HOT: FIGHTING ANIMAL CRUELTY, WHATEVER THE WEATHER There have been several acts of senseless cruelty in recent months that

have outraged the local community and attracted a high-level of media attention due to the impulsive and violent nature of the attacks.

Two such cases that have recently been finalised in court include the stabbing death of Luna the Labrador and the incident on Rottnest whereby an innocent quokka was cruelly kicked and chased by a man, while his friend filmed the attack to share on social media.

We know from your calls and emails that, like us, you’ve had enough of these senseless acts. Please continue to voice your animal welfare concerns with your local MP, or email the Minister for Agriculture, Alannah MacTiernan, direct: [email protected].

NOT: SENSELESS ACTS OF CRUELTY

As the temperature drops and the cold sets in, don’t forget to make sure your pets are warm. If you’re feeling the chill, chances are they are, too.Make sure your dogs, cats, rabbits, birds, guinea pigs, fish, reptiles, (we could go on) are comfortable – bring their shelter indoors or under cover out of the wind or rain and off the ground. In extreme weather, bring them inside. Keep short-coated breeds, older pets and very young animals warm with cute winter woollies, and make sure the fire or heater is safe for them to be around.And it takes more energy to keep warm in winter, so consider giving them a little more food to keep warm and happy.

NOT: FREE-RANGE EGG PRODUCERS SELLING CAGED EGGSSome of the best-known producers of barn-laid or free-range eggs in Australia are also big producers of caged-eggs – so not hot! Despite promoting their cage-free egg farming, these companies continue to keep hens locked up in cramped, barren battery cages for their entire lives, all in the name of profit.

That means for millions of layer hens, their quality of life comes down to the luck of the draw – whether they’re fortunate enough to be sent to the cage-free farms, or unlucky enough to be locked in a cage for the rest of their life.

The more Inspectors we have, the more we can do to prevent cruelty before it happens so please check out the double-page feature on the 20for20 Campaign in this issue.

There are signs of hope that animal welfare is set to improve in WA. The new State Government recently announced plans to bring WA up to nationally recommended minimum requirements by changing the Animal Welfare Act 2002 so that national standards for livestock management can be legally enforced here in WA.

This will cover the welfare of many different types of livestock in many different situations. To give just one example, the provisions of the national Land Transport Standards and Guidelines for Livestock are expected to become mandatory. They cover minimum welfare requirements for mustering, handling, watering and feeding, loading, journey duration and unloading and holding times. They apply to all people responsible for the care of livestock being transported on land including agents, transport operators and people on farms, depos, sale yard feedlots and abattoirs.

They were developed through consultation with State And Territory Governments, livestock industry organisations, animal welfare groups and the public. They reflect available scientific knowledge, current practice and community expectations and apply to many different kinds of animals.

They were endorsed by the Primary Industry Standing Committee in 2012 with South Australia being the first state to adopt them during that year. Since then, Tasmania, New South Wales, Victoria and the Northern Territory and Queensland all endorsed and adopted them. But WA did not.

RSPCA WA worked behind the scenes with politicians and bureaucrats to have these enforceable standards adopted here. We raised the issue with three previous state Ministers for Agriculture at numerous meetings and provided written briefings. But, the former WA Government did nothing to implement them, preferring to rely on the State Codes of Practice to protect livestock.

WA Codes of Practice for sheep, cattle and transport of cattle are over a decade old and, since they were developed, much has changed in agricultural science, animal welfare science and public expectations about how animals are treated. The codes can only be used as defenses against charges of animal cruelty while provisions in the national standards are legally enforceable minimum requirements.

I was therefore delighted when, at our first meeting with the new Minister for Agriculture, Alannah MacTiernan, we were told that she planned to introduce national standards for livestock welfare into WA.

We expect that this will really make a difference to so many animals throughout WA and it’s an example of what RSPCA WA achieves through our advocacy work to government.

However, policy change does take a long time of evidence gathering, preparing briefings and meetings with key people and organisations and I thank you for continuing to support RSPCA WA as we will always work just as hard behind the scenes to prevent animal cruelty as we do in the public domain.

