents and teachers, and Mr. Pennington’s medals were restored.

Around the same time as this happened a former reporter at the ECA Review contacted the CBC to notify them of the story.

Veteran School soon received national coverage for what their junior high class had accomplished.

Coincidently, Dr. Paul Kavanagh, founder of Operation Veteran, a program designed to teach young people about war his-tory in Canada, saw the CBC story from his home in Montreal and

decided to invite Veteran School’s junior high class to Ottawa in November, 2013 to participate in Operation Veteran. This includes an invitation to the official Remembrance Day ceremonies and a tour of the Canadian War Museum.

Students are now in preparation mode for their upcoming trip.

To fundraise money for their trip students will host bottle and battery drives, complete commu-nity work such as lawn mowing and weeding, and conduct a maga-zine sale.

The students already managed to raise $5,600 in less than 10 days.

The the cost includes their flight, accommodations, two meals and tours.

Four-way Fire Services Agreement means changeBethany Zacharias

ECA Review Journalist

The Town of Coronation, Town of Castor, Village of Halkirk and County of Paintearth have joined together in a Fire Services Agreement.

The four parties involved have agreed to the joint use, control and management of fire extinguishing apparatus’ and equipment.

Several major additions and changes will occur because of the Fire Services Agreement.

The county will pay for 50 per cent to a maximum of $12,000 for a regional training initiative program. Previously, each department had to pay $1,000 per year.

The maximum operating life of fire trucks sup-plied by the county will be 25 years.

The county will provide a yearly payment of $15,000

to each municipality to cover gen-eral costs associated with operation of fire departments. Previously, the county provided $5,000 per year.

The county will now pay an hourly rate of $25 per fire fighter, to a maximum of 15 fire fighters, deployed for calls. The previous

hourly rate was $20.Municipalities will now submit

their own bills to Alberta Transportation and will retain 100 per cent of the revenue. Previously, the county submitted bills and paid municipalities 50 per cent of the revenue received for calls over two hours.

Stettler Town Council to get a raiseBrenda Schimke

ECA Review Reporter

Those elected to Stettler Town Council this fall will get a pay raise. At their reg-ular meeting on June 4, 2013, a motion was passed to increase the mayor’s annual remuneration from $20,000 to $30,000 and councillors from $13,333 to $15,000. To dis-tance themselves somewhat from setting their own pay, councillors also voted that all further annual increases be tied to inside staff increases. Councillors argued that the mayor should receive twice as much as they do because of the amount of extra work involved. In addition to this annual stipend, council members get a per diem for out-of-town meetings or extraor-dinary in-town meetings at $130 for meetings up to four hours and $260 for a full-day meeting. All increases come into effect when the new council is voted in.

Community centreJohn Hull, architect for the renovations

to the Stettler Community Centre, was at the meeting to give a status update and take questions. The latest estimate is now projected at $1,799,280 or $299,280 more than the previous Conceptual Design Phase Budget.

Council had approved a new entry addi-tion, stairs and foyer development. The complexity of adding on to two different building types and increasing space by 34m2 added $200,000. The other $99,000 included changing ceiling lighting fix-tures from T12 to T8 to save energy,

adding two small air handling units to provide better air control to the Library and Seniors’ Centre and opening up the Library’s ceiling. These last three items have not been approved by council.

A decision on the final renovations will be made after the tenders have been received and revenues confirmed.

Councillor Leona Thorogood feels opening up the library ceiling is a “nice to have”, not a necessity and requested it be costed separately. She would also like to know what other sources of revenue are expected and how much.

Tax reprieve requestedRon Greidanus came before town

council seeking reprieve from taxes on three vacant lots he had subdivided and been unable to sell. Because they were required to be less than one acre, they are now assessed as residential rather than agriculture.

“I came to town council first before filing with the Appeal Board, because they can only do something about the assessment value, but the town has the ability to reduce taxes”, said Greidanus. Each property has been assessed $700 in taxes.

Acting Chairman Peter Simons said, “the Municipal Act does give municipali-ties the right to give a reprieve on taxes, but council needs a good reason to make such an exception”. A decision on the matter has been put over to another meeting.

Flight Sergeant Kelly Fiedler, aged 16, accepted the Top Level Four award from her mother Leftenant Tracey Fiedler June 3 at the Annual Ceremonial Review for cadets aged 12 - 18. Fiedler lives in Red Deer, Alberta and just completed her fourth year in the cadets.

