The other Obama “proclamation” may adversely affect our country, especially the industry of business outsourcing service. The incumbent president wants American business establishments to refrain from outsourcing their work requirements. He wants to preserve jobs offered by US entities to American labor, whether they be citizens or permanent immigrants. If carried on a wide scale, the 70% source of BPO income might suffer reductions, thereby affecting our call center agents.

TAX SEASON: Taxpayers – either individuals or juridical persons – are advised to attend to their income tax preparations as early as they can. The annual deadline for filing is on April 15 – but this date falls on a Sunday. The BIR has announced that taxes with deadlines falling on weekends must be settled on the working day before that given deadline. So, for tax year 2011 – the deadline for the filing of income tax returns is on Friday the 13th of April, 2012.

For business permits – LGUs require payments on or before January 20th.

Oftentimes, due to overcrowding at the counters – the deadline is extended up to end of January. On realty taxes, we advise our clients to pay these in January – not only to avoid penalties but more so, to avail of discounts. Most provinces and cities allow at least ten (10) per cent reduction if taxes for the year are fully settled within January.

ECONOMICS: The Aquino Administration has admitted that it was not able to fully release the approved budget for 2011 – confirming the fact that the delayed in government spending may have hampered the flow of economic activities. One good consoling thing that emanated from the failure to release the budget items in full is the reduction of our budget deficit. The final deficit figure is estimated at P190B, which is much below the original target of P300B and the amended projection of P260B.

Our economic managers are keeping the original GDP projections intact, excepting only the figures for both exports and imports (which are highly correlated). Finance Secretary Cesar Purisima is having his hands full trying to keep the Deficit-to-DGP ratio at 2.6%. The previous target ratio was 2.0% but it looks overly ambitious now concerning the global economic scenario which is experiencing major upheavals even among the highly industrialized countries.

Old people will also find comfort in our generally stable weather. Outdoor sports facilities are aplenty, and medical facilities abound. Most important of all is the Pinoy’s fluency of the global English language. Welcome to the Philippines!

why the power to impeach and removal is not lodged in judicial institutions, whose members are not chosen by the people, but in overtly political organs such as the House of Representatives and the Senate, whose members are directly voted by the people.

This understanding of the purpose of an impeachment gives us reasons why these proceedings should not be compared to a criminal trial or in the words of a colleague “judicialized.”

It is important to emphasize that an

impeachment proceeding need not be conducted as a criminal trial and that the use of judicialized procedures is not the only way to establish fact. The task is to ascertain whether the allegations against Corona are true or false and the best way to do this is by rationalizing the proceed-ings to ensure that the judges will be in the best position to use practical reason to sift through the layers of claims of either party.”

I have noted that the counsel for the defense, former Justice Serafin Cuevas, an expert in judicial trials, is quick to raise issues and legal technicalities to prevent the presentation of evidence by the prosecutors. Thank God that there are Senators who ask clarificatory questions that bring out pertinent documents and papers for study and scrutiny of the Senate impeachment Court. These will help in decision-makings, in finding the truth.

There is no sadder tale than that of a people abandoned by their leaders who are notorious for their preference for power and wealth over the welfare of their constituencies.That is the story of the Filipino, the reason why he is unable to escape from where he is today.

Other countries pride themselves in their citizens who troop to exotic places abroad not as domestic helpers or construction workers or niteclub entertainers but as tourists consuming the wonders of far off places.

These people serve as walking advertisements of their countries,telling the world of their good life and the wealth of their land.They travel and spend because they have money.They live in style because they have good income .

Great empires in the past exported curious citizens to distant lands to see the

wonders not found near their homes. In so doing,these empires were able to show their wealth and power and reach.

You can easily tell by the number of their tourists travelling to distant realms which countries are getting wealthier and which countries have not moved an inch.

China which is now one rung behind the United States as an economic superpower is the second largest source of tourists to Singapore after Indonesia and Nepal after India and Taiwan after Japan, according to

It is the largest supplier of tourists to Vietnam, Macao and Hongkong which recorded l8 million visitors from the mainland.

