SECTION 1 GENERAL

1.1 PURPOSE

This Part 3 establishes the basic Requirements of the Project. The Contract Documents,NYSDOT standard drawings, manuals and specifications, and the referenced Design Codes andManuals shall be followed for the preparation of design and construction documents and theexecution of the Work. Any proposed deviation from the Contract requirements or NYSDOTstandards shall be submitted to the Department’s Design Quality Assurance Engineer for review,and shall require the submission of a Non-conformance Report, where the Design-Builder is toidentify, explain, and justify any deviation from the established criteria to the Department’s DesignQuality Assurance Engineer.

All designs shall be prepared in U.S. Customary units. The Design-Builder shall be responsiblefor converting any mapping, plans, etc. into U.S. Customary units as necessary for the completionof the Project.

The design and construction shall be in conformance with the latest edition of the New York StateDepartment of Transportation, the Project Specifications, Standard Specifications, with addenda,issued by the Office of Engineering, current as of the date of Proposal submission, excludingSection 100, which is superseded by Part 2, Section DB 100 of the Contract Documents, andexcept as otherwise noted in these Contract Documents and the Project Specifications includedin Part 8.

The Design-Builder shall prepare Project Specifications for the Project, for Work Items notcovered byincluded in the NYSDOT Standard Specifications or applicable Special Specifications,and shall prepare Design Plans for the Project in accordance with NYSDOT standards for generalcontent and format, and in accordance with the Contract.The Design-Builder shall prepare and submit a Non-conformance Report (in accordance with theprovisions of DB §105-16) for any Work proposed to be or actually performed that does notconform to the Contract requirements and for any deviations from the project or NYSDOTstandards.

1.2 SCOPE

The Design-Builder shall be responsible for complying with all terms of the Contract Documents.The Design-Builder shall review and understand all terms and conditions of the ContractDocuments prior to the commencement of the Project and shall be responsible for determiningthe full Scope of the Project by undertaking a thorough examination of the Contract Documents,the Reference Documents and the Project Site.

1.3 SCOPE OF WORK – MAJOR ITEMS

The scope of work for the Project includes but is not limited to the following items:

A. Architecture, design, engineering, and construction of new train station, railroad tracks andnew high level platform and platform canopy.

B. Architecture and Landscape Architecture services to meet aesthetic requirements.C. Construction staging to minimize impacts to the traveling public, passenger and freight train

operations.D. Design, Construction and maintenance of temporary ADA compliant passenger rail facility

including utilities, and walkways and temporary passenger platform(s) necessary to

maintain Amtrak servicesE. Lead and Asbestos removal and abatement.F. Demolition of existing station, station utilities and parking.G. Salvage and repurposing of sections of the existing platform canopy, and demolition of the

remaining platform canopy.H. Improvements to enhance the pedestrian experience, comfort and safety of the

project site.I. Ramp, and stair, and/or elevator constructionJ. Parking area and drive constructionK. Signing and parking area markingsL. Utility service relocations and connectionsM. Site drainage alteration and reconstructionsystemN. Pedestrian and bicycle access and amenities.

1.4 COORDINATION WITH OTHER PROJECTS

The Design-Builder shall coordinate the work so as not to conflict with other projects occurringwithin or abutting the Contract limits. It is expected that the following projects will be underconstruction during construction of this Contract:

There are no known NYSDOT projects currently scheduled to occur within or adjacent to theContract limits prior to the Project Completion Date.

1.5 THIRD PARTY AGREEMENTS (NON-UTILITY)

This project shall be designed and constructed in accordance with:

1. Project Agreements with Amtrak

2. Project Agreements with CSXT

3. Project Agreements with the City of Buffalo

4. Project Agreements with the New York State Thruway Authority

For information regarding Preliminary DB Utility Work Agreements, refer to Section 8 of this Part3.

1.6 DESIGN CODES AND MANUALS

In addition to this Part 3, Project Requirements, the Design-Builder must comply with all applicableengineering codes and standards, including those of the various Federal, State, and localjurisdictions.

If codes, standards and/or manuals are specified herein for the design of an element of theProject, then the edition(s) in effect on the Proposal due date shall be applicable to the Project.Responsibility for design remains with the Design-Builder in accordance with the terms andconditions of the Contract. If a code, manual or standard is subsequently modified by the issuer,the Design-Builder shall notify the Department of such modification(s) and request theDepartment’s decision regarding application of the modification(s).

1.9 INDICATIVE PLANS

The Indicative Plans, if provided to the Design-Builder in Part 6 – RFP Plans, convey an overallpotential solution to the Project’s needs that the Design-Builder may choose to consider indeveloping its design. The designs presented herein have been developed to a point sufficient topresent the general concepts of the Project and specifically to show the current highwaypropertyboundaries and the extent of property acquisitions provided by the Department. The technicalsolutions shown on the Indicative Plans are not mandatory, with the exception of elementsspecifically mentioned elsewhere in this Part 3 and Part 8.

1.10 DIRECTIVE PLANS

The Directive Plans, if provided to the Design-Builder in Part 6 – RFP Plans, depict requiredelements and components of the Project within specifically defined parameters. The Design-Builder has no latitude to adjust components or details shown on Directive Plans, unlessspecifically noted or through an approved Alternative Technical Concept (ATC).