Ken Farwell of Beiseker, Alberta lives with a vascular disease called Peripheral Arterial Disease (PAD). It affects blood circulation in his body.

His story began when he was diagnosed with Type II diabetes. After living with diabetes for 21 years his kidneys began to fail and he was forced to undergo dialysis in Calgary, Alberta and could no longer live at his home in Inuvik, North West Territories.

Farwell’s diabetes worsened and caused severe blood circulation problems in his left leg. After two bypass surgeries and pain too severe to manage in his left leg, Farwell made the decision to have his left leg amputated.

Farwell never saw a specialist until he experienced severe problems. Farwell said management of his diabetes from the onset could have impacted the course his health took.

Farwell is currently on a kidney trans-plant list. He has been on this list for eight years.

“I have a strong feeling I will receive a donor come Christmas time,” said Farwell.

Farwell’s optimism is due in part

because he has hope and faith but also because of a new centre being built at the Peter Lougheed Centre in Calgary, Alberta designed specifically for people with vascular diseases.

The new centre in Calgary, which is predicted to open in 2014, will be one of two centres in Canada and the only centre in Western Canada offering a high level of care for people with vascular diseases. The only other centre is at Toronto General Hospital.

The centre will give those living with vascular diseases the tools and resources

needed to manage the progression of vas-cular conditions from the initial onset of diabetes and other risk factors. Something Farwell says he wished he had when he first was diagnosed with dia-betes and PAD .

Farwell is the son of Vinny and Josephine Farwell of Beiseker, Alberta, who were formerly from the Coronation area. Two of Farwell’s brothers, Mervin and Larry still live in Coronation.

For more information on the new vas-cular centre being built in Calgary visit www.calgaryhealthtrust.ca.

Ken Farwell hopes are high for a kidney transplant due to a new centre being built in Calgary designed specifically for people with vascular diseases.

Taxpayers Federation calls for convicted politicians to lose pensions

In light of the Deloitte report on inappropriate Senate expenses, the Canadian Taxpayers Federation (CTF) is renewing its call for a new law that would take away the Parliamentary pension from any politician convicted of crimes related to abuse of their office.

“Any politician convicted of stealing, fraud or breach of trust related to their position doesn’t deserve to get a cent from their taxpayer-funded pension plan,” said CTF Research Director Nick Bergamini. “When a politician is caught with their fingers in the cookie jar they shouldn’t just get a slap on the wrist.”

The CTF first called for introduction of the “Raymond Lavigne Rule” – named after former Senator Raymond Lavigne – in 2011 after revela-tions that Lavigne would still be eligible for his generous Senate pension despite his fraud conviction.

The chair of the Senate’s Board of Internal Economy, David Tkachuk, responding to yester-day’s release of the Deloitte investigation into improperly claimed Senate living expenses, stated that Senators Mac Harb and Patrick Brazeau clearly broke Senate rules and should repay their housing expenses. Senator Mike Duffy repaid $90,000 in housing expenses in April.

“Given the serious nature of these allegations, the matter should be referred to the RCMP,” said Bergamini. “If they’re convicted, taxpayers shouldn’t be on the hook to keep these guys living in the lap of luxury for the rest of their lives.”

The Government of Nova Scotia recently introduced a similar law in response to a provin-cial expense scandal that has seen three MLAs convicted of abusing their expense accounts and another awaiting trial.

“We applaud the Nova Scotia government for sending a message to MLAs that if you break the law, you can’t expect another dime from tax-payers,” said CTF Atlantic Director Kevin Lacey. “In light of the Senate housing expenses scandal, the federal government should follow Nova Scotia’s lead.”

The CTF calculates that if the senators were to remain in office until the mandatory retirement age of 75, they would collect a generous pension. Because Senate salaries and pensions are adjusted for inflation, Brazeau would be eligible for a $200,000 annual pension in 2049. Harb would receive $136,000 starting in 2028 while Duffy would collect $58,000 by 2021.

The CTF is also calling on the feds to adopt the Government of Alberta’s expense disclosure policy, which sees politicians post their expenses online with accompanying receipts.

“Posting expenses online would allow the public to keep tabs on politicians and stop these cases of abuse before they happen,” concluded Bergamini.

Parliament should post expense receipts online like City of Toronto and Alberta

Prime Minister Harper likes to tell his troops that the hardest thing he ever did was go back on his election promise regarding Income Trusts. It’s rather odd to feel bad about a decision that was the right decision. Once Harper learned all the facts, Income Trusts, if left in place, would have financially crippled the Canadian economy.

