Itʼs not often that news is greeted with a universally positiveresponse, but thatʼs what seems to have happened followingthe announcement that Gloucester will be a ʻHost Cityʼ forthe Rugby World Cup 2015. The Kingsholm Stadium will behome to four matches, with teams including Scotland, Tonga,Argentina and America on view. The announcement came after a year of work between theCity Council and Gloucester Rugby, with help from manyexternal partners. It all started with a phone call to me fromformer Gloucester Rugby MD Ken Nottage and continuedwith support from his successors Chris Ferguson andStephen Vaughan. The Rugby World Cup is thethird biggest global sporting eventand has a worldwide audience ofover 4.2 billion people. To be partof such an occasion is a greatopportunity for the city and givesus a real chance to put Gloucesterwell and truly on the map.Being a Host City isnʼt just about playing a few matches atKingsholm. We are required to create a “fanzone” – with a bigscreen where people can watch the matches (not just thosebeing played in Gloucester). We will be dressing the city withbanners and the like, and putting on some events, so peoplehere will know there really is something special going on.Kingsholm and Exeterʼs Sandy Park ground were the onlyclub rugby stadia to make it to the final list – something weshould be very proud of. As well as the strong partnershipbetween the City Council and the Rugby Club, thepassionate support from Gloucester fans undoubtedly playeda part in the success of the bid, as did letters from playerspast and present like Mike Tindall, Mike Teague and PhilVickery, the supportersʼ organisation KSM, Lord LieutenantJanet Trotter, City MP Richard Graham and many others.Iʼm keen that the whole city should feel involved in thisevent, that there should be a real legacy from it and that wemaximise the benefits for the people and businesses ofGloucester. A lot of hard work lies ahead to deliver this eventsuccessfully, but Iʼm confident we can and will – and, likemany people in the city, Iʼm very excited about it!

Known to his friends as ‘Cooch’ – GarethChilcott is recognised in sporting circlesacross the globe – like so many of hiscontemporaries, a true character fromthe world of rugby.

Gareth Chilcott

Born in Bristol and a former pupil of Ashton Park School, the 56-year-old hascontinued his involvement in sport since hanging his boots up some 20 yearsago. His career in the ‘sports tours’ industry has resulted in personal experienceand expertise that most would struggle to rival today, and it’s this knowledge andprowess that’s enabled him to recently start his own travel company – Venatour– specialising in major cricket and golf events as well as rugby (see right). At the core of his sporting and business success is his competitive nature. Heplayed 363 games at prop, scoring 66 points, in an illustrious playing career withBath. During this period ‘Cooch’ also won 14 caps for England, starting with hisdebut in 1984 against Australia. He locked horns with theAussies again in 1989 while representing the British and IrishLions down under.Much to the upset of many of us Gloucester fans, Garethepitomised the winning mentality of, arguably, Bath rugby’sfinest era to date. But, when the final whistle sounded, it washis affable character that endeared him to even the mostardent Cherry & Whites supporters. In fact, GloucesterRugby benefited greatly from Gareth’s Kingsholminvolvement during a 5-year commercial tenure.Cooch is an active Honorary President of the rugby charityWooden Spoon, improving the lives of disadvantaged childrenand young people in Britain and Ireland, and an ambassadorfor SOS/iRB Kit Aid – a “green” rugby project that gives less-advantaged childrenaround the world a chance to play and develop rugby in emerging nations

through the collection and distribution ofunused/unwanted recycled rugby kit from the UK andIreland (www.sosirbkitaid.org),He is also a renowned ‘dinner speaker’, and had abrief time as an actor in the revived stage play Up ‘n’Under which was set around a rugby league sevenstournament. His love of sport extends to football –he’s a keen Bristol City supporter and goes to manyhome and away games.

If you’ve got absolutely no interest in sport and have managed to read this far,it may be due to recognising Gareth from a different sort of TV appearance.Originally shown in September 2011, a re-run of a rugby special episode of‘Come Dine with Me’ saw Coochenjoying food, drink and banterwith Martin Offiah, Victor Uboguand Kyran Bracken.Mirrored from his playing days,Gareth’s attitude of ‘doing thejob right’ and then ‘having fun’dictates he and his team atVenatour will be doing more thanorganising your travel, hotels andtickets for you – they’ll ensureyour trips are full of wonderfulmemories to last a lifetime!