LONG OVERDUE REVIEW PLANNED FOR WA’S ANIMAL WELFARE ACTThe Minister for Agriculture and Food (WA) has confirmed plans to conduct a review of the Animal Welfare Act later this year, some fifteen years after the Act’s last revision, in 2002.

Community expectations and understanding of how animals should be treated have changed significantly over the last decade, and this should be reflected in law. This is a historic opportunity to improve animal protection laws in Western Australia, in keeping with interstate and international advances in animal protection, as well as developments in animal welfare science over the last fifteen years.

A public consultation period, as part of the review process, will happen later this year, so if you have issues or concerns about animal welfare legislation in our State, make your voice heard. INDUSTRY NEWSA WIN FOR WA LIVESTOCKThe WA Government has acknowledged the need for better controls around welfare of livestock, recently announcing plans to legislate national welfare standards and guidelines into the Animal Welfare Act.

What does this mean for livestock in WA? Currently, the nationally adopted standards and guidelines are not enforceable by law. By legislating them into the Animal Welfare Act, livestock will be protected under law, regulations would be enforceable and breaches could lead to prosecution.

This move finally brings WA into line with the rest of Australia.

FUNDS ALLOCATED TO END COSMETIC TESTING IN AUSTRALIA

The Government’s promise to ban cosmetic testing on animals is one step closer to reality with $2.1 million allocated to the cause in the federal budget announced in May. It is great news that the Government is investing in this movement, to ensure cosmetics sold in Australia have not been tested on animals.

A total ban is still some time away, with the Federal Government working with States and Territories to incorporate a testing ban in their respective laws. They will also consult with the cosmetics industry and animal welfare stakeholders to develop a code of practice on the sale of cosmetics.

You can check which brands are already cruelty-free by searching for brand names at www.crueltyfreeinternational.org/LeapingBunny or you can keep an eye out for the Leaping Bunny logo when shopping for new cosmetic products.

Maureen is the Inspector based in Geraldton, responding to all animal welfare concerns in the huge region stretching from Geraldton to the Kimberley. In many cases, Maureen has to work closely with Shire Rangers and local Police in regional centres to assist her in rescuing animals and keeping them safe until she can get to them.

Maureen recently spent two days driving up to Port Hedland to collect a dog that Police and Rangers had seized at her request. She then drove two more days to take the dog back down to Geraldton for veterinary

attention. Sadly, despite all that effort, the vet advised that the dog could not be saved.

Arriving at a job too late, or not being able to get there at all, weighs heavily on every Inspector. Their faith in people is tested daily; their resolve to continue is hardened when the challenges arise; but their passion for doing what they do is never questioned. And through your support for the 20for20 Campaign we will get more Inspectors on the roads, and we’ll be able to reach, and rescue more animals.

Meet Maureen

This is the problem you are helping to fix through your support of the 20for20 campaign that RSPCA WA has been running through May and June. The campaign is confronting and shows real images of animal cruelty, but will raise critically needed funds for the future of the Inspectorate program.

The average cost of keeping an Inspector on the road is $167,000 each year. Our Regional Inspectors based in Geraldton, Kalgoorlie, Bunbury and Albany, cover tens of thousands of kilometres every year, to reach animals in need.

Since the 20for20 campaign hit your inboxes and letterboxes, some very creative people have been inspired to take their passion for animal welfare a step further. We’ve been touched by many truly heart-warming efforts from animal lovers across Perth who have chipped in to stop animal cruelty in their own special way.

AMAZING ANGUSEight-year-old Angus was so sad to learn that some people treat animals badly, that he sent us a note saying he’d like to donate his pocket money to our appeal - to help us, help animals in need.

Thanks so much Angus – great to see you getting behind the cause at such a young age!

