2 Natomas Park News
V . 16 I 1 J 2015
President’s Post Dear Members, We hope that you and yours had a happy, healthy and safe holiday season. It was great to see many of you at our holiday party.
Your Board of Directors, Management Company, and Commi ee members are ready for a busy and produc ve 2015. Top priority items include con nuing to move forward on the clubhouse expansion/improvement, developing and memorializing wri en policies and opera onal procedures, improving Covenant, Condi on, and Restric on (CC&R) enforcement, and ensuring a high level of customer service to the membership.
The Board understood it would take me for the transi on to a new management company. While there are s ll a few “bumps,” we are very pleased with the progress of FirstService Residen al. Your Board is now turning our a en on from the transi on to policy development and process improvement to maximize both efficiency and customer service. This includes se ng priori es in order to make upgrades in a systema c ma er and set ourselves up for success. We cannot make every issue top priority.
The Master Plan Advisory Commi ee (MPAC) is currently working with Associa on Management on assessing the qualifica ons of architectural/engineering firms we can partner with to develop clubhouse improvement designs to bring forward for a membership vote. The MPAC name has been changed to the Club Construc on Improvements Advisory Commi ee (CCIAC), to be phone cally known as 'kayak' for ease of communica on. This name be er explains the current focus of the commi ee and eliminates any confusion with the Planning Commi ee, which focuses on City and County land use planning issues with poten al impacts on our neighborhoods.
On December 16, the Inspector of Elec ons assembled a team to tabulate ballots for the recall elec on. Yes votes in favor of the recall pe on outnumbered those opposed. I would like to thank Bill Fassnacht for his service to our community. He made recent contribu ons to reviewing the water efficient landscaping applica on and developing parking enforcement process improvements.
At the December 3 Board mee ng, the Directors discussed a con ngency plan to address a vacancy in the event that the recall passed. Sec on 8.05(e) of the Associa on By Laws states that “Vacancies on the Board of Directors shall be filled by a majority vote of the remaining Directors though less than a quorum, or by a sole remaining Director unless the vacancy is created through removal of a Director by ac on of the Members, in which case the vacancy shall be filled by a vote of the Delegates and Members. A Director holding office may not be appointed to fill another Director's posi on, even by an act of his or her current posi on in order to secure that posi on, however arranged.”
The Board decided that if the recall elec on resulted in a Director vacancy, then the vote of the members to fill the vacant seat will take place concurrent with the annual elec on. This decision was made to ensure any vacancy would be filled in the most me and cost efficient manner. No ce and ballot mailing expenses run $24,000 or more and require extensive management staff me.

Each year the associa on’s volunteer Finance Commi ee and Board of Directors perform a very careful review of the past year’s expenses and income to best project the amount to collect from each member in the upcoming fiscal year. When reviewing the budget, they consider several factors such as recurring contract costs, infla on, u lity usage and rates, insurance and appropriate reserve contribu ons (savings) each month to pay for repair, restora on and/or replacement of common area components as needed.
As a result of this review, it has been determined that assessments for the master associa on can remain at $69 per month for the next fiscal year. The assessments for the Ryland Gardens Cost Center will increase 19.90% to $7.79 per month. Members of the Ryland Gardens Cost Center pay another assessment in addi on to the regular master associa on assessment to maintain areas iden fied in the governing documents as benefi ng only members within Ryland Gardens.
In Late November, you should have received a CD mailing from the associa on containing the 2015 budgets and several annual disclosures. For your convenience, we also included the associa ons Governing Documents, the Club‐house and Community Rules, the Architectural Standards and the Architectural Applica ons. If you did not receive this mailing, please contact the Northgate management office at (916) 925‐9200 or [email protected].

November 1 through February 28 The District’s wood burning law restricts or prohibits burning on days when fine par cle pollu on (PM2.5) is forecast to be high. If you live in Sacramento County or the ci es of Citrus Heights, Elk Grove, Folsom, Galt, Isleton, Rancho Cordova and Sacramento then you must Check Before You Burn in your fireplace, wood stove, firepit or chiminea. Wood smoke is a serious health threat to residents in our communi es. It contains invisible par cles that are small enough to enter the bloodstream and increases the risk of asthma, heart a ack, stroke and many other health problems. To get a daily burn status call 1‐877‐NO‐BURN‐5, or sign‐up for daily burn status Air Alert emails at www.SpareTheAir.com or follow on Twi er @AQMD. Fireplace Informa on Check out the District’s fireplace informa on page at h p://www.airquality.org/Fireplace/index.shtml. You will find links to regula ons and further details about the installa on and use of fireplaces, wood stoves and pellet stoves in Sacramento County and the ci es of Citrus Heights, Elk Grove, Folsom, Galt, Isleton, Rancho Cordova and Sacramento.
We hope the all members of our community enjoyed a happy,
healthy and prosperous holiday season and New Year. While
the ACC is not an enforcement body, we would like to take this
opportunity to stress the importance for all to take down and
remove all holiday lights and décor by the fi eenth of January
from the exterior or your homes. Although it is fun to see the
many ways we celebrate these seasonal events, we need to get
outdoors and take down those good mes un l the next year.
The New Year is a great me to assess the condi on and
appearance of your home. Do you need to plan for pain ng,
landscape replacement or renewal, fence repairs? When you
make modifica ons to the exterior and front of your home it is
important to review the ACC applica ons for taking on such
tasks. Plan ahead and ask ques ons if you need clarifica on.
We have comprehensive instruc ons to take you through the
improvement process. It is always unfortunate when
homeowners make changes without approval and then have
to remediate the changes a erward. Please take the me and
effort to submit your applica ons prior to moving forward on a
project.

6 Natomas Park News
As many of you know, your member‐ship assessments are due the first day of each month with a grace period through the 15th day. As an added convenience, the Association has historically accepted payments at both The Club at Natomas Park and the Management Office through the 15th of each month with no late penalty. However, it has become clear that receiving payments at both locations and so late in the month is not the most effective way to facilitate your payments. In order to better serve you, this policy has been modified to streamline the payment process.
Beginning February 1, 2015, assess‐ment payments will only be accepted
at the Association’s Management Office located at 4600 Northgate Blvd, Suite 135. Submitting a check or money order (sorry no cash pay‐ments) by the 10th day of each month will allow for sufficient transport and processing time to the payment center. Any payments sub‐mitted at the Management Office after the 10th may be subject to a late fee penalty.
If you are among those who are una‐ble to mail your check to the payment center (PO Box 512989, Los Angeles, CA 90051) or drop‐off a check at the Management Office by the 10th day of each month, there are other op‐tions for you to choose from.
The following forms of payment will be accepted up to the 15th day of each month, but please note there is a small convenience fee for either option: Pay‐By‐Phone at (866) 729‐5327 Online payments through FirstService Residential’s payment portal at https://www.fsr‐california.com/homeowners/login.aspx
The Association also offers free ACH deductions or you may find it conven‐ient to use your bank’s online bill pay feature. If you would like to enroll in ACH deductions or if you have ques‐tions on this upcoming change, please contact the Management Office at (916) 925‐9200 or ad‐[email protected].

1. In November, a Request for Quali‐fica ons was sent to nine Architectural & Engineering firms. Three firms responded and provided their Statement of Qualifica ons to the Com‐mi ee.