Famous Face

releases include trips to Rome, Paris andEdinburgh for England’s away Six Nationsmatches early next year, and a tour toDublin for the Ireland v Wales match. Forthe main rugby events, Venatour’sambassadors are legends Jason Leonardand Shane Williams.Official Ryder Cup golf packages are also

on sale with two options: a five night ‘RyderCup Experience’, or the ‘Ultimate RyderCup Tour’ – taking in the event as well asplaying some of golf’s most famous courses, including Turnberry, Troon, Carnoustie,Muirfield and, of course, St Andrews.

Appetising AshesFor cricket lovers there’s the appetising

‘Ashes Tour to Australia 2013/14’ withVenatour’s cricket ambassadors SimonJones and Adam Hollioake – it promises tobe a fantastic series as the rivalry will beincredibly intense with the two nations

having battled for thecoveted bragging rights justmonths earlier (Englandhost Australia this summer). The Venatour team will

be focusing on their corebusiness, providing Groupand Bespoke Sports Toursto worldwide events, aswell as specific ‘tailor made’trips for individuals andparties to other events oftheir choice.Whatever your sporting

and travel needs, Venatourare sure they can providesomething distinct, person-alised and within budget toall your favourite events.

I anyone whol ort and travel

I have always had a love for travelling andexploring, and I joined Venatour after 9years with Gullivers Sports Travel. I playedrugby at university and worked for a timeat Gloucester Rugby Club, so I have astrong interest in the game – enjoyingworking on various events, including 3Rugby World Cups and 2 Lions tours. I’vealso been involved in many cricket tours, visiting some great destinations over theyears – my favourites are New Zealand,South Africa, the Caribbean and HongKong. I’m from a sporty family and playeda number of sports at a competitive level, including netball, hockey, rugby and horseriding. My main sport now is rowing andI enjoy being out on the water at Eveshamand getting involved at competitions.

Having worked for a large sports travelcompany for 6 years in the schools andclubs division, I decided to make thebreak away to work with Cooch as I sawsuch potential in Venatour. I am privilegedto be working in a job I love. Rugby, cricket and golf play a big part in my life –whether playing or supporting – and to beable to have a job in which I can enjoythese sports whilst I work is something Iam very grateful for. Large companies cansometimes lose sight of the core valuesthat make the real difference tosupporters and clients, so it is our missionhere at Venatour to offer the high quality, personal service to produce real, authentic tour packages that live long inthe memory for all our clients.

It’s been a crazy few months for Cloudy2ClearWindows. The company which specialises inrepairing windows which are steamed up,broken or damaged by replacing the panes –not the frames has grown rapidly ashomeowners take advantage of their services.Managing Director Paul Spiller feels that it’s all

about service: “Our product is simple. If yourdouble glazing is misted up we can replace theglass at a fraction of the cost of a new window, inany type of frame, and with a new 5 yearguarantee. But it’s not just about saving people

money, although that obviously helps. “Manytradespeople have struggled since last year and Ihonestly feel that during the good times a minorityperhaps didn’t focus on customer care as much asthey should have done. We make sure we turn upwhen we say we will, do the job the customerrequires and leave their house as clean as a whistle.I often get comments back from customers onhow they really didn’t expect that sort of servicewhich, in a way, is very sad for the service industryas a whole.”Cloudy2Clear service the Gloucester,

Cheltenham, Stroud & Tewkesbury areas and Paulis finding that his approach is a major factor in hissuccess.“The truth is that it’s not just the personal

satisfaction that I get from doing a good job but alsoit makes good business sense. I get a huge amountof business from friends and family of people I’vedone work for, which just goes to show howmuch a little bit of effort is appreciated.”So, if your windows are steamed up, broken or

damaged give Paul a call for a free quotation on0800 61 21 118.

