ANNUAL REPORT OF THE MOST EXCELLENT GRAND HIGH PRIEST

To: The Most Excellent Past Grand High Priests, The Most Excellent General Grand High Priest,The Most Worshipful Grand Master, The Elected and Appointed Grand Chapter Officers,Distinguished Visitors, My Companions All,

I would like to welcome everyone to the 193rd Convocation of The Most Excellent Grand Chapterof Royal Arch Masons of the Commonwealth of KY. I hope each of you enjoy the sessions.

Your Grand Chapter has been building a strong membership program for several years. The pastand present Elected Grand Officers have attempted to build an arch of programs and feel that weplaced the copestone that bonded those programs with the “Tracks We Leave” Program. For thoseChapters that have worked hard towards achieving its goal, you have seen increased attendanceand activity in your local Chapters. Though few Chapters received the award, your labors havebeen not unrewarded.

As a group that has watched its numbers continues to decrease, we often focus too much onnegative statistics and forget our accomplishments. Though many Chapters did see decreases inmembership due to death, demits and non-payment of dues, you have been performing degreework and exalting new Royal Arch Masons.

Local bodies are performing the Capitular degrees more often and as a result are doing moreimpressive work. There are constituent chapters that are performing their own degree work forthe first time in many years. This quality of your work is obvious in the vigor and excitement ofour new members. New members are returning to their chapters after being exalted and becomingactive.

I would like to thank Most Illustrious Grand Master of the Grand Council of KY, Burton Ed Allenfor the miles we traveled and the advice he has given me. Ed and his wife Peggy have beeninvaluable to my years as Grand High Priest.

To my Elected and Appointed Grand Officers, my deepest appreciation for all of your work. Theyhave made themselves available to attend events that I was unable to attend and have supportedme throughout the last four years. The future of the Grand Chapter of Kentucky will be wellguided with these men.

Without a home Chapter and their support, no Grand Officer could ever hope to be successful. Ihave had the opportunity to be mentored by some of the most knowledgeable Masons anywhere.Thank you to all of the Companions of Morehead Chapter #168 and their families.Lastly, I would like to thank Excellent Grand Principal Sojourner John D. Lewis, for his guidanceand friendship. Choosing a Grand Principal Sojourner is symbolic. Of the Grand Officers, heshould be able to perform his prescribed ritual duties of giving sound advice when vision is lost.One of the greatest rewards we get from Masonry is the friendships that we make during ourtravel. The kindness and helping hand of a brother cannot be replaced by any certificate, labelpin or title.

I appreciate the opportunity to have served this Grand Chapter of Royal Arch Masons. It has beenan honor and a privilege to serve as your Grand High Priest.

Programs

No new programs were added this year. The Grand Chapter of KY has successfully built a layer ofprograms that is showing progress as constituent chapters implement them. The Chapters thatare implementing these programs are seeing increased activities within their Chapters as well asmore enthusiastic and informed Royal Arch Mason. The upcoming Grand Officers have committedto keeping the foundations of the current program in tact. With continued implementation of thecurrent programs on a long-term basis, I anticipate we will begin to see a leveling out of the lossof membership.

We reviewed the Traveling Keystone rules at the being of the year and clarified some confusingissues. Several districts are moving their Keystone, increasing attendance at meetings andallowing Chapters that had not been opening to do so. It is important to remember the goal of theKeystone is to have fun by fellowshipping with other Chapters and providing a support structurewithin our own districts.

Tracks We Leave Program

Recommendations

1. Reinstate Area Coordinators or Educators in order to facilitate in communication andprovide a local leadership structure. Assistance for Chapters is better organized by thoseleaders within that area than by individuals from another region.

2. Continue to build the website to include listings of upcoming degree work, inspectionsand other information. This will allow chapters to advance candidates waiting on degreework and provide useful information for those individuals who enjoy traveling to otherChapters.

3. Change the structure of the Area meeting to meet area needs and provide more usefulinformation to those who participate. Attendance has steadily decreased. Much of theinformation at area meetings is repetitious of the preceding years. The number of areameetings could be reduced and content made more valuable. Often there are moreElected Grand Officers present at area meeting than participants.

4. Review the map for possible redistricting. It is important to review the layout of Chapterswithin a district especially with the declining number of Chapters

5. Give better definition to what is means to be a mentor. At this point, we have asked thatevery new member have a mentor; however we had not given any job description to thementor. We should better define what the input and outcomes of a successful mentor is.

