At first I thought she was talking about an invasion of lager-louts who had failed to get off their coach in Benidorm and been brought to Jávea, but it wasn’t - her anger was aimed at the non- sensicle decisions of Jávea Councillors, that is ripping the heart out of the town she loves. We found ourselves in a game of ‘verbal chase’ - each finding it easy to find another way in which money had been wasted and the fabric destroyed. Cobbled roads may be preferred by tourists who don’t drive, but was the 3-year upheaval - closing off the town centre - a price worth paying. Removing vehicle access to niche businesses like Micka Computers, who had his road cut-off to create a bigger plaza outside the Correos office. Kerbstones with a 90º sharp edge that cut into drivers tyres, on roads made so narrow, that new ‘slimmer’ buses had to be bought by the Venturo contractor. Townhall - at the same time as spending a fortune on modernising the old Townhall in Plaza Iglesia, 6 million €uros is spent on building a new Townhall that no one wants to use. Port Library still waiting for books and furniture. Underground Parking that the Mayor was told by the Supreme court not to pay, but renegotiate the contract as ECISA, the contractor had taken no risk, was paid in full, leaving Jávea with parking it could ‘grow into’ and a debt of 30.000.000€uros. Hospitality Seating was introduced to allow Paris-style ‘al-fresco’ drinking - from cups or glasses - all the more appreciated when smoking was banned from shops, bars, restaurants and workplaces. Jávea Council refused to discipline a business that stored bikes for repair - often 50 of them - in Av. Lepanto, but chose premises like Bar Smiths in nearby Toni Llido, who’s Gestor had paid the 800€ annual fee for fence, chairs and tables that caused no one any harm, but had to remove it by 1st May. No, of course the Gestor hasn’t been able to get the 800€ returned. Meanwhile, a Moors and Christians ‘Peña’ has use of the premises next door, and is allowed to erect a pergola, table and chairs, and drink their own liquor that they’ve bought from supermarkets. I keep hearing from the Councillors what a wonderful job they are doing, but I don’t hear voters agreeing. CR How’d it get a name like that? We could have called this local magazine HAVVYER HEARD, but we thought Jávea Jeard would confirm our light-hearted attitude to the serious political and economic problems in Spain, and their effect on Jávea. These were the words used by an impassioned lady who came into the OasisHelp Centre on 16th July - almost on the point of tears - to complain aboutthe wanton destruction of what she and most others liked about Jávea, andthe reason most came to live here - its ‘character’.

At first I thought she was talking about an invasion of lager-louts who had failed to get off theircoach in Benidorm and been brought to Jávea, but it wasn’t - her anger was aimed at the non-sensicle decisions of Jávea Councillors, that is ripping the heart out of the town she loves.

We found ourselves in agame of ‘verbal chase’ - eachfinding it easy to find anotherway in which money had beenwasted and the fabricdestroyed.

DIVINE HEALING TRAINEES AT TOSCAMARAfter 18 hours of teaching, over 3 days, byAmerican Curry Blake, many of the 80 studentswho had been learning 'how God does' DivineHealing, were present at the Saturday eveningmeeting attended by 40 visitors, of whom around20 indicated that they had come seeking healing.The meeting - and trainingsessions - in the lounge atToscamar, had been arrangedby Scandinavian Aki Niemiwho relocated from Denmarkto Cumbre del Sol, earlier thisyear, and is the Spanishrepresentative for John G.Lake Ministries. The Founderof JGLM is credited withmany miracles, includingraising 9 people from thedead.

Curry spoke for around 30minutes (but with translationinto Spanish it seemed muchlonger) explaining theBiblical foundation for DivineHealing, which is alreadypracticed by many pastors,churches and congregations inJávea and the Costa Blanca. Abelief that God CAN heal isfundamental to Christianity,and Curry ensured that

everyone who came seekinghealing, was prayed for bymany people, so no oneperson could be credited witha miraculous outcome, otherthan God.

Curry said the ministry ofDivine Healing wasuncomplicated - as simple astelling people what God haddone, and then gave a fewexamples, mostly from theStates.

The daughter of anAlzheimer's patient askedCurry if he had a 'prayer cloth'to take to her father, but hedidn't, so she went into arestaurant and bought aserviette, over which Curryprayed. The daughter tied theserviette round her faher'sneck - not like a bib - but likea cowboy wears. Momentslater, the demented old man,looked to heaven and prayed aprayer to God thanking Himfor the release of his mind.

Another lady, a wife,wrote and asked Curry'soffice for a 'prayer cloth' - acommon request amongAmerican HealingEvangelists - because herhusband had a withered leftarm. Curry was away, soCurry's wife cut the arm off ashirt Curry had worn, that waswaiting to be laundered, and

sent it by post to the woman,who pulled the shirt sleeveover the withered arm of herhusband. Full use came intothat withered arm thefollowing day. The coupleasked "What was in thatcloth?" only to receive thereply "the arm of a man ofGod!"It is hard - on the night - toevaluate Healing. "The proofis in the pudding" - has neverbeen more true then whenapplied to healing. It's notonly about improvement onthe night, but evaluation in aweek or more time.Curry then told the story of aparalysed man being broughtinto one of his meetings, on astretcher, and connected tomachines that kept him alive.After prayer, the man said hehad feeling returned to histoes. Other features it offers include thepossibility of connecting an externaldisc recorder or a memory stick, makingit quite a versatile box of tricks.

