Meeting Overview • Goal is to facilitate awareness of JCF and motivate the participants into action, to

support the 1% of Americans who serve • Communicate initiatives that focuses on grassroots solutions in support of

Service members, Veterans and Families • Expand on the national-level “Joining Forces” campaign • Demonstrate how JCF can be implemented at the community level • Define and explain Volunteers in Service to America (VISTAs) and how they can

assist in the identification of resources or resource providers

Meeting Coordination The NGB outreach representative will query all states as to the status of their community outreach efforts, and determine the level of interest in having NGB facilitate a local or regional meeting where interested stakeholders can meet and discuss the implementation or enhancement of their efforts. Once it has been determined that NGB participation is desired, the NGB outreach representative will work with the host agency to coordinate the date and other details of a community outreach meeting. Initially, NGB’s role will be to identify potential national partners and stakeholders and offer assistance in facilitating invitations to the meeting. In many cases, the host will be the State Family Support Director, or another member of the National Guard, but it could also very well be a community leader. Once the meeting date has been established, the NGB outreach representative will coordinate with the host to:

• Discuss host requirements (see Host Responsibilities Section) • Confirm meeting time • Confirm meeting location and capacity • Obtain directions to the meeting • Obtain lodging recommendations

Suggested Attendees All individuals, organizations and entities within the community which provide, or are interested in providing support and services to Service members, Veterans, and Families.

Meeting Size Meeting size will be determined by the host. NGB can facilitate a meeting with any number of participants, to include providing training at a scheduled ISFAC or other similar type of meeting

Host Support Recommendations Audiovisual

Visual aids for this meeting consist of PowerPoint slides and video clips. The following materials are recommended:

• LCD projector, compatible with a notebook computer, and cables for proper connection (e.g., InFocus or similar make)

• Spare projector bulb • Electronic remote device to advance slides in PowerPoint presentation, if

available • Projection screen (at least 6’ x 6’) • Pointer (preferably laser type) • Twenty-foot, or longer, extension cord • Flip chart with markers • Large black markers for participant tent cards (at least one for every two

participants should be placed at their workspace) o Slides will be presented from the JCF.org website. Desired handout

materials will be downloaded by host prior to the meetings. For testing purposes, it is recommended that all equipment be placed in the meeting room at least two hours prior to the start of the meeting. The host should provide technical assistance during this time, as well as contact information for technical assistance during the meeting.

Room Requirements

The room should be large enough to accommodate workspace and chairs for all participants and facilitators plus the aforementioned equipment—a large conference room or classroom. Facilitators will arrange the classroom as they deem most appropriate given the number of participants. (The ideal arrangement allows participants to interact with the team leaders and each other; e.g., a “U” or “V” shape arrangement, clusters of work areas, etc. Avoid “lecture hall” type of arrangements.) All participants should be able to see the screen and facilitators; however, participants and facilitators should be able to move about the room without obstruction. A presentation/ table should be provided for the facilitators. The room should be in a quiet area and have a lighting system that permits convenient dimming of the lights, especially where the screen is located.

Host Responsibilities

The host is responsible for preparing the site prior to NGB’s arrival, and the following are those items that should be considered.

Meeting Site

Verify that the following accommodations are in place for the meeting site: • Proper selection of a meeting space/room is critical to the success of the

meeting. Great care should be taken to select a room that will not be overcrowded, too hot or too cold, or subject to outside distractions. The facilitator should contact the host with any specific requirements for the meeting facility.

• Reserve a meeting room for the duration of the meetings (6 hours: 2 hours for prep and 4 hours for the meeting.)

• Check to see if anyone else will be using the room for after hour functions. • Determine if materials and equipment can be left in the room. Meetings requiring

special equipment or computers must have after-hours security. • Visit the classroom to make certain it meets all of the requirements set by the

host and facilitators. Other considerations for the meeting room:

• Check heat or air conditioning to find out if the host can control these functions during the meetings.

• Ensure the room is of adequate shape and size. No poles or obstructions. • Adequate seating arrangements. • Make sure the meeting space is away from kitchen, construction area, or other

noise distractions. • Have proper electrical outlets and ports for computers. • Check lighting controls – Almost every meeting uses visual aids that require a

projection screen. It is important to have a room where lighting can be controlled to prevent glare on the screen while not placing the room in total darkness.

Since a PowerPoint presentation will be used during instruction, make sure to consider the following room accommodations:

• Will shades completely darken all windows? • Can the lights be selectively dimmed when showing the presentation? • Will overhead lights shine directly on the screen? • Can a bulb be removed above the screen or will the whiteboard be too dark?

Accommodations/Notifications

• If appropriate, reserve a block of hotel/motel rooms for meeting participants. • Participants and team leaders should be:

o Informed of meeting starting and ending times and location o Advised on hotel accommodations and room rates, check out times o Furnished with maps o Advised on parking arrangements

Final Arrangements

Three -Four weeks prior to meeting: • Confirm meeting dates/times/locations/participants

One week before the meeting: • The Hosting Venue will email the Initial Community Outreach Assessment

Survey to the NGB facilitator’s one week prior to date of meeting • Ensure that the room will be available two hours prior to the start time • Provide a copy of the agenda to all meeting participants.

After the meeting: • Make certain the NGB coordinator has the roster of meeting attendees, meeting

evaluation forms, and participant registration forms. • NGB follow-up with host at 60-90 day point to assess success of meeting.

