Jobseeker Recipients
In December 2020 it was estimated that 1,022 (12%) of the Hepburn Shire local labour force are
Jobseeker recipients and ranked 163 out of 543 local government areas in Australia (with 1 being the
highest number of recipients).
When the data is analysed over time, the change in the number of recipients shows the impact of
COVID-19, particularly at the beginning of the pandemic in March 2020. Hepburn Shire had increases
in unemployment due to a higher proportion of jobs in the tourism and hospitality industry,
predominately in Daylesford.

When analysing the Shire at a SA2 Level for Creswick-Clunes and Daylesford, it reveals that
Jobseeker recipients in the Daylesford area more than doubled over a period of 15 months from
5.3% in September 2019 to a peak of 12.9% in the September 2020 quarter, and slight softening to
11.6% in the December 2020 reporting period. Creswick-Clunes area almost doubled over the same
period from 6.6% to a peak of 12.2% in the June 2020 quarter and then down to 11.4% in December
2020.

*The above graphs are for the major events in the region with a couple running 50% scaled events.
The Economic Impact calculations are based on an average spend of $94 for a day tripper and $215
for an overnight stay.
For the purpose of estimating the economic impact – one day events 50% are assumed day trippers
and 50% locals, whilst multiple day events are assumed 25% locals, 25% day trippers and 50%
overnight stays.
Outdoor dining applications
Council received a total of 21 applications to facilitate outdoor dining across the shire.