Japan, South Korea and Taiwan are the top destinations but experts said China may look farther afield into Europe particularly France and Britain and the United States, the Newsweek article said.

Even as a destination, the Philippines has not been mentioned.

The same article, tracing the history of ancient tourism, said Roman patricians built holiday homes all around the ancient world from Sicily to Greece to Carthage. Young renaissance elites embarked on customary grand tours of Europe.

DataNowadays, with our postal system slowly going in the

red, we communicate a lot electronically. Data are trans-mitted and exchange invisibly- wirelessly. It is now an acquired habit that for many might be so cheap but, of course, not for some. With this modern form of commu-nication in our hands, added to our usual monthly utility expenses are the phone cards- the load or the internet subscription fees. For a period of one year, mentally cal-culating it, how much do you spend monthly for your load or internet subscription?

In time, these related expenses could amount to some-thing. It could weigh us down more than the benefits that we could get out of using it. How many loaves of bread, needed pairs of shoes or clothes could have been bought out of our loads or internet subscription expenses?

With its great impact in our lives, we have to use our modern technology wisely. We could have the power in our hands. Online, there are a lot of self-proclaimed experts, gurus, consultants.... authorities. Talk might be cheap. However, it can make or unmake us. We might gather unwanted heat on us. We might be senselessly spreading ourselves. Always remember the principle; “ What you sow is what you reap. “ In a day or a week... , what kind of words do we send or receive from others? From all of it, how many of them are related to our work, studies, vocation.... ? Instead of doing some other things that are good or beneficial to the community, we might already be bordering on narcissism by wasting much our time on air and online with virtual persons. Get out and be with real people! Be with the real “authorities “!

Keep your communication just for a minute or two. Only talk about “business “. As a priest, I remember well what a priest, one day, shared to me regarding giving homilies. He said that the first five minutes is God’s. The second five minutes is yours. And, the next five minutes is already of the devil. The devil is, of course, wise and could be us-ing these seemingly good things against us to similarly destroy us. Be watchful and vigilant. The devil could be using us to advance its worldwide evil domination.

Reflect on this and do something wise about it.

Provincial agriculturist Francia C. Pajares said that more than 100 percent or equivalent to 83,000 metric tons of rice production was noted last year compared to 92 percent or more than 82,000 metric tons in 2010.

She said that this was due to their information dissemi-nation to the farmers to in-crease their harvest and also to the different programs on agriculture technologies im-plemented by the provincial government.

Pajares said that they have encouraged farmers to used

The compost is an organic fertilizer coming from plants and from different wastes and other organic materials, and using compost can save 50 percent in commercial fertil-izer.

She added that compost adds nutrients and holds the soil; it also does no harm to humans, animals, and plants; and farmers will become self-sufficient in terms of not rely-ing on imported fertilizer for good production.

The obnoxious CollectorHe came one day and introduced himself as a representative

of the Bank of Makati collecting for Motortrade. He was looking for my daughter-in-law who was then out of town and I asked him how I could help and he rattled off with a lot of unsavory remarks against his target. I said I would help after learning how much my daughter-in-law owes Motortrade for a motorcycle unit she got on installment. It seems he had not been able to see his target for sometime exerting a lot of useless efforts.

First, he asked where does my daughter-in-law go every day? What is she doing that she could not be reached at our home? Next, she says she does not keep her promise. I know my daughter-in-law had been religious in paying except during the last months or so when she probably was in a tight fi nancial fi x. Then, he said “ita o mo kanako ana roaming numher ka igin mo na agom kana daughter-in-law ko ta singilon ko ya.” My son works in Dubai. I got irritated and told him that’s not his business any more. It is mine. And he appeared very insistent. He has become too assuming which is not ethical, out of bounce really. I told him he is collecting from my daughter-in-law and not from anybody else. not even from her husband. I told him I will help. And he repeatedly said…sari kaya pagpaparaiyan ana manugang mo? I told him that’s not his damn business. I was asking his name but he hurriedly climbed his motorcycle with his companion and left. What manners!