1.11 CADD

CADD formatting for Design and As-Built Plans shall conform to the Department’s CADD DraftingStandards and CADD Design Standards in effect on the Proposal due date.

1.12 SCHEDULE OF PROJECT COMPLETION

All work on the design and on the construction shall be completed in accordance with Part 1, DBAgreement, Article 2, Contract Time, but in no case shall the Project Completion Date be laterthan September 30, 2020.

1.13 WORK PAYMENT SCHEDULE

Progress Payments will be made as each Work Item is completed to the satisfaction of theDepartment’s Construction Quality Assurance Engineer. Progress payments shall be subject tothe requirements of DB §109-2. Payments for Design, Construction Inspection and Laboratoryactivities will be made in conformance with DB § 109-2.2.

The Design-Builder (in particular, the lead constructor on the Design-Build team) is also madeaware that 12 NYCRR 56 specifically prohibits the abatement contractor from directly contractingproject monitoring and/or compliance air monitoring services. In order to comply with thisregulatory requirement, no Principal Participant may perform any asbestos abatement work forthis Project. The Design-Builder shall subcontract asbestos abatement and Projectmonitoring/compliance air sampling services to separate and independent firms.

If during the course of work, any asbestos-containing materials not already documented in theasbestos screening/assessment report or Project record plans are encountered and requiredisturbance, the Design-Builder shall be responsible for any needed additional asbestosassessment, abatement design, asbestos abatement, waste disposal, and Projectmonitoring/compliance air sampling. All additional work shall be paid for under the Force Accountpay item.

New York State Department of Labor (NYSDOL) asbestos licensure and applicable staffcertification(s) are required for Work where confirmed or presumed asbestos-containing materialsare impacted. All necessary asbestos assessment and Project design Work shall be performedin conformance with policy and guidance provided in NYSDOT’s The Environmental Manual(TEM).

Any ACMs associated with private utilities located within the Project limits shall be theresponsibility of the private utility owner. The Design-Builder shall coordinate with the privateutility owners for the remediation of any ACMs which may be identified.

The Design Builder is made aware that prior to commencement of any asbestos abatementactivities associated with the existing Buffalo Station, a 10-calendar day project notification shallbe submitted to the NYSDOL and a 10-business day project notification shall be submitted toUSEPA. A 10-calendar day building occupant notification is also required by NYSDOL. TheDesign Builder is responsible for all required regulatory project notifications associated with anyasbestos abatement work and failure to submit these in a timely fashion shall not cause to alterany project milestone dates.

3.3.5 Hazardous Waste/Contaminated Materials

An Environmental Site Assessment Report of the proposed project area was performed. Thecomplete Environmental Site Assessment Report dated May 2018 is included in Part 7 –Engineering Data.

The Design-Builder shall submit a Contaminated Materials Handling Plan, Field Organic VaporMonitoring Plan, Sampling Plan, and Disposal Plan to NYSDOT 30 calendar days prior tocommencing work in areas identified as potentially contaminated in the HazardousWaste/Contaminated Material Screening Report.

3.3.6 Environmental Plan Deliverables

Deliverables shall be as stated elsewhere in the RFP documents.

SECTION 6 RIGHT-OF-WAY, AND RAILROAD ACCESS AND COORDINATION, NEWYORK STATE THRUWAY ACCESS AND COORDINATION

6.1 SCOPE

The Design-Builder shall perform all the permanent Project Work within the existing State ownedROW and any additional ROW that has been, or will be, obtained for the Project.

Maps for any Right-of-Way that is in the process of being obtained or has been obtainedspecifically for this Project will be included in Part 7 – Engineering Data of these ContractDocuments.

Property releases for driveway reconnections or other work that is required are the responsibilityof the Design-Builder, in close coordination with the Construction Quality Assurance Engineer.

Right of ownership of all ROW and the improvements made thereon by the Design-Builder shallremain at all times with the Department. The Design-Builder’s right to entry and use of the ROWarises solely from permission granted by the Department under the Contract.

6.2 REQUIREMENTS

6.2.1 Right-of-Way Fencing

Any ROW fencing that has been damaged due to construction of the Project or removed by theDesign-Builder shall be replaced by the Design-Builder with new ROW fencing meeting currentNYSDOT standards.

6.2.2 Property Interests Identified by the Design-Builder for its Convenience

The Design-Builder shall be responsible for the acquisition and all costs associated therewith forany temporary land or other property required for the Design-Builder’s convenience outside theROW Limits, such as for staging, lay-down, access, office space, temporary works, or otherpurposes. The Design-Builder shall assume responsibility for satisfying all Federal and State andlocal regulations, identifying, analyzing, and documenting the environmental impacts associatedwith the additional space and securing all necessary consent, including that of the Department,prior to initiating use of the space, in accordance with DB §107-22.

6.2.3 Right of Way Markers

The Design-Builder shall monument all Permanent Easements and FEE acquisitions with low typeconcrete monuments in accordance with the NYSDOT Highway Design Manual and NYSDOTROW Mapping Procedure Manual.

