JAYTheTownofJay, incorporatedonFebruary26,
1795, is insouthernFranklinCounty,situatedontheAndroscogginRiver.Theareabecameahot-
bedof industryduringtheIndustrialRevolution,withtheriverprovidingpowerforamultitudeofmillsandfactories.While industryandconserva-tionremainastrongpartoftheJayarea,thetownretainsaruralfeel,withapopulationofapproxi-mately5,000across48squaremiles.JayishometoVersoPaperCorp.’sAndroscogginMill,whichisthe second largest producer of coated paper inthecountry.
Locatedatthegatewaytomajorskiareas,Jayhas access to abundant recreational activities.French Falls is a ball field in the summer that isflooded and maintained for ice-skating in thewinter. Jay is the home of Spruce Mountain(sprucemountain.org),asmallskiareaownedbythethreetowns.Theslopehaseleventrailsmain-tained by volunteers and is reasonably pricedforfamilies.Jayofferspublictenniscourts,anda14-mileRailTrailfromJaytoFarmingtonthatsup-ports snowmobiles, ATVs, horseback riding, bik-ing,andhiking.TheAndroscogginRiverprovidesopportunities for excellent fishing and wildlifeviewing, and is a venue for many tournaments.Canoes and kayaks are now a common sight, asresidentsandvisitorsareusingtheriverasneverbefore.

North Jay is known historically for its whitegranite quarries that led to the developmentof one of the first industries in Jay. For decades,theNorthJayWhiteGraniteQuarryprovidedthegranite—highlyprizedforitsfinegrain,whitecol-orandstrength—fornumerouspublicbuildingsacross the country, including Grant’s Tomb andCity Hall in Portland. Today, you can visit NorthJay’s White Granite Quarry Park and hike scenictrailsmeanderingthroughoneofourmanyareaorchardstoanowidlesmallquarry.

LIVERMORE Theareawassettledinthe1770sasPortRoyal
andwasincorporatedin1795.It laterderiveditsname from Deacon Elijah Livermore, one of itsfirstsettlers.
Livermore was also home to the Washburns,oneoftheprominentfamiliesofthe19thcentury.This remarkable family produced senators, con-gressmen, governors, entrepreneurs and navalleaders.Nowtheir ancestralhomeis theWash-burn Norlands Living History Center, a nationalhistoric treasure. Visitors learn about the familythroughthemid-1800s,andexperiencelifeinru-ralMaineinthe1900s,throughwatchingreenact-ments,orparticipatingindailychoresonthefarmandinthemansion,andlearningthewaysoftheone-roomschoolhouse.TheMuseumislocatedat290 Norlands Road. Situated on one of the heaviest traveled sec-ondary highways in the state, Livermore offerstremendous exposure for anyone looking to at-tractbusinessfromthosetravelingtotouristdes-tinations, or commuting to and from work. Thepeople living in Livermore are proud of its richand diverse history of agriculture and forestry,
and its small business enterprises. Small storesandaclosecommunitylendtotheserenityoftherolling mountains surrounding it. The town hasthreeboatlaunchesthatallowaccesstothreedif-ferentlakesandsomeofthebest“hidden”fishinginWesternMaine.

LIVERMORE FALLSOriginally,LivermoreFallswaspartofPortRoy-
al,whichwassettledinthe1770s.Itwasincorpo-ratedaspartofLivermore in1795. At this time,Livermorehadacountylinerunningthroughthemiddle,dividedbytheAndroscogginRiver.Westof the river was part of Oxford County and eastof the river was part of Kennebec County. EastLivermore,formedandincorporatedin1845,wassetofffromKennebecCountyonMarch31,1854tocreateAndroscogginCounty.EastLivermoreisnowknownasLivermoreFalls
Early in the 19th century, the area was stillmostly farmland, with orchards and dairies sup-plyingthemarketsofPortlandandBoston.Asthecentury progressed, logging and papermakingcametotheforefrontastheIndustrialRevolutionpeaked. In the late 1800s, Livermore Falls was abustleofvariousmills,largeandsmall,andcouldbe called the epicenter of the Industrial Revolu-tion here in western Maine. Multiple mills werebuiltinthelatterpartofthe19thcentury,takingadvantage of the Androscoggin’s tremendouswaterpower. HughChisholm,lifelongfriendandcollaborator of Thomas Alva Edison, purchasedhis first paper mill in Livermore Falls, then builtorpurchasedanumberofothermillsthateven-tually became the multi-national paper makerof today, International Paper Company. Thelore of railroads, logging, lumbering and paper-makingcanberesearchedatthePaperMuseum.LivermoreFallsisnowaquietvillagewithanhis-toricdowntown.Ithastheconvenienceofintownliving,whileretainingthetranquilityofpastrurallife.
Today, there are approximately 3,500 peoplelivinginthe20squaremilesthatmakeupLiver-moreFalls.

