Key objectives of the project

• To simplify and clarify industrial emissions reporting, reducing the administrative burden where possible

• Provide a robust reporting structure for the EU Registry on Industrial Sites and for thematic (emissions) information

• Establish integrated reporting channel for E-PRTR and LCP emissions data

• Develop a coherent view of reporting facilities

• Generate consistent & reliable EU thematic datasets

• Comply with INSPIRE requirements

Overview and legal basis

• The EU Registry on Industrial Sites centralises the collection of administrative data (permits and geospatial information) for:• E-PRTR Facilities (>30000)• IED installations (around 50000)• Large Combustion Plants (LCPs)• Waste incineration / co-incineration plants (WI)

• Reporting obligation for 33 countries (EU MS + EFTA + Serbia)

• Reference dataset to which thematic data reporting will refer to.

• The EU Registry data model is consistent with the underlying thematic legislation (IED, E-PRTR) and with INSPIRE PF theme data specs.

Timeframe of the actions

• Countries involved in EU registry testing Q1/Q2 2018

• Updated schema/model in August 2018 (with new CID)

• System launch operationally in CDR Q1 2019

• Initial report deadline 30 June 2019 (ref. year 2017)

• EU dataset available in December 2019

• Thematic data model developed in 2018, reporting by 2020

Conclusions

• The INSPIRE Production and Industrial Facilities data model (if too detailed) meets most of the EU registry demands

• An extended, single INSPIRE data model now satisfies several reporting obligations (IED, E-PRTR Regulation)

• Avoid duplication of geospatial information in each thematic data flow, reducing administrative burden on the MS

• EU Registry model flexible enough to accommodate future extensions (not envisaged)

• EU Registry will provide building blocks for the provision of harmonised INSPIRE PF data (deadline October 2020)

• Current reporting infrastructure not yet ready to build on a web-service based approach but pilot on harvesting is on the way
