ECONOMIC FORECAST FOR 2nd HALF OF 2014
INCREASING MOMENTUM, REDUCED HEADWINDS
Despite GDP growth stalling in Q1 due to the Polar Vortex, slower inventory accumulation and mildly lower exports, the economic recovery remains intact. The anemic performance of the US economy from January through March was aberrant, and the incoming employment, manufacturing and consumer spending data all point to an economic pickup. GDP growth the rest of the year should average 3%, with growth in Q2 closer to 3.25% as the economy rebounds from the harsh winter. In addition, reduced fiscal drag from DC, increased hiring and spending by state and local governments, and increased corporate spending on plant and equipment suggest we are finally entering a period of faster growth. That said, economically all is not well. Wage growth remains anemic and while the unemployment rate is 6.3%, down from 10%, the fall is largely due to a decline in the labor force participation rate. The ranks of the long-term unemployed remain elevated, along with the number of those working part-time because they can’t find full time work. Add to that average overtime hours that are remarkably high and termination rates that are very low and what you have are employers very reluctant to hire. This situation cannot persist, and of late job creation numbers have been on the upswing. Therefore, net job creation will rise from 200,000/month, where it has been for the past year, to 220,000 or 225,000 by year end and unemployment will probably fall to 6.1%. I expect wage growth to start picking up steam in 2015. The biggest drag on the economy is housing. After a promising first half of 2013, the housing market is, at best, flat. While rising interest rates and home prices, a lack of inventory and lots, shortages of materials and labor, and a lack of credit and first-time buyers play a part, weak household formation is the main culprit. After averaging over 1.2 million in the years prior to the Great Recession, household formations have been averaging 500,000 since the end of the recession. The good news - household formation will rise now that all eight million jobs lost during the recession have been finally made up. We are no longer making up lost ground. Because of this, new single-family construction activity in 2014 will reach 700,000, with multifamily adding 350,000, while existing home sales should be down slightly from last year. As for inflation, it’s benign. No matter how measured, there is no inflation to speak of in the US. Commodity prices will remain well-behaved given weak demand due to economic slowing in China and weak growth in Europe and the developing nations. Absent some sort of geopolitical crisis, energy prices will remain where they are thanks to record US oil production. As a result, expect tapering to end in November and for the Federal Reserve to begin raising short-term interest rates by mid-2015. However, long-term rates have bottomed and 10-yr Treasuries will end the year at about 3% as the economy steadily strengthens. In short, the economy is improving and Q1 was a speed bump. Long term rates will rise, short-term rates will remain unchanged, and housing will limp into 2015, with prices rising slightly. Most critically, household formation will strengthen and corporate, state and local government spending will rise. Lastly, the likelihood of a recession during the next six months is virtually zero. June 10, 2014 HBA Office – 7:30am Present: Maurine Holle, Tamra Stier, Ryan Schiltz, Brad Lombard, Greg Gerbers, Greg Roberts, Jessica Scheurich, Mike Smith, Barclay Allen, Steve Thompson, Charlie Giese, Rob Wacker, Orrin Sessions, Justin Berger Absent:: Jeff Bushey, Kevan Biggs, Duane Kees, Josh Barkley Call to Order: President Tamra Stier called the meeting to order at 7:30 AM Concurrence Items: Treasurer's Report — President Tamra referenced the Treasurer's Report and AIG Update which were previously emailed out to the members, and asked if everyone had a chance to review, and asked if anyone had any questions or comments. There was a motion and second to accept the reports as submitted. The same was approved. Secretary's Report — President Tamra referenced the May Board Meeting minutes and June Executive Board minutes which were previously emailed out to the members, and asked if everyone had a chance to review, and asked if anyone had any questions or comments. There was a motion and a second to accept the minutes as submitted. The same was approved. Regular Business: New Member Report — Members were presented with one (1) new member – Serenity Kitchen & Bath. A motion was made to accept the new member, pending BBB review. The same was approved. Members to Renew — President Tamra ran through the list of members to renew. Several board members volunteered to make contact and discuss renewing their