Conclusion

The Grand Chapter of Kentucky is developing a positive momentum. As Masons have done forcenturies, we are cherishing our heritage and rituals as the tenants of our fraternity; however, weunderstand that that who fails to embrace change has a bleak future. Masons have beenhistorically liberal thinkers ready for new challenges.

Our Grand Chapter is becoming modernized by the use of email and websites to make exchangeof information timely and reduce the cost of operating our organization. Many quarterly andannual reports are processed electronically. Most chapters already have High Priests andsecretaries who are corresponding with the Grand Office and others through electronic means.We are seeing an increase in young men in our fraternity. Different generation’s interests are verydifferent. Chapters are beginning to review their local programs to make sure they are inclusive ofa variety learning styles and educational information. It is important to make sure that we listento the needs and wants of those individuals we are exalting and include their input in ourdecision making process on every level.

Kentucky Royal Arch Mason’s are up to the challenges that lie before it. Our Chapters have thetools to assist them in making active chapters and members and they are utilizing them. It isimportant to remember that no Grand Chapter Program is effective unless it can be enacted andmeets the needs of the local chapters.

The Trustees of the Permanent Fund report as follows:At the request of the Trustees of the Permanent Fund, the Grand Treasurer of the Grand Chapterhas reinvested $200,000.00 of this fund into certificates of deposit due to the minimal return andoccasional negative returns experienced in the money market account with J.P. Morgan &Company. This action was taken on August 12, 2009 and the best rate attainable was 1.345%for 18 months. These CDs can be converted at a ½% penalty and reinvested should economicconditions improve significantly and such action be warranted. While the income from these CDsis minimal, this action was believed advisable as no loss of the corpus can occur.

Necrology

Companion Donald M. Estes, Secretary of Frankfort Chapter No. 3, Passed the Veils on July 28,2009. We extend our sympathy to his family and friends. Also, Companion Ralph H. Williams, Jr.Passed the Veils on August 25, 2009. He served Alfred P. Lindsey Chapter No. 69 following thedeath of Companion D. Kent Berkley. We extend our sympathy to his family and friends.

Former Secretaries

A number of Secretaries stepped aside this year to allow others to serve. Among the “long timers”were Companion Clarence E. Walton of Cynthiana Chapter No. 17 and Companion Clyde Hill ofKen-Tenn Chapter No. 148. Several others did the old High Priest/Secretary “switch-a-roo” butwe are glad to have them back. Companion Anthony Holbrook stepped down as Secretary ofJackson Chapter No. 160. He had done a commendable job of helping to bring their records up-to-date. Companion Gregory A. Raque stepped down as Secretary of Iroquois Chapter No. 193. Iextend my personal thanks to each of them for their service to the Grand Chapter.

The Office

As we look to the future, we must consider our needs and our financial resources. At present, ourOffice Secretary Rebecca Warth works from her apartment in Nicholasville on assigned taskswhile I work in Shelbyville on my tasks. We try to meet in Shelbyville once a week to do somejoint projects. While this system works, it has its challenges.

Although membership records continue to improve, we still have a way to go! Many of ourSecretaries have continued to work very hard to get their records up to date. The summary of thestatistical table is as follows (NOTE: One Chapter has not submitted its data.):

Finances

We are making progress on my goal of paying the current year’s expenses from the current year’sincome! Also, I continue to express my belief that we should have a “continuing resolution” toauthorize expenditures in July and August prior to adopting a budget in September for the fiscalyear of July 1-June 30.

Concerns

We continue to have too many of our Chapters that are not submitting their various reports bythe deadlines. This delays processing in the office and causes extra work. Again this year, Ideclined to issue fines. This is because the local body usually ends up paying the fine, and thelocal Chapters don’t have the money to do this. However, the Office still needs to have theinformation on time!

The “problem” of producing an annual Proceedings is making great improvement thanks to ourOffice Secretary Rebecca Warth! We have produced and have for distribution at this AnnualConvocation the Proceedings for both 2005 and 2006. As promised, I produced and distributed aProceedings for 2007 and 2008 which will hold us until we are caught up. It is my intention to dothis again this year.

We have too many things that get sent to the Office when it would be better if they were sent tothe person responsible. I will continue to work to see if more things can be handled in anotherway. For example, Nominations for the various Awards should have the same deadline date andbe sent to the appropriate Committee Chairman. Second, By-Laws could be sent to theappropriate Chairman and the Committee might meet quarterly to review and approve them. Atthat point, the “approved” item(s) would be sent to the Office for filing and return to the localChapter.

