I would like to extend this letter of recommendation in respect to services provided to J.R. Filanc
Construction Company, Inc. (Filanc) by Frachetti Engineering, Inc. (FEI) since opening our Rocky
Mountain Region offices in 2011.
Filanc has a 30 year history of using design-build and construction manager-at-risk to deliver projects.
We have teamed with dozens of engineering firms, many of whom have offices and a reputable
presence here in the Colorado front range. Once our office was opened here in 2011 we quickly
realized that FEI would be the ideal collaborative partner for us. We chose to pursue clients with
Frachetti over other firms we have extensive experience with elsewhere for one reason: they are
excellent collaborators.
Filanc and FEI are currently a collaborative design-build Team for the Town of Lyons Wastewater
Treatment Plant project as well as the City and County of Broomfield Zuni Chlorine Station Remodel
project. Their understanding and commitment to working as a team to deliver the best solutions for
project Owners is one of the key reasons we consistently choose FEI as our design partner for these
important projects.
Based on the above, we would highly recommend FEI for any alternative delivery project involving

Design matters. – The Town of Nederland had a typical design for our Waste Water
Treatment Facility that met all requirements, our voters had approved a bond for the new
plant, and we knew that we would have to raise sewer rates to meet the increased
energy demand.
We made the tough decision to go back to the drawing board with a new engineering firm,
and redesign the plant by prioritizing energy expense reduction.
It was a pleasure working with Frachetti Engineering in a design-build capacity, to redesign
systems in a more compact footprint, which reduced construction costs, then spending
additional funds on energy saving features like high efficiency blower motors, additional
controls, and geothermal air-intake piping.
The energy efficient design reduced our projected electrical expense by 80%, and qualified
the project for reduced interest financing. All together, the savings were $8.9 million over
the life of the building, and the cost of the project was only $4 million – Unprecedented ROI.
This has truly been a success story of turning political will into reality.

December 16, 2014 To whom it may concern, I would like to take the time to thank Nick Toussaint and FEI for their recent installation of our new SCADA system. I was immensely impressed with the efficient manner in how well it was implemented and equally impressed with the level of service that comes with FEI. We have been dealing with an unreliable SCADA system for over 8 years and along with that we were less than satisfied with our overall technical support. Along with the installation of the SCADA, Nick provided us a level of comfort knowing that should we have any problems, we will be able to get full support with any issues we encounter. Having had previous experience working with Patrick O’Brien (Briliam), I was well aware of his expertise and integrity that he brought to the table when we were looking for an engineering firm. Patrick, Bob Frachetti, Mark Dahm and Nick have all been very accessible to us and I am very excited to have FEI working for the Village of Taos Ski Valley as we move toward building a new WWTP in the near future. They are an exciting group to work with, innovative, and ( did I mention) accessible. The Town of Nederland is very proud of our new Wastewater Treatment Facility, one of the
most energy efficient facilities of its kind. We are glad to have worked with Frachetti
Engineering to create this successful project.
In spring 2011, the Town was facing a mandate from the State health department to replace its
old sewage lagoons. We had put a mechanized plant project out to bid, but bids came back at
more than $6 million – well over the budget our small town of 1,500 could sustain. We turned to
Frachetti Engineering to assist us to create a plant that would not only serve our treatment needs
but also do so affordably and while meeting our stringent goals for energy efficiency and overall
conservative use of resources.
Just over two years later, we have opened a facility for a much more affordable $3.8 million –
half of which was financed with zero-percent loans due to the sustainable elements of the project.
Our facility’s design resulted in vastly reduced operations and maintenance costs over what we
had anticipated in moving to a mechanized plant, filtering systems to produce even higher water
quality for downstream users than ever before, and other elements that combined for an
affordable, efficient plant for our small town. Frachetti’s engineers worked with us throughout
the project to answer our questions and to continue to “push the envelope” whenever we could to
achieve the lowest possible carbon footprint for this facility.
We are proud to support this application to recognize this impressive project.

Frachetti Engineering, and you personally, have really come through for us on this project. I'll admit I
did not think you could have completed your inputs as quickly as you have, and as such, you have
absolutely exceeded my expectations.
I know that the separation of the wiring types was something a little different for a job of this type, and
that the level of detail was more typical of your industrial work, rather than what you would normally
produce for a municipal project. However, I also know that the City of Durango's implementation costs
are going to be much lower as a result of the additional effort you have put into this project, all while
still meeting the deliverable expectations.
It's been a pleasure working with you at your office and remotely. On behalf of the City of Durango,
thank you so much and I look forward to working with you on the completion of the Backwash effort,
and hopefully, on projects in the near future.

Monarch Ski and Snowboard area, located in central Colorado operates a .023mgd
Sequence Batch Reactor (SBR) Wastewater Treatment plant. The WWTP was built
to replace an old lagoon system that did a poor job of removing the ammonia from
the waste stream. The plant went online for our 1997 ski season and did a great job
removing/nitrifying ammonia. By 2012, we were operating under a new discharge
permit from the State CDPHE. The new permit, among other things specified that
we would have to denitrify prior to discharge, imposing a TIN (Total Inorganic
Nitrogen) limit of <10mg/l.
During the summer of 2012 we built a 16,000 square foot addition on our building
that included another restaurant and commercial kitchen/dishwashing station. This
changed the nature of our influent to such an extent that during the 2012/13 season
we started experiencing problems with foaming and struggling to meet our TIN
requirement. We were also having problems achieving clear and consistent
discharges without the daily addition of an expensive polymer.
We were starting to resign ourselves to the probability of an expensive plant
expansion, recognizing the need for an additional tank in which to achieve de-
nitrification. Since the microbiology needed to nitrify (aerobic) and de-nitrification
(anaerobic) was in conflict, within one SBR basin.
After some research, we contacted Frachetti Engineering, who quickly and
affordably presented us with a plan. That plan included better, more modern
instrumentation to monitor tank conditions and an IR (Internal Recycle) system to
transfer the mixed liquor between our SBR and EQ tanks. Our operational strategy
changed to allow anaerobic conditions within our EQ basin where the de-
nitrification occurs.
Since we put their recommendations into practice, our polymer usage has dropped
off to almost nothing. The TIN requirements are easily met, we have had no more
problems with foaming and the clarity and quality of our discharges has been
excellent. Frachetti Engineering has saved us a great deal of money in both capital
construction and operational costs. They have been easy to work with, dynamic,
insightful, and responsive. As we grow, we will continue to work with them and
would highly recommend them to any industry looking for competent, affordable
and professional engineering services.