FIGHTING CRUELTY WITH CAKEThis wonderful cat and dog cake was baked for a raffle prize, and the winner of the cake, Vanessa, thought she’d come in and share it with us here at the Animal Care Centre in Malaga. We were just as delighted to meet Vanessa and her friend, who brightened our day with their visit. The cake was delicious and Vanessa made a cash donation to 20for20 while she was here. Thank you!

A SLICE OF THE PIEAunty Barb’s Sausage Rolls is a new business that makes and delivers homemade sausage rolls for the Perth community. It’s run by Barbara, who called by our offices recently to drop off a $500 donation to the 20for20 appeal.

Barbara set herself a goal of raising $500 in just one month, donating all the profits from her first month in business in order to achieve it. What a generous gesture!

SAVVY STEVESteve from Rockingham came up with an idea to set up a doggy treat donation system in his local dog-friendly café, Pengos, in Cockburn.

He supplied a 5kg bag of doggy treats so that patrons with dogs could take a treat for their pet in return for a donation to RSPCA WA.

In just one month, Steve raised $145 for the 20for20 appeal. He’s already started looking to do the same at other pet-friendly cafés across Perth, and certainly has the passion to make it happen!

If each RSPCA WA Inspector covered an equal geographic area, they would each be responsible for an area roughly the size of Victoria. As it is, with just 11 Inspectors on the road, there are parts of the State that we simply can’t reach. And if we do reach them, too often, we’re too late.

Thousands of animals come into the care of RSPCA WA every year – so it’s important that we have the facilities and infrastructure in place to provide a high standard of care and rehabilitation for them during their time with us.With that in mind, we’re currently in the process of upgrading our existing facilities in Malaga which will make life more comfortable for the animals already with us, and also to ensure that we have capacity to look after even more animals we are expecting to arrive given the positive community response to our 20for20 Appeal.

More Inspectors means more animals rescued, which ultimately means more animals through the gates of our Animal Care Centre in Malaga, so we’re planning ahead to make sure we can look after all these animals in need.

We’ve recently completed an upgrade to one of our four kennel blocks, all of which have been looking a little worse for wear for quite some time. The improvements we’ve made incorporate the use of different building materials, better suited to the WA climate. This provides a nicer environment for the dogs being housed here, which we believe will make a positive difference to their rehabilitation and overall wellbeing while they await their new homes.

We’ve also recently completed construction of a new dog assessment building (thanks to Lotterywest), so our behavioural team now has a purpose-built space to interact and work with the animals more comfortably and more effectively.

While the work on our infrastructure has been taking place, I have visited many regional areas of WA to lay some ground work for our new Inspectors who will be

located in areas where they are most needed. My visits involve ensuring they have the support already in place so they can get on with their jobs of preventing cruelty and rescuing animals in need straightaway.

Inspectors located in regional areas rely on a network of many people

and organisations including Shire Rangers, vet clinics and animal foster carers. It’s important to establish and strengthen those key relationships so that we have an effective network of Inspectors in the regions.

In the vet clinicWe are extremely lucky to have such a dedicated team of veterinary experts here at RSPCA WA, each one of which is driven by a passion to help animals in need. The team see and treat a variety of patients each day, caring for the animals already in our care while also accommodating those brought in by our Inspectors. Juggling so many animals – with such a wide range of health concerns – is by no means an easy feat.

Angel

Terri

Little Terri came into our care with her sister Toni. Her eye was bulging from the socket, and urgently needed to be removed.

Despite being just 5 weeks old, our skilled veterinary team carefully operated to remove Terri’s eye, discovering that the eyeball itself had burst, potentially due to an untreated abscess.

The surgery was a success, and Terri recovered in foster care with her sister Toni until the two were old enough to be desexed. Both kittens were microchipped, vaccinated and given parasite prevention before being made available for adoption.

Bill

Nine-year-old Border Collie cross, Bill, came in with one of our Inspectors after being surrendered by his owner.

He had several worrying lumps on his back that needed to be checked out, so when he arrived at our Animal Care Centre, the vet team took a biopsy and took x-rays of his hips to check for joint problems.