Residentsandvisitorsdevelopanappreciationfor the area’s great natural beauty, with our all-seasontrails,scenicvistasandwidearrayofrecre-ationalactivities.TheCentralAndroscogginRiverValleyoffersamplehunting,fishing,boating,bicy-clingandsnowmobilingopportunities.It’sagreatareaforskiing,snowshoeingandhiking,aswellasfun seasonal activities like blueberry, strawberry,raspberryandapplepicking.
Ourarea is richwiththefourseasons.WecanboastsomeofthemostbeautifulsummerswiththewarmweatheroftenstartinginAprilandgo-ing through October. Of course the snow couldhit the ground any time from October-April,whichmakesourareaidealforwinterenthusiastsaswell.Whenthedaysbecomewarmandsunny,
butnightsstillholdtheshardsofwinter,wehavetheshortseasonofmakingmaplesyrup,madeallthe sweeter by the promise of spring. The crispfall air brings the peak of fall foliage color, usu-ally during the beginning of October and lastsaboutthreeweeks.Ourvalleyislinedwithquietcountryroads,orchard-dottedhills,low,spruce-fircladmountains,glacialpondsandcountlesscoolbrooks.
Home to the Androscoggin River, we have anamazingresourcerightoutourfrontdoors. Theswift flowing, large-volume river not only pro-videsanexcellentsourceofpower,butalsorec-reation.DuringtheIndustrialRevolutiontheareabecameahotbedofindustry,dueinlargeparttothiswonderfulresource.Likemanyothercommu-nitiesinAmerica,industryhaswaned,andthoughthathascreatedstresstolocaleconomies, ithasopened up many recreational possibilities. Oncenamedoneofthetenmostpollutedriversinthecountry,theAndroscogginRiverhasmadeanin-crediblecomebackandisnowsobeautiful,cleanand serene- you’d swear you were miles awayfromcivilizationwhenyouareonit.
Today, the river has countless boat put-insalongitsentirelength.Onceontheendangeredspecies list,baldeaglesarenowaverycommonsight inthearea.Acanoeorkayakrideonmostanystretchoftheriverrevealsaworldofbeautyandtranquility. Youmayseeaneagleharassinganospreyforitscatch,orakingfisher,fishingforitsbrood,sittingonanexposedbranchandlater,skimming along the water in flight, firing off its“rat-tat-tat”call.Youmightseeagreenheronun-der an overhanging bank, crouched motionlessonabranch,watchingwarilyasyoufloatby.Onpond-likestretches,greatblueheronssitstatue-still,stalkingfishfryintheshallows.
But there is plenty of fish to go around! TheAndroscogginboastssomeofthebestbassfish-ing in the northeast! For the fly fisherman who

A PLACE RICH WITH AGRICULTURE AND ARTISANS
For generations, this valley was known asapple and dairy country and there is still ample
evidence of the area’s agricultural roots. As youexplore the valley, you will pass pastures withlivestock,hayandcornfields,orchards,andfarmsspecializing in crops such as potatoes, pump-kins, apples and strawberries. During the spring,you can see many maple trees tapped for theseason, with buckets ready to capture thesweetness that becomes Maine maple syrup.Roadside stands offer fresh produce, eggs, dairyproducts,honey,mplesyrup,flowers,herbs,craftitemsandmuchmore.

