The contract required performance test and rotor balancing took place between June 15 th and 19 th , 2020. Pumping was increased on June 3 rd to two units due to an increase in available water. Pumping for the remainder of June fluctuated between two and four units depending on Delta water quality and available water. Total pumping for the month of June at the JPP was 153,776 acre-feet. The O’Neill Pump/Generating Plant (OPP) pumped 16,895 acre-feet and generated 17,667 acre- feet. The Delta-Mendota Canal/California Aqueduct Intertie Plant (DCI) pumped 1,427 acre-feet during the scheduled OPP outage June 22 nd - 24 th . The Federal share in San Luis Reservoir on June 30 th was 274,969 acre-feet as compared to 713,000 acre-feet on June 29 th , 2019. During the month of June, releases from Friant Dam ranged from 350 to 410 cfs and flows entering the Mendota Pool ranged from 110 to 48 cfs. Flows of 110 to 50 cfs were released passed Mendota Dam for the San Joaquin River Restoration Program (SJRRP). Canal Operations staff members performed open channel and closed-pipe flow measurements, routine patrols, bi-weekly meter readings, well soundings, and meter maintenance. Began annual Hazardous Energy refresher training to the various departments. Civil Maintenance Department The Civil Maintenance crews worked on the following projects for the month of June:

• Chemical and mechanical weed control • Continued rodent abatement • Fabricate trash rack for DMC turnout at milepost 47.87-L • Clean out silt from DMC turnouts at various locations • Grading of DMC roads • Build up outside banks along DMC operating road • Contractor removed the Los Banos Field Office (LBFO) domestic well pump and

inspected the well casing • Continued installation of guards over Tracy Compound building skylights per

JPIA recommendation • Repairs to signs and fencing on San Luis Drain (SLD) • Algae removal (mechanical) from DMC turnouts • Delivered rodent bait stations to Delta Cross Channel • Continued fabricating and installing guard rails on top of DMC meter wells per

Cal-OSHA requirements • Continued installing stairs and handrails to DMC turnout gates and meters • Maintenance and repairs to float lines, signs, fences, and gates • Garbage collection on DMC, SLD, and Wasteways

Plant Maintenance Department Electrical/C&I Staff:

• Performed trip-tests on JPP Unit 2 protective relays • Replaced exciter brushes on JPP Unit 3 • Investigate JPP Unit 3 trip on start-up due to field failure. Replaced SPM relay • Added additional data and phone lines in the Tracy Admin Office (TAO) and Los

Banos Admin Office (LBAO) • Performed check to JPP Unit 3 motor housing RTD’s • Adjusted Tracy water treatment facility settling basin level detectors • DMC check structures electrical inspection/tests • Replaced JPP west siphon breaker level detector • Assisted USBR staff with OPP electrical assessment • Replaced inverter in OPP uninterruptable power supply (UPS) unit

Mechanical Staff: • Completed OPP unit 6 annual maintenance • Began OPP unit 5 annual maintenance • Replaced motor coolers in JPP unit 3

• Repaired JPP unit 2 BFV block • Replaced JPP unit 2 BFV accumulator gauge • DCI plant mechanical preventive maintenance • Adjusted drive chain on TFCF trash rack cleaner • Repaired leak on JPP unit 6 pump bearing oil line • JPP unit 2 rewind: Performance testing completed by NEC and subcontractor.

Welded weights on rotor spider for balancing purposes. Unit available for service.

• JPP unit 5 rewind: Removed pump and guide bearings to obtain as-found shaft readings. NEC subcontractor performed centerline measurements. Authority crews continuing disassembly for rotor removal.

