Welcome to the latest issue of our south west London and Surrey homepage magazine, providing insight into your local property market and featuring a selection of houses and flats for sale and to rent.

Since Issue Three, the government has introduced an additional 3% on each Stamp Duty Land Tax level for those purchasing any additional property and announced that the reduction in Capital Gains Tax, part of the March 2016 budget, will not apply to residential sales. This increased taxation comes in addition to the higher rates of STLD, the Annual Tax on Enveloped Dwellings and extension of CGT to non-residents that were implemented in the last 16 months. Additionally, from April 2017, there will be a reduction in tax relief on the interest on mortgages for rental properties.

The markets in which we operate have therefore been subject to much legislative change that directly impacts demand. We have also had the London Mayoral election to contend with and the EU Referendum causing another degree of uncertainty in the market. Greater importance must thus be placed upon gauging local market conditions correctly when considering a property transaction.

south west London and Surrey market comment House prices rose across London by 13.9% over the last 12 months (March 2015 - March 2016), reported by the Land Registry. The average price now stands at £534,785.

The higher value markets continue to appreciate albeit far less than the lower value boroughs. The graph (below, right) shows the annual growth in the most expensive 25% of London boroughs in comparison to the 25% lowest value.

The volume of sales in the non-central prime areas such as Richmond and Wimbledon were lower in 2015 than 2014. For example, the borough of Richmond upon Thames averaged 260 sales per month in 2015 whereas the average was 284 in 2014. Jackson-Stops & Staff’s south west London offices recorded a ratio of 3 prospective purchasers to every prospective seller in the last 12 months (Mar 2015 - Mar 2016)** whereas during the 12 months prior the ratio was 3.9, demonstrating reduced demand which helps to explain the lower transaction levels.

Higher holding and transaction costs along with the uncertainty of the EU Referendum will continue to result in a disproportionate dampening effect in the higher value markets. The additional 3% stamp duty levied on individuals buying as an investment or additional residence took hold from 1st April and will further reduce demand in our markets where buy-to-let purchases are an important component of overall demand.

Despite this lower activity, prices remain firm with some upward movement. It is important to note that the 8.4% growth in boroughs such as Richmond upon Thames over the last 12 months (Mar 2015 - Mar 2016)* is comparatively strong when compared to other asset classes, highlighting that even with reduced demand at the high-end good activity remains to drive price inflation.

In the lettings market, our offices have seen continuing demand for rental property and prices across the non-central regions are appreciating marginally. Demand for larger houses has been somewhat affected by uncertainty and poor performance in financial sectors and we have seen a number of corporate tenancies not renew and less enquiries from relocation companies. However, high capital values and increased taxes in the sales market makes renting proportionally more viable, acting to compensate this somewhat. Generally, our offices are seeing consistent underlying demand for both flats and houses, conducive to keeping rental prices strong.

Where do you live and why?I moved to the South Bank

three years ago and love it here. I wanted an easy commute and most days I walk to my office in the City. My flat is off Lower Marsh, behind Waterloo station, which is a wonderfully quirky street with an excellent food market and a number of specialist shops you can’t find anywhere else in London.

What are the main changes you’ve seen in the time you’ve worked in the City?The biggest change is that people now have their main home here whereas in the past it was largely a place people only stayed during the week. We’ve been selling flats in the Barbican for more than 30 years and it’s become a magnet for families, couples, empty nesters, even retirees, as have the rest of the City and surrounding areas. There’s so much more to do in the City now, especially in the evenings and on the weekends.

What are the latest trends in property design in the area?People are far more design conscious nowadays. You see all sorts of flooring - wood, cork, rubber, for example, and a

huge variety of kitchen worktops - concrete, granite, stainless steel, marble etc.

Where’s the best place to go for a Friday night cocktail?Bird of Smithfield opposite Smithfield market has a lovely roof garden - great for a glass of Prosecco on a warm evening. …and a perfect place for Sunday brunch? Capricci, round the corner from the Tate Modern, is a classic Italian that uses fresh ingredients. Finally, tell us a little known fact about the area?There’s a new development in Shoreditch that will include a 200-seat amphitheatre and heritage centre on the site of Shakespeare’s Curtain Theatre, which is where Romeo and Juliet and Henry V were first performed in 1577.

