We are grateful for our blessings and want to celebrate the Holidays with you. As you may know, the former JPS Communications, Inc., was shut down on January 29, 2016, and reborn on April 15, 2016, as JPS Interoperability Solutions, Inc. I negotiated through February and March and was ultimately able to acquire the assets and the vital intellectual property of the former JPS Communications after raising funding through a small group of investors which included employees and members of the sales channel. Our good fortune began on April 15 th when we opened the doors at 5800 Departure Drive in Raleigh and began operations. We were once again fortunate on September 21 st when we were able to repurchase the building which had been occupied by JPS for more than 16 years. I am asked frequently “what has JPS Interoperability Solutions been doing since the company opened for business in April, besides shipping a steady stream of products to satisfy customer orders?” My answer has consistently been that we are designing and developing as many new products since our rebirth as we can conceive and manage. For some time during my seven years of retirement, I had been convinced that I knew where the interoperability market was going.

Letter from the President

I want to wish everyone the most wonderful

of celebrations as we approach the Holiday

season and the end of a very eventful 2016.

We are grateful for our blessings and want to

celebrate the Holidays with you.

As you may know, the former JPS

Communications, Inc., was shut down on

January 29, 2016, and reborn on April 15,

2016, as JPS Interoperability Solutions, Inc. I

negotiated through February and March and

was ultimately able to acquire the assets and

the vital intellectual property of the former

JPS Communications after raising funding

through a small group of investors which

included employees and members of the sales

channel. Our good fortune began on April

15th when we opened the doors at 5800

Departure Drive in Raleigh and began

operations. We were once again fortunate on

September 21st when we were able to

repurchase the building which had been

occupied by JPS for more than 16 years.

I am asked frequently – “what has JPS

Interoperability Solutions been doing since

the company opened for business in April,

besides shipping a steady

stream of products to satisfy

customer orders?” My

answer has consistently been

that we are designing and

developing as many new

products since our rebirth as

we can conceive and manage.

For some time during my

seven years of retirement, I

had been convinced that I

knew where the

interoperability market was

going.

Given the shift in

technologies and the

escalating problems faced by

public safety and other

vertical markets JPS

traditionally satisfies, an

interoperability company

would be required to adapt.

So where are we going? Our

new products obviously must

migrate into data, video,

broadband, LTE and First

Net if JPS is to remain

competitive in the

interoperability world. To

prove this point and to give

our customers their first view

of four or five new JPS

products, we’re going to have

a “reveal” at the IWCE Show

in Las Vegas in March. I

promise that these products

will meet our mission of

providing “high tech

solutions to traditional

communications problems”;

this has been our Mission

Statement since 1988.

Now I want to say a few

words about what is meant by

an asset purchase. When a

group of individuals acquires

the assets of a former

company, the buyers receive

the technology, the

intellectual property, the

inventory, the manufacturing

equipment, the production

drawings, the test procedures,

etc. What a buyer does not

receive in an asset purchase

includes computers with information

pertaining to the former owner, files kept by

the former owner, an accounting system with

a history of costs, a customer list, a listing of

where products have been sold and deployed,

an employee benefit system, agreements with

manufacturers’ representatives and dealers,

etc. Given what is not included in an asset

purchase, the spinoff company requires some

significant amount of reconstruction. So you

see why we’ve been diligently issuing new

agreements to organizations representing JPS

Interoperability Solutions in the sales channel,

recreating costing information, building our

old customers’ list, building an accounting

system and putting employee benefits in

place. The paradox is JPS Interoperability

Solutions was not a start-up but was a start-

up.

So what do I need from the thousands of

customers owning JPS Communications’

products about whom I received no records

from the former owner? Well, to start with, I

need to know about you, what products you

have and whether you need any help with

them. So please let me know if you need

network-based wide area control of multiple

sites, upgraded software, upgraded modules,

retraining, new warranty - in other words,

anything to do with maintenance and support

of JPS products, regardless of when

manufactured. When we hear from you, we’ll

place you in our configuration control system

and our customer data base. While the

employees (I was able to rehire twenty-one of

those) remember many, many of you, they

can’t remember all. So please let us know if

we can help you.

Also, please be patient until IWCE in March.

We will then release many new products.

Further, we will be returning to our former

strategy of bringing out new

products in a stream,

knowing that with multiple

products, chances are we’ll

have a solution of interest to

each customer. With a

growing engineering staff

and capability, we also intend

to develop special products

for customers that have

unique needs, especially if

they can’t find a good

solution elsewhere. You can

also count on our designs to

be as robust as they have

always been, even though it

means we rarely get to

replace existing products in

the field, even those there for

decades.

