C.4. Which factors, developments and/or programs have most deteriorated HGV road safety in border-crossing traffic over the past five years
According to the Authorities, the significant factors are:• Control programs of "TascoScan";
• EU Directives and Regulations.
According to Transport assotiations, the significant factors in Latvia are:
• Installed photo radar;
• Using GPS Navigation.
The Authorities again metioned as significant factors “Poor road conditions” and “Long queues at the borders” and Transport assotiations noted “The quality of road surface is very poor”
Which developments and/or programs have most improved HGV-related security in border-crossing traffic over the past 5 years

• According to the Authorities and Transport associations opinion new special information systems may improve situation both in Latvia and in the Baltic Sea Region.
• Also, they mentioned that an important role belongs to programmes connected with:
Gradual replacement of analog tachographs by digital ones; Implementations of GPS navigators.