Some companies are already offeringthis service, but it’s not to be confusedwith other services who instead use aprivate cable method or a beam signal toa mini dish. Beam signals are subject to the sameproblems of all types of this method oftransmission using satellite dishes, inthat they are subject to the possibility oflightning damage. Recently one beamsystem was disabled for more than aweek, not funny if this is your onlymethod of entertainment. The same canhappen to individual satellite dishes, butrepairs are usually completed muchfaster!The company who have supplied someof my information have sent me a list oftheir proposed channel line up.For the average viewer it offers areasonable range of products and as ourlocal telephone suppliers, Movistar,spring to mind with the improvement onthe bandwidth of their service, thenlooking into the future it has manypossibilities. This system will soon beon offer, offering Wi-Fi IPTV-UK Boxincluding 12 months viewing for some259 Euros,with the next year’ssubscription costing 149 Euros.

Last time, I promised I would enlargeon IPTV! Internet Protocol Televisionis a reasonably new method of receivingTelevision, Radio and several otherinteresting programmes e.g. UTube etc,where it seems the Sky is the limit asit’s such a fast moving medium!

You are given a small plastic boxmeasuring 10 x 8 x 3 centimetrespacked with electronic integratedcircuit all mounted on a printed circuitboard, which is all you require to knowabout the internals!

Externally it offers connections to asmall power supply, but often that isalso fitted internally. Either methodprovides a mains lead and after otherconnections are completed it’s time toconnect up to your mains supply.

The other required connections used isthe supplied HDMI cable from the IPTVto one of the HDMI connections onyour television receiver. The otherconnection is to your Wi-Fi IPTV inputconnection and this is introduced fromyour Wi-Fi/ADSL telephone link. Onepoint to watch for here is that you mustcheck the Bandwidth with your ADSLsupplier and may I suggest you ensureat least 2Mb (Megabytes) better still3Mb.

IPTVIn the U.K. the methods of televisionand radio reception are changing. Theold toast rack analogue and satellitedishes are being challenged! Thetwisted pair copper wire method ofrouting telephone and later ADSL isnow being replaced by fibre optics,allowing a fantastic range ofinformation to be sent down thetelephone line with huge benefits tomany of our reception problems.

However, fibre optics is quite acostly replacement and therefore as abusiness enterprise, the largest cities arefirst in line. Rural areas are makingnoises, and in time it is hoped all willbenefit, but I guess the economy willhave to pick up first.

Fibre Optics is also in Spain, but again itlooks like the Spanish economy mayeven prove a larger stumbling block,who knows? For some who demand thelatest in viewing i.e. 3D viewing along

Energy ProficiencyCertificate answers

by Patrick VineI’ve had a number of people ask if theEnergy Proficiency Certificate isobligatory? The answer is no! It is notrequired by law as any Notary willconfirm to you. Your lawyer would alsotell you the same and if they tell you it isneeded then you should ask them whereit is stated in the Official State Bulletin(BOE) because it is not!

A Visado, which is the little bluestamp (or now the computerized stamp)should appear on any official buildingplans to be submitted to the town hall fora planning permission license forbuilding a property or extensions but isnot required on the energy certificate.The person issuing the certificate mustbe a qualified architect or technicalarchitect.

Another question being asked is if theperson buying the property state they donot require the certificate, can it bewavered?

There is an exception to the rule, ifthe property is only going to be used for4 months of the year them the certificateis not needed. This will have to bedeclared in the deeds and the newowners will be responsible for thedeclaration. The Notary will warn you inSpanish that the risk of this beingchecked is quite real and that the fine - iffound to be untrue - is between 600 &1000€ (an Energy Certificate should notcost you more than 140€ for anapartment and 180€ for a town house orvilla) the way that this is checked is bylooking at the utility bills etc.

The Energy Certificate now has to beregistered at the Registro deCertificación de Eficencia Energétic deEdificios. This is a process where thearchitect registers the certificate and willneed a photocopy of your N.I.E. numberand your written consent to register thecertificate. It can be done on line by thearchitect, who will need to have hisdetails registered with a digital signature.

You can register your own certificate(http://gcee.aven.es/publico/documentacion.aspx?ob=ext&id=1) but it’s acomplicated process as you will have toregister yourself as a client and it is all inSpanish. The architect may want tocharge you for this service.

evening, apparently 'un-healed' he waswheeled out on the stretcher, the way hearrived. Two years later, when Curryreturned to the same City, a man spoketo Curry and asked if he rememberedhim, which he didn't. It was the manwho'd been on the stretcher and felttingling in his toes. The followingmorning, in his calves, then his kneesand thighs, and a week later - withoutthinking - he awoke from sleep, swung

out his legs, stood up and began to walk.The man had thanked God, but not toldCurry, until two years later.

A stillborn baby could not beresuscitated at birth, so was placed in abasket, as doctors concentrated onhelping the mother, after a difficultlabour. A nurse who had been to one ofCurry's meetings, went over to pray forthe baby, and was joined by the infant’sfather, satisfied his wife was in capablehands. After 15 minutes of prayer by thenurse, the baby's chest heaved, he cried,and has grown into a healthy andnormal child.