memberships. IBA Health Trust Agreement — Greg Gerbers gave an update that the new insurance program that has come online June 1st and was being administered via Anthem. Greg is in the process of setting a series of seminars for member and non-members. Justin Berger volunteered his training room as a venue for the seminars. Greg will submit dates to see if they will work for the room availability. HBA Building Foundation Update — Maurine is still waiting on bids for the steps, lighting and signage. She has received bids for the landscaping and irrigation. Once all the bids are received, Maurine will submit the information to the city to determine if we can get matching funds. HBA Secretary Position — Since Sam Schenkel is no longer a member of the HBA the Secretary position is open. Orrin Sessions volunteered to fill the position for the rest of the 2014 term. The board will solicit members to run for Secretary and Treasurer when the ballot is sent out in the fall for the 2015 term. Other Business: Upcoming Events: June 12th – HBA Summer Golf Outing – 30 teams to date – Cedar Creek August 7th – TinCaps Game. Meeting was adjourned at 8:00 am. Population - Population is a count or estimate of the number of individuals residing in the specified geography. The higher
the rank, the higher the population compared to other HBAs.
Number of Owner-Occupied Housing Units - An owner-occupied housing unit is a house, an apartment, a mobile home or
trailer, a group of rooms, or a single room that is occupied. A high rank indicates more owner-occupied housing units.
Homeownership Rates - The homeownership rate is calculated by taking the total number of owner-occupied units divided
by the total number of occupied units. A high homeownership rate implies a low rental rate. A high rank indicates a high
homeownership rate. High home ownership rates are frequent in less urban areas, moderately priced areas and where
fewer moves occur.
Homeowner Vacancy Rates - The homeowner vacancy rate is calculated by taking the total number of vacant units intended
for owner-occupancy divided by the total number of owner-occupied and vacant units. A low vacancy rate indicates a tight
housing market where demand for owner-occupied units is high relative to supply.
Single-Family Concentration - The share of homeowners living in single-family detached housing is calculated by taking the
total number of single-family detached units divided by the total number of owner-occupied units. A high rank indicates a
high concentration of single-family homes. Lower rates are typical of more urban locations with denser developments.
Value of Home Owned - The figure provides for all owner-occupied housing units the median home value. These figures
along with income are critical components of housing affordability. The higher the rank, the higher the median value
compared to other HBAs.
Income of Homeowners - The figure provides for all owner-occupied housing units the median income of the householder
and all other individuals in the household. The higher the rank, the higher the median income compared to other HBAs.
Share of Homes Recently Built - The share of new owner-occupied units is calculated by taking the total number of owner-
occupied housing units built since 2000 divided by the total number of owner-occupied housing units. The number indicates
how fast the stock of owner-occupied housing is growing. The higher the rank, the higher the share of homes built since
2000 compared to other HBAs. Higher shares are indicative of faster growing, more recently developed areas while lower
shares are signs of areas with slow or little growth.
Single-Family Permits Issued - The figure shows the number of building permits issued on new privately-owner residential
construction for single-family housing units. The higher the rank, the more single-family permits issues compared to other
HBAs. The number of permits per 1,000 population is another indicator of growth; the higher the ratio, the greater growth
and growth potential.
SF Percent Change from 2012 - The figure is calculated using the annual statistics for single-family permits issued in 2012
and 2013. The higher the rank, the higher the percent change in single-family permits issues from 2012 compared to other
HBAs.
Multifamily Permits Issued - The figure shows the number of building permits issued on new privately-owner residential
construction for multifamily housing units. The higher the rank, the more multifamily permits issues compared to other
HBAs.
MF Percent Change from 2012 - The figure is calculated using the annual statistics for multifamily permits issued in 2012
and 2013. The higher the rank, the higher the percent change in multifamily permits issues from 2012 compared to other
HBAs.
Rank - The rank of the HBA in each category is out of a universe of 673.
