Senior Assurance Engineer
Primary Duties Support development of Assurance Strategic Planning
Support design, development and implement company Project quality management system in line with Petrofac Group asset integrity management system, safety requirements, and PETRONAS requirement.
Conduct Integrity Assurance plan and compliance audit against PPGUA, Petrofac, Partners and Regulatory as applicable
Spearhead implementation of Asset Integrity Management system, and promoting extensive usage of AIRS and its usage for tracking.
Interface and communicate with other department within PMY and Petrofac Group on Assurance matters.
Monitor execution of gate review as required by PETRONAS and Petrofac group including its transitional aspects between project phases.
Effectively drive project specific QAQC site team lead to complete task and project objectives with compliance.
Plan and conduct Internal Quality Audit, external audit on contractors and vendors
Contract owner for inspection services and verification services responsible to preparation of tender, evaluation, ACV and managing budget.
Produce project management system procedure related to Assurance such as Quality Plan, Audit Procedures etc. Custodian of department compliance and governance related procedures. Support review to other departments project management procedures.
Accountable for Facilities Project Development Governance Compliance to PPGUA, PAIF and Project Specific Assurance requirement
Accountable for setting up and assure implementation of Project Assurance activities
Accountable for Project AIRS coordination
Accountable for contract management of QAQC service contract
Accountable for deployed QAQC site staff work compliance and competency enhancement
Accountable for QAQC documentation custodian including QAQC project deliverables and Closeout
Accountable for stakeholder interface communication relevant to the above accountabilities
Desired Skills and Experience
The applicant should possess as minimum a Bachelor/ Bsc Degree in Engineering field, registered with Board of Engineers Malaysia. Non registered personnel may be considered but registration shall be made within 3 months of employment.
Preferred applicant with registered member of PMI (Project Management Institute) and IEM (Institution of Engineer Malaysia)
Proven minimum 12 years experience in similar capacity in quality and project integrity assurance and minimum 10 years in oil and gas industry with minimum 3 years in PSC Operator or Oil Producer company environment.
Proven experience in designed, developed and implemented (/ exposure in implementation) quality management system to ISO 9001, 14000, & 18000 accreditation and maintaining the system at corporate level and project level.
Thorough knowledge in implementation of Asset Integrity Management System during project development and ensuring that asset integrity health are maintained and reported to higher level management.
Significant experience in managing the transitional aspects of quality assurance when moving from the FEED, detail design phase into manufacture, fabrication and installation phases and the key correlation required with the Quality Control functions.
Qualified Lead Assessor and knowledgeable in developing objective audit strategies and then auditing vendors and fabrication facilities with respect to ISO-9001 requirements as well in-house procedure conformance.
Extensive experience in carrying out audits of engineering consultants during FEED and DDE phases, EPCC Contractors during construction and fabrication phases, including procurement QA conformance.
Possess strong communication and prioritisation skills.
Possess strong interpersonal skills and ability to work with others in a positive and collaborative manner.
Able to work under minimal supervision and adapt to changes in priorities.
Demostrate experience in development and execution of offshore projects that apply to all project life cycles.
Demonstrate knowledge of offshore oil and gas norms, codes and standards, regulatory, operation and maintenance requirements.
Demonstrate strong interpersonal skills and ability to work with others.
Able to work under minimal supervision and adapt to changes in priorities.
Demonstrate knowledge of Project Management Process Groups and Knowledge Areas.