Curry spoke of a Downs syndromechild who was healed in another City inthe States, not only her face becoming'normal' but her DNA changing so thatshe no longer had the defectivechromosome. On another occasion, longafter Curry had left another City, awoman on the front row, keeled overand died. She had no pulse so theyphoned for the ambulance, that wasmany miles away. Someone said "Let'spray like Curry taught us" and they did,until the paramedics arrived, at whichpoint the woman coughed, sat up, wastaken to hospital, but suffered no ill-effects. Curry reminded us "The churchdoesn't know what God says it can do!"

power, and I couldn't help but noticethat each time Curry referred to tellingpeople "You are going to be alright"there was a deep yearning cry from deepwithin the old man in the wheelchair.Yes, each and every time. It was as ifthe illness within the old man, wasresponding to an eviction notice!

It is difficult to evaluate healings, butthe fervour with which many of thestudents prayed, left little doubt thatthey believe God still heals and thathe’d be using them to do so. The test offounder John G. Lake was prettydemanding: “When you complete your30 day training, you’ll be given thename of a terminally ill patient to prayfor. If the patient is cured (healed) in 6weeks, you’ll get your Diploma. If thepatient is not healed (or dies) in those 6weeks, you haven’t got what it takes,and your healing ministry never existed.

WHAT’S IN A NAME?We’ve not been too successful with

a Google search to discover the ownersor origins of the new venture, and askedJávea Town Hall what they knew, butdidn’t get an answer. What we diddiscover is that there were supermarketswith the same name in Fuengirola andMijas.

We gleaned from Euro WeeklyNews ‘Euromarket was also knownoriginally as HiperEuropa and was onceone of the most popular and largesthypermarkets in the Mijas region. Itnow has new owners, and it is expectedto be re-opened under a new name.

‘Dating back to the early 80s it wasat one time the only option for expats inthe area wanting to relive their UK-styleshopping experience. It was part of theCayetano supermarket chain, which stillhas stores in Fuengirola.

‘Expatriate, Jim Andrews, who haslived in Fuengirola since 1994, toldEWN: “Everyone shopped there backthen. (bit like Costa BlancaSupermarket and Aldi, before it becameDicost, on the Jávea shopping scene)and apart from Euromarket there werejust smaller supermarkets in town.There was no Eroski or Hipercor. Therewas no La Cañada in Marbella, orMiramar centre. It was the only show intown.”

‘But, earlier this year the shelveswere emptying as the owners ran downstocks ready for its closure. A staffmember (of the Mijas store) said thestore would be closed for two or threemonths for refurbishment. She did notknow for sure who the new ownerswere, but, she said, it is rumoured to beFrench supermarket giants Carrefour.

I always believed that it would be2015 before Jávea ‘bottomed-out’ of the‘crisis’ caused by bank failures, butthere are signs of ‘green shoots’ inmany areas of Jávea. A CONSUM thatrarely had a dozen cars in the carpark atits old premises, provided 273 spaces inthe new premises. A large newconstruction on the East of C/.Cantallops (between Ferrobox andTiffany’s) is rumoured to be a newGerman-owned residential care facilityfor the elderly, and it’s anybody’s guesswhat is being built on the road to Gata,opposite Talleres Pallacio.

At a recent Marina Alta BusinessClub meeting, Corrine from the SignShop, said they were busier betweenFebruary and June than they had beenfor 5 years - not as busy as 10 years ago- but none-the-less ‘busier’. The viewwas expressed that loss of welfarebenefits was probably forcing people at‘The Last Chance Saloon’ into self-employment and business start-up, totry and shield their family from poverty.On your behalf we wish them well. VPNUKWhile chatting about other methods ofreception, quite a few people contact mewith regard to using their home P.C. orlaptop as a television receiver with BBCiPlayer and the equivalents provided byITV, Four and Five etc.

One problem when using theseservices outside of the U.K. is that youare greeted by a message advising thatthe service is blocked. However asmany people have found out, there areseveral routes you can take to defeat the‘Block’!

I have tried a few. The one I havefound to be of outstanding quality andinvolving a very economical charge isVPNUK. Simply go to Google, type inVPNUK and the web page offersseveral different methods offering asuperb ‘Back Up’ service and if I ammotoring through Europe all I need is toask at the Hotel for their ADSL codeand after dinner have an eveningsviewing. Of course if you are at homeexperiencing one of our gota frias thenat least you can view BBC etc using theVWNUK system, it’s a very goodreserve system to have.

ASTRA 2EAstra 2E launch was planned for July21st 2013, but owing to another launch

being damaged on take-off this meansthat 2E will have to be put back some twoweeks or so, we hope! After this it willhave to be moved to its exact location at28.2 Degrees South, South East. At thispoint many tests must be completed andonly when Astra are fully satisfied willthe switch over take place. We can onlyhope there are no further technicaldifficulties!

Newspaper StoriesPicking up a few of the local papers, atfirst glance it reads that we are going tolose our National U.K. T.V. programmesaround this area of Spain: Denia toBenidorm and also Inland.