We intend to continue

providing solutions that save

lives. So my message to you

is one of hope for the future

of mankind and the safety of

our families and friends.

Main Story

WAIS Dispatch – An Alternative to a Console Solution

JPS is well known for communications interoperability and voter solutions, but

fewer people are aware of our dispatch capabilities that use our Wide Area

Interoperability System (WAIS) Controller. This cost effective and ergonomic

solution allows the use of existing infrastructure and can be scaled to fit your

requirements.

JPS Interoperability Solutions strives to meet the needs of our customers with

the most cost effective, proven and widely-deployed mission critical

communications technology available. Based on customer requests, we have

developed direct dispatch capabilities outside of the traditional console

interfaces. While the JPS WAIS Dispatch solution does not provide all of the

advanced capabilities of traditional dispatch consoles, many times these

advanced features are neither needed nor desired by the customer, resulting in

complaints of “Over Kill” and “Too Expensive.” Many have found that WAIS

Dispatch does provide the necessary features, along with a distributed

architecture that ensures that the loss of any part of the system does not prevent

proper operation of the remainder.

There are two versions of WAIS Dispatch, WAIS Enhanced and WAIS Enterprise. Both provide direct dispatch

capability from PC workstations to LMR and telephony resources hosted on ACU Gateways and NXU-2A

network extension units, linked by JPS’s RoIP (Radio over IP). As always, we at JPS take pride in offering

these advancements in a way that allows our customers to upgrade existing equipment - rather than forcing a

forklift approach.

WAIS Enhanced: Updated hardware and a new Dispatch View allow an operator to communicate directly with

a system radio via the sound card of the PC that’s hosting the WAIS Controller software. The operator can also

choose to simply monitor the radio, or may expand the communications to include all members of any

interoperability net that the radio may be part of. The hardware includes our new DSP-3 modules and software-

refreshed NXU-2A units.

WAIS Enterprise: Builds on WAIS Enhanced with a new application called the MultiTap Server, which

resides on a PC at the local interoperability site, along with the ACU Gateway. This application allows the

audio from any particular radio to be heard simultaneously by multiple operators.

Operators run both versions using our WAIS Controller software, which is installed on PC workstations (JPS or

customer provided) and integrated over IP infrastructure. The PC workstations function as the WAIS Control

and Dispatch terminals and are configured with touchscreen monitors, wireless headsets and desktop speakers

and microphones. There are no recurring costs as software seat licenses incur only a one-time fee.

Additionally, any necessary hardware or hardware upgrades, certified factory engineering, installation,

configuration and training make up a system, along with any necessary radio infrastructure.

The WAIS Controller software provides the ability to either Select or Monitor any, all, or a select number of the

DSP-3 modules that interface remote radio resources. The following diagrams display and describe this

As with all of our solutions, operational examples best describe

the capabilities of our technologies, let’s look at a few.

The State of Alabama Emergency Management Agency hosts

remote repeater sites throughout the state. Previously these

repeaters were linked back to their headquarters by copper leased

lines and tone remotes. After experiencing numerous dropped

connections over the leased lines they searched for an alternative

solution, and Alabama selected the WAIS Enhanced dispatch

system.

The WAIS solution provides them with the seamless ability to

monitor and transmit over any or all of the twenty-three remote

repeater sites throughout the state. Remote control base stations

were installed to link by RF to the repeaters and by IP (RoIP) to

the AEMA dispatch center in Clanton Alabama. Since the State

of Alabama also deploys a statewide WAIS system consisting of several fixed, mobile and tactical sites they

also have the ability to share the remote UHF repeater sites with other agencies if the need arises. Additional

benefits included the elimination of the reoccurring lease line fees previously linking the remote repeater sites.

JPS has also fielded several stand-alone WAIS Dispatch systems in Public Safety and National Guard

environments. The Police Department in Fresno California operates a Real Time Crime Center “RTCC” where

calls for service, in-the-field activity, and streaming video feeds are monitored from eight different operator

locations. The WAIS Enterprise solution was added to allow direct communications between officers and/or

staff monitoring an incident, allowing them to directly communicate with officers on the scene. These WAIS

RTCC communications capabilities are in addition to their existing 911 Center and they also provide the ability

to link other WAIS Interoperability Sites, fixed and mobile, providing seamless communications

interoperability over a wide area and encompassing a variety of different agencies.