6.2.4 Railroad Access and Coordination Requirements

In order to perform the Work, the Design Builder may have to access the project site by enteringproperty controlled by CSXT and property controlled by Amtrak. The Design Builder shall adhereto the railroad property access requirements while working on property under the control of eitherAmtrak or CSXT. As soon as practicable after contract award, the Department’s Project Managerwill convene a meeting with Amtrak, CSXT, and the Design Builder for the purpose of:

A. coordinating and confirming the Design Builder’s work schedule;

B. determining timeframes necessary for access to railroad property;C. assuring the Design Builder’s employees’ possess the required safety training from

Amtrak and CSXT;D. scheduling and coordinating to ensure the presence of required flaggers and other

protocols of Amtrak and CSXT are followed.6.2.4.2 RequirementsThe Design-Builder shall obtain Right of Entry Permit with CSXT. The Access Requirements forCSXT Property are below:

A. The Design Builder shall adhere to the railroad property access requirements whileworking on property under the control of CSXT.

B. CSXT Railroad is responsible for all flagging operations and separate coordination bythe Design Builder with CSXT is required.

C. All field personnel must attend CSXT ContractorDesign Builder safety/security training,which is different from the Amtrak training. D. The Design Builder must enter into a separate Private Crossing agreement with CSXTshould they need to cross the tracksto provide flagging for this Work.

Access Requirements for Amtrak Property:A. The Design Builder is required to obtain a Temporary Permit to Enter (TPE) from

Amtrak.B. The Design Builder shall adhere to the railroad property access requirements while

working on property under the control of Amtrak.C. All field personnel must undergo Amtrak Design Builder safety/security training annually,

available online: http://www.amtrakDesign Builder.comD. The Design Builder is required to submit an overall Site Specific Work Plan and Hazard

Analysis (SSWP/Hazard) Form to Amtrak Engineering for review and approval.E. Mandatory Personal Protective Equipment (PPE) shall be required for all workers worn

at all times including: Hard Hat, High visibility Orange Safety Vest with reflective striping(vest must be break-away), Safety Glasses or goggles, Work boots, Hearing protectionand Visible Safety Trained ID card.

F. The Design Builder shall provide to Amtrak Engineering the following:1. Monthly look ahead schedule of planned work activities, updated every two weeks.2. Specific work plans for safe operations prior to work activities being progressed.3. As a prerequisite to beginning or continuing Work, the Design Builder shall perform a

written daily Job Safety Briefing, updated daily, covering all persons working. Thebriefing shall include all tasks and be updated as major changes in work occur, thebriefing shall be performed by a designated Design Builder Employee in charge whoshall keep the briefing in his/her possession and presented to Amtrak or FRA officialsif requested.

G. Use of Site: For work on Amtrak property, limit use of site to work in areas identified. Donot disturb portions of site beyond the areas in which the Work has been designated:

L. Noise, Vibration, and Odors: Coordinate operations that may result in high levels of noiseand vibration, odors, or other disruption to Amtrak occupancy with NYSDOT. Submitrequest to NYSDOT and obtain written consent from NYSDOT.

M. Nonsmoking Building: Smoking is not permitted within the building or within 25 feet (8 m)of entrances, operable windows, or outdoor air intakes.

N. Controlled Substances: Use of tobacco products and other controlled substances on theproject site is not permitted.

O. Employee Identification: Design Builder personnel working on the Project site shall requirepersonnel to utilize identification tags at all times. Design Builder coordination throughAmtrak shall require all personnel working on the Project site to complete the AmtrakRoadway Worker Protection (Safety) Program.

P. Employee Screening: Comply with NYSDOT and Amtrak’s requirements regarding drugand background screening of Design Builder personnel working on the Project site.Maintain list of approved screened personnel with Contract Manager.

6.2.5 New York State Thruway Access and Coordination Requirements

The Design Builder shall obtain apply for and obtain permission from the New York State ThruwayAuthority (NYSTA) for work on property owned or controlled by NYSTA. This property includesNYSTA Lots 1 as shown in Part 5, Special Provision 10 New York State Thruway Authority SpecialProvisions, Exhibit SP10-1. No work shall take place on Lots 1 and 2 before April 1, 2020. Lots1 and 2 are not available to the Design Builder until April 1, 2020.

6.3 DELIVERABLES

SECTION 10 STRUCTURES

10.1 SCOPE

The Design-Builder shall be responsible for all work necessary to complete the design andconstruction of all permanent and temporary structures required to complete the Project,including, but not limited to, the permanent station and platform. The design and construction ofall structural systems and components shall provide functionality, durability, ease of maintenance,and safety.The Design-Builder shall be responsible for the review and approval of all shop drawings neededfor the scope of work. The review and approval process shall be in conformance with the Design-Builder’s Quality Control Plan.

10.1.1 Standards

Special Provision 10 entitled DB Performance Engineered Concrete Mixtures provides the requirements fora Design Builder’s designed concrete mixtures that achieve certain performance criteria to be used in lieuof standard concrete classes per NYSDOT Standard Specification Section 501 for cast in place concretewhen so desired. Note these Special Provision requirements address the mixture performance criteria anddevelopment tied to NYSDOT Standard Specification 501 and do not modify any other constructionspecifications (i.e. 555, 557, etc.).”