More careful reading tells us it is theSouthern Spain readership who may be introuble, but even that has yet to beconfirmed! This has caused problems asso many people have telephoned me orsent eMails expressing concern aboutreception problems. Until we have thereplacement satellites up and running noone can predict for sure what the‘footprint’ coverage can be, but based onmy test to date, I feel reasonablyconfident that those based in the South ofSpain are going to be in difficulties. Mostof the jobs I have been connected withgoing back at least 12 years haveinvolved the larger satellite dishes, inparticular 2.4 metres in size. I feelconfident in the area stretching fromnorth of Denia to beyond south ofBenidorm and sweeping inland all shouldbe O.K. A further bonus in bad weatherconditions is that this size satellite dishwill hold a signal for much longer!

In deciding your ownoptions, take a look at your own familystructure, culture, and the expectationsyou and family members might have.You may have already made alternateplans, preferring to keep family as littleinvolved as possible. Perhaps you andyour family want to work out a systemwhere caregiving by family is yourprimary support for staying in the home.Or it could be that work, health issues orlocation of your family may not makethis feasible. Your family could live faraway, and prefer that you live with themor move close instead, which wouldmean giving up a local support system.

While this conversation may not beeasy, it’s better to discuss these issuesearlier than to wait for an emergencywhen options may be more limited. Anindependent opinion, such as a homeassessment by a geriatric case manageror consulting with other professionals,can be helpful in defusing familytensions too. You have the final decisionas to where you want to live, but inputfrom family members is also helpful.Are they worried about your safety or ahealth problem such as Alzheimer’s thatwill eventually require heavy care?Listening to concerns and keepingcommunication open is key.

Even if you have strong familysupport, be open to the idea of havingother help too. Many people have aninitial feeling of “not wanting strangersin the house”. But caregiving can bephysically and emotionally exhausting,especially if it is primarily on oneperson, such as a spouse. Yourrelationships will be healthier if you areopen to the idea of getting help frommore than one source.

Once you’ve figured out yourneeds, it’s time to evaluate what homecare services are right for you. FINDING OUTSIDE PROVIDERSStart with your networks. Sometimes thebest referrals come through family,friends, neighbours, or colleagues. Theremay be a neighbour interested in briefcheck-ins or providing yardmaintenance, for example. If you’re partof a local church, there may be meals orsocial activities available. Ask thepeople you know if they have careproviders they have used and trust. Yourdoctor or other healthcare professionalmay be able to provide referrals as well.

a voter's memory - the memory of aCouncillor.Points 7 and 8. Related to the decision(at the May meeting) to withhold part ofthe guarantee put up to ensure goodworkmanship by ECISA when awardedthe contract for both underground carparks. ECISA had admitted liability forleaks and already had men working toremove outer cladding and rectify theroot cause of the problems. There was nodiscussion by the Councillors.Point 9. This referred to administrativeprocedures at 'La Plaza' urbanisation,and there was a robust discussionbetween Vicent Chorro (Compromis)Jose Luis Genoves (PP), AntonioMiragall (PSOE) and Antonio Torres(unsure whether he's Compromis, Mixtaor Independent) which was approved,but with the abstentions of PP andAntonio Torres.Point 10. Approved the continuance ofthe programme of cooperation with ourneighbours in Benitachell. The principlebenefit is that Javea residents(enpadronado) can use the BenitachellSwimming Pool on the same terms asBenitachell residents.The annual fee is asmall (?) price to pay for the 'folly' of amunicipal pool built near the FootballStadium in Frechinall, which broke itsback before it could be completed, andPepe Segarra (of the same politicalpersuasion as the owner of the companywho 'built' it) gave orders many yearslater that the hole be 'filled-in" as itconstituted a hazard for children. Inother words, proof of a politicalembarrassment was 'buried'. Prettyshrewd, when you come to think of it!Point 11. This referred to changes inregulations that control the use of publicspaces and was unanimously approved.

Point 12. Referred to the continued useof Ramblars for garden rubbish and wasunanimously approved.Point 13. This created new advisorycommittees in respect of Culture andother Townhall responsibilities. Yes,unanimous.Point 14. Only 30 minutes had passed,14 items approved, with most of theCouncillors making no contribution,other than raising their hands likerehearsed marionettes.For the next 30 minutes there wasdiscussion of Motions, most of whichoriginated with the Compromis Partyand involved input from some (but notall) of the - up until now silent -Councillors. The items raised under ‘Questions andAnswers’ are covered by otherindividual reports elsewhere in thisedition. The meeting was brought to a close byMayor Jose Chulvi, after an hour. The 10Councillors who receive a salary(between 21.600€ and 42.000€ a year)receive no reward for attending themonthly Plenary Meetings. Jose Chulvi,declined his 50.000€ salary entitlementas Mayor of Javea (because he receives asalary as a Diputado in Alicante - the'County Council' for Javea). Thosecouncillors who do NOT receive amonthly salary are entitled to claim342,14€ for attending CommitteeMeetings, and 488,79€ (8,15€ a minutefor the 58 minutes I sat through) forattending the June Plenary meeting.I am well aware, that not understandingValenciano, I am disadvantaged inpreparing my monthly report eachmonth. It is NOT a situation with whichI am happy. Ever since before the firstedition of Jávea Jeard, I tried to ensurethat coverage of the Plenary sessionswould be informative and complete. Ihave asked a number of - I would havethought would be sympathetic -Councillors for their help, but it hasnever been more substantial thantranslating the Agenda into English forme - and even I can do that for myself.Are YOU, the reader, disadvantaged?YES, of course you are. I asked a verywell connected Spanish friend to asktheir Councillor friend, but the replycame back: "other than what is publishedin the Orden del día, they cannot giveany more information due toprofessional secret. Also that any insideinformation can be given only once ithas been approved and published."So there we have it. The business of theCouncil is SECRET. The fact that themeetings are held in Valenciano, alanguage understood by VERY FEWforeigners, is purely coincidental. CR.

