The initiative of calling the Institute to life was put forward at the IX General Meeting of the Association of Polish Electricians (SEP) already in 1937. After war, in 1945, on the initiative of prof. J.L. Jakubowski one of the participants at the General Meeting of SEP and co-author of the resolution, the National High-Voltage Institute was created, which on the 1st September 1946 widened its activities onto the whole electrical engineering, changing its name to National Electrotechnical Institute and then in 1951 the present name was adopted as: Electrotechnical Institute (IEl).

Two IEl Branches are located outside Warsaw: in Wrocław – Wrocław Branchin Gdańsk – Gdańsk Branch +CoE (2WPs).

The Wrocław Branch is one of the greater units of IEL. This Branch specializes in development of new kinds of electro technical materials and in the technology for producing them. The Gdansk Branch had specialized in marine electric engineering since its creation. At present this Branch took other topics for which there is greater demand (a.o. automation of drive control systems for depression terrains – Zuławy near Gdansk).

Moreover, in Międzylesie Kłodzkie there is the Pilot Plant (ZD III) which specializes in experimental and small lot production, mostly of electro-insulating materials and elements.

At present 17 professors 10 doctors of sciences45 Ph D. are employed at IEl.

The number of IEl employees from the begining was steadily growing and reaching a maximum of 2500. The employment level decreased down to 700 persons.

In 1956 the Scientific Council of IEl obtained the right to confer the Ph D - scientific degree in electric engineering and electric material science and since 1970 (as one of the few Scientific Councils in Poland) it has the right to conduct conferring to quality as doctor of sciences (Dr Habilit.) and to apply for conferring the scientific degree of a full professor. Up to now the Scientific Council has conferred 142 scientific degrees of a Ph D. and has conducted 25 examinations to quality as Dr Habilit.

RANGE OF ACTIVITY  Design and singular specialistic control-measuring apparatus. Development of programs for processing data from measuring and control equipment designed to communicate with computers. Organisation training in the range of metrology and supervising measuring and control equipment . Practical assistance in implementation of quality management systems (consulting) in works. The object of research and development work of the Department:medium power electric machines, particularly induction motors. Activities: Methods of design calculation as well as design calculations as such specialistic methods of testing. The Testing Laboratory for Electric Machines is the largest in the country. It has got the accreditation certificate.

The range of work carried out at the Laboratory: Tests of machines with power up to 400 kW at low (up to 660 V) and high (up to 6 000 V) voltage and frequencies of 50 Hz and 60 Hz.

• Thermal / ventilation tests.

•Tests of sound level (for motors up to 30 kW also under load)

•Tests of the protection degree of electric machines.

  Department of High Power NDepartment of High Power NWMWM (1)The Department is engaged in the whole of the problems concerning ac and dc low-, medium- and high-voltage switchgear installation as well as insulation systems. It also renders services in the range of power-engineering and high-voltage testing. The main lines of work: Fundamental research and R &D work related to power-engineering equipment, overvoltage protection, development of HV-, MV- and LV- surge arresters , and the compatibility of materials used in SF6 and oil insulation systems,design and manufacture of specific testing and measuring equipment, as well as special high-voltage equipment, e.g. complete mobile and stationary laboratories for 300kV ac, surge generators, peak-value meters, potentiometers, shunts, partial discharge meters

Electrotechnical Institute sent two projects for Centre of Excelence. Both of them were accepted by European Commission. First CoE is IMPROVEMENT OF THE QUALITY OF ELECTRIC ENERGY AND SAFETY OF ELECTRIC PRODUCTS (Acronim: ELECTRIC ENERGY). It is realised by Warsaw part of Electrotechnical Institute (10 WPs) and by Gdańsk Branch of IEL (2 WPs).Second CoE is fully realised by Wrocław Branch of IEL. The title of this CoE is:”Centre for Low-Energy Consuming Technologies in Electrotechnics” , Acronim: MALET.

These Centres initiated to create Scientific Network of CoE „Energy” in Poland. The network is to work by 14 Subnetworks. Electrotechnical Institute is one of the member founder of the Network. I am coordinator of Subnetwork „ Electric Energy Systems” (EES). Subnetwork EES intends •to help in cooperation CoE which belongs to Subnetwork EES •to cooperate in preparing of new projects of 6FP.

