Why the difference in what is recommended by the working group in the 12th plan and JnNurm Guidelines?

[ for example: for a city like Kochi which lies in the category 1-4 million population, the city will get 50% central assistance. However cities like Thiruvanathapurm which lie in the category of < 1 million, will get 80% central assistance: contestable difference in the recommendation by the working group and JnNURM guidelines.

What about the balance in case of JnNURM Guidelines?

There is no legislation at present that

covers the requirements of Urban

Transport.

Motor Vehicles Act: licensing of vehicles

Railway Act : Inter city traffic, metro

Construction Act: specific to

construction of metros

Tramway Act: deals with tramways

A comprehensive Urban Transport Act is

needed urgently. Acc. To the

recommendations of the working group,

the Act should:

1. Should cover all aspects of Urban

Transport.

2. The Act should be enacted by the

Central Govt. and the States may draft

rules under it as per their needs.

1. If the UMTAs are accountable to

MPC/DPC, does that mean the

responsibility of forming the UMTAs lie

with the MPC/DPC?

2. What about states which don’t have an MPC/DPC? (about 10/30)

According to NUTP, in order to facilitate highly capital intensive projects, it was essential to set up a dedicated, non-lapsable, non-fungible, statutory Urban Transport fund. The possible sources are:

Green Surcharge on petrol.

Green Cess on existing personalised vehicles.
