At the meeting, the President, Prof. SC Wong thanked all members for their contribution to the success of the Institute in the past year, and especially appreciated the support by all Committee Chairmen, the Immediate Past President, Honorary Treasurer and Honorary Secretary. Prof. Wong presented his report to members in attendance at the meeting in relation to the CILTHK’s accomplishments and tasks achieved in the past year with highlights as follows: Highlights of the year (2008/2009) - The total number of members as at July 2009 was 1,912 including 276 new applications successfully elected to different grades of membership. - Financially, though a deficit was recorded in the year 2008 for the hosting of the International Council Meeting and Conference, the Institute has continued to maintain a sound financial position. - The Institute shall continue organising different programmes to meet the training needs of members and to strengthen the workforce for the industry At the meeting, Ronald H.T. Lee & Co. has been re-appointed as the Honorary Auditor for the year 2009. Honorary Chartered Fellow 2009 is a very special year! Prof. Leung Chi-keung, was conferred the first Honorary Chartered Fellow of CILT Hong Kong by the CILT International at the Council Meeting held in Mauritius in May. He has served the Institute since 1981 and was the Chairman in 1986/1987 and President in 1998/2000. For his high standing position and contribution in CILTHK affairs and being the first International Vice President from HK at CILT International level, Prof. Leung is well deserved for this honour. CILTHK Annual General Meeting 2009The CILTHK Annual General Meeting 2009 was successfully held on 17th September 2009 at the Butterfield’s. About 100 members and guests attended the meeting, the seminar and the buffet dinner.

At the meeting, the President, Prof. SC Wong thanked all members for their contribution to the success of the Institute in the past year, and especially appreciated the support by all Committee Chairmen, the Immediate Past President, Honorary Treasurer and Honorary Secretary. Prof. Wong presented his report to members in attendance at the meeting in relation to the CILTHK’s accomplishments and tasks achieved in the past year with highlights as follows:

CILTHK President AwardSince the establishment of the Institute in Hong Kong in 1968, the development of CIT/CILT has been relying on the support and relentless commitment of members. To recognise the outstanding contribution of individual members to the Institute, from this year onwards, the Council has decided to launch a “President Award” for those members who has made an outstanding contribution or has rendered distinguished and devoted service to the Institute. The first President Award went to Mr. Ng Kwok-wah who had served the CILTHK Council from 1997 till 2006. During his office, Mr. Ng provided local Professional Qualifying Examination for Hong Kong candidates, initiated new programmes and Council Committees to strengthen the organisation. Unfortunately, he was not able to join the function in receiving the Institute diamond collar pin, a tape recorded “thank you message” from Mr. Ng was broadcasted.

CILTHK Young Achiever AwardAnother new award - The Young Achiever Award was launched from this year onwards. It aims at providing encouragement and an international recognition for young members in the profession. Young members were assessed from multiple perspectives as to their contributions to the industry and their pursuit of continuous improvement with regard to reaching new heights of achievements in their careers. During the final assessment, Miss Virginia Tang impressed the judges of her management capabilities especially in managing crisis, quality control, motivation of staff, and her dedication to the profession and towards her company.

After the Annual General Meeting, the Honourable Miriam Lau, FCILT and Legislative Councillor shared with the members and guests on the topic: “What has the Government done for the Logistics? What More should it Do?” Ms. Lau gave a detail description on:

- contributions of logistics made to the Hong Kong economy

- setup of LOGSCOUNCIL and its functions

- the government policy and future development plan to facilitate the development of the industry

- the competition in the region, e.g. Shenzhen and Guangzhou

- what should the government do

Ms. Lau concluded her presentation with an outlook on the future of Hong Kong logistics. She also pledged her confidence that

Hong Kong will remain an important international and regional logistics and transportation hub despite increasing competition and the recent set-back resulting from the financial tsunami.

The freight logistics industry is lacking a structured and day-to-day practical training programme. In this connection, both the Chartered Institute of Logistics and Transport in Hong Kong (CILTHK) and the Hongkong Association of Freight Forwarding and Logistics Limited (HAFFA) with the funding support from the Hong Kong Government via the Hong Kong Logistics Development Council (LOGSCOUNCIL) have taken an active role in developing a Vocational Training Programme (VTP) for the Airfreight and Seafreight sectors. The VTP will provide industry newcomers with a structured curriculum which will greatly enhance the skills and capabilities of the local workforce.