10.2 ARCHITECTURAL REQUIREMENTS

10.2.1 Scope

The new Buffalo Exchange Street Station shall be constructed on the site of the existing AmtrakBuffalo Exchange Street facility.The building and site design shall be fully accessible and shall allow for the possibility of futureexpansion for Amtrakpassenger rail service, as well as intercity bus service.Potential future expansion shall consist of spaces for Amtrak long distanceadditional passengerrail service, as well as intercity bus service. Although the future expansion would be constructedat a later date, the completed design shall stand on its own both functionally and aesthetically.When completed, the Buffalo Exchange Street Station building shall consist of an approximate4,800 square foot building footprint accommodating the program requirements of Amtrakfunctions. The waiting area with adjacent public restrooms shall occupy prominent areas of thebuilding, with waiting functions oriented to face Exchange Street and the station plaza. The facilityshall be fully ADA compliant and shall promote easy transfer between modes of transportation.Waiting, Ticketing, public toilet facilities, and a visually unobstructed circulation between thestation building and the platform shall be housed at the west side of the building, providing aconnection both physically and visually to downtown and the existing LRT Station. Amtrak,support, and service spaces shall be behind those public spaces on the east side of the buildingthrough the station plaza. Vertical circulation elements such as ramps and stairs will benecessaryshall be to provided connectingons from the station building and platform. Thesecirculation elements shall be easily identified and shall be nearby upon entering the station.Improvements shall also be made to the area immediately surrounding the station building toincorporate pedestrian, bicycle, and vehicular circulation, as well as parking for buses and cars.The site design shall incorporate a combination of hardscape and softscape, providing a friendlyspace for pedestrians. The plaza shall provide easy connections between all modes oftransportation, from the station building to Washington Street and to the existing LRT station onMain Street. Paving patterns and wayfinding elements shall be included to direct pedestrians,while planting, lighting, and seating will shall be provided to create an inviting atmosphere.

10.2.2 Standards

A code analysis report shall be prepared by the Design-Builder indicating how each element ofthe project shall comply with all applicable codes and standards. This report shall be based onthe most current edition of each code or standard in effect at the time of commencement ofconstruction of the facility. The Design-Builder shall perform the Work in accordance with theapplicable Standards, Codes and Manuals cited in Section 1.6, unless otherwise stipulated in thisProject Requirements, or otherwise applicable to the Project. The station building shall bedesigned and installed for a service life of 50 years, and specific attention should be given to therequirement for compliance with all aspects of the IgCC. Where codes or standards may beconsidered to be in conflict, the more stringent requirement shall be applied.

10.2.3 Requirements

10.2.3.1 Station BuildingThe Building structure shall be determined and designed by a NYS licensed ProfessionalEngineer. Building structural system shall comply with all applicable codes and regulations evenif not explicitly listed in this document.The Building structural system shall be designed to accommodate the architectural aesthetic aspresented in these documents and optimize the space as described in the Amtrak StationProgram and Planning – Standards and Guidelines.The main areas to be located on the first floor of the station shall include:A. Waiting Area with fixed seating and terrazzo flooringB. Customer Information KioskC. Retail KioskD. On-site ATME. Public Toilet Facilities, including Family Restroom and drinking fountainsF. Amtrak TicketingG. Amtrak Offices and Break RoomH. Amtrak Employee RestroomsI. Utility spacesThe remaining program elements are to be placed around the waiting area for ease of circulation.The waiting area shall total approximately 2,750 SF with seating for a minimum of 40 patrons.Several convenience and comfort amenities shall be offered to patrons, including ATM, Quik-TrakSelf-Ticking, and Wi-Fi connectivity.Ticketing for Amtrak shall be immediately visible and easily identified upon entering the stationbuilding. With connectivity to the waiting area and the auxiliary comfort facilities, the ticketingarea is the transition point between the public and private programs - The ticketing area mustservice the public while supporting the back of house functions behind the scenes. The ticketingoffice shall provide:A. ADA-compliant ticketing area for two staff positionsB. Cash drawers in built-in casework and desktops with operable glass cover for schedulesC. 10.3 TRACK, AND PLATFORM, AND PLATFORM CANOPY REQUIREMENTS

10.3.1 Scope

The scope of work includes installing new track, a new high-level ADA compliant platform, andcanopy, as shown in Part 6 Directive Plan, meeting the requirements stated below.

10.3.2 Standards

The Design-Builder shall perform the Work in accordance with the applicable Standards, Codesand Manuals cited in Section 1.6, unless otherwise stipulated in this Project Requirements, orotherwise applicable to the Project.

10.3.3 Requirements

A. All track, platform and associated canopy geometric layouts are part of the Directive Plansand cannot be altered.

B. The Design Builder shall contact CSXT and arrange Roadway Worker Protection Training forall employees that will work within 125 feet of live tracks at any time. The Design Builder shallestablish requirements with the CSXT Resident Engineer in charge and follow all safetyrequirements of CSXT in terms of flagging, fouling, rigging and trackway access restrictions.The Design-Builder shall prepare site-specific work plans for review and approval by CSXTbefore commencing work when the work or any part of the equipment used in conducting thework is within 125 feet of live tracks.

C. The Design Builder shall survey the proposed locations of the new track(s). The DesignBuilder shall dig a minimum of two test pits along the alignment of each new track(s), aminimum of 6 feet deep, and have the soil conditions evaluated onsite by a licensedgeotechnical engineer for suitability for supporting heavy haul railroad roadbeds. Issuefindings, including data, and recommendations in a letter report to NYSDOT.