Collectors must be trained how to collect with propriety. Simple and basic GMRC or good manners and right conduct. This particular collector must learn how to conduct himself properly something learned in kindergarten school. I presume he is a college graduate with good scholastic record because Motortrade hires with a high level of expectancy among its employees especially those dealing with collections. Maybe this guy just want to show he is a goddamn effi cient collector and probably deserves a raise. Somebody at Motortrade Iriga told me his name and I am very certain he is the guy I am talking about who, earlier before he became nasty introduced himself as a resident of Barangay San Juan in Iriga where I am actually residing.

TEACHERS! It is often defined as more of a vocation than a profession. But do you know that TEACHING is a very sensitive profession. It may look bias but take a look at this equation: TEACHING=MIND=LIFE. You can’t subtract or divide in teaching. Teaching is often addition and multiplication. If a student learns, that learning adds to his knowledge and multiplies it within him.

But if an error is committed to teaching it adds to his most embarrassing moments and multiplies negativity within him. This is the main reason why teaching is NOT for everyone. It takes HEART, MIND, TIME, COURAGE and RISK TO BE A TEACHER.

Others say TEACHING is an art. Others say it is a learned skill. As our teaching career grows, our skills at actual teaching will be enhanced. Standing in front of a class and “teach” doesn’t really mean you’re a good teacher! We need to know other things involved with being a TEACHER.

1. BE THERE. Come and leave your class on time. If you are not in your classroom, you are not teaching. Yes, there are inevitable cases where teachers take days off, but do not make it a habit. REGULAR ATTENDANCE is a MUST. Be proud to have a perfect attendance record.

2. KNOW YOUR STUDENTS. Talk to them before, during and after class. Little talk or comments between concepts can go along way. The more you know about them, the more you can understand them. Above all, learn their names quickly!

3. KNOW THE PARENTS. Get phone/cell phone numbers of parents. Students will perform and behave well if they know you are talking to their parents.

4. KNOW YOUR SUBJECT. You cannot give what you do not have. If you do not know what you are doing, how can you teach well? This NEEDS complete preparation.

5. ATTEND SCHOOL EVENTS. Being seen at school activities show students that you care and support them.

6. VISIT THE NEIGHBORHOOD. The more visible you are to the students, the more they are willing to behave in class.

7. BE FAIR. Expect the best but be fl exible. Fairness doesn’t mean leniency. It simply means to grade your students’ performance on a balanced scale.

8. CONTROL YOUR TEMPER. Bite your tongue. Count 1 to 100. All things will pass. This goes hand in hand with being professional.

We now have two New Year celebrations at the start of each year. Like it or not, more people and more Filipinos are getting into the traditional Chinese calendar, and into most of the tradition and beliefs that go with it. It might not be safe to say that some of us are even delaying the start of their personal plans for the year to coincide with the start of the Chinese New Year, lest these plans might not dwell well with the feng-shui projections vis-à-vis the traits and elements of the animal sign each of us were classifi ed into. But the way the media treated this year’s Chinese New Year, there’s no denying the reality that this will be the thing in the years to come.

For the fi rst time in the history of Naga City, a local government sanctioned celebration of the Chinese New Year was fi rst held last week. Lantern parade and the traditional Dragon dance were even presented along the city’s major streets to formally welcome the year of the Water Dragon. No less than Mayor John Bongat was present in the celebration at Plaza Quezon, with the Arts, Culture and Tourism Offi ce under the Offi ce of the Mayor making sure that the entire celebration was well on its course. Bigger and better Chinese New Year celebration will be an annual event in the city, the mayor revealed.

Well, there’s really nothing wrong with

this. History showed that the Chinese and their culture have been with us ever since, much earlier than the Spanish and American infl uences which we have been too accustomed to. It is even hard to ignore Chinese beliefs and wisdom which are far ancient than most of the civilized world. And now that the sleeping giant of the yesteryears has awakened, its infl uence and affl uence fast engulfi ng the modern world, the more reasons for people to be interested in the validity of their wisdom.