TheAndroscogginRiverflows177milesfromUmbagogLakeattheMaine-NewHampshirebordertoMerrymeetingBaywhere it joins theKennebecRiver.Droppingover1,200 feet inelevation from itsheadwaters,theAndroscogginhasanaveragedescentofeightfeetpermile.
Forthousandsofyears,NativeAmericansmadeasustainableexistencealongtheAndroscogginanditswatershed.TheAnasagunticookswouldmigratefromtheheadwaterstothesea,raisingcropsandcatchingtheabundantfishthatpopulatedtheriver,anddevelopingvillageareasaskeypoints.Infact,theCantonPointwasoncethelargestNativeAmericanvillageinofNewEngland.
Startinginthe19thcentury,theAndroscogginprovidedpowerforamultitudeofmillsandfactoriesthatwerelocatedonitsbanks.Consequently,theriveralsoborethebruntofindustrialization.Bythemiddleofthe20thcentury,theAndroscogginwasnamedoneofthetenmostpollutedriversintheUnitedStates.
Withthe leadershipofAndroscogginRivernativeSenatorEdmundMuskie,andhisauthoringoftheCleanWaterAct,theAndroscogginhasmadeanincrediblecomeback.Publicandprivateeffortshaveimprovedthewaterqualityoftheriverandhaveledtocountlessboatingaccesspointsalongitslength.Recreationalopportunitiesfeaturewildlifewatchingandsomeofthebestbassfishinginthenortheast.Apaddlealongalmostanystretchoftheriverrevealsaworldofbeauty,wildlifeandtranquilitydottedwithhistoricvillages.
Paddling the Androscoggin RiverTherearemultipleaccesspointsforboatersontheriver,includingbothtrailerboatlaunchesandhand-carryput-insforcanoeistsandkayakers.Thosetravelingdownstreamthroughtheregionshownonthismapmustportageortransporttheirboatsaroundfourdams.Theonlyrapids(Class2+)arefoundinthelowermoststretchoftherivermidwaybetweentheFoundryRoadaccessandthetakeoutatTwinBridges(Route219),althoughthereissomequickwaterinthestretchbetweenPineIslandandtheOtisMilltake-out.
Dixfi eld River Access (Dixfi eld)This hand-carry site in Dixfield allows paddlers to experience the full stretch of river in Canton andmakesanidealstartingpointforadaytripdownstreamtoRileyDam.Ifyouchooseyoucanportagearoundthedam.Theput-incanbeaccessedfromCantonPointRoadroughly2mileswestoftheCan-ton–Dixfieldtownline.ThetotalpaddledistancefromDixfieldtoRileyisabout12miles.Thisisalittle-paddledsectionoftheriver,movingthroughcornandpotatofields,hardwood-linedbanksandback.
State of Maine—Trailered Access (Canton)Thisistheonlyboatlaunchintheregionthatprovidesaccessforboattrailerstotheriver.FollowRoute140approximately3.5miles fromCantonVillageandturn rightontoDoreyRoadto reach theboatlaunchandparkingarea.

A new state-of-the-art medical facil-ity now exists in downtown Livermore Falls.TheAndroscoggin Valley Medical Arts Center at21 Main Street opened for business on Janu-ary23,2012.The$4millioncenter isownedandoperatedbyFranklinMemorialHospital,basedinFarmington.Thiswonderfulnewresourcebringstogetherthesamepersonnelweknowandtrustand the services we’ve come to depend on in abuildingthatcangrowwithusintothefuture.
Health care services provided at this 13,500square-foot center include: primary care by themedical staff of Franklin Health Livermore FallsFamilyPractice;urgentcare forareavisitors;andoutpatient specialty care including sportsmedicine, women’s care, pregnancy care, earnose and throat, pulmonary care, mental healthcounseling,physicaltherapy,andvasectomy.
Lab, x-ray, and ultrasound services are alsoavailable, as well as digital mammography andbreastcaresupportservices.
Medical care previously provided at Frank-lin Health Livermore Falls Family Practice onUnion Street and at Franklin Memorial HospitalOutpatientServicesonMainStreet isnowavail-ableatthisnewcenter.
Recognizingthevalueoftheprojectandnew
facility to the Livermore Falls downtown area,Franklin Memorial Hospital sought communityinput in all aspects of planning and decisionmaking,includingitsname.
MILL REDEVELOPMENTThe Wausau Paper mill closed their doors
in May of 2009, leaving behind an emptybuilding ready for demolition. An historicalbuilding with plenty of potential, local ownersMaryHowesandTimDeMillopurchasedthespace(under the name Otis Ventures, LLC.) and aretransforming it into a multi-use complex thathouses light manufacturing, retail and servicebusinesses.They have also opened a restaurant,Mill St. Café, in the building. Mary andTim havebreathed new life into one of our area’s mostrecognizableassets.
ROADS AND INFRASTRUCTUREThetownsofJayandLivermoreFallswithstate
and federalsupportperformedmajor road,sewerandwatersystemupgradesduring2011-12alongRoute 4.
