Evaluate Your Task(s) within Landscape Planning

• What spatial scales are relevant for me?– Making obvious where I stand and how far I want to

reach others.

• What time periods for planning and management are under consideration?– Explain how long you think into the future.

• Who shares and supports my interests?– With whom you can join to make a larger impact.

Regional Landscape Planning: Methods

Where do we stand in Regional Landscape Planning Exercise?

May 6th, 2005 Introduction/ Student task will be centered around Awaji Shima, the region of concern

May 13th, 2005 Long term processes in landscape (> 100 years): topography, geology, soil, climate (basis of land uses)

May 20th, 2005 Mid-term processes in landscape (> 1 year): land uses, long term cultural aspects (structure of land uses)

May 27th, 2005 Short term processes in landscape (< 1 year): natural and cultural flows (explaination to land uses)

June 3rd, 2005 Presentation of long term, medium term and short term changes and cycles in Awaji Shima

June 10th, 2005 Excursion: rural landscape near by, detection of long term, mid term, short term processes (with Dr. Ichinose, perhaps Mrs. Humiko Nageishi)

June 17th, 2005 Interests in rural landscape, role play of students as farmers, developers, consumers, etc.

June 24th, 2005 Change analysis and wanted or unwanted scenarios for rural landscape nearby (SWOT method) /Finding and solving the planning task (CATWOE method)

Tourism as an Overall Planning Task– Distinction in Tourism between:

• Local people selling tourism• Foreign people consuming tourism

– Poorly supplied with scientific research– Few institutions with main emphasize in tourist research

• Often as consultancies and not as a fundamental research• Recently increasing, as a consequence of limited growth

opportunities somewhere else

– Concepts based on local experience/expectations and individual backgrounds

– Education for tourism in many cases unsufficient• We are not going to fill this gap here

Role Play• Presentations of arguments according to your roles:

• Strengthening agriculture/horticulture/forestry/fishery• Selling and increasing tourism • Critical evaluation of tourist potential (e.g. as an investor)• Nature lover/ environmental concerned person• Getting more money for Awaji shima (politician)• A young adult in Awaji shima/ from Kobe/Osaka• A child in Awaji shima• A married wife around 40 years with children• A foreigner in Awaji shima• A member of the band „Kinki Kids“• Another position, based on a particular situation/interest you describe

before

SWOT Analysis (1)• Evaluation of the internal and external

environment

• Internal are strengths (S) or weaknesses (W),

• External factors are opportunities (O) or threats (T).

• SWOT analysis provides information regarding competitiveness of region of concern as compared to other regions

SWOT Analysis (2)

June 24th, 2005

Regional Landscape Planning: Methods

Strength of Awaji Shima

• Natural beauty of island• Dominance of traditional land uses• Lower population density• Many facilities established on island

– See tourist leaflet

• Even more locations have a high tourist potential with marginal costs of development

June 24th, 2005

Regional Landscape Planning: Methods

Weaknesses• Waste disposal in

particular along coastal areas

• A large part of cultural heritage was destroyed in last earthquake

• Many people do not want tourism

• The level of use is not adequate– More tourists required to

keep number of employees– Already today, abandoned

facilities built only several years ago

Regional Landscape Planning: Methods

Opportunities (Based on Japanese Regional Scale, f.e. Kinki Region)

• Vicinity to Kobe and Osaka

• The Akashi bridge

• Kansai Int. Airport is only 20 km away

• Japan is a wealthy country

• A lot of retired people as potential tourists

June 24th, 2005

Regional Landscape Planning: Methods

Threats (Based on Japanese Regional Scale, f.e. Kinki Region)

• Cheap plane tickets– Make Awaji more expensive in comparison

• The attractions are maybe too “small” for outsiders or tastes of tourists change rapidly

• Costs to reach Awaji too high for local trips• Many attractive areas around Kobe and Osaka

– Why to come to Awaji Shima?

• Find other arguments of SWOT in group discussion for next time

Regional Landscape Planning: Methods

SWOT & Regional Scales• In SWOT one differs

– Internal – External– No particular time is given

• We differed before between spatial scales– Many internal scales– Many external scales– What scales are relevant for us?– What is our time horizon?