Key Message: Referring to the slide, explain the focus, history, and goals of JCF. Background Information: Give a brief explanation of the roles and purpose of an ISFAC. (ISFAC is a panel of government, NGO, Veterans, and private citizens, that work together to identify and meet areas of need and provide assistance to Service members, Veterans, and Families.) Interactive Discussions: Facilitators should ask participants if they are aware of any entities that provide similar types of services in their own community. Emphasize that an organization’s individual name and branding is at the discretion of its originators. For example, an organization may be called an ISFAC, JCF, Community Action Group, or another name designated by the organization. Regardless of their name, these organizations all perform the same valuable function.

Key Message: This slide speaks to four leading national level partnerships from the Presidential Study Directive (11 May 2011) and gives a brief example of how they operate. These four independent networks may work together and collaborate on efforts to strengthen current community goals and address needs of Veterans, Service members, and Families. Background Information: In 2011, the National Guard Bureau developed the concept of JCF in order to parallel the Administration’s, “Joining Forces” initiative. The purpose of JCF is to engage citizens within local communities and encourage networking partnerships to increase support for Service members, Veterans, and Families. Interactive Discussions: Have participants name organizations they are familiar with that provide the same function and briefly mention how networking can avoid redundancies and gaps.

Key Message: Facilitator should share real-life examples of successful collaboration between these entities and the value of networking and partnering with organizations listed in the slide. Background Information: Discuss implementing a more personal approach toward individual assistance, (i.e. making a call for a person and linking them up with a resource instead of simply referring them to a website or phone number) can ensure that the Veteran, Service member, or Family is partnered with the appropriate service or organization. Key Message: Emphasize the goals of JCF and the four phases which will follow in the brief: 1. What; 2.Find and Fill the Gaps; 3.Sustainment; 4. Metrics and Accomplishments Speak to the three bullets in this slide and discuss the focus areas: behavioral health, education, employment, Family, finances, homelessness. Emphasize the value of optimizing network providers through cross referrals with governmental and non-governmental organizations; and how partnerships can bridge gaps in services. Background Information: Although there are currently hundreds of individual websites which address the previously mentioned focus areas, they aren’t able always able to effectively connect individuals to the right organization or services in their community. Refer to the final bullet on this slide, which emphasizes that in there is “No Wrong Door” in the JCF network; and that the JCF model allows Veteran, Service members, or Families to enter the JCF network from any location and at any point.

Background Information: The JCF website has the tools to start a community action team, develop a plan, and create a name for a community organization. Key Message: Facilitator should speak to the third phase, Sustainment, in terms of how to utilize best practices, attend meetings, and engage with other organizations in the network. Background Information: History, facts, and information to note: ISFAC began in 1991, and was mentioned in the “Presidential Report January 2011” as a best practice for grassroots movements. An organization, or community action team, has the choice of what name it will use for branding. ISFACs in Arizona, Ohio, North Dakota, and Massachusetts are recognized at the Governor level. Some organizations are comprised of elected officials, or community leaders, comprised of military, Veterans, and civilians. It is at the discretion of each organization within a community to develop a sustainment plan and decide their own organizational structure.

Key Message: Facilitator should refer to the bullets in the slide as an example for participants to be able to determine what their own metrics may be within their organization, and how to track accomplishments through metrics. Background Information: Metrics are a key tool for understanding and demonstrating a level of success and areas of weakness. Discuss how identifying areas with gaps is necessary for adjusting existing practices in order to identify performance goals. Metrics should contain milestones, acceptable and unacceptable standards of performance, and give an indication of short term and long term goals. Background Information: The purpose of this section of the JCF Community Outreach Meeting is to provide participants with information on mental health resources within their community. Ideally, a federal representative of The Department of Veterans Affairs mental health point of contact should be in attendance. The briefing will show participants how to connect different focus areas and how they are often inter-connected, for example, PTSD can be connected to financial problems, family issues, and child and youth concerns. Make the most of Communication and Outreach

• The JCF Communication Guide can assist in effectively communicating and connecting individuals, organizations, and networks; and give insights on how to expand your knowledge of social media and other valuable communication tools.

• This guide will help with website communication strategies and give ideas on how to establish your marketing presence in the community, raise local awareness, and link your Community Force to the JCF national initiative.

Key Message: Facilitator should emphasize utilizing clear and consistent communication strategies and establishing a marketing presence in their community. Creating mission and vision statements, gathering and using feedback and becoming acquainted with search engine optimization strategies are all covered in the Communication Guide. Be sure to reiterate that the JCF Communication Guide can be found of the JCF website. Background Information: Participants should be given a copy of the entire JCF Communication Guide in their CD or takeaways. The topics of branding, outreach, marketing, and social media awareness and information are provided in the guide.

State Shared Practices

Key Message: Provide a few examples of successful states, for example Arizona and Utah. Describe how those states achieved positive results and how they implemented the shared practices.

Volunteers In Service To America (VISTA) - AmeriCorps VISTA is the national service program designed specifically to fight poverty. VISTA members commit to serve full-time for a year at a nonprofit organization or local government agency, working to fight illiteracy, improve health services, create businesses, strengthen community groups, and much more. Through NGB coordination with CNCS, the VISTA program has authorized a “matching funds” exemption for each state’s National Guard JCF initiative. With this exemption, VISTAs are an affordable way to obtain additional staffing that may be required to implement JCF. NGB has created the JCF VISTA Guide (9 Aug 12) and developed a Volunteer Assignment Description for Year One for SFPD to reference. The Volunteer Assignment Description was vetted through CNCS prior to release to ensure acceptability upon application submission. VISTA program is available to not only state National Guard, but also counties, cities, and communities. Information about the VISTA programs can be obtained through JCF or by visiting the CNCS State Office or their website at http://www.americorps.gov/about/programs/vista.asp. 2013 will focus on helping State understand the VISTA program and obtain VISTAs to support their outreach efforts.
