EU-Arab Aviation SummitFirst Announcement Beirut, Lebanon

WHY, WHAT, WHERE AND WHEN?

Aviation is of strategic importance for both the European Union and the Arab countries, which have strong aviation ties. Aviation is an enabler of economic development, jobs and connectivity, thereby contributing to social and economic cohesion and inter-cultural understanding. At the same time, there are strong calls on the aviation sector to reduce its environmental footprint to step up the global fight against climate change.

The Arab Civil Aviation Organization (ACAO) and the European Commission’s Directorate-General for Mobility and Transport have therefore decided to organise an EU-Arab Aviation Summit to provide a platform for strategic dialogue on shared key challenges and future cooperation.

The EU-Arab Aviation Summit will be held in Beirut, Lebanon, at the Middle East Airlines Training & Conference Center, on 23-24 March 2020. Under the theme Building Bridges Amongst Neighbours, the summit will bring together top-level policy makers, industry executives and stakeholders from both regions.

Participants are also invited to a post-summit visit of two jewels of Lebanon, the Jeita Grotto and Byblos, on 25 March 2020.

Over the past 10 years, both the global aviation landscape and aviation relations between the EU and the Arab regions have evolved significantly. The European Union has further developed its external aviation policy, built around Comprehensive Air Transport Agreements, for example with Morocco and Jordan. Additional Comprehensive Air Transport Agreements with Tunisia and Qatar have been finalised and are currently pending signature, while aviation negotiations between the European Union and Oman were launched recently. With 70 million annual passengers, air connectivity between the two regions has reached unprecedented levels. The EU-Arab Aviation Summit will seek to contribute by building bridges amongst neighbours, between decision makers and key stakeholders. The shared objective of the organisers is to ensure stable air traffic in an economically and ecologically sustainable air transport sector as an important enabler of the economy. To that end, the EU-Arab Aviation Summit will discuss key aviation topics, examine the existing relations between the two regions, identify areas of further cooperation, and explore how to best work towards a genuine aviation partnership between the EU and the Arab countries. Key topics to be discussed will include:

• Outlook on the EU-Arab air transport relations• Airspace infrastructure: is there an end to the Nightmare? • Air safety and security standards: towards more uniformity? • Aviation and climate change: what’s next after CORSIA?

Both the European Union and the Arab countries are home to leading aviation players. The EU-Arab Aviation Summit therefore seeks to bring together high-level representatives of the public and private sectors of both regions. Expected participants include:

• Ministers of transport / civil aviation • Directors-General of civil aviation authorities• Representatives of the Arab League• CEOs of airlines and airport operators• High-level representatives of the aeronautical and other aviation industries• EASA • EUROCONTROL• Representatives of organisations and associations (ICAO, CANSO, IATA, ACI Europe, EU

airlines’ associations, and others)

The number of participants is limited by the capacity of the summit venue. The organisers therefore reserve the right to refuse registration. There is no registration fee for participating in the EU-Arab Aviation Summit. Registrations will therefore be binding.