The Tele- and Radio technical Institute (1)Research Activity of the Institute• The Tele- and Radio technical Institute is a research and development unit specializing

in scientific research and development work in high technology, in such fields as: piezzoelectronics, printed circuits, surface mounting, ultrasound technology, temperature stabilization systems, time and frequency sources, elements of satellite navigation systems, electrochemical technologies, automation and computerization of technological and measuring processes, magnetic materials, application of informatics hardware systems, as well as selected materials and technological equipment.

• Centre of Excellence of Generation, Synchronization and Distribution of Standard Time and Frequency conducts work in the domain of generation, synchronization and distribution of time and frequency. The following are being also created in the framework of the Centre:– elements of satellite navigation systems– highly stable frequency generators– sensors– metrology of time and frequency.

• – Outline of its history and its present activity• The Radio technical Institute, lead by prof. Janusz Groszkowski was formed

in 1929, as the first in Poland R&D institute in the domain of electronics. The Industrial Institute of Electronics became the basic R&D unit of vacuum electronics.

 • Research and Development Centre of Electric Machines "Komel " in Katowice is a state

owned enterprise established in 1948. The scope of Komel's activity is as follow: • ·   Diminishing of noise level of old-series induction motors.• ·   Calculations and design of new series of AC motors (low and high voltage) and DC

REDESIGNING AND MODERNISATION OF HIGH POWER INDUCTION MOTORS

 High power induction motor is an repairable object. During its life

time the stator winding, bearings, ventilator and even whole rotor core with squirrel cage can be exchanged. The motor in repair process can be redesigned, its operating characteristics (esp. efficiency factor, noise level, starting capacity) can be improved. Several methods for improving induction motors performance at the repair process were elaborated by KOMEL Centre, Katowice, Poland. Most important of them concern enlargement of starting capacity and lowering the noise level of high voltage, high power induction motors. Adjustment the starting capacity of the motor to the starting and exploitation condition of the driven machinery prolongs the motor life and makes the whole driving set highly reliable and durable.

• Telecommunications Research Institute has a headquarter in Warszawa (30, Poligonowa Street - building area is above 11 000 m2) and its three branches are located in Gdańsk, Wrocław and Kobyłka. The Antenna Department located in Kobyłka (about 20 km from Warszawa) owns an open test range (over 600 000 m2) fully equipped for testing large microwave antennas. The Institute employs more than 800 persons, half of it are highly qualified engineers and technicians in the field of telecommunications and microwave technique. Around 25 specialists have titles of professors and degrees of doctors. The Institute workshop is equipped in modern numerically controlled machines for manufacturing advanced microwave systems with high precision. There are two main directions of PIT activity:- radar systems,- command, control, communications and intelligence (C3I) systems.

EMAG Centre

• Their activities concerning electric devices, power supply systems as well as drive control systems compete well with powerful world"s potentates. EMAG"s position as far as security systems are concerned is dominant especially when talking about methanemetry and seismology. The same is true for alarm systems in mining communication. They are also a very strong center of automation and control of underground machines and mining complexes. Their environmental awareness and will to preserve it as well as coal quality inspires us to develop the automatic systems for continuous quality monitoring of products from mining plants. The systems are the subject of interest for domestic and foreign users.

1921. It is located in the Electrical Engineering Building, in the Mechanics Building which are situated on the University's Central Campus. the University. The first lecture at the Wroclaw University of Technology was held on 15 November 1945.

The scientific staff of the Electro technical Faculty is counted among the leading teams in the country in this domain. The proof of it is the fact that the Faculty was awarded the highest category A by the Committee of Scientific Research.

The Faculty has at present 135 academically teachers and 38 engineering-technical coworkers. Among the academically teachers there are 36 professors and assistant professors, 87 doctors of sciences and 12 assistants.

The diploma of the Faculty has international accreditation of the FEANI organization and also accepted abroad.

DEVICES AND SYSTEMS ENABLING CONNECTING DISTRIBUTED GENERATION UNITS TO ELECTRIC POWER SYSTEMS

• Electric power generated in Distributed Generation Units (DGU) is usually in such a form that it cannot be directly introduced into the general Electrical Power Network (EPN).

• A precondition for introducing such electric energy to the general EPN and by this a precondition of its sale is its conversion into the standard form.

• Connecting DGU to EPN follows through the Network Module (NM) which performs two tasks:

• conversion of raw electric energy produced in DGU into standard form• introduction electric energy into the EPN transmission line• The objective of the proposed research and development work is:• developing various types of Network Modules adapted to operate in different types of

DGU• developing new methods and systems for controlling the operation of EPNs in

conditions of wide application of DGU.• There is a necessity for existence of a Central Point Controlling the Production of

Electrical Energy, operating basing on a Teleinformatic System of Remote Control and Monitoring for the individual Centers of the System.