Thankfully Bill’s biopsy results came back clear. He was put under anaesthetic so the team could remove the lumps from his back, and while anaesthetised, he was desexed and had multiple teeth extracted due to their poor condition.

After a few weeks of recovery and TLC, Bill will be up for adoption, and off to his new home.

Angel the Labrador came into our care with a number of health concerns – most of which were clearly visible. She presented to the vet clinic with mild anaemia, dental disease, obesity, dermatitis, multiple masses all over her body, and suspected osteoarthritis.

Angel was placed on pain relief and antibiotics while a treatment plan was prepared; starting with x-rays, which identified mild osteoarthritis in her lower leg. The team also took samples from the masses covering her body and the largest, ulcerated mass, was removed.

While most of the masses were benign, unfortunately one was found to be cancerous; so a lengthy surgery was performed to carefully remove it, and thankfully, the cancer did not spread.

The remaining benign masses were then removed from Angel’s body, she was desexed, and underwent her final procedure to remove her diseased teeth.

She’s still recovering from the extensive surgery but is expected to make a full recovery and be available for adoption soon.

We rely very much on the community reporting cruelty to us and supporting the work of our Inspectors. We know from experience that when a RSPCA WA Inspector is available that people feel more confident reporting cruelty as they know something will be done about it.

So, while we are focused on expanding our presence across WA, we’re also committed to the animals who need us – and those we can help - right now.

There is a lot to do, and many goals to achieve in order to improve animal welfare and reduce animal cruelty in Western Australia. Although it’s early days, the 20for20 appeal is going well and we are hearing from many new donors every day. I’m confident in our direction and I look forward to sharing our progress with you as we work towards stopping animal cruelty in our State.

In March 2016, RSPCA WA Inspectors attended a property in South Trayning - 236km east of Perth - where they discovered numerous decomposing animal carcasses of sheep, horses, chickens and emus.

Inspectors also located ten living horses and four dogs at the property, all in poor condition and urgently in need of veterinary care.

Thankfully Inspectors gathered enough evidence to charge the two owners with 14 charges of animal cruelty under the Animal Welfare Act (2002).

The 13-month investigation and prosecution came to an end on April 12 when the couple were found guilty and banned from coming in to contact with any animal for ten years and also fined $40,000 each. It is important to note that these fines are payable to the State Government, not the RSPCA.

The rescued animals were forfeited to RSPCA WA and can now be rehomed.

This is just one case where the remote nature of the property, the sheer volume of animals needing rescue, and the amount of work required to gather evidence and lay charges under the Animal Welfare Act stretch the resources of the Inspectorate in WA. With only 11 Inspectors in the entire state, there is a very real need for additional Inspectors so that more animals can be saved.

Rosie and Alice were rescued from a Great Southern property in January 2016. They were extremely emaciated and suffering from severe flea infestations. Left untreated, Alice’s condition was so severe that she had a large, infected skin wound which resembled a burn across her entire rump.

The dogs were seized and taken straight to a local vet clinic for immediate treatment. Their body condition score was rated as one out of nine and they were suffering from numerous other health concerns including skin sores, eye infections, extensive hair loss and broken teeth.

Rosie and Alice’s owner pleaded guilty to two charges of animal cruelty and was sentenced at Albany Magistrates Court in February this year.

He received a two year prohibition order that restricts him from being in charge of dogs or cats and was ordered to pay a $2,300 fine per dog and $1,697.24 in vet bills.

RSPCA WA would like to thank Bradley Bayly Legal for their pro bono support on this case.

A Perth dog owner was found guilty of neglecting her two pet shar pei dogs, Parley and Marna, who were found in poor condition with no access to fresh food or water following a tip-off from a concerned member of the public.

The attending Inspector tried to work with the owner by issuing a Direction Notice, but a check-up two days later showed no improvement in the owner’s attitude towards her pets, and no evidence of fresh food or water being provided to them.

The woman was ordered to pay $4,000 plus costs, and prohibited from being in charge of any dog for three years. Parley and Marna have been receiving treatment and care at RSPCA WA for many months and will now enter RSPCA WA’s rehoming program.