Engineering Department The Engineering & Planning Department staff worked on the following projects this month: JPP Units 2 & 5 rewind projects (developing a repair plan for the slip ring mounting), JPP Unit 3 start sequence troubleshooting, JPP air wash system replacement (established draft operations guide for monitoring humidity on Motor Floor), main transformer oil analysis for TFO and DCI, anode replacement projects for DCI and OPP, JPP stuffing box RTD & thermowell repair/replacement, Switchgear buildings relay upgrade, OPP control switch replacement, PM program review for transfer to new asset management program (obtained feedback and requests from all crews and will be drafting a management overview), DMC subsidence mitigation project, the LBFO domestic well assessment and replacement of pump, and the purchase of the TFF unwatering pump. Land Management Activity Summary: This month (2) two access permits were issued; P2102006 was issued to Mr. Leroy Simonich to control vegetation along the JPP Intake Channel with the use of his goats, and P2141007 was issued to Westlands Water District for the repair of pipeline undercrossing on the SLD at MP156.16. Continued working with Reclamation and Frontier on fiber line to be placed over WWW at Hwy 33, and working with City of Patterson on replacement of Rogers Road bridge. Continued working with Prologis regarding bridge replacement at International Parkway (formerly Mountain House Parkway). Participated in conference call regarding the findings of Stanislaus County’s consultant regarding flood and drainage studies associated with the Crows Landing Business Park. Discussions are to continue with Reclamation and the consultant. Coordinated a drone survey of the B.F. Sisk Dam used in a design review meeting.

Safety Department The Safety Department worked on the following items this month: JHA support for the crews, and COVID 19 related work. Purchasing of heavy equipment for FY21, budget work for FY22. Scheduling of annual hearing tests.

Work & Asset Management Department The Work & Asset Management Department worked on the following items this month:

EAM/Financial Software Replacement Project • Introductory and Getting Started meetings were held to meet the NetSuite

implementation team and provide a high overview of the project implementation. • NetSuite program administrators completed the Fundamentals training.

DELTA-MENDOTA CANAL (DMC)

DMC O&M Road Maintenance Program – Phase 10 (MP 81.69 to 90.54) Status: The chipseal Invitation for Bid was posted on 6/18/2020, with bids due 7/2/2020. Field

work is tentatively scheduled for the week of August 10.

Bridge Abutment Repair at MP 92.73 Status: No Activity

DMC Subsidence Mitigation Status: No activity

DMC Flowmeter Upgrade Program Status: Water Operations staff has gathered the necessary data for the 66 meters that are

scheduled to be replaced for Phase 1 of this project. Preliminary contract preparations have begun. Sole source procedures will be followed for the purchase of the meters.

C.W. “BILL” JONES PUMPING PLANT (JPP)

JPP Excitation Cabinet & Control Panel Refurbishment (1800333) FY2018 Project Status: USBR Denver Office engineering staff continues to work on the design of the static

system.

JPP Unit No. 2 Rewind Status: JPP Unit No. 2 rewind work was completed on time and on schedule. Performance

testing of the unit was successfully completed from June 15 to June 19. Reclamation approval of the final performance test data is scheduled to occur in early July. Engineering staff revised Unit 2 “A Box” drawings to include the new RTD electrical panel and provided engineering support with repair/replacement of the RTDs at the stuffing box.

JPP Unit No. 5 Rewind Status: Work on Unit 5 started on June 15th as scheduled and project is currently tracking on

time. SLDMWA will complete the disassembly by July 17th and turn the unit over to National Electric Coil (NEC) on July 20th for complete rewind.

JPP/OPP/DCI Fire Protection Systems Assessment Status: Reclamation provided an estimate and scope of work this month. Water Authority staff

is currently reviewing against our request for services.

O’NEILL PUMPING/GENERATING PLANT (OPP)

Design New Access Opening near Pump Bowl (1800332) FY2018 Project Status: The design phase of this project has been proposed for FY22 EO&M budget. SLDMWA

plans to contract the design of new pump bowls through the original manufacturer, Fairbanks Morse. The new pump bowls will incorporate two cast in ‘windows’ for access hatches to provide safer, easier maintenance. All proposed modifications will need to be reviewed and approved according to Mid-Pacific Region Guidelines for the Review of Design Drawings and Specifications and Oversight of Related Activities on Transferred

Status: A scheduled complete plant outage at OPP took place during the week of June 22nd for Reclamation’s Technical Services Center to collect the survey data for this project. Reclamation will prepare a report of findings and provide at a later date.
