The Montserrado County Health Management Project for Management Capacity

Development for Health Services is seeking to hire two (2) program officers for

5 months until mid-July 2018.

Position: Program Officer

Location: Montserrado County Health Team Office at Duport Road Health Center

in Paynesville

Starting Salary: US20/ day

* It is negotiable according to the performance after probation period.

Period: From February to mid-July 2018 (1 month probation period)

Statos: Full-time (Mon. to Fri. from 8:00 am to 4:00 pm, overtime for weekend)

Qoalification & Abilities:

� Minimum 3 years work experience in healthcare services/administration

� Excellent communication skills (writing and oral)

� Excellent computer skills, especially Word, Excel, and PowerPoint

� Ability to prioritize workflow, exercise independent judgment, and perform

multiple tasks simultaneously

� University degree

Job Description with Specific Responsibility:

� Data collection for the project's endline survey

� Technical support to the Montserrado county health team in conducting:

- Supportive Supervision of Health Facilities

- Seed Money Program

- Learning Exchange with Other Counties

- Any other organizational capacity building activities

Project Purpose: The work performance of the Montserrado County Health Team is improved by strengthening its governance and accountability capacity. Results: 1. The capacity of MCHT staff in

management is strengthened. 2. The CHT programs/tasks are conducted

properly in accordance with national guidelines (planning and monitoring; supervision)

3. The implementation of community health services is facilitated through dissemination of the revised policy.

4. Good practices and experiences in county health management are shared among CHTs and the MoH in Liberia and in other countries.

Management Project

Empowering health managers

Management skills of MCHT/DHT members will be strengthened. This will be achieved by offering demand-driven short training courses. The needs assessment conducted by the project has identified skill building needs among MCHT/DHT members in the following areas:

Core skills Leadership and Management Basic Planning Basic monitoring and evaluation Proposal writing Information management Microsoft Word, Excel and PowerPoint

Technical skills Role of the MCHT in community health

services Health data

usage HMIS ledger

For efficient and effective implementation of health programs and services, the MCHT’s activity planning and monitoring will be strengthened by streamlining its process and formats. The project will also support the MCHT in setting up the system for supervising health facilities via DHTs.

The activities include: Planning and monitoring

Develop the planning and monitoring manual. Prepare the MCHT annual plan using the manual. Conduct the quarterly performance review.

Supervision Identify what needs to be

improved regarding the process of supervision.

Develop the supervision job aid.

Support to conduct and review supervision.

Seed Money Program Support MCHT/DHT staff to have successful experiences

at work, and motivate them to perform better.

The MCHT’s activities for policy dissemination and health communication will be supported in collaboration with the Ministry of Health (MoH) headquarters and implementing partners.

The activities include: Disseminate the Revised Community Health

Services Policy and Strategic Plan 2016-2021 to key stakeholders, including Officer-in-Charges of health facilities, district commissioners, and community leaders.

Reproduce IEC materials to deliver key health messages to communities.

Follow up policy dissemination activities.
