Facility Requirements – AirsideThe following items were identified for airside improvements:
• Instrument approach• Options to pursue either a non-precision (NPI) straight in or circling approach
• Clear taxiway object free area (TOFA) obstructions
• Expand fueling apron and remove direct access to runway

Facility Requirements – LandsideThe following items were identified for landside improvements:
• 12 additional hangars (forecast and development reserve)
• There is an excess of tiedowns for small aircraft• There is a need for large aircraft, helicopter, and firefighting staging parking
• Replacement of pilot lounge, preferably with a multi-use facility
• Vehicle parking and access to accommodate growth

Alternatives AnalysisThree alternatives were presented, each with two options for NPI instrument approach:
• Alternative 1 – Full build out of the south apron area
• Alternative 2 – Off-airport expansion to the west
• Alternative 3 – Off-airport expansion to the east
Alternatives were presented to the PAC, LifeFlight, and public. Consensus was:
• Build out the south apron area before looking off property
• Given airspace impacts, the Circling Approach was the preferred option

• Development of NPI Approach with Circling Procedure• Maintains existing airspace surfaces for Runway 15/33
• Parallel taxiway object free area grading • Minor terrain penetrations confirmed by AGIS
• Pavement removal adjacent to aircraft fueling apron and parallel taxiway to address potential runway incursion• FAA design standard

• New taxilane connection to west parallel taxiway• New hangars (4 conventional hangars and one 8-unit T-hangar proposed)• New vehicle parking, fencing, and vehicle gates
