Carl Moyer--Voucher Incentive Program (VIP) Is Now Open Mike McManus, Director of Engineering Construction & Industry Relations The San Diego County Air Pollution Control District (District) is currently accepting applications from participating dealerships for grant funding available through the Voucher Incentive Program (VIP). With the goal of reducing air pollutant emissions, VIP provides a streamlined approach to obtain grants to replace qualified on-road diesel trucks with a Gross Vehicle Weight Rating (GVWR) greater than 14,000 pounds. Vouchers of up to $60,000 are available to replace qualifying trucks with newer, lower-emission vehicles. VIP projects must be completed by no later than December 31, 2019. Dealerships must submit applications online through the County's online Citizen Access system Guidelines for VIP are available here The VIP Program is restricted to fleets comprised of 10, or fewer, diesel-fueled trucks, with an emphasis on fleets of three or fewer, and is open to trucks with a GVWR greater than 14,000 pounds. Applications will be reviewed and approved on a first-come, first-served basis (based on the date of receipt by the APCD District) until funds are exhausted, or until the solicitation period is closed on November 1, 2019.

The Carl Moyer Memorial Air Quality Standards Attainment Program (Carl Moyer Program) provides grant funding for cleaner-than-required engines and equipment. Local air districts administer these grants and select which projects to fund. ARB works collaboratively with the districts and other stakeholders to set guidelines and ensure the program reduces pollution and provides cleaner air for Californians. The Carl Moyer Program achieves reductions in emissions of key pollutants which are necessary for California to meet its clean air commitments under regulatory requirements. Eligible projects include cleaner on-road trucks, school and transit buses, off-road equipment, marine vessels, locomotives, agricultural equipment, light duty vehicle scrap, and lawn mowers. Who can apply to the Carl Moyer Program? Owners of the following eligible engines:
• Off-Road Construction (All fleet sizes - As reported in the Diesel Off-road On-line Reporting System (DOORS); some restrictions for large fleets)
• Off-Road Agricultural • Marine • Locomotive • Proponents of Eligible Infrastructure Projects
The Carl Moyer Program for equipment replacement is scheduled to open in July.