Finally

I continue to be impressed by the expertise and dedication of so many Chapter Secretaries. Manyare computer literate and do an outstanding job at the local level. Several have contributed bothtime and advice to help the office become more “computer friendly” with our reports. To each ofyou who serve so faithfully, I say a sincere THANK YOU!

REPORT OF THE PLANNING AND DIRECTION COMMITTEE

To the Most Excellent Grand High Priest, Officers and Members of the Grand Chapter ofKentucky, Royal Arch Masons:

Your Planning and Direction Committee had three (3) meetings this year.

Our first meeting was held on November 1, 2008 in Bowling Green.Items discussed at this meeting were:

(1) Our Web Page needed to be worked on with the possibility of changing our Web Master. This isnow being worked on.(2) More time allowed to train our Deputies without taking any time away from our Educationhour. Jim Hogue, Grand King is going to try and allow more time at our Grand Sessions.(3) Our Area meetings are being worked on by both Chapter & Council with a possible Chapter -Council meeting instead of the Saturdays.(4) Recommendations from the Jr. Past Grand High Priest are being carried out.(5) Thoughts & Discussions were made on a LONG Range Planning and Direction meetingbetween all three bodies (i.e.) Where we need to be in the York Rite say 5/10 years from now.Your Grand Officers will be working with the other two bodies to try and get this up and going.

Our second meeting was held on December 14, 2008 in Lexington. A very good turnout at thismeeting with all the Grand Line being there along with 8 Past Grand High Priest and 1 visitor.Items discussed at this meeting were:

(1) All agreed that the programs that are up and running as of right now seem to be doing well.(2) As we get a little closer to our Grand Session’s our meeting in June should put a closer onsome of the items that have been discussed in our prior meeting.(3) A lot of good thoughts from our Past Grand High Priest were brought out in order to give yourGrand Line something to think about, work on and in time maybe implement.(4) One new item was brought up. The implementation of a New Member Guidebook. GrandScribe, Gary Hunt said he was very interested in this and would work on trying to implement it inthe near future.

Our third and final meeting for the year was held on June 26, 2009 in Lexington. Items discussedat this meeting were:

(1) Grand King, Jim Hogue reported that allowing an extra ½ hour to the Inspection StaffBreakfast would help in training our Deputies.(2) On the New Member Guidebook, Grand Scribe, Gary Hunt reported that he was working onthis and hopes to have it ready soon.(3) Our Area meetings will be on Saturdays as in the past. With Council and Chapter meetingsspread out the way they were, it was almost impossible to work this out.(4) Work is still going on with the LONG Range Planning and Direction meetings between all threebodies.(5) A new Web Master has been assigned and you should be seeing a remarkable change in theGrand Chapter Web page very soon.(6) Wendell Curtis came before the Planning and Direction Committee explaining that he felt thatour Keystone was not reaching all our Chapters as a lot of our secretaries did not own acomputer. He was asking for around $200.00 dollars be put into our budget for the purpose ofprinting, postage and mailing out to these Chapters. Permission was granted.

(7) A new item was brought up. A Grand Chapter Medal for Meritorious Service. This would be inaddition to the General Grand Chapter Medal for Meritorious Service. All of the Committee votedin favor of the Grand Chapter Medal and a committee was formed to lay out the rules andregulations to govern the Grand Chapter Medal for Meritorious Service. Chairman of thisCommittee is J. William Riggs along with Howard Asa and Don L. Powell.

ROYAL ARCH RESEARCH ASSISTANCE2008-2009 (2ND CORRECTION)

To: The Most Excellent Grand High Priest, Officers and Members of theGrand Chapter of Kentucky, Royal Arch Masons.

Once again I find myself reporting to you on participation in our 'adopted'Philanthropy, Royal Arch Research Assistance. As has been stated for thepast several years, I keep hoping that some energetic younger person will beappointed to this task and I'm still hoping, but alas, alas, that has not yetcome to pass. Guess I’ll keep hoping for at least another year.

Last year I reported to you that I was making an adjustment in the closingdate for this report, in an effort to bring it in line with the fiscal year datesbeing used as fiscal year dates by the Grand Chapter. I have now moved the‘cut-off’ date to June 30th, and will be using July 1-June 30 dates for a fiscalyear, thus making the dates for this report to be the same as used by ourGrand Chapter.

During the past year our Grand Jurisdiction was credited with contributionsin the amount of $166,856.20 or something in excess of $35.00 per member.Actually, we contributed $8,415.47, and benefited from the estate of one ofour members, who left the Philanthropy $158,440.73. I would be remiss if Idid not remind you that using this method (Estate giving) of making acontribution to Royal Arch Research Assistance is very much appreciated.This is the largest contribution the Philanthropy has received fromKentucky. In fact only one has been larger.