N. Design Builder shall provide adequate clear and unobstructed level area at the west end of the platform to allow for a baggagecart to make a 180 degree turn. Refer to Part 6 Final RFP Plans.

O.N. The platform canopy shall be constructed as shown on the Directive Plans and located centrallyon the platform with an overall length of 540’. The width of the canopy shall be 21’.

P.O. At the existing platform, six (6) of the eight (8) existing built-up steel canopy support columns shall berehabilitated and re-installed as part of the new canopy system. Prior to removal of the existing platformcanopy the Design-Builder shall assess the current condition of the existing columns to determineappropriate cutoff height for fabrication of new column height extensions obtain Departmentconcurrence. Design-Builder shall carefully remove, preserve and protect the existing columns forrehabilitation. Lead abatement shall be performed on rehabilitated columns.

10.3.4 Deliverables

Deliverables shall meet the requirements of the AREMA for each design unit submission in order for the design unit tobe considered sufficiently complete for review. by NYSDOT, Amtrak, CSX, or their designees. Deliverables shallinclude but are not limited to:

A. Complete drawing package commensurate with submission level, including plans, and all details, notes, andschedules required to convey the design intent.

B. Complete technical specifications commensurate with the submission level, including a specification for everyscope element whether or not a specification is included in Part 8 of this RFP.

10.4 SITE REQUIREMENTS

10.4.1 Scope

A. Existing features in the work area; including buildings, walks, pavements, curbs, lighting and other site amenities,shall be demolished and disposed in accordance with City ordinances and with the requirements of all parts ofthis RFP. The Design Builder shall coordinate utility disconnects with each utility provider. Trash, debris,vegetation, trees (other than those which can remain), and any materials not incorporated in the project designmust be cleared from the site and disposed of in accordance with City ordinances.

B. The Design Builder shall provide site security with a fence and lockable gates for all phases of construction.Construction fence shall include vinyl graphic fence wrap of exterior vinyl type and quality, as well as ink type andquality, such that the wrap will remain in good condition for the duration of construction.

C.A.The Design Builder shall provide safe, reliable ingress/egress, traffic circulation and pedestrian circulation for allpublic use areas including temporary and permanent station and amenities through all phases of construction.

D. The Design Builder shall provide parking lots and site roadways in accordance with Amtrak Standard Programand Planning Standards and Guidelines, except as specifically modified herein.

E. The Design Builder shall provide shelters and amenities to accommodate taxi, shuttle bus, local bus and regionaltransportation service in accordance with Amtrak Standard Program and Planning Standards and Guidelines,except as specifically modified herein.

F. The Design Builder shall provide concrete walks and granite curbing in accordance with ADA Standards forAccessible design and Amtrak Standard Program and Planning Standards and Guidelines, except as specificallymodified herein.

G. Crosswalks and speed table surfaces shall be stamped asphalt decorative treatment with a durable thermoplasticfinish.

B. Building structural system shall be designed to accommodate the architectural aesthetic as presented in these documents and optimize the spaceas described in the Amtrak Station Program and Planning – Standards and Guidelines.

10.6 SUSTAINABILITY REQUIREMENTS

10.6.1 Scope

Sustainable design has been and shall remain a project philosophy across all disciplines through Final Designand Construction. The Design-Builder’s documentation for Buffalo Exchange Street Station shall fully complywith the International Green Construction Code (IgCC) and shall follow the sustainable building practices outlinedby Amtrak Engineering Stations – Standard Design Practices (SDP), NYSDOT’s GreenLITES program and NewYork State Executive Orders 4 and 88 (E04, EO88). Additionally, Amtrak Station Standards utilize major elementsof the IgCC to ensure that the cost of ownership and maintenance of new stations is considered in the design.Compliance strategies shall include, but not be limited to, the items included in that document. The Design-Builder shall provide proof of compliant strategies for meeting IgCC, Executive Order, NYSDOT, and NYSERDAworksheet requirements during the design process and shall be required to implement a transparent program tocommunicate on a monthly basis proof of compliance with the agreed upon strategies throughout theConstruction and Commissioning process.If the Design-Builder determines that any specified strategy will not be feasible or achievable for this project, theDesign-Builder shall be responsible for fully documenting this determination in a manner acceptable to NYSDOT.NYSDOT shall be notified in writing of any proposed changes, and no change shall be permitted withoutDepartment acceptance. If a determination is made that a strategy will not be pursued, the Design-Builder shallbe responsible for confirming that the project will still meet the requirements of IGCC and the Executive Orderswithout that strategy. This may require the incorporation of additional strategies and shall be the responsibilityof the Design-Builder.Strategies that shall be included in this project, among others, shall be:A. Perform a pre-design Site Inventory to determine which trees and shrubs shall remain or be relocated on site.B. Incorporate porous paving to the greatest extent possible. Water drainage shall be funneled to the greatest extent

possible into landscaped areas, planting beds, and bioswales throughout the site.C. Install an energy display in the public Waiting Area of the station.D. Provide Energy Star equipment throughout the project, wherever an Energy Star product is available.E. Provide full commissioning of all energy consuming systems to achieve the optimal energy performance and

indoor air quality for this building type.F. Provide for the storage and collection of recyclables.G. Install real-time Building Monitoring System equipment to allow operators to maintain targets set during the

Commissioning process and to help sustain occupant comfort and well-being.H. Establish minimum indoor air quality (IAQ) performance to enhance indoor air quality in buildings, thus contributing

to the comfort and well-being of the occupants.I. Provide additional outdoor air ventilation to improve indoor air quality for improved occupant comfort, well-being

and productivity.J. Reduce indoor air quality problems resulting from the construction process.

