Agenda

1. Importance of prior investment in DRR
2. Outline of SFDRR and JICA’s strategy of DRRsector
3. Introduction of JICA’s assistance for mainstreaming DRR and countermeasures against tsunami disaster
4. 5th Nov, “World tsunami awareness day”
Importance of Investment for DRRRelationship between Socio-economic Development and Investment for DRR
•Disasters negatively affect development by destroying property and assets.
•Socio-economic loss can be significantly decreased by DRRinvestment.
•Investment for DRR combined with emergency response, rehabilitation, and reconstruction leads to sustainable development.
3
Investment for Disaster Risk Reduction is
not a “Cost”, but an “Investment”
ODI & GFDRR(2013)”Financing Disaster Risk Reduction – A 20 year story of international aid” P38-40
Millennium Development Goals
(MDGs) does not include DRR
investment are NOT sufficiently
allocated.
Donors are spending heavily on
emergency response, reconstruction
and rehabilitation, not enough on
prevention and preparedness.
Budget allocation by international community

• Assistance in DRR increased after HFA, especially in “PA 4’ Reduce
Risk Factors”

achieve sustainable development by disaster risk reduction

reduction for
resilience
Priority 4: Enhancing disaster
preparedness for effective
response, and to “Build Back
Better” in recovery,
rehabilitation and
reconstruction

The prevention of new risk and the reduction of existing risk through the implementation of integrated and inclusive
economic, structural, legal, social, health, cultural educational, environmental, technological, political and
institutional measures that prevent and reduce hazard exposure and vulnerability to disaster, increase

Build Back Better:– Reconstruction as more resilient society
Mainstreaming DRR:– Contributing in discussions on mainstreaming DRR in international arena
– Conducting Disaster Risk Assessment in all projects
– DRR elements into all development sectors
Seamless Approach: – Linking emergency assistance and development
– Comprehensive cooperation: Effective combination of structural and non-structural measures, approaching all layers, multi-sector.

Thailand:Flood Resilient Subway
Philippines: Typhoon
Resistant HospitalThailand: Raised Road
Raised 1m for flood mitigation
– Road Raising for Flood Mitigation
– Typhoon Resistant Hospital
– School-cum-Evacuation shelter
– Flood Resilient Subway System

Primary School with Evacuation Facilities
Myanmar was hit by Cyclone Nargis in 2008 and suffered tremendous
damages with the number of death toll and missing of approximately
138,000.
Mainstreaming of DRRCyclone Shelter-cum-Primary School
• Reconstructed schools were equipped
with raised floor and strong structure, to
enhance safety and the function of the
school as refuge facility.
• Restoring safe and favorable educational
environment as well as mitigating storm
surge damage.
• The building is used as a school in
ordinary times, regular maintenance is
provided.

Pillar 1:
Specialized Professional
Training
Support to establish
academic training course
through scholarship of
Chilean government
Pillar 2:
Strengthening the
Capacity of
Executing Agency
Support to establish
training course
through Japan-

Chile is a hub for technical cooperationin DRR sector at LAC
Concept of KIZUNA Project
Human resource and output of past project can be utilized forsouth-south cooperation in LAC .
1. 5th of November of every year as
“World Tsunami Awareness Day”
2. Understand importance of preparedness and quick information sharing through Early warning, utilization of traditional knowledge and BBB