TWO-WAY TRAFFIC LINKSTOWN TO PORT AGAIN

Avenida Juan Carlos I is expected tobe converted back to 2-way traffic onMonday 22nd July.

Parking will be banned in thedirection of Port to Town, but it isplanned to retain parking - for theconvenience of local business - onthe Southern side of the road.

To compensate, the Town Hallhas converted a large area of unseenscrubland, into off-street parking,accessible both from Av. Juan CarlosI (opposite C/. El Paradis) and C/.Historiador Palau via the centreportion of C/. Guitarista Tarrega.

Vehicles were banned from parkingon ‘conversion day’ so 3 differentcontractors could complete the workin the one day.

The change removes anestimated 60 car spaces, according tothe police, which will be replacedwith the opening of new off-street(but mud when it rains) parking area,with capacity for 100 vehicles.

The Importance ofDiversificationAs an investor, you may already knowhow important it is to have a well-diversified portfolio. Relying on ‘one’asset class to consistently provide youwith the returns you require, whetherthis be income or capital growth, is nothow you should position your portfolio.It is vitally important that your portfolioconsists of a range of asset classes, notjust one.

In the main, there are five different typesof asset class, namely

equitiesbondspropertyalternative structures and cash.

Each of these have a very important roleto play within your portfolio, and eachneeds to be given due consideration.

At the time of writing this article the FT-SE 100 index has fallen from a high of6762 on 28th May to its current level of6,100 ( mid-day on 25th June). Thisrepresents a fall of 9.79%. This meansthat had your portfolio consisted entirelyof UK equity based assets, it is highlyprobable that your portfolio would havefallen by a similar percentage.

However, at the start of 2013, the FT-SE100 stood at 5,897, so even after the fallsduring June, the index is still some3.44% higher for the year so far. Thisshows that despite the 9.79% fall asmentioned above, your UK equityportfolio should still be showing a goodlevel of profit when compared, forexample, to holding cash.

Let us suppose your portfolio consistedof a mixture of UK equities and highquality Corporate Bonds. If yourportfolio was split, say, 50/50 into these

asset classes, it is highly likely that yourportfolio would have weathered the Junefalls far better than a portfolio withpurely equities. This is because highquality Bonds, in the main, areconsidered to be ‘lower risk’ thanequities, and investors often use Bondsas a ‘safe haven’ when equities arefalling. Consequently, when Equitiesfall, Bonds tend to increase in value, andvice versa.

Now, let us suppose that your portfolioalso had other asset classes, such asproperty and alternative structures. Yourpercentage investment into these assetclasses would depend on a number offactors, such as income requirements,risk profile, investment term etc., but forthe sake of this article, we shall assumethat you have invested, ignoring cash forthe time-being, 25% into each.

Consequently, a fall of 9.79% in June ofthe FT-SE 100 may have had a verylimited effect on your portfolio, as youwould have only had 25% exposure.

In respect of cash, it is very importantthat you hold cash for such things asemergencies, holidays, day to day livingexpenses, etc. Once your portfolio hasbeen established, the last thing youshould do is withdraw capital due to nothaving sufficient cash reserves. Inessence, you should only ever considermaking an investment if you haveadequate resources.

When your adviser talks about investingmonies for you, he/she should take intoaccount all your current invested assets,and this includes bank accounts. It isimportant that you tell your advisereverything as, by not doing so, couldresult in your portfolio being incorrectlystructured.

As I am sure you will appreciate,investments do and can fall in value, andwhen making an investment you shouldlook to invest for a minimum of fiveyears, if not longer. The exact structureof your investment portfolio will bedetermined by your personalcircumstances, such as current and futureneeds, income levels, next of kin, etc.and, once established, your investmentportfolio should be reviewed regularly toensure it still meets your overallrequirements.

When XD Councill and Deputy MayorOscar Anton started the Xabia HelpDesk he had no idea just how importanta fixture in the life of foreign nationalsresiding in Jávea it would become.

The latest service from the HelpDesk is to provide, free of charge, acourse of classes in basic levelconversational Spanish for non Spanishspeakers in Jávea.

Taking place in Jávea with amaximum of thirty places, the coursestarts on September 10th and runs foreight weeks with two sessions a weekon Tuesday and Thursday morningsbetween 09.00 and 11.00.

In addition to organising the classesand providing teachers Deputacion deAlicante provides all the necessarystudy material such as language books.

Jávea Mayor Jose Chulvi, and AMJASACouncillor Paco Torres, met withengineers from the Alicante Diputaciónat the beginning of July to coordinateconstruction work of a roundabout at theSaladar entrance to Urb. Tosalet.

Work has been included in theProvincial Highway Plan and will beginbetween 15th September and earlyOctober.

The section of pipework to bereplaced, pumps water from the Saladarto developments in Balcon al Mar andPortitxol and - because of age - suffersnumerous fractures that createinconvenience to users.

