As we mark Perspecta’s first anniversary I’m proud of all we’ve accomplished in support of Sailors and Marines. The breadth and depth of our new company has truly allowed us to deliver the fresh thinking and innovation required to accelerate Navy and Marine Corps IT modernization.

Over the past year, we’ve worked to increase customer satisfaction while also streamlining our organization. A few notable projects to be aware of:

• Windows 10 version 1803 upgrade: We migrated nearly 350,000 end-user devices in less than three months to Windows version 1803, with very little end user impact. This cultural shift to more frequent, automated updates has set the stage to move the Navy to new levels of modernization.

• NMCI Microsoft Office 365 Pilot: Leveraging our Microsoft partnership, Perspecta completed the initial phase of an O365 pilot for NMCI users. The purpose of the pilot is to successfully migrate up to 2,000 NMCI users to the O365 Defense Cloud and prepare for an enterprise migration to cloud-based productivity services in-line with Department of Defense and Navy Cloud First initiatives.

• Transformed NMCI Engineering team: The Perspecta team transformed our engineering approach into a best practice, DevOps model designed to deliver better business outcomes faster. As part of the team transformation, Perspecta also acquired additional technical domain expertise in PowerShell, Ansible and ServiceNow to further enable modernization through automation of IT infrastructure, applications and management.

• Streamlining Certification and Accreditation processes: The Navy and Marine Corps team has created UiPath BOTs to eliminate manual quality assurance and editing and increase the accuracy of reaccreditation C&A solutioning packages to decrease the number of returns.

• Marine Corps Domain Consolidation and Elimination: Together with U.S. Marine Corps Forces Cyberspace Command (MARFORCYBER), Perspecta is working toward eliminating the Marine Corps’ legacy domains and migrating user accounts, workstations, applications and services to the Marine Corps Enterprise Network - Non-Classified Internet Protocol Router Network (MCEN-N).

The Navy Marine Corps Intranet (NMCI) is the first-of its-kind, enterprise IT platform and has matured over the past 18 years into a stable, flexible, cost-effective and secure IT platform for more than 700,000 Sailors and civilians in the continental United States, Hawaii and Japan. In building NMCI, Perspecta and the Department of the Navy (DoN) have transformed DoN IT infrastructure, combining a myriad of disconnected and dissimilar networks into one of the largest intranets in the world.

Through the Next Generation Enterprise Network (NGEN) contract, Perspecta provides comprehensive IT services to the Navy and staffing support to the Marine Corps. NMCI is the foundation that underpins the DoN’s enterprise IT capability, raising it to new levels of functionality, mobility, flexibility, adaptability, reliability and security.

NMCI completes initial phase of Microsoft Office 365 pilot

To enhance end-user productivity, the Navy and Perspecta recently completed the initial phase of migrations of 500 users for the Microsoft Office 365 pilot program. The purpose of the Office 365 pilot is to successfully migrate up to 2,000 NMCI users to the Office 365 Defense Cloud and set the stage for an enterprise migration to cloud-based productivity services in-line with Department of Defense and Navy Cloud First initiatives.

The Office 365 pilot leveraged agile development to accelerate the project timeline. Agile development allows requirements and solutions to evolve through collaboration between self-organizing, cross-functional teams. It promotes adaptive planning, evolutionary development, early delivery, and continuous improvement, and it encourages rapid and flexible response to change.

Moving to the Office 365 solution will provide greater productivity, robust applications security and the ability to access needed tools from any computer that has an internet connection. Once the pilot is complete, enterprise rollout of the NMCI Office 365 can be scheduled.

The Navy and Perspecta have successfully completed the enterprise Windows 10 update, leveraging the Microsoft Semi-Annual Channel to update NMCI devices to version 1803. The joint team migrated/updated nearly 350,000 NIPR and SIPR end-user devices in less than three months to Windows version 1803. This cultural shift to more frequent, automated updates sets the stage to move the Navy to new levels of modernization.

Prior to launching the enterprise update, the joint team leveraged four smaller deployment rings to ensure the Windows 10 version 1803 update solution was ready for enterprise deployment. The 8,000 participants in the four rings provided much needed feedback and lessons learned that were incorporated to make the final enterprise solution as user friendly and successful as possible.