Since establishment of the Philanthropy, Kentucky has been credited withcontributions totaling $426,395.20 or something more than $95.00 permember currently on our rolls. We remain well up on the listing ofcontributing Grand Jurisdictions.

THANK YOU, My Companions!

I continue to wonder at our lack of participation in the Memorial and theHonorarium programs. Permit me to again urge each of us, yes includingmyself, both as Chapters and as individuals, to consider participating inthese programs. There are a few (both individuals and chapters) who usethis method of contributions on a regular basis, and they are very muchappreciated.

Memorials are for the deceased, while Honorariums are for the living.From a personal perspective, I can tell you it does work.

During this capitular year, 30 of our Chapters were credited withContributions. There were 50 of our Chapters which were credited withcontributions last year. I don’t know whether the changing of ‘cut-off dates’was the main cause of this, although I’m positive it did have an effect. Butit is, never the less, a very large (40% ) decrease in participating Chaptersfrom last year to this one. Let’s reverse this trend in a BIG way next year.

REPORT OF THE COMMITTEE ON NECROLOGY2008-2009

TO: The Most Excellent Grand High Priest, Officers, and Companionsof the Grand Chapter of Kentucky, Royal Arch Masons:

For a few minutes let us pause during this grand convocation toremember our Companions who have passed the mortal way through CapitularMasonry. This Committee having the responsibility of paying a fitting tribute ofrespect to the memory of our fraternal dead, realizes that our words, howeverrespectful and concerned, cannot adequately comfort the grieving loved ones andCompanions here assembled. We can no longer shake their hands or hear theirvoices because they are not here except in our minds and memories so we ask ,ifa man die, will he live again? The answer, the dust shall return to earth as itwas and the spirit to God who gave it to receive from His hand the reward forwhich their faith has earned them and to hear Him say,” Well done, thou goodand faithful servant, enter thou into the house of the Lord.”

The Great I AM in His wisdom has called home 121 Companions in thisjurisdiction. We are saddened to bid farewell to those Companions in Kentuckyand our sister Bodies.

From our own official family of the Grand Chapter of Kentucky RoyalArch Masons there came no call by the grim reaper for any of our companions togive up their working tools, and for this we are most gracious.

The same is true for the Grand Council of Kentucky Royal & SelectMasters they were also exempt from the call of the grim reaper during thiscapitular year.

However; from our sister body the Grand Commandery of KnightsTemplar, the call came for : Sir Knight Donald M. Estes, Right EminentPast Department Commander and Right Eminent Past Commander during 1988-

1989. He was Born October 7, 1929 in Cincinnati, Ohio, and Died July 28, 2009in Frankfort, Kentucky. We all extend our deepest sympathy to his wife Nancyand his family.

GRAND KING

Most Excellent Grand High Priest, Past Grand High Priest, and Companions, this againhas been a very busy year. I have had the privilege of traveling around much of Kentuckymeeting old friends and hopefully making new ones. I have enjoyed participating in the conferralof degrees many times.

I have been able to attend the Grand Chapter Sessions of several other states.These were the Grand Sessions in Alabama, Tennessee, Ohio, Indiana, and Michigan. Iattended the East Central meeting in Perrysburg Ohio and the Easter Pilgrimage of the KnightTemplars in Washington D.C. I was also present at the York Rite Sovereign College Session inOhio.

As we have for many years, we will again grow smaller in number this year; however, Ihave had the chance to see some Chapters bucking the trend by showing their Masonic brotherswhat the York Rite can be to them, getting them to sign petitions, then promptly conferring thedegree work. This is a problem I have heard of and encountered, that people are forced to waitmonths and months, before the Chapter they have petitioned, can confer the work. I was actuallypresent at one Chapter when two young men came in and “resigned” because they claimed thatthey had been waiting for over one year. I thank you and every Companion who took that extraeffort this year.Attached is my itinerary for the year.

To: The Most Excellent Grand High Priest, Most Excellent Past Grand High Priests, Grand LineOfficers, and Companions all, of the Grand Chapter of Royal Arch Masons of the State ofKentucky.

I would like to thank all the Companions of our great State for giving me the opportunityto serve them and Royal Arch Masonry this past year. I hope I have served you and the GrandChapter well.

We started this year traveling around the state promoting York Rite Masonry. We visitedvarious places and helped confer the work of the York Rite from the Mark Masters to the RoyalArch Degrees.

