Senate Chamber, Olympia, Monday, January 9, 2006

At 12:00 noon, pursuant to law, the Senate of the 2006Regular Session of the Fifty-ninth Legislature of the state ofWashington assembled in the Senate Chamber at the StateCapitol. Lieutenant Governor Brad Owen, President of theSenate, called the Senate to order. The Secretary called the rolland announced to the President that all Senators were presentexcept Senators Hargrove and Finkbeiner.

The Washington State Patrol Honor Guard consisting ofTrooper Craig Anders, Trooper Ted R. Dehart, Trooper John J.Gunderman, Trooper Jimmie Foster, Trooper RachaelThompson, Trooper Ryan L. Spurling, Sergeant John Paul Sagerand Trooper Barry W. Kirk presented the Colors.

The National Anthem was played on a trumpet by TrooperLadines.

The President lead the Senate in the Pledge of Allegiance.

Wayne Wiltse of the Yakima Nation and President of theNative American Student Association offered the prayer.

The President welcomes the Senators back to Olympia andoffered his best wishes for a productive and brief session.

INTRODUCTION OF LAKE FAIR QUEEN

The President welcomed and introduced Ms. Crystal Wade,the 2006 Lakefair Queen, who was at the rostrum andaccompanied by her parents, Mr. & Mrs. Anthony and MelissaWade, President Larry Watkinson and First Vice-President TeriChmielewsk of the Capital Lake organization who were seatedin the Gallery.

With permission of the Senate, business was suspended toallow Lakefair Queen Crystal Wade to address the Senate andwelcome the Senators to Olympia.

REMARKS BY CRYSTAL WADE

Crystal Wade: “Thank you very much, well, goodafternoon. It’s an incredible honor to be here with you all today.I don’t know many people my age who get opportunities likethis so this is great. I want to welcome you to what is in myopinion one of the best cities in this region, even if I am a littlebiased because I’m from this area. I bet everyone of you are justso eager and ready to get this session underway. You know as Iwas preparing this speech it hit me, 'What on earth could aneighteen year old girl, a freshman at college and even more so atlife, have to say to a group of experience Senators whose veryoccupation would shape the lives of thousands across the state?'And to be perfectly honest the thought was a bit intimidatingbut then something rose up inside of me because I believe weare living incredible times where the people of this generationare rising up to their roles and will one day be sitting in the verysame chairs you find yourselves, waiting just as you are to writethe pages of history. And I thought to myself, 'what anincredible thought, to stand here on this platform and lookdirectly into the faces of history makers.' And as you go throughthese next months I pray that not only that the Lord will directand guide you as you go through this session but also that youwill become revitalized and infatuated with the idea that thisyear is going to be awesome and unlike any other. I am afreshman at the University of Washington this year and in oneof my geography classes we were asked to make a sketch ofhow we saw Washington in relation to the rest of this world. Inthis lecture class, hundreds of young people began to drawmany different aspects of our society. Some drew the SpaceNeedle, others Starbucks cups and Microsoft logos, still others

depicted the shape of Mt. St. Helens to the Canadian border.Now I find myself in a much larger lecture room with anincredible task and picture to be drawn of our great state. It iswith so much honor and pride that I welcome you to the 2006Legislative Session and it is my hope that this time would fillyou with a new sense of purpose and expectancy as we step intothis new year. Thank you.”

Ladies and Gentlemen:

I am returning without my approval, Engrossed SubstituteSenate Bill No. 5719, entitled:

“AN ACT Relating to the community commitmentdisposition alternative pilot program.”

This bill would have provided juvenile courts with a“community commitment” alternative to committing delinquentyouth to the Department of Social and Health Services (DSHS).The state would have paid all costs, including detention andadministration. Current law already provides courts with fivealternatives to DSHS commitment, but none of them includestate funding of county detention costs. This bill, based on apilot program that was used in only one case, would haveencouraged the use of the new alternative instead of the existingones, and would have unjustifiably shifted costs to the state. Theexisting alternatives to DSHS commitment have been effective.

For these reasons, I have vetoed Engrossed SubstituteSenate Bill No. 5719 in its entirety.

A bone scan had indicated that thecancer has not spread outside the prostate. I wanted to getthrough the session and will not start treatment until aftersession is over. Treatment will consist of radiation and hormoneinjections. I feel I have always had a deep faith and it surecomes in handy at a time like this. I ask for your thoughts andprayers and in return promise to continue to keep SenatorMcCaslin in line.