Around a kilometre of fibre cementpipe between the Camino Cabañes andXIC, will be replaced by a stronger andmore durable pipe.

Opportunity was taken, during themeeting, for other issues to be resolved,including permits for work where JáveaAyuntamiento needs to dig-up roadsbelonging to the Diputación.

The Mayor of Jávea, who is also a‘Diputado’ (County Councillor), saidJávea was grateful for the trust shownby Alicante by agreeing parameters sofuture works could continue withoutdelays, giving the resurfacing of asection of the CV735 (Jávea to JesusPobre road), a road with provincialownership, and renewed street painting.

The Mayor pointed out the councilhad invested in improving this road,particularly the section closest to thetown centre, which also improved thesafety of asphalted speed-bumps.

The road has deteriorated in otherplaces and paved sections are beingconsidered, as well as more attention toaccident ‘black-spots’. The CV735, aswell as carrying traffic to Jesus Pobreand La Xara, also connects the town ofJávea with numerous developmentsalong the Montgo, including Castellans,Colomer and Valls.

Plenary Session creates newAdvisory Committees

An emergency motion brought by theCompromis Party on Jávea MunicipalCouncil, called for establishment ofadvisory groups, comprised ofrepresentatives of local associations,Townhall staff, cultural associations andAgenda 21. Those serving on theseadvisory committees will not receiveany financial reward. and will be electedafter the Summer.

Councilman Antonio Torresproposed a Motion to apply for grants tomaintain Adult Education programmesand for restoration of Windmill Number2 on La Plana. There was a similarproposal in 2003 (I think it was) and thethen Mayor, Juan Moragues Pons,

CHURCH ON THE MOVE

So many people have been ‘dropping’into the Oasis Help Centre in Jávea Portlooking for answers to their problems,that it has been decided to relocate theSunday services to the Port premises at11am.

The new venue is a temporaryarrangement for the Summer andAutumn, but could become permanent ifpeople who have said they cannot get tothe Town premises, support the Sundayservices in the Port.

The congregation were referred to asthe “Hallelujah’s” and “HappyClappy’s” when services were held in

the Port for 16 years.Holy Communion

is served everySunday and theformat is a mixture ofSacramental,Evangelical andPentecostal, with theemphasis on ensuringthat every visit is anencouragingexperience.

It is a church that prays for the sickand there have been miraculous results,including a baby of 3 months who wasblind, receiving his sight whilst asleepduring the sermon.

The Pastor told us “People no longerwant the church that met the needs oftheir grandparents - and probably don’twant the idea of ‘church’ anyway - sowe will adapt the format to the needs ofthe newcomers, provided they tell uswhat they ‘liked’ or ‘didn’t like’.”

Jávea again achieves highestdebt reduction in SpainAccording yo Oscar Anton’s Facebookpage, Jávea Town Hall has reduced themunicipal debt from €48,262,768.65€with interests payments of over €1.5million per year to €32,740,201.58 - areduction of over €15,000,000. Throughexcellent financial management andtough cost cutting measures Jávea isacheiving what other Spanish Towns canonly aspire to in producing the highestdebt reduction of any municipality inSpain.

Medieval Jávea by nightJávea’s Department of Tourism carriedout its first guided tour of MedievalJávea by night. The route began in thetourist office built on the first Christiancemetery, dating from the fourteenthcentury, passed through the gardens ofLoreto, the Soler Blasco museum , thechapel of Sta. Anna and Convent square.The climax was the last stop: The oldcemetery, through which visitors strolledby torchlight examining old graves anddiscovering the funeral chapel of SantJoan. This route will be offered twiceduring the month of August, Thursday1st and Monday 26. To participateregistration is required since places arelimited.

Free Spanish classesJávea’s Help Desk department, throughthe Alicante Government, is providingSpanish lessons aimed at foreigners. Thecourse is free of charge and is designedfor attendees to be able to hold a basicconversation in Castilian, somethingwhich will improve their integration inthe municipality and enable participationin more activities. Classes will begin onSeptember 10 at the Adult EducationSchool (EPA) and end on October 31.There will be two sessions per weekfrom 9-11 hours, with a total of 36 hoursof instruction. Townhall seeks public input for future General Town PlanThe Urban development department ispreparing a questionnaire to seek the

views of the public on various issuesrelated to urban development andplanning. These will be questions aboutthe model of the town, urban spaces,environment and sustainability, publictransport, accessibility, facilities, safety,property, types of housing, assessmentof landscapes and resources etc. Oncethis document is ready, meetings andworkshops will be held for stakeholdersto have as much information on whathas been included in the participationplan. In addition, everyone who wantsto fill in the form may do so over aperiod of three months in the office ofthe Capella de Santa Ana, near themunicipal technical office.

Jávea wants new office for foreign touristsThe Alicante (County Council) havebeen asked to establish an office forforeign tourists in the town, similartoone in Málaga, that providespersonalised, comprehensive assistanceto foreign tourists, and, if they are avictim of crime, providing help from aspecial police team and interpreterswhich provide assistance in theforeigner's own language. The servicehas been implemented in Benidorm, andJávea would be the second town inAlicante Province to have the facility.