How is the sales market performing in your patch at the moment? Before the introduction of the additional 3% stamp duty levy back in April, our Village office experienced a heightened level of activity as motivated buyers sought to purchase their properties ahead of the extra charges after that date. However, the high end of the market is still being affected slightly by the stamp duty increases introduced last year, which have proven to be prohibitively high for some people looking to buy.

How have the recent legislative changes in the property market impacted upon your area? The biggest changes we have seen are with regard to stamp duty and the new tax implications for investors. This could lead to a proportion of those investors choosing to come out of the market and the possibility of greater numbers of similar properties coming to the market, such as two bedroom flats; the end result could be a slight downward pressure on prices, which is good news for first time buyers in the area.

What’s been the most significant property trend in your area since you’ve worked here?In the Village, it is the large number of residents looking to downsize within the same area. We help many clients who are looking to sell their large family homes once the children have grown up and moved away, but who wish to remain in the Village and downsize to smaller properties offering more manageable living space. In the town, the family house market is driven largely by school catchment areas, as it is all over London.

How is the lettings market performing in your patch at the moment?When we look back to the business we achieved last year in the first quarter, we are already outperforming rental figures this calendar year. The local lettings market in Wimbledon remains strong for all the usual reasons: location and proximity to London, lifestyle factors and fantastic schooling opportunities for families. I believe 2016 will be a record year for our Wimbledon office.

Is there a most frequently requested type of property by tenants looking to rent in the local area?We have been helping a large number of applicants looking for a wide range of property types since registering with us in the last few weeks, so it’s hard to pinpoint one particularly popular style. We let properties ranging from one bedroom apartments through to the substantial, six bedroom family homes. I think it’s true to say that Wimbledon caters for every personal taste.

What’s been the most significant change to the lettings market since you began working here? In more recent times, we have noted a reduction in the budgets of corporate clients being relocated for work placements, which is due mainly to a number of global social and economic factors. However, we have also experienced strong demand from a number of local companies, which has meant an increase in the number of British corporate tenants moving into the areas in which we operate.

To be honest, it’s still relatively early days but my instinct is that investors in Teddington will continue to buy-to-let with confidence and will simply factor the additional stamp duty costs into their purchasing sums.

The last few months have been good to Elmbridge, an area that continues to thrive against the backdrop of a slightly less settled central London property market.

How is the lettings market performing in your patch at the moment?There is currently high demand for properties as the availability across the area is low. This is partly due to tenants renewing their tenancies and opting to stay in a property for longer rather than locating elsewhere. This is a positive sign for landlords as it means that tenants are fixing in for longer and therefore landlords are not facing void periods between tenancies.

Is there a most frequently requested type of property by tenants looking to rent in the local area?There is a demand for various types of accommodation, ranging from one and two bedroom apartments for commuters and professionals, through to large family homes that remain such a pull in this family-friendly area.

What’s been the most significant change to the lettings market since you began working here?The corporate market was starting to slow last year, with a number of international families looking to relocate back home; however, this year we have experienced an increase in the number of corporate clients coming through, mostly from the relocation agents we work with closely. We have also seen a change in stamp duty payable on buy-to-lets and second homes; it will be interesting to see the impact this has on the local rental market.

pay less Stamp Duty by taking on a property that needs restoration

The rapid increase in the rate of SDLT (Stamp Duty) paid on the purchase of a house has turned what was once a relatively benign tax into an increasingly hot topic. In paying less for a property to take account of any restoration work required it obviously means there is less Stamp Duty to pay upon the transaction. The added benefit is that there is a greater chance of enhancing the value of the property and having it decorated and appointed to meet your own particular style and requirements.

By taking on the restoration of a Grade II* building there are additional challenges to consider, but, in general, Listed Building Consent is required only where alterations are being made and not for like for like repairs. The rewards are not only financial; there is the satisfaction of securing the future of part of England’s built heritage so that it is fit, not only for 21st century living, but also for future generations to enjoy.

This was the approach taken by the owners of Fiddler’s Croft some fifty years ago when they purchased the property and today it once again needs restoration and to be brought up to date.