I was able to attend several one day festivals, to include the Unity Class in Louisville, KYwhere one hundred and seventeen Companions were exalted to the August Degree of Royal ArchMasonry.

I have traveled to several out of state events such as Birmingham, Alabama, the EastCentral Regent Conference of the General Grand Chapter of Royal Arch Mason International inPerrysburg, Ohio and visited areas 4, 5 and 6. My itinerary is attached.

If elected, I will continue to do the best that I can to serve the companions of this stateand the Grand Chapter.

And in conclusion, I would like to thank my Heavenly Father for giving me safe travels,love and direction. I look forward to serving another year in Royal Arch Masonry.

REPORT OF THE GRAND CAPTAIN OF THE HOST

This year has been a wonderful opportunity for me; I have visited Chapters around thecommonwealth and talked with Royal Arch Masons about what they need in their Chapters. Ihave been pleased to see that most chapters are trying to make improvements and be able to dothe work they have planned. There are still some Chapters that are struggling with attendance,but I seen much degree work being done at the local level. This year we have had successfulfestivals around the state and I look forward to more next year.It has been a pleasure to serve with Most Excellent Companion Jeff Richey during his year asGrand High Priest, as well Excellent Companions James G. Hogue, Gary K. Hunt and the rest ofthe Grand Line Officers.

To: The Most Excellent Grand High Priest, Grand Chapter Officers andMembers of the Grand Chapter of Kentucky, Royal Arch Masons:

Your Jurisprudence Committee reports as follows:

1. The Grand High Priest has reported nominating Excellent CompanionArchie Smallwood (5) to be the Grand Representative of the Grand Chapterof Indiana near the Grand Chapter of Kentucky.

2. The Grand High Priest has reported nominating Excellent Companion GarryR. Bishop (168) to be the Grand Representative of the Grand Chapter ofColorado near the Grand Chapter of Kentucky.

3. The Grand High Priest has reported nominating Excellent CompanionBufford H. Littral (168) to be the Grand Representative of the GrandChapter of Nebraska near the Grand Chapter of Kentucky.

4. The Grand High Priest has reported nominating Excellent Companion PaulR. Daniels (81) to be the Grand Representative of the Grand Chapter of NewYork near the Grand Chapter of Kentucky.

7. The Grand High Priest has reported nominating Excellent Companion LorenE. Smith (168) to be the Grand Representative of the Grand Chapter ofQueensland, Australia near the Grand Chapter of Kentucky.

These actions are clearly within the powers and prerogatives of the GrandHigh Priest. We recommend they be approved, and I so move. (Adopted)

8. The Grand High Priest has reported issuing four (4) Dispensations asfollows:

a. (Undated) to Temple Chapter No. 172 to permanently relocate theirCharter to the Lodge hall located at 523 Park Avenue in Newport,Kentucky.

His action was undoubtedly timely and is appreciated; however Reg.359. A. 8. specifically requires approval of the Grand Chapter: “TheGrand High Priest’s consent to any removal of a Chapter shall notcontinue in force beyond the next Annual Convocation of the GrandChapter; but, if the Grand Chapter so directs, the removal shall therebybe made permanent from the moment the fact shall be recorded on theCharter of the Chapter, under the Seal of the Grand Chapter, and shall notbe operative until that is done.” Your approval of this Dispensation isrequired to make this move permanent and we recommend it beapproved. I move adoption of this portion of the report (Adopted)

Any and all concerned are reminded that the By-laws of TempleChapter No. 172 need be amended to reflect this action.

b. November 20, 2008 – to Paducah Chapter No. 30 to hold a specialelection for the office of High Priest, and any other office that maybecome vacant as a result of that election.

This is clearly within the authority of the Grand High Priest. Werecommend it be approved.

c. February 5, 2009 - to Covington Chapter No. 35 to hold a specialelection for the office of Principal Sojourner, and any other office that

may become vacant as a result of that election. This Dispensationwas not required. Section 91 of the Constitution states “Whenever a vacancyshall occur in an elective office within a Constituent Chapter, thepresiding officer shall, after due notice to the members, hold an electionto fill the same at the next stated convocation following such notice,provided that a dispensation must first be obtained from the Grand HighPriest before an election is held to fill a vacancy in the office of HighPriest or the office of Secretary.”