In addition to the feedback gathered upon each ring’s completion, the team also leveraged lessons learned from the previous Windows 10 version 1607 deployment to minimize the impact to NMCI end users. These improvements included a reduced package size, increased user communications and utilization of the green shutdown to perform the update.

NMCI Enhanced virtual desktop solution upgrades to Windows 10 v. 1803

As part of the enterprise Windows 10 v. 1803 upgrade, the Perspecta team recently completed an upgrade to the NMCI Enhanced Virtual Desktop (EVD) solution. Over an aggressive 45-day timeline, the Perspecta team completed engineering, testing and deployment of a prerequisite Citrix infrastructure upgrade, before upgrading to the Win10 v1803 virtualized desktop solution.

The project included upgrading 60 Citrix servers and deploying Win10 1803 virtual desktops to the three Citrix server farms across the enterprise.

The NMCI EVD solution is a flexible, secure and cost-effective platform providing increased efficiency and productivity. This cloud-computing platform allows a variety of non-NMCI devices to connect to a virtual desktop—freeing the end user from the traditional model which requires access from a physical NMCI workstation connected to the NMCI network.

Perspecta has been selected to provide cyber electronic warfare support to the U.S. Army Program Executive Office for Intelligence, Electronic Warfare, and Sensors (PEO IEW&S) on the R4 program.

Under the program, Perspecta will develop and deploy a comprehensive suite of non-kinetic cyber electronic warfare capabilities in support of the Army’s cyber-electromagnetic activities (CEMA) mission. Additionally, the company will integrate deep signals intelligence (SIGINT), wireless, and big data expertise into the services and solutions it plans to deliver to the Army.

Together with U.S. Marine Corps Forces Cyberspace Command (MARFORCYBER), Perspecta is continuing to work toward eliminating the Marine Corps’ legacy domains and migrating user accounts, workstations, applications and services to the Marine Corps Enterprise Network - Non-Classified Internet Protocol Router Network (MCEN-N).

This effort, part of the Marine Corps’ strategy for assured command and control, is a key step in realizing the benefits of standardization, enhanced cybersecurity posture, and operational efficiencies. Domain and data center consolidation and elimination, once complete, will reduce IT costs and enhance the overall cyber posture of

the MCEN-N. Additionally, eliminating the multiple disparate networks will reduce excessive complexity and speed mobilization and deployment.

With 45 of the 60 identified domains already decommissioned, the joint team is now focused on the Marine Corps’ Technology Services Organization (TSO), the Marine Corps’ technical solution provider that supports core business operations systems that include: pay and personnel, accounting, budgeting and analysis. TSO’s pay and personnel products make sure that Marines get paid accurately and on-time and that their families receive benefits and entitlements.

Because of the dynamic pace of network solutions, a substantial effort was required recently by various USMC experts and Perspecta personnel to identify configurations that were preventing TSO’s migration. The joint team steadfastly identified issues across compute, network and security capabilities, made changes and adjusted the migration approach to ensure success.

The TSO migration includes 500 users and workstations and is expected to conclude this summer.

During the recent Turbo Challenge exercise, the U.S. Navy’s Military Sealift Command (MSC) stayed connected to the NMCI network with Perspecta’s Deployable Site Transport Boundary Fly Away Kit (DSTB – FAK) communications suite.

The DSTB-FAK equipment was used as a proof of concept demonstration to show how the DSTB capability could support the MSC Headquarters’ Continuity of Operations (COOP) and forward deployed HQ command and control (C2) and planning requirements.

During Turbo Challenge, the DSTB/FAK communications suite was configured using a Joint Communication Support Element (JCSE) satellite transport which provided reach back to the NMCI network.

The Military Sealift Command is the premier provider of ocean transportation to the Department of Defense. The Command operates approximately 125 non-combatant, civilian-crewed ships that replenish U.S. Navy ships, conduct specialized missions, strategically preposition combat cargo at sea around the world and move military cargo and supplies used by deployed U.S. forces and coalition partners.

Turbo Challenge is a U.S. Transportation Command-sponsored exercise that tested and evaluated the capability of the Defense Transportation System to support the deployment and sustainment of forces.

Perspecta’s innovative applied research arm, Perspecta Labs, has received a contract modification for continued work on the Defense Advanced Research Projects Agency (DARPA) Edge-Directed Cyber Technologies for Reliable Mission Communication (EdgeCT) program.