June is a lovely month in thegarden, with my favouriteplant – the rose – at its best.Roses will fit in just aboutevery space. The DavidAustin ‘English Roses’ arebred to have the scent andcolour of the old roses, andthe shrub ones are ideal toplace as a small climber ifyour space is limited, andhave the added bonus offlowers starting from low down so you don’t get the barestems. If you have a large garden with a mature tree youcould try growing one of the prolific ramblers like ‘Kiftsgate’or ‘Rambling Rector’ which work best being allowed toromp up a big tree and do their thing with no pruning. At theend of the month give your roses their second feed ofgranular rose food.

The dreaded perennial battle with bindweed cancommence now. When you first see it appearing you canput in a bamboo caneand let it twine aroundthen pull the cane upcarefully without breakingthe stem and stuff in asmall sandwich bag stillattached to the ground (Iknow it is sounding a bitcrazy but keep it up ...),then you can spray theglyphosate weedkillerinto the bag carefully, knot the top, and leave on the grounduntil the bindweed shrivels up. This has the advantage of notdrifting onto other plants and being rainproof. If it has growntoo wild to do this, cut it off and then start from thebeginning with the cane etc. Roundup have a new productwhich is like one of those roll-on deodorants, a weedkillergel, which looks easy to use (although I haven’t tried itmyself) and mess free.

With the Chelsea flower show this month it is the idealtime to do the ‘Chelsea Chop’ which is a way of shorteningperennials which can become leggy. It promotes smaller, later but increased quantity of flowers. You can try it on lotsof plants e.g. Sedums, Rudbeckias, Echinaceas, Heleniumsand Asters. You could also cutback half the stems and leave theother half, thus lengthening theflowering display – have a try andsee how you get on.

As always if you fancy a changein your garden, be it just areplanted border or a completegarden design do contact me bymobile or email (details below), orvisit my website. Make this year aspecial one for your garden!

www.andorran.co.ukRoger Downes FCA is a director of Andorran

Ask any businessman about what the Governmentcan do to support small businesses and one ofthe first answers you will get is ʻcut the red tapeʼ.But exactly where should those cuts fall and arethey really going to stimulate growth?

I run a small business, so I asked myself thequestion and my first response was that there areso many rules and regulations that it is nearimpossible for one person running a business toknow them all.

The two areas that strangle small businessdevelopment the most are employment legislationand health and safety. Both of these are importantmatters, but a survey last year showed that 2 in3 small business owners felt that the hiring andfiring of staff needed to be greatly simplified.

I hope that George Osborne doesnʼt think thatthe employers national insurance ʻholidayʼannounced in this yearʼs Budget is contributingto the removal of red tape. True it reduces theburden of employment cost, but hidden aroundthe corner is Auto-Enrolment for pensions, whichis going to add far more to the cost of employingpeople.

A start has been made on the simplification ofEmployment Tribunal processes, but that onlyaffects employers and staff who have fallen out. What about help for those businesses where ithasnʼt reached that point?

The problem is that Government officials live ina different world to the rest of us. It is not until theyunderstand what goes on in a small business thatanyone in power will have a hope of providing thehelp and support we all need.

PART

WORN

TYRES:A FALSE ECONOMY.

Illegal part worn tyres have proved to be a dangerous

menace on UK roads. However, there is mounting evidence, as motoring budgets are under increasing pressure, that motorists are buying these tyres in an attempt to save money. Yet part worn tyres, apart from being potentially dangerous, offer very poor value for money. Pound per millimetre they are more expensive that a brand new tyre.

According to Protyre; the number of secondhand

tyres coming into the UK is

rising and could be as many as 6 million this year. Many of these tyres may have internal damage as a result of being involved in an accident, and are therefore dangerous to fit to a vehicle. There is UK legislation in place to protect motorists from buying illegal part worn tyres, but many of the garages selling them ignore these requirements.

At the heart of the part worn tyre problem is the

lack of consumer knowledge on the importance of tyre safety. Tyres are arguably the most important safety component on a car; yet the most neglected. Four patches of rubber each no bigger than the palm of a hand is all that connect the vehicle with the road surface. It is therefore vital that tyres are in good condition and able to deal with the wide range of driving and weather conditions motorists are likely to experience.