We agree that it is better to be safe than sorry, and recommend that thisDispensation be approved.

d. August 14, 2009 – to Frankfort Chapter No. 3 to hold a special electionfor the offices of Secretary and Treasurer, and any other offices that maybecome vacant as a result of these elections. This is a sort of splitdecision, as before an election for the office of Secretary is held, adispensation from the Grand High Priest is required. The Dispensation isnot required, however, in the case of the Treasurer. (see item ‘c’ above).

We recommend the action of the Grand High Priest be approved.

MEGHP, I move this portion of the report be approved. (Adopted)

9. The Grand High Priest has recommended that we re-instate the office ofArea Coordinator. His actual recommendation is: “Re-instate AreaCoordinators or Educators in order to facilitate in communication andprovide a local leadership structure. Assistance for Chapters is betterorganized by those leaders within that area than by individuals from otherregions.”

We formerly had positions known as Area Coordinators. These wereauthorized by Regulation 370 of our Constitution, which contained thefollowing:

“Reg. 370. A. There shall be for each Area in this Grand Chapter, an AreaCoordinator, who shall be a permanent member of this Grand Chapter, andwho is to be appointed by the Grand High Priest. The duties of this positionshall be to coordinate with Chapters, and other Masonic Bodies, all activitiesinvolving Royal Arch Chapters in his area.

Additionally he shall:

1. Advise and assist the Deputy Grand High Priests.2. Conduct one ‘school of instruction’ within each District in his Area

(if possible) prior to the Annual Official Visitations.3. Promote Masonic Activities and the Royal Arch Research

Assistance program.4. Submit a ‘State of the Craft’ report to the Grand High Priest not

later than the first day of August in each year.5. Perform other duties, which may be assigned him by the Grand

High Priest.

B. These Coordinators shall receive as compensation fifteen cents ($0.15)per mile for the total number of miles traveled in the performance of theirofficial duties. (1988)”

The office of Area Coordinator was abolished during our 187th AnnualConvocation, held on September 22, 2004 upon the recommendation of the

then Grand ‘line’ officers, now Most Excellent Past Grand High Priests,Richard W. Seekman (then our Grand King), James O. Atwood (then ourGrand Scribe), and John C. Williams (then our Grand Captain of the Host).Their recommendation was: “That Regulation No. 370 be deleted in itsentirety”. And their justification for this recommendation was: “After manyserious and long discussions concerning this subject, it was decided that theGrand Chapter could best be served by assigning the elected Grand Officersin these respective areas. For example, Areas 1, 2, and 3 could be assignedto the Grand Captain of the Host. Areas 4, 5 and 6 could be assigned to theGrand Scribe and Areas 7, 8 and 9 could be assigned to the Grand King.This will greatly enhance the interaction with the Grand Officers and theConstituent Chapters of the Grand Chapter of Kentucky”.

We feel there is substance in both recommendations, the one (partially atleast) looking for a method to better enhance the interaction between theChapters and the Elected Grand Chapter Officers, as well as also realizingsome reduction in Grand Chapter expenses; while the other seeks more‘local’ guidance be given the Chapters.

Whether MEPGH’s Seekman, Atwood and Williams were correct, orwhether our M.E. Grand High Priest is correct, or in fact whether all of themwere/are correct, in order for the Area Coordinator program to be re-established, as it was established, legislation would be required to re-insertthis back into our constitution.

Such legislation has not been proposed in the manner required for changesto our laws; however, our laws also permit changes to our laws to be madewithout the proposal being submitted and distributed as required (see Sec.209. C. 3.) upon the approval of required majorities. The first requirement isa 2/3 majority vote to address the subject; and the second requirement is thatit takes a unanimous vote to approve it.

We recommend that the incoming Grand High Priest consider thisrecommendation of the Grand High Priest, possibly using the Planning andDirection Committee as a sounding board and, if it is felt that we shouldreturn to utilizing Area Coordinators, see that recommendations necessaryto change our law are submitted to the office of the Grand Secretary asrequired to get them on the agenda next year.

MEGHP, I move that this be referred to the incoming Grand High Priest forfurther study. (Adopted)

10. The Most Excellent Grand High Priest has recommended that we continueto build our ‘Web Site’. This is an administrative activity and no GrandChapter action is required.

11. The Grand High Priest has recommended that the structure of the AreaMeetings be changed. This is purely an administrative situation to beaddressed by each incoming Grand High Priest, and no Grand Chapteraction is required.