Unlike other programme that focuses on the theoretical aspects, this programme provides practical knowledge and training of skills that are crucial for business operations and the logistics industry at large. The programme will be divided into two streams with 4 modules each. Module 1 is set as basic level and Modules 2 to 4 will be set as advance level.

The first class of Module 1 of the Airfreight Logistics Programme is to be launched in early January 2010, and is now open for enrolment. Subsidy provided by LOGSCOUNCIL will be granted to the first 250 students on successful completion of the course as stipulated.

CILTHK E&T One-day Training Workshop 2009

Material Handling System (MHS) for warehouse operations, 29th August 2009To enhance members’ knowledge and strengthen up their understanding on the operation of Material Handling System (MHS) for an efficient warehouse operation, the Education & Training Committee organised a One-day Training Workshop ‘Material Handling System (MHS). The workshop included technical visits and sharing session of the best practice by professions. The Institute conveyed again our appreciation to both the Kowloon Motor Bus (1933) Co. Ltd. and Asia Airfreight Terminal Ltd. for their sharing of experiences with members.

In the morning session, the group visited the KMB Overhaul Center (KOC). Mr. Raymond Ng, Store Manager of KMB, and his colleagues, Mr. Terence Pang and Mr. Mark So demonstrated to the participants how the KMB Inventory Control System and Warehouse Operations worked to indicate the balance of spare parts and material to enabling effective repair and maintenance. Mr. Ng and Mr. Pang led the members in a walk around the KMB Overhaul Center (KOC) and introduced their Goods Receiving Section, KOC Depot Parts Inspection Center and its Store Section.

Mr. Nelson Lee, General Manager, Planning and Customer Services of Asia Airfreight Terminal Ltd (AAT) and Mr. Gary Packer, Regional Maintenance Manager of Lodige Asia Limited received the members at AAT in the afternoon. At the presentation, Mr. Lee pointed out that the Material Handling System (MHS) played an important role on the material flow in a warehouse and the efficiency, and effectiveness of the system relied on the necessary material handling equipment. Mr. Lee and Mr. Packer offered the members an overview of the MHS and its components. The members were introduced the modernised facilities of the terminal and had visited the hub on the warehouse operation.

The facilitator, Mr. Alan Pun, member of the Education and Training Committee chaired the final session when participants exchanged views and shared their experience on MHS. Participants found the workshop very practical and useful to their daily jobs.

Results of the Professional Qualifying Examination (PQE) in May 20096 out of 12 PQE papers were attempted by members in the examination held in May. The overall average score for the 6 papers was about 54 with 3 papers having 100% passing rates. Among all the subjects, both Marketing and Service Management (OL3) and Information Technology for Transport and Logistics (OL4) achieved an average score over 70. The following table and chart shows the passing rate and the average score for the PQE 2009.

The Education & Training Committee was satisfied that the average CPD points achieved by those succeeded members were 436 in the past two years. Mr. TAM Yiu-hung, Kenny CMILT achieved the highest point of 1,520 and was presented with the CPD Award by the President at the CILTHK AGM 2009.

professional activities committeeCILTHK Seminar: Shatin to Central Link – Cross Harbour Section, 18th August 2009The Shatin to Central Link (SCL) is a strategic railway line that will run through multiple districts in Hong Kong. It comprises two sections. The first section will extend the existing Ma On Shan Line from Tai Wai to the West Rail Line through East Kowloon. The second section will bring East Rail Line across the harbour to Hong Kong Island. Mr. Wu Ka Lun, Liaison Engineer II, Ir Tang Pak-hung, Project Liaison Manager of MTR and Mr. Leung Tak-fung, Chief Engineer of Highways Department shared the preliminary design and construction proposal of the project with over 80 participants.

CILTHK Seminar: Overview of PRC Tax and Transfer Pricing Regulations for Transport & Logistics Executives, 26th August 2009Ms. Karmen Yeung and Ms. Ellen Mak of KPMG China were invited to give an overview of the PRC Tax and its Transfer Pricing Regulations. At the seminar, the speakers pointed out that service

fees charged by Hong Kong companies and their PRC subsidiaries in providing cross-border logistics and transport services may raise PRC tax costs but be subject to transfer pricing rules in the PRC. The seminar offered 30 audiences with a better understanding of the PRC tax and transfer pricing regulations and their potential impact on their business.