C. Furnish and install seismic restraints & vibration isolation for all supporting systems forelectrical equipment, including but not limited to conduit racks and lighting fixtures.

D. Coordination Drawings – Before commencing on the electrical work at the station, the DBcontractorDesign-Builder shall prepare a set of coordination drawings displaying all HVAC,plumbing, fire protection, fire detection, electrical power, electrical lighting and electricalequipment. All ‘clashes’ of system shall be clearly identified to the engineer for expeditiousreview; otherwise it is assumed that the entire drawing is coordinated with no ‘clashes’. Inpreparing the Coordination Drawings the following should be followed:1. Underground Plans: Shall clearly show all elements of HVAC, Plumbing, Fire Protection,

Fire Detection, Communication and Electrical being routed under the slab of referencedfloor.

2. Floorplans: Shall clearly show all elements of HVAC, Plumbing, Fire Protection, FireDetection, Communication and Electrical being routed above the slab of referenced floorand below the ceiling.

3. Reflected Ceiling Plans: Shall clearly show all elements of HVAC, Plumbing, FireProtection, Fire Detection, Communication and Electrical being at or above the ceiling ofthe reference floor.

10.8.3.2 Electrical ServiceA. Furnish and install a 3-phase, 4-wire surge-protected electrical service into the Temporary

Station, permanent Station and a temporary service for site construction power from the utilitycompany (New York State Electric and Gas Corporation). The preferred service voltage is480/277V. The Design-Builder shall construct, furnish, and install all required equipment asper New York State Electric and Gas Corporation’s final service layout (ruling)

B. If the service layout calls for pad-mounted transformers, install above grade on concrete padsinside Amtrak property. Furnish and install bollards and a fence to protect the equipment onthe pad. There shall be direct, independent access to the transformers.

C. Tenant Electrical Service: Provide necessary infrastructure for tenant spaces. Coordinaterequirements with New York State Electric and Gas Corporation.

D. Metering: Coordinate locations of electrical meters with New York State Electric and GasCorporation.

E. Service Rating (Capacity): The service shall be based on the total connected load plus a 30%(of connected load) spare capacity. The spare capacity shall be included in the sizing of theservice/feeder breakers, distribution boards, subdistribution-boards panelboardsuninterruptible power supplies and other electrical equipment, Furnish and install 30% sparebreakers in the switchboard distribution boards, subdistribution boards and panelboards.

F. The Design-Builder shall prepare and submit a load request letter (via email) for electricalservice to the Department for signature and transmission to the electrical utility (New YorkState Electric and Gas Corporation). A sample letter shall be furnished upon request. A loadbreakdown letter listing the connected and demand loads (winter and summer), must befurnished to New York State Electric and Gas Corporation.

10.8.3.3 Distribution SystemA. Power Distribution -The power in the Amtrak Station shall be distributed preferably at

480/277V.

O. After installation, the grounding system shall be tested. All related tests and measurementsshould be performed by the Design-Builder in the presence of the Engineer.

10.8.3.7 Heat TracingA. The temporary station trailers shall have all exposed plumbing piping subject to freezing heat

traced with a minimum of 8 watts per linear foot along all exposed piping.B. The DB ContractorDesign Builder shall perform calculations to ensure the necessary amount

of circuits are provided. The design shall be coordinated directly with the plumbing contractor.C. The DB ContractorDesign Builder shall provide a heat trace control panel, heat trace wiring

and necessary appurtenances in order to make a complete operational system.

10.8.3.8 GeneratorA. Furnish and install a generator in an exterior location along an exterior wall in its own

separated enclosure. The generator shall use natural gas and its enclosure shall have exhaustsystems. The engine shall be radiator cooled. The installations shall meet all the Coderequirements and manufacturer’s installation recommendations;

B. The generator shall meet all EPA Tier emission requirements for the rated size of the electricaloutput of the engine generator as classified in the state environmental regulations for airpollution.

C. The whole system (the engine, generator and all other major auxiliary equipment) shall bebuilt, tested and shipped by the same manufacturer;

D. The system shall include all necessary accessories including a silencer, overcurrentprotection, exhaust system, over-voltage protection, detailed instrumentation panel (voltage,ampere, kW and run time electronic recording meters), battery and battery chargers, local andremote annunciator, keep-warm system, and fuel pumps;

E. The remote annunciator shall be installed within the station. The DB ContractorDesign Buildershall coordinate with Amtrak for the proper location.