Many applications require that the dispatch function be integrated into various disparate radio systems including

commercial and military radios. The WAIS Dispatch solutions can meet these requirements providing seamless

connectivity for all types of radios, not only providing direct dispatch capability but also interoperability

whenever there is a need for interconnection between these disparate radio systems. Once such application is

presented in the following diagram.

This sample application provides a pair of dispatcher workstations along with wireless connectivity that allows

additional workstations to be later added to the system. If the WAIS system is configured on a WAN,

connectivity and control can be run from a remote off-site location. WAIS provides a full-feature set of

administrative configurations to ensure system security.

ACU technologies are widely used in mobile command vehicles, and JPS WAIS is an economical and

ergonomic dispatch solution for these applications. Space limitation are the norm in this environment, so the

ability to incorporate dispatch capabilities into existing PCs and laptops is a major advantage over the need to

install stand-alone consoles. Integration into a WAN, either through satellite, Began, or via 3G/4G broadband

connectivity, yields the ability of WAIS to link together multiple command vehicles.

Day-to-day and emergency response needs are being met by WAIS installations in the State of Alabama, with

the National Guard, and for many others.

A prime example of a mobile command vehicle application is the MCV of the Westchester County NY

Department of Emergency Services, as shown below.

Their system incorporates two WAIS Enterprise dispatch systems and also provides them connectivity to their

other WAIS ACU fixed sites in the county and also with other counties and agencies in their region.

Two of the more frequent calls I receive go something like this...

1. “I have two radios that I always want to patch every time that I use my ACU.

Can I make that happen automatically when I turn the ACU on?”

Yes, you can.

On an ACU-T, 1000, or 2000, setup that patch in a net, then key in *36 on the

HSP keypad. The voice prompt will say “Saving Configuration” and it will be stored as

the power-on default net configuration.

The same thing can be done in the ACU-M. From the “Nets” keypad menu, push

“Pwr On Cfg” to store the current net configuration as the default.

2. “With my ACU-T, 1000, or 2000, after I set up a patch between two or more radios, and after

someone keys up a radio, the ACU keeps keying and unkeying back and forth between the radios.

Can this be stopped?”

Yes, this can occur any time two radios are patched together and is called Ping Pong. JPS gateways have

multiple methods to prevent this common problem. Please read the Ping Pong and COR Inhibit Time

After PTT sections below

Ping Pong Effect

Some radios have a tendency to receive something, or to assert COR (Carrier Operated Relay), momentarily at

the end of a transmission. This may be caused by a repeater’s continued transmission during hang time or it

could be caused by a tone or noise generated by the radio itself. Remember that for any pair of cross-connected

radios, whenever one radio is receiving, the other is keyed. If a radio in an Interoperability System exhibits the

“momentary COR” behavior, any cross-connected radio will momentarily (and inappropriately) transmit. If

both radios receive momentarily at the end of each transmission, the system will “ping-pong,” with first one

radio keyed momentarily and then the other, repeatedly. Neither radio system will be useable at this point.

There are two ways to prevent this. The best is for the Interoperability Device to have an adjustable “COR

Inhibit Timer After PTT.” This function simply ignores any COR for a period of time immediately following a

transmission. The length of the timer is adjustable to optimize for different radios, which may exhibit the

inappropriate COR indication for durations as short as a few milliseconds to as long as several seconds.

Another solution is to use neither COR nor VOX, but instead use VMR as the squelch type. Since Voice

Modulation Recognition will not COR unless human speech is actually present, and these momentary receive

events do not contain speech, they will simply be ignored by the system.

Setting COR Inhibit Time after PTT

Establish a net between the HSP module (Local port) and one DSP module (Radio port) at a time. Observe the

DSP (Radio port) front panel COR & PTT indicators to detect the potential existence of ping-pong and confirm

when it has been resolved. Key the ACU handset and release. If the COR LED lights momentarily after the

PTT LED goes out, the COR Inhibit time should be increased. Repeat while increasing the setting one step at a

time. It is long enough when you no longer see COR lighting. If the COR Inhibit time is a long time such that

some replies might be missed, the use of VMR (if available) is likely a better choice.

Dual Level Password Security

In 2007, JPS introduced the CPM-3

module, which provided the ability to

control an SNV-12 voting system and

monitor voted audio over an IP network.

The CPM-3 software was recently upgraded

to provide dual-level password security.

User level permissions allow dispatchers

(users) to exercise operational control,

while configuration changes are restricted

to those with an Administrator password.

