He explained further that the B o a r d a n d Management are t w o d i s t i n c t e n t i t i e s w i t h d i f f e r e n t responsibilities, explaining that while the Board set policies and d e f i n e t h e directions, the m a n a g e m e n t i m p l e m e n t s

those policies and decisions. He urged them to appreciate and respect this distinction to avoid unnecessary friction and acrimony between the boards and chief executives and managements. Universities Commission (NUC) Auditorium in Abuja commended the National Board for Technical Education (NBTE) for developing the framework and for promoting Technical Vocational Education and Training (TVET) in Nigeria.The minister stated that the event is aimed at improving technological knowhow of the Niger ian educational sector, promising that the ministry will re-kit and reposition NBTE and all technical and technological institutions to squarely face the challenges of the future.According to the Minister, the Federal Ministry of Education under his purview has identified obvious skills gap in the Nigerian educational system which has caused Nigerian graduates not to be competitive in the global market place; “in order to progress, Nigeria must produce workforce that is skilled, efficient, highly mobile, adaptable and innovative” the Minister admonished. He further stated that to close the skills gap, his ministry has elected to promote demand driven TVET instruction, provide increased access to TVET institutions, and ensure participation by all stakeholders in the formal and informal sectors. While stressing that the Nigerian Skills Qualifications Framework is intended to meet some key issues of positive change of the present administration, the minister disclosed that his ministry intends to strategically place technical and vocational education and training in the proper perspective to ensure that products of TVET institutions are able and available to perform their roles and meet the aspirations of the Nigerian economy.Mal. Adamu noted that his ministry aims to exploit the TVET potentials in order to reduce

unemployment, reduce poverty, reduce the incidence of vices in the society, improve the quality of life, and promote peace and democracy in the country.The Minister who noted that the future of the nation lies in developing a highly skilled and mobile workforce, vowed to restructure the technical training and assessment processes to meet the emerging aspirations of a highly competitive changing global economy.He charged the NBTE to begin to identify, classify, brand and provide a model for ensuring quality

assurance and standardization of the many unbranded trades that abound in the Nigerian economy. “NBTE must develop the criteria for qualifications that are all embracing to make it possible for a new class of graduates to contribute t h e i r q u o t a t o n a t i o n a l deve lopment” the min is te r reiterated. The minister promised to address the challenges facing the Nigerian TVET sector, incorporate the qualifications from NSQF into the scheme of service of the federation as well as pass the necessary legal

framework through the Federal Executive Council to the National Assembly for enactment into law.Earlier in his address, the NBTE Executive Secretary, Dr. M.A. Kazaure stated that the need to recognize, coordinate, standardize and regulate training provided at the non-formal settings which has positive contribution to the economy and close the skills gap created by a mismatch of curricula and need of industry commenced the drive for institutionalization of the Nigerian Skills Qualifications Framework by the NBTE.He said the objectives for which the NSQF was introduced in Nigeria aim at providing policy guidelines on organizing skills training to i m p r o v e p r o d u c t q u a l i t y, productivity and competitiveness in both formal and informal sectors, provide a coherent structure for vocational qualifications as well as p rov ide a sys tem fo r the recognition of competences which enhance stakeholders input to major decisions among others.While speaking on the journey so far on the institutionalization of the NSQF in Nigeria, Dr. Kazaure announced that so far a six level Nigerian Skills Qualification (NSQ) has been developed and approved by the Federal Executive Council as well as included in the national scheme of service; seven operational staff have been trained in the United Kingdom to pioneer the institutionalization; national Occupational Standards which will be used for the delivery of NSQs have been deve loped and classified, covering 9 sectors of the Nigerian economy; qual i ty assurance assessors and managers have been trained for awarding bodies; NSQ Code of Practice and Operational Manual have been developed and approved by the NBTE Governing Board; while

Sector Skills Councils, Awarding Bodies and Training Centres have been approved to commence operation.The Executive Secretary who noted that NSQs would motivate beneficiaries for better performance and service to the nation, enhance employability and reduce poverty and other indices of social vices among o ther benef i t s sa id i n s t i t u t i o n a l i z a t i o n o f t h e f r a m e w o r k i s s t a k e h o l d e r dependent, explaining that NBTE has at all stages been involving relevant stakeholders.He listed the challenges faced by the Board in institutionalizing the

NSQF to include lack of skills policy and coordination, which he called for the establishment of a Council that will be responsible for coordination and development of skills and employment policy in Nigeria; need for regular funding for trainers and trainees until when the project is in a position of self-sustained funding, as well as placement of holders of the NSQs in the national Scheme of Service in accordance with the Federal Executive Council's approval.While reiterating the need for support of both private and public sector enterprises and the various

harmonious relationship with the chief executives as well as make deliberate efforts to diversify the sources of income and support for the agencies. While announcing that the Ministry has commenced the implementation of the Ministerial Strategic Plan 2016 – 2019, the Minister enjoined the board members to key into the Plan and use it as one of the policy guides “Specifically, I want you to support the pursuit of the ten strategic goals of the Ministerial Strategic Plan as they relate to your respective agencies” the Minister implored. Also, in his opening remarks, the Honourable Minister of State for Educa t ion , P ro f . An thony Anwukah said the government found the board members d i s t i n g u i s h e d h e n c e t h e i r appointment to bring their wealth of experience to grow their respective agencies to ensure that p r o d u c t s o f e d u c a t i o n a l institutions are right to drive the Change mantra of the present administration, while urging also to work assiduously to make Nigeria a great country.Responding on behalf of the chairmen and members of the Board, Prof. Ayo Banjo and Chief Chukwuemeka Nwajiuba thanked the government for finding them worthy to serve the nation and urged all the appointees to be conversant with the rules and regulations governing their respective agencies and to be agents of the change agenda of the administration of President Muhammadu Buhari.