Former Conservative Edmonton-St. Albert MP, Brent Rathgerber, since resigning from the Conservative Caucus on June 6th is more likely to suggest that Harper should be more concerned about going back on his promises for open govern-

ment, accountability and respect for taxpayers.

To quit a political party and sit as an Independent is a career killer. It’s done only in two cir-cumstances, the party kicks you out, or your conscience can no longer justify what’s happening.

In the case of Rathgerber, he believed in the Reform movement, “a band of Ottawa outsiders riding into town to clean the place up”. But the last year in the Conservative caucus had made him very uncomfortable. First, he

spoke out against the Ministerial opulence in a blog entitled “Of Orange Juice and Limos”, which chastised some of Harper’s high flying cabinet ministers who showed no regard for tax-payers and didn’t get fired.

Then there was the spending scandal of the greedy three Senators, and the Prime Minister’s Office (PMO’s) apparent involvement to help cover up Senator Mike Duffy’s mess.

The final straw came when a group of Conservatives, on instruction from the PMO, voted against a private member’s transparency bill that would give the public access to details of public servants who earn more than $188,000 per year.

Rathgerber still believes in the written principles of the Conservative Party and still supports Prime Minister Harper. But he could no longer abide with the super-controlled message and code of silence imposed on backbenchers.

He understood the necessity to control the message when the Conservatives were a minority government, but today he feels like a trained, muzzled seal. He was weary of taking Ottawa’s message to the people, rather than taking his constituents’ mes-sage to Ottawa.

This is not to say that the Liberals have a higher moral code than the Conservatives. The Sponsorship scandal says other-wise. What it says, however, is the Conservatives have no more bragging rights about being principled, accountable, ethical, transparent or respectful of taxpayers than any other political party.

Power has dissolved the Conservative Party’s allegiance to Reform principles. A vote for the Conservative Party is a vote for a particular economic philosophy, but it is also a vote for “same-old, same-old” Ottawa politics!

Rathgerber couldn’t buy into the hypocrisy any longer. He fell on his sword to save his conscience and now he stands alone in Ottawa--the last practising Reformer. And when he’s booted out at the next election, as most Independents are, the Reform move-ment will be officially dead.

Today Brent

Rathgerber feels

like a trained,

muzzled seal.

Local boy keeping company with the rich and famous

Diane Dammann ECA Review Submitted

Local boy, Les Wold is keeping company with the rich and famous. Mike Holmes of HGTV’s ‘Holmes on Homes’ visited Edmonton to speak at the Belgravia Net Zero Energy Home this week. Les is in the business of building energy efficient homes and is attracting some attention in environmental circles.

July 1st plans are rolling along. Much of the phoning for volunteers has been done. A car show is shaping up. There will be Bunnock, Croquette, a parade, face painting, balloon artists and much more so set the day aside and come out to play and visit.

The day before, on June 30, the Women’s Institute, Argyle Branch celebrate 100 years in Alliance. Many former members are returning for the day. There will be a program for the public at 1 p.m. A cold plate luncheon will be served at noon for those who have pre-booked.

The passenger car for the railway arrived last Monday. There will be a train ride to celebrated the 100th Anniversary of WI. The original plans have been changed because of all of the oil activity on the line now but we will still have a ride. The train will go from Alliance to Heisler and back. There is seating for 77.

Hardisty Lake United Church Camp is now taking registrations for summer camps. Archery will be added to the pro-gram this year. Look at the post office for registration forms or go online.

The west side of Main Street in front of the Village Office and Post Office is all torn up as work on the sidewalks progresses.

Take a look on the lot beside the Village

Office. The old school bell now lives there under a smart little shake roof. Brad Stoner, Phillip Marcil, Peter and Vernon Spady were all at work on the project on the weekend.

Wayne Cameron and sons were also busy on the weekend. They were busy removing trees along Main Street.

There were a couple of birthdays cele-brated in Red Deer this weekend that were of interest to us.

Paul Gamroth partied hardy with friends to try and forget another birthday. Christy Robinson met her folks and us in Red Deer to mark her birthday with dinner and a movie. Christy and sister Ashley came from Calgary where they live to meet us in Red Deer.

Communion was held on Sunday because the minister was away last week. Communion is usually the first Sunday of the month. The next communion will be June 30. There was also a Sunday School class this week. Nice to have the young folks out.

On June 23, the Alliance and Forestburg con-gregations will meet in Galahad at the gazebo for a joint worship ser-vice. This was done last year and proved very pop-ular. The gathering will be at 10:30.
