EXCERPTS FROM THE INTERNAL REVENUE CODE
SEC. 6332. SURRENDER OF PROPERTY SUBJECT TO LEVY.
(a) REQUIREMENT.—Except as otherwise provided in subsection (b),any person in possession of (or obligated with respect to) property orrights to prope'rty subject to levy upon which a levy has been made shall,upon demand of the Secretary or his delegate, surrender such propertyor rights (or discharge such obligation) to the Secretary or his delegate,except such part of the property or rights as is, at the time of such de-mand, subject to an attachment or execution under any judicial process,
(b) Special Rule for Life Insurance and Endowment Contracts.
(1) In general.—A levy on an organization with respect to a life in-surance or endowment contract issued by such organization shall, withoutnecessity for the surrender of the contract document, constitute a de-mand by the Secretary or his delegate for payment of the amountdescribed in paragraph (2) and the exercise of the right of the personagainst whom the tax is assessed to the advance of such amount. Suchorganization shall pay over such amount 90 days after service of noticeof levy. Such notice shall include B£ certification by the Secretary or hisdelegate that a copy of such notice has been mailed to the .person .against whom 'the''tax is" 'assessed at His last 'known aeTd'ress.' :

(2) PENALTY FOR VIOLATION.—In addition to the personal liabilityimposed by paragraph '(l)/:tf any person reefuired''to surrender propertyor rights to^property fails.ot^efuses to surrender such property or rightsto property ^without reasonable cause, such* "person shall be liable" for*apenalty equal to 50 percent of the amount' recoverable under paragraph(1). No pa>t*lof sudh^penelty shall be credited against the tax liabilityfor the collection of which such levy was made.
(d) EFFECT OF ;HONORING LEVY.—Any person in possession of(or obligated with respect to) property or :rights to property subject tolevy upon which a levy has-been made :wnb, upon demand by the Secre-tary or his delegate, surrenders s'uch property or rights to property (ordischarges such obligation) to the Secretary or his delegate (or who paysa liability under subsection (c) (1) } shall be discharged from any obli.gation or liability to the delinquent taxpayer with respect to such proper-ty or rights to property arising from such surrender or payment. In thecase of a levy which is satisfied pursuant to subsection (b), such organi-zation shall also be discharged from any obligation or liability to anybeneficiary arising from such surrender or;payment.
SEC. 6334. PROPERTY EXEMPT FROM' LEVY.
(a) ENUMERATION.—There shall be exempt from levy—
(1) Wearing Apparel and School Books.—-Such items of wearing ap-parel and such school books as are necessary for the taxpayer or formembers of his family;
(2) Fuel, Provisions, Furniture, and Persona] Effects.—If the tax-payer is the head of a family, so much of the fuel, provisions, furniture,and personal effects in his household, and of the arms for persona! use,livestock, and poultry of the taxpayer, as does not exceed $500 in value;
(3) Books and Tools of a Trade, Business, or Profession.—So manyof the books and tools necessary for the trade, business, or profession ofthe taxpayer as do not exceed in the aggregate $250 in value.
(4) Unemployment Benefits.—Any amount payable to an individualwith respect to his unemployment (including any portion thereof payablewith respect to dependents) under an unemployment compensation lawof the United States, of any State or of the District of Columbia or ofthe Commonwealth of Puerto Rico.
(5) Undelivered MaU.—Mail, addressed to any person, which hasnot been delivered to the addressee.
*(6) Certain Annuity and' pension Payments. — Annuity or'pensjon* payments ufTder the Railroad Retirement-Act, benefits under the Railroad
Unemployment Insurance Act, special pension payments received by aperson whose name has been entered on the Army, Navy, Air Force, andCoast Guard Medal'of Honor roll (38 U.S.C. 562), and annuities basedon retired or retainer pay under chapter 73 of title 10 of the United

(7) Workmen's Compensation. — Any amount payable to an indi-vidual as workmen's compensation (including any portion thereof, pay-
^••able-with respect to dependents) under a workmen's compensation lawof the United States, any State, the District of Columbia, or the Com-monwealth of Puerto Rico.
SEC. 6343. AUTHORITY TO RELEASE LEVY AND RETURN PROPERTY.
(b) Return of Property. — If the Secretary ot his delegate determinesthat property has been wrongfully levied upon, it shall be lawful for theSecretary or his delegate to return—
(1) the specific property levied upon,
