DISTRICT 1 COMMUNITY BREAKFAST The next breakfast will be on Friday, January 26th, 2018 at the Radisson Hotel Phoenix North, located at 10220 N Metro Pkwy E, Phoenix, AZ 85051. Breakfast will begin at 7:30 a.m. and the speaker will start at around 7:45 a.m. The next speaker will be Judge B. Don Taylor III, the Chief Presiding Judge of the Phoenix Municipal Court. Prior to his appointment, he served for four years as the Executive Court Administrator of the Phoenix Municipal Court. He practiced law

as a prosecutor in Arizona and a legal officer at the International Criminal Tribunal for the former Yugoslavia in The Hague. Taylor has a J.D. from the University of Arizona (1995) and an LL.M. from Leiden University in The Netherlands (2006). He has published several works on the procedural law of the international criminal tribunals and the International Criminal Court and has taught at the law faculties of Washington University in St. Louis and VU University Amsterdam.

WHERE THE MONEY GOES – Where your Retail Sales Tax Dollar Goes

Effective January 1st, 2016, the City of Phoenix implemented a multi-level tax rate which impacted Retail Tax: 1) Level 1 at 2.3% for first amount equal to, or less than $10,000 for a single item, 2) Level 2 at 2.0% for amounts greater than $10,000 for a single item. Adding in the state and county sales tax rates, the total tax rate for most items purchased at retail in the City is 8.6%

Where the Phoenix 2.3% Goes:

1.2% General Fund – The General Fund provides for many of the major functions of the City including public safety (police and fire), courts, street maintenance, park & recreation services, preserving & revitalizing Phoenix neighborhoods, and advancing environmental protection & sustainability programs. It is the primary operating fund of the City. 0.7% Transportation 2050 – Phoenix voters approved Transportation 2050, a 0.7% sales tax, effective January 1, 2016, to fund the City’s Comprehensive Transportation Plan including new light rail lines, bus expansion and street improvements. This tax supersedes the 0.4%Transit 2000 sales tax approved by voters in March, 2000. 0.2% Public Safety Expansion – This ordinance, approved by voters in 2007, provides for the funding of additional police officers and firefighters. 0.1% Neighborhood Protection – Fund created in 1993 as a result of the enactment of the Neighborhood Protection Ordinance (Proposition 301), this fund expanded Police, Fire and Neighborhood Block Watch Programs. 0.1% Parks and Desert Preserves – I 2007, Phoenix voters reauthorized the Phoenix Parks and Preserve Initiative that provides funds to save thousands of acres of state trust land, make improvements to neighborhood and community parks, and build regional parks.

FIVE-YEAR BICYCLE PROGRAM The city of Phoenix Street Transportation Department completed a draft of the Five-Year Bicycle Program – Shifting Gears this past fall and is looking to gather input on the projects it plans to complete in the next five years. The draft five-year program outlines a plan to achieve 176 new bicycle lanes miles by 2022. To view the draft and submit comments visit:

UNMANNED AERIAL SYSTEMS – DRONES Drones are one of the biggest trending items today, with businesses using for commercial purposes and residents for recreational use. The Office of Homeland Security and Emergency Management, Fire, and Police are receiving more and more inquiries from businesses and communities relating to drone usage. An unmanned aerial vehicle (UAV), commonly known as a Drone, is an aircraft without a human pilot aboard. UAV’s are a component of an unmanned aircraft system (UAS), which also includes the staff, software, and governance associated with its use. The deployment of Drones has become a common capability of public safety, emergency management, and various public and private organizations around the world. The City Manager’s Office has created a City Work Group that will work together to understand how to integrate UAS business cases into a City plan that will address concerns such as safety, privacy, accountability, and data use. The Work Group will move forward to develop a comprehensive plan that includes all city departments. You must register your drone before you fly. If you have a drone, and it weighs more than 0.55 lbs, you will need to register it with the FAA before you fly! The process is easy, you must be 13 or over and it will cost $5. From there, there are strict rules you will need to follow in the air. Seven WESD teachers received the Fiesta Bowl Wishes for Teachers Grant and five of them are from schools in District 1! Each teacher received a $5,000 grant to help make his or her classroom wishes come true! Congratulations to Nicole Van Iwaarden and Jeffrey Shedroff from Cholla Middle School, Clara Amaro from Desert Foothills Junior High, Suzanna Case from Sunburst Elementary and Peggy Pitts from Tumbleweed Elementary. These amazing teachers will use their grant money to purchase new technology and furniture for their classrooms. Congrats to all!

CITY MANAGER’S REPORT: During last year’s budget discussions, the City Council approved funding for the City Clerk Department to conduct a public awareness campaign and mail Permanent Early Voting List (PEVL) postcards to registered voters not currently on the PEVL list. The postcards will be mailed this week to approximately 235,000 registered voters. On Jan. 15, the Town of Paradise Valley’s celebration of Dr. Martin Luther King Jr. Day, Don Logan will be recognized for his lifetime commitment to civil rights with his work in the cities of Scottsdale, Chandler, Glendale and Phoenix. The Police Chief and Fire Chief are joining other regional public safety officials to sign the UNITY Pledge as an affirmation of workplace equity and equal treatment to all residents, reaffirming their commitment to ensuring that everyone in the communities we serve are treated with respect and fairness.

Economic Development & Education In December, Tarver Learning Center hosted the codePHX Hour of Code event in conjunction with National Computer Science Week. At the event, 73 youth between the ages of 3 and 15 completed computer science and computer coding activities.

Neighborhoods and Livability The temporary library location at Park Central Mall opened to the public on Friday, Jan. 5. The 30,000-square foot temporary library location located in the basement of the old Goldwater’s department store will provide library services including public computer access, literacy programs, afterschool homework help, workforce assistance, and access to books for adults, children, and teens. The Phoenix Public Library will offer an open house on Saturday, Jan. 13 to allow staff to display the services to the community. The City will offer these library services at the Park Central location while renovation of Burton Barr Library continues through June 2018. In December, Street Transportation staff had a neighborhood meeting with residents to discuss the Encanto-Palmcroft Drainage Study, which consisted of data collection for the area covering Central Avenue to 15th Avenue, and McDowell Road to Encanto Boulevard. A draft final report is scheduled for submittal in January 2018, while the study is expected to be completed by March 2018.

Social Services Delivery March 30 is the deadline to submit applications for the 2018 Gila River Indian Community (GRIC) tribal grants. Government Relations will be working with City departments and local nonprofits on potential grant applications and will be requesting the council approval. Last year, Government Relations processed 37 GRIC grant applications and three City departments were awarded grant funds, totaling $207,950. On Feb. 2, Information Technology Services staff is partnering with the Office of Homeland Security and Emergency Management to host a Data Privacy event at City Hall, free to Phoenix residents, to feature data privacy experts on how to keep personal data safe. The City’s Public Records Division just completed its first year as an online process housed in the Communications Office, processing nearly 6,000 public records requests in 2017. Over 70% of requests were processed in less than one week, 23% processed in less than a month, and only 5% took longer than one month. Over 200,000 pages of records were produced and nearly $7,000 was generated in revenue.

Infrastructure Water Services staff began lighting retrofits at the 91st Avenue Wastewater Treatment Plant. The current lighting has been replaced with LED lighting, producing brighter light, enhancing safety, and using a quarter of the energy.

The customer began training with the Iron Workers Union and upon completion of the training, began employment with a steel company.