F. The generator shall have the ability of being exercised (manual/automatic) on a regular basis.G. All accessories for the generator that require power (pilots, heaters, and other equipment)

shall be fed from the generator;H. The parameters of the complete integrated engine-generator system (consisting of the

engine-generator set(s), automatic transfer switch(es), switchboards, uninterruptible powersupplies, and all appurtenances (pilots, heaters, damper motors, et al)) shall be monitored bythe BMS. The monitored parameters shall include, but not be limited to:

1. System and appurtenances electrical and mechanical parameters;2. System and appurtenances fluids (oil, coolant, antifreeze, et al) parameters

(pressures, levels, temperatures, et al);3. Operational records (event history, run times and durations, system warnings and

shutdowns, et al);4. Time delays;

5. System and appurtenances parameters (including serial and model numbers);6. System and appurtenances diagnostics;

The work required under this section is applicable to the Temporary Station Trailer and the finalStation and site.The Design-Builder shall adhere to the following criteria encompassing the work required todesign, furnish, install and test/commission the following systems:

Before commencing on the design and installation of any work in this section, the DBContractorDesign Builder shall meet with the proper agency (Fire Department, Amtrak IT, AmtrakPolice) to coordinate the location of devices and infrastructure and ensure compliance toreferenced Amtrak standards.

10.9.2 Standards

The Design-Builder shall perform the Work in accordance with the applicable Standards, Codesand Manuals cited in Section 1.6, unless otherwise stipulated in this Project Requirements, orotherwise applicable to the Project.

10.9.3 Requirements

10.9.3.1 Telecommunication SystemA. Design, furnish and install incoming telecommunication service, network connectivity and

structured cabling facilities to support Telecommunication Systems requirements.B. The design portrayed on the Contract Documents provides a representation of expected

layouts and topology of systems. DB ContractorDesign Builder shall coordinate specificrequirements, location of devices and final configuration of all system with Amtrak andNYSDOT.

C. Coordinate with Amtrak and the Local Exchange Carrier to provide the requiredtelecommunication services to the Station.

D. Noise and Electromagnetic Interference (EMI)1. Route communication cabling in accordance with the requirements of the Amtrak

Premise Distribution System Standards.E. Grounding and Bonding

1. Provide grounding and bonding in accordance with the requirements of the AmtrakPremise Distribution System Standards. All grounding, bonding and earthing practicesshould comply with ANSI J-STD-607-A.

F. Lightning Protection1. Provide protection in accordance with the requirements of the Amtrak Premise

Distribution System Standards. All lightning protection must be designed and installed

SECTION 13 LIGHTING

13.1 SCOPE

The Design Builder (DB) must adhere to the following criteria encompassing the work required todesign, furnish, and install complete and operational lighting systems for the Buffalo Amtrakstation Project. The DB shall conduct all work necessary to provide all lighting related systemslocated inside the project limits. This includes all work related to the exterior site areas (parkinglots, roadways, intersections, crosswalks, walkways/sidewalks, bus drop offs, security, buildingfaçade, train platform, plaza, etc.) and the entire interior of the train facility. The DB shall alsoprovide all lighting associated with temporary works for usage of the train facility and its amenitiesthroughout the entire construction of the new facility.

13.2 STANDARDS

The Design-Builder shall perform the Work in accordance with the applicable Standards, Codesand Manuals cited in Section 1.6, unless otherwise stipulated in this Project Requirements, orotherwise applicable to the Project.The Design-Builder shall design lighting systems in accordance with the Illuminating EngineeringSociety of North America (IESNA) Publications included in Section 1.6.

13.3 REQUIREMENTS

13.3.1 Lighting Calculations

DB ContractorDesign Builder shall design and calculate all lighting levels within the entire projectlimits. IES standards shall be used on the method to calculate illumination levels unless otherwisenoted elsewhere in this document.The DB shall obtain Amtrak’s consent on the use of software programs and techniques. The useof proven and commonly available software familiar to Amtrak is encouraged. For lightingcalculations the DB is required to utilize Lighting Analysts AGI32 or Radiance lighting analysisand simulation software for full detailed reports to demonstrate compliance with referencestandards utilizing IES format files, along with reflectances. Compliance calculations and checksare required. The DB shall detail each geometric design condition for exterior and interior lighting,along with clearly outlining the design criteria used. These different analysis components shalldemonstrate compliance with relevant standards or references. These shall be demonstratedthrough graphical output, which also includes numerical summaries for the analysis grid areas.For both interior and exterior calculations the light loss factors (LLFs) shall be calculated basedon the environmental conditions of the respective area and on the specific characteristics of eachcomponent of the lighting system (lamps, ballasts, lighting fixtures) including voltage drop,luminaire reflectance and transmittance changes, lamp outages, lamp lumen depreciation,luminaire dirt depreciation, and lamp mortality rates. The maintenance and parking areas of thefacility are especially dirty due to exhaust fumes, grease and other pollutants. Therefore, all LLFsmust be carefully determined in order to achieve the minimum required maintained footcandlelevels.Submit a detailed list of all LLFs and provide justification for the determination of each variable.The required maintained illumination levels are listed in Table E-1, E-2, and E-3. The illuminationlevels shall be measured in accordance to all applicable IESNA and project standards andguidelines.

SECTION 20 SECURITY REQUIREMENTS

20.1 SCOPE

The Design Builder shall supply a Video Surveillance System and a Physical Access ControlSystem. The work required under this section is applicable to the Temporary Station Trailer andthe final Station and Site.

The Design-Builder shall be responsible for the review and approval of all shop drawings neededfor the scope of work. The review and approval process shall be in conformance with the Design-Builder’s Quality Control Plan.