Language students receive their Diploma77 adult education students have beenpresented with language proficiencycertificates. They’d completed 100 hourlanguage courses in English andGerman given by a group of volunteerteachers drawn from the foreign residentcommunity in the municipality. Freelessons were provided by Trish, Daisy,Jan, Rose, Ina, Morag, Chris, Tanya,Aileen, John, Sonia, Gisela, Ewa,Margit, Ursula, Carola, Monika,Martina, and Verena. CREAMA wantsto continue to its language trainingdespite being short of funds, aslanguage skills are seen as an importantassets in finding employment,particularly in the service sector.

Unemployment fell inJuneJávea closed June with 1851 peoplelisted as unemployed, most of theenemployed belonging to the servicesector, though 119 new jobs had beencreated during the same month.

British buyers fight backForeign property investors are battlingto recover money lost in deals gone badand have discovered a useful law from1968. The little-known legislationuncovered detailed procedures in thecase of deposits put down on theconstruction and sale of dwellings, andoutlines in clear terms the guaranteesthat a home buyer is entitled to…Thelaw not only required the propertydeveloper to return buyers' money, butrequired the bank to guarantee that anyamounts it received were spent onconstruction. The bank would, fromnow on, have to supervise the moneyand provide a guarantee "under its ownresponsibility." Encouraging tourism figuresHotel occupancy figures for the firstfortnight of July were an encouraging90% in Denia and 78% in Jávea,showing a slight increase over last year.Whereas previously the British andGermans accounted for almost the entiregroup of foreign tourists, this year therewere more French.

Quick cleanup of dead fish on the beachA combination of civic collaboration andmuncipal action resulted in promptaction to solve a smelly problem.Hundreds of dead fish appeared onBenissero beach (the pebbly beach southof the port), as well as jellyfish that hademptied the beach of holidaymakers. Aneighbour called the local police and bythe afternoon all the fish had beenremoved by four workers from CESPA -the waste collection company, leavingthe beach in perfect condition forbathing. The source of the dead fish isunknown, but could have come fromfishing boats.

Summer school in La Plana Monastery The Vives Foundation for Humanismand Solidarity again chos the Monasteryof San Jeronimo on la Plana to celebrateits summer school from 18th to 20thJuly. This year discussions will focus on"The Crisis of principles, principles toovercome the crisis ".

Tosalet Saladar Roundaboutto be built after the summerJávea Mayor Jose Chulvi, and AMJASACouncillor Paco Torres, met withengineers from the Alicante Diputaciónat the beginning of July to coordinateconstruction work of a roundabout at theSaladar entrance to Urb. Tosalet.

Work has been included in theProvincial Highway Plan and will beginbetween 15th September and earlyOctober.

At the same time, a section ofpipework that carries water from theSaladar to developments in Balcon alMar and Portitxol will be relaced.

Around a kilometre of fibre cementpipe between the Camino Cabañes andXIC, will be replaced by a stronger andmore durable pipe.

Opportunity was taken, during themeeting, for other issues to be resolved,including permits for work where JáveaAyuntamiento needs to dig-up roadsbelonging to the Diputación.

The Mayor of Jávea, who is also a‘Diputado’ (County Councillor), saidJávea was grateful for the trust shownby Alicante by agreeing parameters sofuture works could continue withoutdelays, including resurfacing of asection of the CV735 (Jávea to JesusPobre road), a road with provincialownership, and renewed street painting.

The road has deteriorated in otherplaces and paved sections are beingconsidered, as well as more attention toaccident ‘black-spots’. The CV735, aswell as carrying traffic to Jesus Pobreand La Xara, also connects the town ofJávea with numerous developmentsalong the Montgo, including Castellans,Colomer and Valls.

Young entrepreneurs get grantsTwo groups of young entrepreneurshave won three months coaching at theComboi premises in Arquitecto Urteaga,together with free mentoring and advice.The first winner was Cristina Vicente-Almazán with her "Dynamis EssaviaValencia" project, a distribution networkof organic produce, linking farmers,consumers, retailers and the tourismsector. The second was a group ofyoung TV scriptwriters who areproducing a video series called "WinterSun," episodes of which will be releasedon You Tube showing the cultural,scenic, gastronomic, and leisure richesof the Marina Alta through theadventures of its heroine. The narrativeis about an English woman who buys ahome in Parcent, then realises that she isfar from the bustle of Benidorm, a citythat initially attracted her. The womandecides to sell her house and leave, butdue to the market situation, has to wait along time. Gradually she gets to knowthe riches of the Marina Alta; the inlandvalleys full of almond and cherry trees,local festivals, mountains and beautifulcoastlines. As she starts to fall in lovewith the region, she meets a man whosteals her heart. Finally, she decides notto go and instead sets up a small ruralhotel. To finance the project, the makershope to invite regional businesses toappear in the series (a kind of "productplacement")

It was common-place last year forchemists to be owed for 6-months ofpresriptions, and I doubt very much ifthe position has improved.

I guess it’s the non-prescriptionitems that Antonio sells direct to hiscustomers, that keeps his business‘afloat’. Many chemists in Valenciahave been forced to close because theywere owed so much money.

PORTMEETING

Jávea Townhall has convened a meetingat 4 or 4.30pm on Thursday, 25th July,to explain proposed changes to AvenidaLepanto and Avenida Jaime Iº.