12. The Grand High Priest has recommended that the ‘map’ be reviewed forpossible Area re-districting. This seems to be a matter which comes upevery few years, and is a valid and continuing concern. Our laws call for theGrand High Priest to divide this Grand Jurisdiction into nine (9) Areaswhich coincide with the boundaries of the districts agreed upon by the YorkRite Council of Kentucky (Reg. 369). When MEGHP Ronnie Skipper waschairman of the York Rite Council, this matter was addressed, and the

procedure was (supposedly) established to make this subject a matter forconsideration at the first meeting of the Grand York Rite Council followingthe Annual Sessions each year. Apparently this has not been followed, andwe would urge any and all concerned to re-establish that process, whichwould keep our Chapters, as well as Councils and Commanderies,distributed in an equitable manner. One of our members was overheard tosay that as an individual, his only concern is that IDENTICAL AREAS beestablished and maintained. His used words to the effect that, it doesn’tmake much sense, but if you want to have Paducah and Ashland in the sameArea, just be sure to get all three bodies (Chapter, Council andCommandery) on the same page. Companions, just follow the law. NoGrand Chapter action is required.

13. The Grand High Priest has recommended that better definition be given towhat it means to be a Mentor. We agree that this is an important item and itis appropriate to be addressed on a continuing basis. We also feel thatsufficient materials have been produced which address this subject, and thatthis Grand Chapter should not attempt to re-invent the wheel on this matter.Rather it is a matter of follow through. We recommend this be referred tothe incoming Grand High Priest for action as he sees fit. No Grand Chapteraction is required.

14. Representation. Section 12 requires every Chapter in Kentucky to berepresented at each Annual Convocation of the Grand Chapter, and specifiespunishment(s) for failure to do so. Carroll Chapter No. 55 was notrepresented at our Annual Convocation in 2007 nor were they represented atour Annual Convocation in 2008, making this their third consecutive year ofnot being represented. Section 12. contains the following: “Section 12.B.For the first failure of any constituent Chapter to be so represented-----.Section12.C. A second consecutive failure ----. And the important part inthis instance Section 12.D. If such Chapter shall fail to be sorepresented at the next succeeding Annual Convocation, the GrandHigh Priest shall arrest its Charter, reporting his actions to the GrandChapter.”

This situation has reared its head a number of times, and the generalreaction of the Grand High Priest involved has been to review the situationand, if not appropriately improved, possibly recommending that the Chapterbe placed in a probationary status. Sometimes this has worked out andsometimes it has not.

We leave the matter in the hands of the incoming Grand High Priest andwish him well in addressing this situation with Carroll Chapter No. 55.

15. Western Star Chapter No. 20 , and Benham Chapter No. 170 are notrepresented at this Convocation, and thereby become subject to a fine offifteen dollars ($15.00). We would remind the Grand Secretary that he is tocollect this fine, as required by Section 12.B., before giving receipt for thenext Annual Dues and Assessments from these Chapters.

ACCEPTANCE REMARKS OF GRAND HIGH PRIEST

Most Excellent Past Grand High Priests, Right Excellent Grand Chapter Officers, DistinguishedGuests, fellow Companions, family and friends, I bring you greetings from a very grateful,humble, fellow; me.

I can’t help but think of the many who have already tread the path I am about to take. Thosewho have left clear tracks for me to step in, lest I stumble on my own and fall.I have been very lucky to get to know many past leaders of the Royal Arch Masons in Kentucky.Some never held an elective office, but they were, and always are ready tohelp when needed.

Many people have been a big impact in my search for further Masonic knowledge through theRoyal Arch. Obviously, Earl Ransdell, Past Grand High Priest and Past Illustrious Grand Mastercomes to mind quickly. MEPGHP Rick Seekman appointed me as District Deputy in Area 4-A tostart my journey, then I had a chance to travel around Kentucky with James O. Atwood , JohnCecil Williams and Don Powell. If that doesn’t prepare you for something, nothing will.

I have had the chance to do degree work with the likes of Willard Hart, James Pedigo,Leslie Tanner, J. William Riggs and Mark Elliott. I have sat beside James B. Wall memorizing mypart in haste because he said, “if you have to read it, I will do your part .” I have got to travelabout Kentucky from Pikeville to Paducah, from Mayfield to Ashland, to points north, south, east,and west, making new friends who love this fraternity as much as I do. I feel so fortunate thatyou, the Royal Arch Masons of Kentucky have given me this chance.

I want to thank all who accepted positions of responsibility this year. The elected Grand Officers,the appointed officers and District Deputies. Many of you have given many years of service toMasonry and will continue to do so. I would especially like to thank Tom Wheeler who agreed toserve another year as Chief Deputy and Evaluator even though he has been sick the past year. Iwould like to thank Gary Hunt and Jim King who have been so helpful and agreeable during thepast several years. Every time I called and said how about we all visit where-ever, I knew theanswer would be yes.