This keeps device management in the hands

of network system administrators, while

allowing dispatchers to disable and force

vote sites as needed, based on permissions

selected by the administrator.

Transmitter Steering:

There are now 14 transmitter steering

groups, not just the 7 that existed in

the past. This is useful on large wide

area radio systems which use

transmitter steering and need to steer

more than 7 transmitters. Transmitter

steering is for communications over a

large geography, such as utility

dispatching, where not everyone needs

to hear everything. In public safety,

single site and simulcast are common,

transmitter steering is not widely used.

This function is incorporated in the

latest CPM-3 software and is managed

by using spare SVM-2 DIP switches.

Marcia Ray - Regional Inside Sales Representative

Marcia Ray is the western area Sales Representative for JPS, and is the point of

contact for sales transactions in the central and western U.S. for the newly

formed JPS Interoperability Solutions, as well as the fact that she is the point of

contact for all international sales. Marcia was also an employee of the former JPS

Communications, Inc. for more than 16 years. Marcia travels within her

respective sales territory, calling on dealers, current and new prospective

customers, and is tasked with developing and cultivating new sales opportunities

and in uncovering new partnering relationships. Marcia has good product

knowledge and she is very knowledgeable on export regulations, and the

documents and guidelines which relate to all JPS international sales transactions.

JPS Interoperability Solutions, Inc., is a Contractor listed on the NASPO ValuePoint Contract, and Marcia is the

key point of contact with JPS, and she is responsible for all NASPO sales transactions, and she handles all of

the sales reporting and the maintenance of the JPS product line and pricing that is reflected on the NASPO

ValuePoint Contract.

Marcia resides in Garner, NC, is married, and has a 33-year-old son. Marcia and her family enjoy spending their

spare time at their mountain vacation home, and she enjoys spending time with family, watching sports, sewing,

and spending time with their two dogs, Oreo and Codee.

Ron Robertson - Account Development Representative- Inside Sales Representative -East, Midwest / DOD/Federal

Ron Robertson is the Account Development Representative for North Carolina and

South Carolina. Ron’s Inside Sales Representative territory includes the Northeast,

Southeast, Midwest and Federal/DoD. In the Account Development role, Ron is

responsible for discovering new accounts/markets and nurturing existing accounts. In his

Inside Sales Representative role, Ron is the POC for all external customers/partners,

within his territory. Ron is responsible for entering sales orders, generating quotes,

managing sales funnel, maintaining and organizing customer portfolios for sales staff

and coordinating with manufacturing and shipping departments to ensure on-time

delivery.

Ron, began his career with JPS Communications as Supply Chain Assistant in October, 2004. Ron’s duties

included shipping, inventory management, and configuring the finish product to each customer’s specification

before shipment. Ron worked closely with manufacturing and shipping to become well-rounded in both areas.

The ground level knowledge that Ron acquired as Supply Chain Assistant prepared him well for his next

position. In 2008, Ron was promoted to Inside Sales Representative for the Northeast, Southeast and Midwest.

Throughout the years there have been many changes within the sales department and JPS, but Ron has remained

a mainstay for JPS Dealers, Manufacturer Reps and Customers alike. In 2016, Ron was assigned the additional

responsibility of Account Development Representative for NC and SC. Account Development has become a

natural transition for Ron, given that he has built relationships with numerous people throughout the large

territory he covers as the Inside Sales Representative. Ron has an MBA in Project Management in 2014.

Mike Scott – Sales Engineer

Michael Scott officially joined the JPS Interoperability Solutions team on July 1,

2016 after being involved unofficially in the start-up of the new organization. Mike

has joined as a part owner and the brother of the original founder Don Scott and was

retired from the semiconductor, microelectronics and optoelectronics industries. He

comes to JPS with 33 years of experience working for the Bell System, AT&T,

Lucent, Agere, and Finisar as an Engineer, Program Manager, and Business

Development Manager.

Mike’s years of experience working with customers and in field support will be

utilized as a field product representative and sales engineer. His long successful

career to date has been marked by his willingness and ability to generate winning technical solutions for his

customers. He brings to JPS an understanding of the Broadband Communications industry and is positioned to

help with new product introduction and business development as the market continues to move toward a

combination of LMR and Broadband capability. His primary responsibility will be Product Representative for

the southeast region including GA, TN, AL, and MS especially for new vertical markets such as off-shore and

mining. His engineering background is supported by a Master’s Degree in Solid State Physics from the

University of Delaware in 1981.