We tried to find out details of theproposals, but nothing was forthcoming.The meeting will be held in the ‘Casal deFiestas de Loreto’ in C/. Severo Ochoa.

CREAMA getsAutoservef Terminal

in Jávea Xabia Democratica Councillor Juan LuisCardona, who is responsible for theLocal Development Agency on JáveaCouncil has arranged installation of atouch terminal to allow Jávea residents,who are unemployed or wanting tochange their job access to Autoservefservices.

Servef is provided by theEmployment Service of ComunidadValenciana, with a network of 56employment offices throughout theautonomous region where job seekersparticipate in employment promotionprogrammes and match their CVs tosuitable vacancies as well as receivecareers guidance and job training.

It is open to anyone over 16 years oldliving in the Comunidad Valenciana whois an EU citizen, from any other countrywithin the EEA or Switzerland or fromanother country and who has a right towork in Spain.

The terminal is located in theAvenida Clot offices of Creama. JuanLuis Cardona, commented that this isonly one of the many initiatives he’simplemented since being appointed thatimproves the services Creama delivers.“Local residents will no longer have totravel to Denia to access these services”he said, “they can now do so in Jávea”

Jávea receives141,568€ income from grants

Less publicised than the excellent job heis doing in debt reduction and runningday to day finances in his role asCouncillor in charge of Finance forJávea Council, is the success of DeputyMayor Oscar Anton in generating extraincome for the municipal coffers.

Constantly trawling through grantsand subsidies available from GeneralitatValenciana, Diputación Provincial deAlicante, central government in Madridand elsewhere, Anton identifies thosefrom which Jávea can potentially benefitand goes for it!

Having recognised likely incomesources for Jávea, Anton studies therequirements for qualification and thenecessary forms and sets to work.Meeting the criteria and filling in thecorrect paperwork is only the beginning.Anton explains; “every town wants ashare of available grants from highergovernments.”

Winning on behalf of Jávea is wherethe XD Councillor has excelled, hismost notable victory was the millionsinvested by Generalitat Valenciana in the

regeneration of the Arenal. But Oscardidn’t rest on his laurels and looks forfunding wherever he can.

His most recent successful bidsbrought income of 141,568€. “Thesegrants are all for specific projects andcan only be used for the purpose they areawarded, so we have to be very precisein carrying out the commitments wemade when we applied.” Antonexplained.

“From Generalitat Valenciana wereceived 7,000€ to improve beach playareas; 26,500€ to set up a relief andprevention programme for highdependency drug users; 22,210€ to helpunemployed people in Jávea and18,790€ to help those caring fordependents. A grant of 18,790€ wasobtained as part of the Eurodisseprogramme where EU students studyingfor degrees in tourism outside Spain areemployed in tourist offices during thesummer months which gives themvaluable work experience and providesadditional staff during peak season.Diputación Provincial de Alicantegranted us 1,400€ for townhall furnitureand 1,500€ for an educationalworkshops for children and a grant of45,543€ to provide home help servicesfor chronically ill or aged needy Jávearesidents.”

A derelict British cemetery in Valenciahas been transformed thanks to theefforts of an expat action group. Theproject to restore the 19th century burialsite was set up by a local women’s clubin honour of their member BonnieHinzpeter, a British expat who had beenkeen to help restore the cemetery to itsformer glory, but died of pancreaticcancer last year before her dream cametrue.

The cemetery was established morethan 150 years ago as a final restingplace for foreigners who, because theywere not Catholic, were not permitted tobe buried in the consecrated grounds ofValencia’s churches.

Some were sailors or traders drawnto the city’s bustling port, while otherswere engineers who helped develop thelocal railway.

While the majority of individualsinterred in the cemetery were British,around half of the 350 burial plots arehome to the remains of non-Catholicsfrom other countries.

The land is owned by the BritishEmbassy in Spain but had fallen intodisrepair and was in a “lamentable” stateaccording to Diana Clifton-Sewell,secretary of the International Women’sClub of Valencia, which spearheaded theproject.

She said of therestoration project:“Working groupspruned trees, cleanedgravestones, weededand swept to makethe cemetery a moredignified restingplace. The site of theBonnie Garden(named afterHinzpeter) in thefront courtyard hadnot been cultivatedfor more than acentury and was likerock.

"After it had beentilled, with all thebottles, bags of refuse,pipes, plastic and

rocks removed, the earth level sankconsiderably but it was boosted by bagsof good earth and six giant sacks ofmanure from the local horse club.

“The grubby rear wall was paintedsky blue, a cement and gravel path waslaid and a wall built. Finally, anti-weedmesh and a watering system wereinstalled, and the area between the plantscovered with cork mulch. A mural willshortly be painted on part of the rear wallto give depth, but already thetransformation is impressive. Bonniewould be delighted.”

The volunteers spent around 180 manhours on the project and planted 130plants and trees. In addition to the workon the garden, the roof of a chapel on thesite has been waterproofed to helpprotect the ceiling, which featuresmouldings of angels and flowers. It ishoped to fully restore the chapel infuture, if funds can be raised.Meanwhile, the British ProtestantCemetery remains available to peoplefrom all nations and faiths.

and the elephant’s eye - on themajor route into Jávea. Wehope you’ll force them toremove them - unless, ofcourse - you think it adds tothe attractions on offer to thetourists who come looking for(a disfigured) Paradise?