Fitting part worn tyres is likely to compromise road

safety and the extent of the dangers posed by these tyres has been underlined by Trading Standards. A study by Birmingham Trading Standards found that 90% of the secondhand tyres they checked, which were on sale, failed to meet the minimum legal requirements.

For help and guidance on choosing the most suitable

tyre for your vehicle as well as a full range of other garage services available, call Protyre for helpful, friendly advice.Alternatively, drop in with your vehicle for a free tyre health check. Protyre: Peace of Mind.

Dear Readers,I hope you are well and had a good May. I am also hoping that

many of you attended the “Paws on Patrol” event that was heldin Gloucester Park on Saturday 1st June.

Over the last month the local policing teams have continuedto be out and about within our communities, with numerousevents taking place. For information around future events pleasevisit our page on the Constabulary’s website. Crime across ourcommunities is still in decline, which is great news, but wecontinue to have “spikes” in certain areas of crime.

Bike thefts and shed burglaries in particular are a priority for us.Many cyclists are spending hundreds and even thousands ofpounds on bicycles and that makes them more attractive tocriminals so it’s worth remembering that, as a rough guide, it’sadvisable that you spend 10% of the value of your bike onsecurity.

We are encouraging people to register with a site likewww.bikeregister.com or www.immobilise.com and to buy asecurity pack that suits you. There are some hi-tech chemicaletching devices available at relatively low cost that invisibly markyour bike, and data tag sets which mean it is can be traced ifstolen. The hope is to get as many bikes as possible on theseregisters as they provide a means for officers to quickly check ifa bike is stolen, and good evidence for us to convict thieves.

With the interest in cycling growing since the Olympics, andthe increase in expensive mountain and racer bikes on ourstreets, we’ll be looking to push home the bike security messageas the weather improves. The best advice, including a videoshowing you how not to lock a bike, can be found at the crimereduction section of www.gloucestershire.police.uk.

In terms of our enforcement action over the last couple ofmonths, as the result of police activity throughout May we havearrested and charged many prolific offenders that have beencausing harm to our communities. Excellent arrests have beenmade with individuals who were breakinginto your sheds and stealing from your cars– we cannot, however, becomecomplacent. If you have any informationplease don’t hesitate to contact your localcommunity policing team on 101 or,indeed, please send us a email.

I hope you all have a safe June and I lookforward to speaking to you all in July.

ship – far larger than anythingpreviously attempted. This event was quickly overtaken

eight years later, when Fielding & Plattbuilt the first of its sea-going steamers. However, after about 1870, theindustry fell into sharp decline. It may never have recovered but for

the onset of the Great War. As part ofthe war effort between 1917 and 1920,six concrete barges weighing in atover 1,000 tons each wereconstructed by a workforce of around300 men. The firm of Nicholls &

Hobrough, working for the Admiralty, built the barges on land opposite theold gas works at Hempstead. Theyhad to be fabricated and launchedbroadside into the canal. The concrete ship Creteroad

pictured below at the moment of itslaunch, caused a terrific wave whichdamaged the canal banks, sweepingover the tow path and hedge, stranding a large quantity of fish in theadjoining field. This was the swan-song of

shipbuilding in Gloucester, althoughconstruction of smaller vessels, suchas the 36' trow used in the QueenʼsDiamond Jubilee celebrationscontinues to this day.

Shipbuilding in Gloucester dates backseveral centuries, but in more recenttimes it formed a significant part of theoverall manufacturing scene within theCity. The firm of William Hunt & Co were

building sailing schooners of up to 175tons draft weight at Canal Basin in the1840s, as was Edward Hipwood atWestgate Bridge. By 1851, 55 menwere employed on a full-time basisand these activities generated otherassociated trades such as mast andblock-makers, an anchor smith, andchandleries selling rope, sailcloth etc.The Sunderland shipbuilding firm of

Pickersgill & Miller took over a yard in1859 and in 1860 launched a 500 ton