The curriculum critique workshops which were held concurrently at the NBTE Centre of Excellence, Kaduna were sponsored by Hajia Hadiza Aliko Mohammed of Sterling College for Islamic Banking and Finance, Kano and Mr. Tope Adebanjo of laurel School of Mines, Lagos. While declaring the workshop open, representative of the NBTE Executive Secretary and facilitator of the workshops, Alh. Abdul Isa Kofarmata said experts from both the academia and professional

bodies have been brought together to critical look at the draft curricular f o r t h e t w o programmes to make them worthy for the award of t h e N a t i o n a l I n n o v a t i o n D i p l o m a i n Nigeria.Alh. he National Board for Te c h n i c a l E d u c a t i o n T(NBTE)has dispatched

officers of the Board to TVET institutions under its purview for massive base-line statistical data mop-up exercise for the 2015/2016 and 2016/2017 academic sessions just as it has also mobilized its staff for monitoring and evaluation of capital projects and manpower planning assessment and needs in TVET institutions.As part of preparation for the data collection exercise officers were trained in- house by the Department of Academic Planning, Research, Statistics and ICT on data collection p r o c e d u r e s f o r Te c h n i c a l Vocational Education and Training (TVET) institutions baseline statistics.Speaking during the training exercise, the Head of Research and Statistics Division, Mr. Anu Adeniran said that the data from TVET institutions are the basis for compilation of TVET statistics for educational planning. He admonished staff to ensure that they visit all TVET institutions with outstanding data to collect and compile the TVET statistics which serve as the first step to the production and basis for policy formulation and management decisions in the TVET sector. He noted that the data collection exercise which is usually conducted annually was last conducted in 2014 making the production of the digest of statistics impossible.In the same vein, the Board has also embarked on monitoring and evaluation of capital projects in all the Federal Polytechnics. Monitoring of capital projects in the Federal Polytechnics is one of the quality assurance responsibilities usually carried out by the Department of Physical Planning and Development of the Board as the National Assembly places this

monitoring exercise as the first priority of government so as to match expenditure and performance.In a letter of introduction to the institutions which was signed by the Executive Secretary of NBTE with reference C/TEB.181/Vol.TI/183, the exercise will cover all capital projects funded with capital allocation and those funded with internally generated revenue from 2015 to date in all the Federal polytechnics with the view to forming the basis for determining the funding profile of capital projects in the institutions.The monitoring team mandate includes documentation, Physical on-site inspections, confirmation of payments made at all levels of the

projects life, and advisory visit by NBTE management. Also, the Board has embark on in-depth man-power assessment utilization and needs of institutions under its purview as part of effort to provide lasting solution to the lingering crisis of inadequate funding for both s taff and infrastructure at the tertiary level of the education sector.Speaking on the exercise, the B o a r d ' s D e p u t y D i r e c t o r , Establishment Division, Mal. is intended to assess the academic relevance and quality in relation to curriculum delivery and utilization to staff, to determine whether the staff are effectively and efficiently utilized by various departments as well as determine the workload of each member of staff by the departments.He said the exercise will not only provide the cost of excess work lord for the period 2015 – 2017 but will also make projections on staff needs in the various departments of the institutions in the next five years to determine the training needs of staff a n d t o a l s o c o l l a t e i n f o r m a t i o n / d o c u m e n t o n institution staff development plan for the period 2018 – 2022.

In her key note address, the coordinator of the Female Mechanic Initiative, Lady Sandra Aguebor popularly referred to as the First Lady Mechanic in Nigeria, said her over 3 decades experience as a lady mechanic has created a passion in her to train more women mechanics.She said her company has trained over 5,000 women to be auto electricians, vulcanizers, car painters, mechanic drivers among others, breaking the barrier of jobs

seen as the exclusive preserves for men.She added that the lady mechanic initiative programme has enjoyed the suppor t o f companies , institutions and Non-governmental Organizations (NGOs) who have voluntarily donated towards ensuring free training for girls across the country. Lady Sandra who was represented by another female mechanic, Engr. owner of its submarine cable running from Europe to Nigeria with about 10,000 bts sites and 13000km of fibre across the country.He noted that Glo has not utilized one-tenth of its infrastructural capacity as such has the capacity to deliver on data. This he said has enabled the company map out the location of all the polytechnics in Nigeria leveraging on its extensive optic fibre and micro wave network with the aim of providing effective and high speed connectivity to connect all the polytechnics and technical schools to the E-learning platform.He also added that the Globacom company has a 4G LTE which has the speed of light and has connected with the National Board for Technical Education and the Federal Ministry of Education to E-learning platform.