20.2 STANDARDS

The Design Builder must adhere to the following criteria encompassing the work required todesign, furnish, install and test/commission the following systems; Video Surveillance SystemsPhysical Access Control System. Before commencing on the design and installation of any workin this section, the DB ContractorDesign Builder shall meet with the proper agency (FireDepartment, Amtrak IT, Amtrak Police) to coordinate the location of devices and infrastructureand ensure compliance to referenced Amtrak standards.The Design-Builder shall perform the Work in accordance with the applicable Standards, Codesand Manuals cited in Section 1.6, unless otherwise stipulated in this Project Requirements, orotherwise applicable to the Project.

20.3 REQUIREMENTS

20.3.1 Video Surveillance System

Design, furnish and install security components in accordance with Amtrak Police Department -Corporate Security Standard Design Practice and as coordinated with the Amtrak PoliceDepartment. The Video Surveillance System design portrayed on the Contract Documentsprovides a representation of expected layouts and topology of security systems. DBContractorDesign Builder shall coordinate specific requirements, location of devices and finalconfiguration of all system with Amtrak. All camera locations shall provide unobstructed view ofexpected scenes. The Design Builder shall coordinate locations of cameras with Amtrak Police.

20.3.2 Camera Location Survey

The DB ContractorDesign Builder shall be responsible to ensure that the selected cameralocations will provide the optimum display of viewing area. The DB ContractorDesign Builder shallsubmit for review a template form of the expected site survey indicating location, types ofequipment used and views. The DB ContractorDesign Builder is to conduct a site survey in thepresence of the Engineer and Amtrak Police after substantial completion of construction ofdesignated areas using a portable camera with lenses to replicate specified camera and lenses.The specified lighting and signage for area being monitored shall be installed when survey isperformed. The views for the survey shall be single views for fixed cameras and four (4) views at0, 90, 180, 270 degree increments on the aiming angle specified during the survey by AmtrakPolice for pan-tilt-zoom cameras. Where site cameras are to be pole mounted, the Design Buildershall utilize a bucket truck to provide the required height of the specified pole mounted camera.

20.3.3 Camera Types

Camera types shall be per the Amtrak Police Department - Corporate Security Standard DesignPractice. The DB ContractorDesign Builder shall coordinate all locations for fixed, pan-tilt-zoom(PTZ), long distance and wide-area/high resolution cameras with Amtrak Police

Camera Recording: Recoding of camera outputs shall be per the Amtrak Police Department -Corporate Security Standard Design Practice. The Design BuilderDB Contractor shall providecalculations to support size of network storage media.

Integration with Physical Access Control System: Where required by Amtrak, cameras shall beinterconnected to the locations secured by the Physical Access Control System to providesurveillance of secured doors and areas.

Security from the Access Control System shall send two signals, a primary to Buffalo PoliceDepartment and a secondary to a local security company designated by Amtrak, who will thencontact Amtrak Operations and Control Center.Raceways: All Video Surveillance System wiring shall be routed in rigid galvanized steel conduit.All junction boxes associated with the Video Surveillance System shall have tamper resistanthardware.

20.3.4 Video Surveillance Power Supplies

Power Over Ethernet (POE): For cameras utilizing power over ethernet (POE), head end ethernetswitch shall be rack mounted and capable of providing necessary power to cameras. Low-VoltagePower Supply (12V or 24V): For cameras utilizing low-voltage power supplies (12V or 24V), thepower supply shall be:

1. Rack mounted2. 120V 60 Hertz input3. Minimum of sixteen (16) Class 2 PTC protected circuits with screw post terminals

20.3.5 Submittals

The following is the minimum product data to be submitted:1. CCTV Site Survey form2. CCTV Site Survey results3. Cameras4. Mounts5. CCTV Cabling Riser Diagram – Depicting all cameras with video wiring and power wiring

SP-10. ENTRY ONTO NYSTA ROW PROVISION

The Design-Builder shall apply for and obtain approval from the New York State ThruwayAuthority (NYSTA) for work on property owned or controlled by NYSTA using the latestprocedures and permit forms from NYSTA. Instructions and a sample Work & OccupancyPermit Form have been included in this Special Provision 10.

NYSTA Work & Occupancy Permits 

What you will need to provide the Division Permit Coordinator 

1. Completed Application – call the Division Permit Coordinator with any 

questions. 

2. Check in the amount of: 

 

a) $250.00 for Standard Work Permit 

b) $1,000 for an Annual Work Permit 

c) $750.00 for an Occupancy Permit  

Made payable to the New York Thruway Authority. 

3. Insurance Documents: 

a) Acord ‐ Certificate of Liability Insurance – the NYSTA must be named as 

an Additional Insured and shown as the Certificate holder. DO NOT 

INCLUDE ‐ Worker’s Comp or Disability Insurance Information on this form). 

b) Worker’s Comp – provide one of the following forms: U‐26.3, C‐105.2 or 

GSI‐105/SI‐12 

c) Disability Insurance – provide one of the following forms:  DB‐120.1, DB‐

155 or CE‐200 

4. Design plans and any other material to help identify the contemplated 

Work and/or Occupancy. Plans should clearly identify the NYSTA right‐of‐

way. Final plans need to stamped and signed by a licensed professional 

engineer. Aerial photos are also helpful in showing the location of the 

project area.  

5. “ALL DOCUMENTS MUST BE IN ORIGINAL FORM”, NO COPIES 

6. If additional information is needed the Division Permit Coordinator will 

advise you (716‐635‐6218).