The local Catholic church is silent over this development in this city where the other main goal is to institutionalize the “Pilgrim City” tag for our world renown Penafrancia devotion. The Catholics

Bishop Conference of the Philippines, however, made an offi cial call for people especially the devout Catholics not to be swayed by predictions on Chinese New Year, but instead be fi rm in faith, saying further that God has plans for each of us.

I would have to leave this issue as is. It is not my object to cause confl ict between these two beliefs because there may be none. Our Chinese friends, who are more Bicolano and Filipino than many of us, are in fact, also devout churchgoers and see no conflict in practicing both.

My main goal here really is to formally start this column’s new year in this paper. It’s been a while since I’ve taken the task of maintaining a regular piece in this paper, even with encouragement from pading Ben Babar to do so. It doesn’t necessarily be a weekly piece, he said, as long as it comes out on a regular basis. So whatever type or pace of regularity this column could come out, the vow is that this column will have to come out regularly.

He came to my house yesterday and he told me that he feels well and stronger now after hearing mass everyday in Basilica and taking guyabano tea for one year and three months. So, he decided not to go to the hospital in Sagnay anymore.

I believe God and Mama Mary will listen to our prayers if we believe in them. Then, I asked, how does he make a guyabano tea and where did he get the idea that guyabano would be good for his ailments. He told me, he boils first guyabano leaves and drinks the water. He gave me a xerox copy of ‘Studies on Guyabano’. It’s a three page study but to be brief, it says:

1. Various parts of the Graviola tree (Guyabano) including the bark, leaves, roots, fruit and fruit seeds have been used for centuries by medicine men and native Indians in South America to treat heart disease, asthma, liver problems and arthritis.

2. It has anti-cancer properties and proved to be a cancer killing dynamo. It’s better than chemotherapy and it kills only cancer cells.

3. Effective against internal parasites and worms, lowers high blood pressure, used for depression, stress and nervous disorders.

4. Effective and kill malignant cells in 12 types of cancer including colon, breast, prostate, lung, pancreatic cancer.

5. Note by Tom Coghill. The research looks good but cancer is never easy to heal. It would be great to put this to test. The juice would have to be fresh. The seeds have to be removed before blending or juicing.

The Sports Tourism Fo-rum to be held on January 31, 2012 at the Waterfront Insular Hotel Davao will be graced by international speakers who talk about promoting tourism through sports.

Zachary Saul Mobijohn, a member of the executive committee in organizing the Mt. Kinabalu International Climbathon in Kota Kina-balu, Sabah, Malaysia will be present in the forum to talk about the successful mar-keting of the popular Asian sport event. Mobijohn has been in the tourism industry for nearly 15 years and is also the current president of the Sabah Dragon Boat As-sociation.

Princess Galura has orga-nized many successful events in the Philippines. She is Con-sultant of IMG Philippines, a global company that special-izes with sports, fashion and media businesses. Albay Gov. Joey Salceda has been elected president of the Regional Develop-ment Councils (RDCs) in the country.

An economist and for-mer Presidential economic adviser who helped stir the country out of several eco-nomic predicaments in the past, Salceda currently chairs the Bicol RDC and was clus-ter chair for Luzon area, pre-siding over the development thrusts of 38 provinces and 67 cities.

As president of the RDC, he will sit at the National Economic Development Au-thority (NEDA) board to help plan and steer the region’s development direction, along with Cebu Mayor Michael Rama and Davao City May-or Sarah Duterte as cluster chairs for Visayas and Mind-anao areas, respectively.

The RDC national elec-tion was held at NEDA head-quarters in Pasig City early this week, during the NEDA Regional Development Com-mittee 10th board meeting where Salceda was requested by NEDA Director General Cayetano Paderanga Jr. to immediately preside.

During the meeting, the committee approved Sal-ceda’s proposal to organize