CILTHK Visit: Air Traffic Control Complex, Civil Aviation Department (CAD), 4th September 2009

The Hong Kong Air Traffic Management Division (ATMD) is responsible for the provision of air traffic control, flight information service and alerting service within the Hong Kong Flight Information Region (FIR) as assigned by the International Civil Aviation Organisation. In 2008, the Division handled a total of 300,677 (international and local) aircraft movements in and out of Hong Kong International Airport, and 112,435 movements transiting the FIR. To familiarise and to have a better understanding of their services, facilities and operations, a visit to the Air Traffic Control Complex of Civil Aviation Department (CAD) was arranged on 4th Sepetember 2009. The visit was well supported by members and the 30 seats had been filled within the first week of registration. On the visit day, the Assistant Director-General of Civil Aviation, Mr. PF Wong, introduced various divisions of the Civil Aviation Department (CAD) and its future development to the participants. Participants were shown around the Air Traffic Control Complex, Backup Air Traffic Control Complex (BATC) and its daily operations.

CILTHK Seminar: NLP – The Power of Awareness, 30th September 2009Awareness is always the first step before learning. Mr. Lawrence Li, Certified NLP Trainer, introduced the programme ‘NLP (Neuro Linguistic Programming 身心語言程式學)’ which aims to educate people in self-awareness and effective communication, and to change their patterns of mental and emotional behaviour in order to help people achieving specific goals in their life. Mr. Li shared his personal experience with 70 participants on the topic of NLP.

International experience shared at the High Speed Rail SymposiumHigh speed rail experts from Europe and the Mainland China shared the latest high speed rail developments around the world at a symposium organised by the MTR Corporation on 9th October 2009. More than 200 participants, including senior officials of the HKSAR Government, legislators, university professors, engineers and representatives from the business section joined the forum.

The event was graced by the presence of Ms. Eva Cheng, Secretary for Transport and Housing of the HKSAR Government, who gave a keynote speech at the luncheon. Ms. Cheng said that the strategic value of the proposed high speed railway project, the Guangzhou-Shenzhen-Hong Kong Express Rail Link (XRL) should not be understated. She concluded that planning major infrastructure well ahead with sufficient spare capacity to meet future needs had been part of Hong Kong’s own success stories for decades.

Speaking at the symposium were Mr. Terry Hill, Chairman – Global Transport Market of Arup Group Ltd., who had participated in the Channel Tunnel Link project in the UK, Mr. Jacques Rabaouël, Expert

Consultant Director of SYSTRA, who had served in French Railways (SNCF) for over three decades, Mr. Qi Zhenming, Deputy General Manager of Guangzhou-Shenzhen-Hong Kong Dedicated Passenger Line Co. Ltd., and Mr. Wang Haichao, Vice Chief Engineer of China Railway SIYUAN Survey and Design Group Co. Ltd.

Mr. Terry Hill took the audience through the high speed rail development in UK and Europe, in United States and in Mainland China, and said that the railway is a force for national integration. Mr. Hill also said that the public preferred travel by rail to travel on air as the railway stations were normally located in the city centre while airports were situated out of town.

Mr. Jacques Rabaouël exchanged views with the audience on the history and growth of high speed rail, as well as the social and economic impacts generated by high speed rail in France, Korea and other parts of the world.

Mr. Qi Zhenming provided an update on the planning and design of the Guangzhou-Shenzhen-Hong Kong Dedicated Passenger Line and its connectivity with the national high speed rail network. The terminus of New Guangzhou Station of the XRL will be located at the north of Panyu, which is being developed as the new city centre in Guangzhou. The new terminus will be one of the four transportation hubs in the Mainland.

An overview of the national high speed rail development was presented by Mr. Wang Haichao. By 2020, the National High Speed Network will be extended to 16,000 km with train reaching speed of 350 km per hour, and will become the world’s biggest and fastest high speed rail system.

transport policy committee / logistics policy committeeIn regard to the Chief Executive’s 2009 Policy Address, both Transport Policy Committee and Logistics Policy Committee have respectively submitted the following two letters.

(1) Letter on Improving Cycling in the New Towns and the New Territories, 14th August 2009

ProblemThis paper considers cycling for transport and for leisure, in the New Towns where Government has provided good cycling infrastructure for transport purposes and a number of cycling tracks for leisure purposes. Government is also developing a connected cycle track from Tsuen Wan through the west and north New Territories to Sai Kung (the NT Cycle Track Network).