CONTROLLED SYSTEMS OF ELECTRIC ENERGY TRANSMISSION• Legal regulations and technical and economic conditions, arisen on the electric energy

market, determine new requirements in the range of ensuring higher quality level of electric energy, reliability of power supply networks and high affectivity of its transmission. The necessity to widen and make these warrants more precise was caused by the development of the open energy market. The contemporary systems of transmission and distribution of the produced electric energy, are relatively ineffective systems, they bring energy losses amounting in average up to 10 to 20%. In order to improve energy quality efforts are made to lower the losses using two fast developing power electronic technologies:

• flexible AC transmission systems (FACTS)• high voltage DC transmission systems (HVDCTS)• Application of the FACTS system can reduce energy losses even down to 4-5%. When

choosing and evaluating the operation of the flexible energy system one should take into account the system’s stability and economic factors. In addition, legal regulations and the technical and economic conditions arisen on the electric energy market should be considered.

• In the Electrotechnical Institute Branch Gdańsk work is conducted aimed at improved quality and power of electric energy transmission is electric power engineering systems. One of the solutions proposes a new structure of the FACTS system and a control method using the wavelet algorithms.

REMOTE MONITORING OF ELECTRIC ENERGY QUALITY• The IEC and CENELEC standards in force, determine the level of permissible

electromagnetic interferences, LV. In the standards, the permissible values have been determined for voltages and frequencies while their per cent contribution is being determined for sudden voltage changes such as flicker, periodic and temporary over voltages, voltage unbalance, harmonic and interharmonic voltages, short power supply breaks. The experience gained by the Electro technical Institute Branch Gdansk in the domain of power electronics and information science permit at present to develop equipment in the range of constructing systems of wireless control and monitoring of industrial objects and in improving the quality of electric energy in electric networks. One of the examples is the developed equipment for controlling electric energy quality at a chosen point of the network and transmitting the obtained data to the main system using wireless techniques GPRS/INTERNET.

• An AC analyzer of electric energy quality has been developed at the Gdansk Brunch of the IEL according to the requirements of the PN-EN 50160 Standard, as well as a voltage controller for LV and MV electric power networks, and a 3-phase microprocessor-based meter of electric quantities of deformed current. A series of tasks related to the wireless GPRS/INTERNET technology was completed.

A CONCEPT OF NON-COVENTIONAL DC POWER SUPPLY SYSTEM FOR TELE-INFORMATICS EQUIPMENT

• The purpose systems supplying teleinformatic equipment with power is to provide reliable operation of the subassemblies causing at the same time no negative effects to the environment of that equipment. The problem of correct supply is related not only to single pieces of equipment but also e.g. to computer networks.

• However conversion of AC-DC-AC power is accompanied by effects which have detrimental influence on the operation of different equipment. Power supply modules of informatics’ equipment are mostly power consumers of non-linear type, which also introduce interferences into the network.

• Preliminary research work is conducted in the Electro technical Institute Branch Gdańsk whose objective is to evaluate the possibility of constructing such a network. The basic aim of using a DC network is:

• Locomotive/EMU Vehicle Control System• Vehicle Control System for control of electric, diesel/electric and diesel traction

vehicles - locomotives and EMU's (Electric Multiple Units). System controls all subsystems installed in vehicle like: driver desk, propulsion, auxiliary converters and circuits, pneumatic systems, braking systems, door control, HVAC, internal/external lightning system, passenger information systems, etc. System is also monitoring all above subsystems and provide recording of all parameters of train/loco control. System is made on decentralised processor modules and can be based on MVB (Multifunction Vehicle Bus), WTB (Wire Train Bus) or other train buses. Driver desk is equipped with multifunction terminals for presentation of all present and passed system performance.

traction vehicles - locomotives and EMU's (Electric Multiple Units). Modular construction of IGBT/GTO choppers, input/output filter circuits, crowbars and control used in the system can be applied in 1 - 6 MW locomotives or EMU's. System controls and monitors all required parameters of traction propulsion system, provides curent/voltage/speed control for traction and braking (including rheostatic/regenerative braking), provide overvoltage/overcurent protection for motors and chopper system, can be controlled via multifunction train/vehicle buses from central train processor unit.

• System is made according to International Railway Standards.• Best and cheapest solution for refurbishment of old chopper traction systems made
