INCIDENT BRIEFING | ICS FORM 201 & 202 SEOC ACTIVATION LEVEL Level 2 DECLARATION NUMBER 18-276, 18-277, and DR-4399SITUATION The cold front with associated line of showers and thunderstorms will affect the
Panhandle and Big Bend early Friday morning. Rain should end in the region by noon. Cloudy skies will linger all day, with cooler temperatures moving in behind the front on breezy northwest winds of 10-20mph and gusts of 15-25mph. Drying air and clearing skies will move into the Panhandle and Big Bend Friday night and overnight temperatures will drop into the mid 40s to low 50s by sunrise. Expect cool and dry conditions through Saturday with light northeast winds. Despite sunny skies, temperatures will struggle to reach the upper 60s by the afternoon. Another cool night is expected with lows in the mid to upper 40s inland and lower 50s at the coast. On Sunday, expect increasing clouds during the day and some showers possible by evening ahead of the next frontal system. At this time, severe weather and heavy rain is not expected. Temperatures will be 5-10 degrees warmer than Saturday.
WEATHER A strong cold front will move through the Panhandle and Big today and tonight bringing a threat for severe weather before bringing in cooler temperatures. A squall line of strong storms will move west to east across the Panhandle and Big Bend today, first entering the western Panhandle this morning, affecting the eastern Panhandle in the early afternoon and reaching the Big Bend towards evening. A second round of thunderstorms is possible early Friday morning in the eastern Panhandle and Big Bend as the cold front approaches. The Storm Prediction Center has outlined areas from Tallahassee to Pensacola in a Slight Risk area for the potential for damaging winds and isolated tornadoes. A Tornado Watch has been issued for the western Panhandle and will be extended eastward this morning. Sustained winds 15-25 mph and gusts to 35 mph expected ahead of storms. Wind gusts of 40-60 mph possible with stronger storms along with isolated tornadoes and heavy rain of 1-2”. Drier conditions are expected by Friday afternoon with cooler temperatures.

ESF 10 Continue Disaster Debris Management site inspections and authorizations. ESF 10 Plan for relief of personnel deployed down-range to include wrap up services. ESF 16 Continue coordinating escorts of commodities. ESF 16 Provide support for local law enforcement including security and traffic control. ESF 16 Provide traffic control at the Arnold High School shelter. ESF 16 Support security at the opening of DSNAP sites in Wakulla, Taylor, Gulf, Franklin, and Bay. ESF 16

• Food, Water, Shelteringo There are currently 8 shelters opened with a shelter count of approximately 859; critical supplies have
been dispersed including more than 1 million bottles of water.• Safety and Security
o The SEOC continues to support statewide sheltering operations, and the need for a mosquitoresponse IMT is being assessed.

With the impending chances of severe weather impacting the area we wanted to remind staff of precautions to take. It the event ofsevere weather the National Weather Service will broad cast emergency information over 1610 am on your radio dial.
Severe Weather Procedures
Tornado Watch: Tornadoes are likely to occur in the watch area. Be ready to act quickly and take shelter, and check supply kits.Monitor radio and television stations for more information.
Tornado Warning: Imminent threat – A tornado has been sighted in the area or has been indicated by radar. Take shelterimmediately.
The following is a summary of typical tornadoes: •They may strike quickly, with little or no warning. •They may appear nearly transparent until dust and debris are picked up or a cloud forms in the funnel. •The average tornado moves Southwest to Northeast in the U.S., but tornadoes have been known to move in any direction. •The average forward speed of a tornado is 30 miles per hour (48 km/h), but has varied from stationary to 70 mph (110 km/h). •Tornadoes can also accompany tropical storms and hurricanes as they move onto land. Steps to take: •Be alert to the changing weather conditions. •Listen to NOAA Weather, or to local commercial radio or television newscasts for the latest information. • Watch various common danger signs, including: dark, often greenishcolored sky; large hail stones; a large, dark, lowlying cloud (particularly if rotating); loud roar of wind, sounding similar to a freight train.
Upon seeing an approaching storm or noticing any of the danger signs, they were advised to prepare to take shelter immediately,such as moving to a safe room, internal stairway, or other safe-haven area.

Never feed alligators – it’s dangerous and illegal. When fed, alligators can overcome their natural wariness and learn to associate people with food. When this happens, some of these alligators have to be removed and killed.
Dispose of fish scraps in garbage cans at boat ramps and fish camps. Do not throw them into the water. Although you are not intentionally feeding alligators when you do this, the result can be the same.
Seek immediate medical attention if you are bitten by an alligator. Alligator bites can result in serious infections.
Observe and photograph alligators only from a distance. Remember, they’re an important part of Florida’s natural history as well as an integral component of aquatic ecosystems.

Living with Alligators In Florida, the growing number of people living and recreating near water has led to a steady rise in the number of alligator-related complaints. The majority of these complaints relate to alligators being where they simply aren’t wanted. Because of these complaints, the Florida Fish and Wildlife Conservation Commission’s Statewide Nuisance Alligator Program permits the killing of approximately 7,000 nuisance alligators each year. Using this approach, and through increased public awareness, the rate of alligator bites on people has remained constant despite the increased potential for alligator-human interactions as Florida’s human population has grown.
Alligators are an important part of Florida’s landscape and play a valuable role in the ecology of our state’s wetlands. Alligators are predators and help keep other aquatic animal populations in balance. A better understanding of the facts and information presented in this brochure will help ensure that people and alligators can continue to coexist.

Alligators and PeopleAlligators are a fundamental part of Florida’s wetlands, swamps, rivers and lakes, and they are found in all 67 counties. Florida continues to experience human population growth. Many new residents seek waterfront homes, resulting in increased interactions between people and alligators.
Although most Floridians understand that we have alligators living in our state, the potential for conflict exists. Because of their predatory nature, alligators may target pets and livestock as prey. Unfortunately, people also are occasionally bitten. Since 1948, Florida has averaged about five unprovoked bites per year. During that period, a little more than 300 unprovoked bites to people have been documented in Florida, with 22 resulting in deaths.
In the past 10 years, the Florida Fish and Wildlife Conservation Commission has received an average of nearly 16,000 alligator-related complaints per year. Most of these complaints deal with alligators occurring in places such as backyard ponds, canals, ditches and streams, but other conflicts occur when alligators wander into garages, swimming pools and golf course ponds. Sometimes, alligators come out of the water to bask in the sun or move between wetlands. In many cases, if left alone, these alligators will eventually move on to areas away from people.
Safety Tips Generally, alligators less than four feet in length
are not large enough to be dangerous unless handled. However, if you encounter any alligator that you believe poses a threat to people, pets or property,
call the Nuisance Alligator Hotline at 866-FWC-GATOR (866-392-4286). Please be aware, nuisance alligators are killed, not relocated.
Be aware of the possibility of alligators when you are in or near fresh or brackish water. Bites may occur when people do not pay close enough attention to their surroundings when working or recreating near water.
Do not swim outside of posted swimming areas or in waters that might be inhabited by large alligators.
Alligators are most active between dusk and dawn. Therefore, avoid swimming at night.
Dogs and cats are similar in size to the natural prey of alligators. Don’t allow pets to swim, exercise or drink in or near waters that may contain alligators. Dogs often attract an alligator’s interest, so do not swim with your dog.
Leave alligators alone. State law prohibits killing, harassing or possessing alligators. Handling even small alligators can result in injury.