As a performer on the EdgeCT program, Perspecta Labs developed an edge-based system that provides real-time service restoration and situational awareness to defend critical network services against a wide range of network disruptions and cyberattacks; known as Distributed Enclave Defense Using Configurable Edges or DEDUCE. This additional work will focus on transitioning the DEDUCE system to a more broadly available offering in support of various U.S. government customers. This will provide much-needed

visibility into WAN infrastructure problems and the ability to take immediate action and mitigate service outages.

“The increasing complexity of WAN infrastructure, along with its susceptibility to cyberattacks, can result in frequent and lengthy interruptions to critical services,” said Petros Mouchtaris, Ph.D., president of Perspecta Labs. “We look forward to continuing to support DARPA in transitioning this innovative system to additional users to enable mission-aware service assurance.”

Program testing and independent evaluation show that Perspecta Labs’ DEDUCE can identify network disruptions to restore services within seconds, while incorporating customer-specified flow priorities and information delivery deadlines. DEDUCE can install on a wide variety of form-factor equipment at the network edge. Its graphical user interface and analytics provide real-time situational awareness and detailed characterizations to facilitate diagnosis and repair.

Navy VQ-3 Squadron leverages NMCI portable solution to recover after natural disaster

During the height of the Missouri River flooding in March 2019, nearly a third of Offutt Air Force Base (AFB) in Omaha, Neb. was submerged. The Navy’s Fleet Air Reconnaissance Squadron Three (VQ-3) Offutt detachment was one of many military commands impacted by the flood waters. Nicknamed the Ironmen, VQ-3 is a Naval Aviation squadron whose mission allows embarked battlestaff to exercise command and control of the nuclear triad.

All of VQ-3’s facilities at Offutt AFB were heavily impacted. One of the impacted facilities housed the NMCI Transport Boundary for Offutt AFB, temporarily cutting NMCI service to the base. To rapidly restore NMCI connectivity for the VQ-3 squadron, Perspecta leveraged the NMCI Deployable Site Transport Boundary (DSTB) solution.

Perspecta’s rapid response supports USS Carl Vinson

The Perspecta team recently expedited NMCI service requests to support USS Carl Vinson’s (CVN-70) moving into the Puget Shipyard’s dry dock ahead of schedule.

To ensure the ship maintained connectivity, the Perspecta team cut the design and configuration timeline by 30% to support the ship’s planned incremental availability.

USS Carl Vinson, with approximately 3,000 crewmembers, is undergoing a scheduled docking-planned incremental availability (DPIA) at Puget Sound Naval Shipyard. A DPIA docking overhaul typically takes 10 to 15 months to complete.

Perspecta wins new contract to deploy enterprise logging system for the U.S. Air Force

Perspecta has been awarded the Enterprise Logging Phase 2 (EL2) contract with the United States Air Force (USAF). The single award contract was awarded under USAF Network-Centric Solutions-2 (NETCENTS-2) NetOps.

The mission of the EL2 program is to increase the USAF’s cyber situational awareness by implementing an enterprise-wide logging architecture. On the program, Perspecta will work with the USAF to deploy a global enterprise logging architecture that

integrates base-level log storage, forwarding and query capabilities with existing central management and reporting capabilities.

Perspecta receives Department of Defense Nunn-Perry Award

Perspecta recently received the 2018 Department of Defense (DoD) Nunn-Perry Award for excellent performance in the department’s Mentor-Protégé Program. The award will be presented during the DoD Mentor-Protégé Training Week Workshop in September.

The award will be presented to Perspecta and CSCI Consulting (CSCI), an economically disadvantaged woman-owned small business. Perspecta and CSCI have been working together since 2005 in support of the U.S. public sector. Through the mentor-protégé agreement, Perspecta has assisted CSCI in further developing its corporate infrastructure and employee development. Specifically, support has been provided in such areas as establishing a Defense Contracting Audit Agency compliant accounting

system, Capability Maturing Model Integration – Maturity Level 3 Achievement, training and certifications and marketing and branding, further enabling them to better serve the warfighter. CSCI has not only been able to implement the infrastructure required to support its growth but has also increased its revenue by 41 percent.