There is demand for better cycling facilities in New Towns such as Tin Shui Wai, where many find the cost of internal public transport too high. The cycling environment exhibits various problems – locations of cycle parking facilities may be inappropriate or inadequate; management of the parking facilities is poor; enforcement is patchy; signs for the cyclists are confusing and sometimes misleading and connectivity for cycle trips is fragmented. Users do not know how these facilities should be used safely. A number of Departments are involved in the management of cycling but none has full responsibility - further efforts to prioritise and co-ordinate their efforts may be required.

ProposalWe propose the following package to foster the use of cycling:

(a) As a Transport mode: Our proposal is that Government should give priority to cycling to meet residents’ needs for a safe, convenient, sustainable and affordable mode of transport, in particular in new towns and areas with good cycling infrastructure base. The objective would be to provide for short internal trips, feeder trips and leisure trips. To this end, Government may:

i) Designate a lead Bureau to oversee the concerned departments to develop a programme to improve cycling arrangements in the New Towns;

ii) Strengthen the role of cycling in the New Towns within the following framework:

• Improvedconnectivity,parking,signageandotherfacilities• Betterprovisionandmanagementofparking• Improvedsafetyeducationandtraining• Effectiveenforcement

iii) Implement the above framework as a programme to ensure that any action taken suits the actual situations and needs of each locality, and lessons learned in one area can be transferred to another. Two pilot areas might be Tin Shui Wai and Tseung Kwan O;

iv) Consider contracting out the management of cycling facilities.

(b) For leisure purposes:

i) Ensure that the NT Cycle Track Network is designed to blend

in with the environment as far as possible;

ii) Ensure that management of the NT Cycle Track Network is coherent and user friendly, with a particular focus on safety;

iii) Ensure that adequate facilities are provided for learner cyclists to get better training, preferably prior to cycling on the Cycle Track Network.

Further details on our proposals are in the Appendix. Engaging the stakeholders groups is vital in the implementation process.

(2) Co-signed letter by CILTHK and HAFFA on HK Competitiveness as a Regional & International Cargo Hub, 8th October 2009The global economic crisis stemming from the US sub prime mortgage meltdown had slackened Hong Kong’s import and export during 2008 when trade in both goods and services registered notable drop in growth. Total merchandise trade dropped by 18.8% year-on-year in July 2009. Trading and Logistics is one of the Four Pillar Industries in the Hong Kong economy and it suffers a severe drop in business activities in particular the freight forwarding and logistics sector. …..

….. Logistics is an important policy area, closely affecting the quality of life of all our citizens, and the sustainable development of Hong Kong in the region. The economic downturn together with intense competition from neighbouring countries and regions has further weakened our competitiveness as a regional and international cargo hub. To maintain and enhance our competitiveness in logistics, this can only be so through ongoing commitment to policies and put the programmes to reality at the highest level.

In view of the fact that now is the consultation time for the fifth Policy Address of your term, and our industry is facing increased challenges as many practitioners appeared to be pessimistic on the future, both HAFFA and CILTHK are of the opinion that the Government and the industry need to jointly make extraordinary efforts at exceptional times like this in a timely and decisive manner. Thus we would like to seize this opportunity to bring out issues below which are considered important and imperative to the industry future. We believe that these issues should be addressed in a swiftly manner so as to further the strategy to be outlined by the fifth Policy Address.

1. To establish the mechanism of “Co-location Customs Clearance” (一地兩檢) at a bonded area in which Hong Kong freight forwarding and logistics companies can perform customs brokerage for all import cargoes to the Mainland

2. Airport Contingency Plan for Major Disruption of the North Lantau Highway

3. Lantau Logistics Park (LLP)

….. Both HAFFA and CILTHK are hoping that the Government will make every effort, through whatever means available, to address our concerns. This, we believe, is crucial to enhancing our competitiveness as an international and regional logistics hub.

In response to the public engagement process called by the Civil Engineering and Development Department, HKSAR (CEDD), the following letter was prepared by TPC to the Secretary for Transport and Housing Bureau and Director of CEDD on 24th August 2009.

Tseung Kwan O-Lam Tin Tunnel & Cross Bay Link Consultation Toll Policy

We are writing in response to the public engagement process to offer our comments on the investigation study for the captioned project.