In most cases RSPCA Inspectors are able to work with and educate owners to improve conditions for animals. But in others, justice needs to be sought through the courts.Thankfully, with your kind support, RSPCA Inspectors are able to investigate reports of cruelty and neglect and compile evidence to prosecute people in court.

The following cases have recently been settled in court and the owners have been sentenced for their actions.

More importantly, the surviving animals are now safe from harm.

In September last year, a Perth dog owner was observed beating his pug-cross puppy, named Bruce.

Over a period of six hours, Bruce was repeatedly punched in the head, thrown to the ground, kicked, smacked, and left for a period of time in an upturned crate in the back garden.

Bruce was seized by one of our Inspectors and his owner was sentenced in April this year. He was ordered to pay a $4,000 fine and received a 3-year prohibition from owning a dog.

A virtual army of foster carers are giving more animals an opportunity to experience life in a safe and loving home - some for the first time in their life.

RSPCA WA rescues animals that have often suffered deep psychological and physical abuse. These animals are desperate for a warm, loving environment where they can feel safe and secure, and for some of them, the shelter environment can be quite stressful. Some animals do not cope well with the sudden change of environment and this can unfortunately jeopardise their rehabilitation.

Foster care gives these animals an opportunity for respite; providing a quieter environment where they can be at ease during their rehabilitation. It also offers more human socialisation than can be provided in the shelter, which is a great benefit to most of the animals in care.

Before going on foster, each animal is checked by the vets and behavioural specialists. They’ll look at the severity of the animal’s health conditions and extent of care required, their behaviour and any training needs, and the animal’s legal status.

RSPCA WA’s Foster Care Program ensures that all animals requiring foster care are placed on a priority list and matched with a suitable carer as quickly as possible. Currently, every animal in need of foster care is recovering in a home thanks to our wonderful network of dedicated foster carers.

Buffy the 6 year old Rottweiller was rescued by an Inspector in November 2015 following a report to the Cruelty Hotline. She was found in the backyard of a property in Perth’s south, curled up in a plastic crate with no cushion for comfort. Her skin was in poor condition, bald in patches and visibly irritated.

Buffy’s owner agreed to surrender her to the Inspector as they couldn’t afford to look after her, so she was brought to our Animal Care Centre in Malaga for treatment. Buffy was found to be suffering from a number of health complaints including dermatitis, ear infections, conjunctivitis, and secondary osteoarthritis.

The team immediately began treating Buffy using antibiotics, steroids, ear ointment antibiotics, ear cleaners, barrier building topical skin medications, regular medicated baths, and an effective flea prevention

program. The skin, ear and eye issues didn’t respond to medication alone, so a possible allergy was investigated as an underlying cause. Buffy was placed on two separate diet trials and responded well to an Anallergenic diet that saw her symptoms improve significantly.

Once most of her medical conditions were under control, Buffy was scheduled for Entropion surgery to correct her eyelids, which were rolling inwards and scratching the surface of her eyes. The surgery was a success, and Buffy made a full recovery in the comfort of a foster home.

After more than a year in foster care, Buffy eventually captured the hearts of Amber and Tim, who welcomed her into their family earlier this year. Her new owners are completely smitten with her and can’t believe how quickly she settled in, even making friends with her new sister, Heidi the cat.

A BRIGHT FUTURE FOR BUFFY

Lolly, a 5 year old blind Chihuahua cross, was found by one of our staff members abandoned in a crate at the entrance to the Animal Care Centre in Malaga late last year. Her owner had dumped her, so we took her in and gave her the treatment she needed (bilateral knee surgery).

Due to her blindness, the shelter would have been an uncomfortable place for Lolly to recover from her surgery, so Lolly was placed on foster for 8 weeks post-op. Her foster carer did a great job of taking care of Lolly while she recovered, providing a calm and quiet environment where Lolly could feel safe and relaxed.

We’re grateful that Lolly could recover peacefully out on foster, and she’s now found a forever home with a new family to call her own.