I would also like to congratulate our new Grand Captain of the Host. If you have just half the funthat I have had the last four years, you will have a great time.

I would like to thank the Installing Officers for the installation of myself and all other elected andappointed officers. J. William Riggs (Installing Officer) and James Odell Atwood (Marshall) andDonald Lee Powell have all been and are “someone worthy of imitation!”

My thank-yous must include the members of W.R.Selby Sr. Chapter #4, Glasgow Chapter #45,and my home chapter Daviess Chapter #29. Your support has alwaysbeen solid and is much appreciated.

I would like to give a special nod of gratitude to Judy, my bride of forty-four years. All throughmy Masonic career, she has never been a nay-sayer. Many times she has reminded me, “don’tyou have a meeting tonight?” “Do you need help in getting ready?”and best of all, “is your meeting tonight Red Coat, Purple Coat, or Black Coat?” She has neveronce complained about the myriad number of tasks that the wife of a Grand Officer must handle,both for her husband and for the Grand Chapter. To my children and grandchildren, who havehad many events when dad or Pa wasn’t there, one more year. I love all of you very much.

I look forward to this next year of Capitular Masonry; to the travel about Kentucky, for therenewal of friendships, and to be able to learn more about masonry and life in general. To be ableto share, through you, the lessons of Royal Arch Masonry with companions and brothers all overthe Commonwealth of Kentucky. To be able to attend the Grand Sessions in other states whereone is able to realize that you are a part of a very large and noble fraternity.

Biography of Companion James Goldman HogueMost Excellent Grand High Priest

2009-2010

Companion James G. Hogue is a native of Mercer County, and was born on June 13, 1944 inHarrodsburg, Kentucky. He is the oldest child of James Edward and Edna Patterson Hogue. Hehas one sister, Carolyn F. Hogue who resides in Danville, Ky. He attended secondary school inLexington, Ky. He attended Henry Clay and Lafayette High Schools. He received post secondaryeducation from the University of Kentucky and Eastern Kentucky University with degrees in LawEnforcement. He continued his post graduate work at the University of Louisville, EpiscopalSeminary of Kentucky, and Lexington Theological Seminary.

Companion Hogue served on active duty in both the United States Navy and the United StatesArmy. On leaving active duty, he continued to serve his country as a devoted member of threebranches of the military; U.S. Army Reserves, Kentucky National Guard, and the U.S. NavalReserves. After 28 years total service, Companion Hogue retired from the Naval Reserves as aSenior Chief Petty Officer.

Companion Hogue retired in January of 1995 as Captain of Detectives, after 28 years of servicewith the Lexington Fayette Urban County Division of Police. During his tenure with the policedepartment, he served in Patrol, Traffic, Training, Detective Bureau, Administration,Communications, Canine Unit, and the Mounted Horse Patrol. He also had experience as a radiodispatcher, switchboard operator, and teletype operator.

While serving in Fulda, Germany, Jim met the daughter of Air Force Major and Mrs. Clayton B.Bisnett and she would become his bride. He and Judy M. Bisnett, of Lake Placid, New York weremarried on June 20, 1965. They were blessed with two wonderful daughters, Lori A. Burke(Mike) and Heather C. Tudor (Wayne). They are the proud grandparents of 12 grandchildren, sixboys and six girls, and two fantastic great-granddaughters.

Even though Companion Hogue is retired, he doesn’t have much free time to enjoy many hobbies.He manages to play golf occasionally and enjoys riding his motorcycle as often as possible. He isa member of the Gold Wing Road Runners Assn. and the Widows Sons Motorcycle Chapter.

Jim and Judy attend the Harrodsburg Christian Church serving in several capacities. Jim iscurrently an Elder and Sunday School Teacher, and has served on numerous committees andoffices including Chairman of the Board. Companion Hogue has built a strong foundation withhis church family and uses it to guide his journey toward eternal happiness.

A Masonic career began for Companion Hogue in July 1974 at Robert Sirkle Lodge #954 inLexington, Ky. There he was raised to the sublime degree of a Master Mason, and in the sameyear became a member of the Scottish Rite Valley of Lexington. He is a noble at Oleika Temple inLexington where he has served as a Temple Guard, in the Oriental Band, a member of the “39”Club, and is a Past President of the Wilderness Shrine Club.

In 1986, he transferred his membership to Mercer Lodge #777 in Harrodsburg. He also has adual membership at St. John’s Lodge #125 at Salvisa, Ky.