We have noted the preliminary alignment of the tunnel as illustrated in the Newsletter – Issue No. 1 – May 2009.

We understand that the alignment of the tunnel and the extent of reclamation in Tseung Kwan O result from the requirement for a traditional toll plaza at the Tseung Kwan O end of the tunnel. Without a traditional toll plaza, the tunnel could be made as a cashless electronic toll facility1 or as a non-toll facility.

If no toll plaza were required, it is our understanding that:

Alignment and reclamation construction• Thealignment of the tunnel couldbe straightened, avoiding

the “s” shape which is necessary only in order to align the tunnel with the proposed toll plaza. A straight tunnel:

Would be some 400 metres shorter than the “s” shaped tunnel;

Would have better visibility than the “s” shape alignment;

Would probably have more efficient ventilation than the “s” shape alignment;

• The reclamation at theTseungKwanOendof the tunnelcould be dramatically reduced, as the tunnel could link directly to the Cross Bay Link – roughly speaking, reclamation to the south west of the meeting point could be eliminated, thereby preserving the natural shoreline to the maximum;

200 metres of road would be reduced, from the avoided reclamation;

Savings• Very rough calculations indicate savingsof some10-15%,or

B$0.8-B$1.2, of the estimated B$8.0 construction cost;

• Additional recurrent savings would arise from reducedmaintenance of the shorter tunnel and road, and less wear and tear which would have required maintenance at the toll plaza;

• Further operational savingswouldbemade if either cashlesselectronic toll or no tolls were to be charged;

• Each vehicle would travel some600metres less for eachpassage through the tunnel, or in total, assuming traffic flow of 60,000 vehicles a day, some 36,000 km of driving would be saved a day, with consequent fuel cost savings, and notional savings in terms of travelling time;

Energy and environment• Reclamation would beminimized, therebypreserving the

natural shoreline to the fullest extent possible;

• Energygainswouldbemadethroughreducedconsumptionoffuel and reduced operational needs;

• Emissionsgainswouldbemadebecauseoftheshorterdistancetraveled on each trip and because of no requirement for vehicles to stop and then start at the toll plaza;

• For theno toll option, “rat running”of trafficonun-tolledroads in the area could be reduced, resulting in reduction of waste travelling and associated exhaust and noise emissions.

Attractive Public Transport Interchanges• Inanyevent,wehope that attractiveall-weatherbus-bus

interchanges can be introduced in both directions near the Tseung Kwan O tunnel portal.

For all these reasons, we have written to the Director of the Civil Engineering and Development Department requesting that the investigation phase of the project include a cost-benefit analysis of two main options – namely construction with a toll plaza and construction without a toll plaza. We assume that this will also include analysis of various toll options, bearing in mind the relatively low $3 toll for use of the existing parallel Tseung Kwan O tunnel, and the need to divert traffic to use the new tunnel.

The Way ForwardThis analysis should then be submitted to you to consider further the benefits of constructing or not the proposed toll plaza. We believe that the analysis will demonstrate that the case for building a traditional toll plaza is very weak, and that any toll which might be charged will need to be set at a relatively low level, even zero initially, if the new tunnel is to serve its purpose to attract traffic from the existing tunnel. If tolls are to be charged, we suggest that such tolls be paid through compulsory electronic payment.

Introduce Electronic Toll Payment Across Hong KongIf electronic toll payment were to be adopted here, it would make sense to introduce such across all toll tunnels with consequent benefits:

• Smoother flowof traffic,with improvements in road safety,fuel efficiency and air emissions;

• Releaseof existing toll plaza land forotheruses, includingattractive all weather bus-bus and other public transport interchanges;

• Savings inoperational costsofmanaging the toll boothsandmaintaining the road surface at toll booths;

• Savingon land take for future tollplazas, forexampleat theHong Kong-Zhuhai-Macao Bridge;

• Thiswouldalsopavethewayfortheintroductionofelectronicroad pricing in future, should this be found necessary.

We are well aware of the long and contentious history over electronic road pricing. Many, but not all, of the issues would also be raised if electronic toll payment were made compulsory. It would be a major project in its own right, requiring community support. Nevertheless, we suggest that now is an opportune time to give it further consideration.

Twenty participants joined the visit to the Ngong Ping 360 in Tung Chung. The visit included a brief introduction of the operations of Ngong Ping 360 cable car, a visit to their garage and Tung Chung Cable Car Terminal control room. All participants found this visit very meaningful and interesting as they gained a better understanding on the operations of the cable car system in Hong Kong.

YMC visit: Marine Department (Government Dockyard & Vessel Traffic Centre), 17th September 2009

The visit to the Government Dockyard and Vessel Traffic Centre (VTC) of Marine Department was held on 17th September, 2009. Members supported the event with enthusiasm. The site visit provided a valuable and insider look into field operation of the Dockyard and VTC. The Dockyard plays a key support role in HKSAR Government’s marine-related services across different departments, VTC is responsible for ensuring safety and efficiency of maritime activities in Hong Kong waters. Thanks for the in-depth briefing and assistance from colleagues of Marine Department. The tour group, comprising of members from tertiary institutes, transport and shipping sectors, enjoyed a sunny and fruitful afternoon at the two sites.

Sharing Session at Secondary School, 25th September 2009The new “3+3+4” academic structure has been launched this September. The Geography & General Education subjects will be related to Logistics and Transport fields. Young members have been taking a proactive approach in visiting secondary schools to share with students on the study of logistics and transport.

Mr. Davin Chan and Mr. Stephen Chan of YMC conducted a sharing session with 160 Form 4 students of Shau Kei Wan East Government Secondary School on 24th September 2009. Davin and Stephen introduced the new syllabus of logistics & transport under “3+3+4”

education system and the relevant further study offered at tertiary education. Illustrated concepts of logistics and transport in Hong Kong and Pearl River Delta were briefed. The roles and functions of CILTHK and YMC were explained. In the Questions & Answers section, students actively asked the two young members on a wide range of aspects, like further study opportunities, career prospects, personal studying and working experience, and the latest industry updates etc. It was noted students enjoyed a relaxed and meaningful discussion and gained a better understanding and increased interest in the subjects of logistics and transport.

Social Gathering: Bowling Competition, 26th September 2009It was the best thing to do on a hot Saturday afternoon. More than ten young and energetic YMC committee members gathered at Olympic City Bowling Arena to have some indoor fun. The best part – it was unlimited bowling for 2 hours.

Two lanes were rented for two hours, and YMC members had unlimited fun. We started off by forming two teams, everyone frantically “throwing” the balls onto the two sides of the lanes. Not too bad for beginners. Nonetheless, it was a remarkable afternoon to meet people you usually only see during YMC meetings.

Dr. Hong K. LO is Professor and Associate Head of the Department of Civil and Environmental Engineering at the Hong Kong University of Science and Technology. Prior to taking up his present position, he was with the Institute of Transportation Studies of the University of California, Berkeley. His expertise includes dynamic transportation system modeling, transport network design, traffic control, network reliability, and public transportation analysis. He has published his writings extensively in scholarship journals. Professor Lo is Managing Editor for the Journal of Intelligent Transportation Systems, Editor (Asia/pacific) for the Journal of Transport and Land Use, and serves on the editorial boards of several international journals, including Transportation Research Part B, Transportmetrica,

Journal of Advanced Transportation, ASCE Journal of Urban Planning and Development, and International Journal of Sustainable Transportation. He was awarded the prestigious 2001 World Conference on Transportation Research (WCTR) Prize, 2003 Eastern Asia Society for Transportation Studies (EASTS) Outstanding Paper Award, and 2000 Hong Kong Institution of Engineers (HKIE) Transactions Prize. Professor Lo is active in the research community. He is Chair of the 11th International Conference of Advanced Systems for Public Transport (CASPT), 2009; Co-Chair of the 18th International Symposium of Transportation and Traffic Theory (ISTTT), 2009; Vice-President of the Hong Kong Society for Transportation Studies (HKSTS), 2007 – present.

Moreover, he is often consulted by the Hong Kong SAR Government on transportation. He was appointed as a Member of the Task Force on Emergency Transport Coordination, 2005; Expert Panel of Sustainable Transport Planning and Central-Wan Chai Bypass, 2005; Member of the Harbour-Front Enhancement Committee, 2007-2010; Hong Kong Zhuhai Macau Bridge Feasibility Study Expert Panel (Hong Kong representative), 2009. He has been a Member of CILT since 1998 and has been recently co-opted as Council Member.
