Department mdio dispatches that contained information about Tip:-pit's location and activities on the afternoon of November 22, 1963,none of the police officers with whom Tippit worked were called totestify about the details of his assignment in Oak Cliff. (1) The committee interviewed nine persons who were ~ e p o r t e d to have had closepersonal and working relationships with Tippit.

7) Tippit's widow, Marie Tippit Thomas, reported in an interviewto the FBI in May 1964 that her husband's only associates were fellowpolice officers. t) She stated that her social life with him involvedthe families and wives of many of those same officers. Mrs. Thomaswas interviewed by the committee on October 12, 1977. (4) At thattime, she could provide no new information about Tippit's associatesShe did mention that Tippit's closest friend had been Bill Anglinr

another Dallas police officer who lived a few houses away on Glencairn Street in Dallas.(5) She further -stated that his othe.r closefriends were Charlie Harrison, Bud Owens, and Richa.rd·Stovall. Mrs.Thomas also repeated her earlier information that Tippit had beenemployed at the time of the assassinati9n part-ti me at Austin's Barbeque in Dallas. (12) Sergeant Galvin Owens was Tippit's i m r n e ~ a t e supervisor at·the Dallas Police Department. ( ~ 1 ) When questwl)ed by the FBI,Owens indicated that Tippi-t was strictly a family ma.n. He also saidthat he knew of no associates of Tippit's except members of the policeforce. S3t)

(13) Committee investigators also interviewed Mrs. Johnnie MaxieWitherspoon. ~ · ' 3 ) Mrs. Witherspoon stated that she became acqua-inted with Officer Tippit during his employment at Austin's Bar

'beque. (S34) Mrs. Witherspoon informed the committee that she and·Tippet engag-ed in a relationship and started dating for a couple ofyears. S35) She said that the relat ionship ended in the summer of 1963when her husband returned home. ~ 6 ) She also indicated that BillAnglin was nn associate of J.D. Tippit's. (S37)- .

IX. MaRY A n a DoWLING

(14) One other person who was interviewed about Tippit was Mary

Ada Dowling, a waitress for the Dobbs House Restaurant on NorthBeckley Street. She indic.l.ted to the FBI that Tippit had a habit of·coming into the Dobbs House each morning. ~ 8 ) ' ~ h e also indicated·that on one occasion when Tippit was in the restaurant, Lee HarveyOswald came in to be.served. 29) She did not lrnow if they knew each·other. (30)

X. TIIE WrsE · ALLEGATION

(15) The committee also learned of an allegation about the assassination involving an associate and friend of J .D. Tippit's which wasnot reported in the ·warren Commission Report. Inter views were conducted by the FBI in December 1963 abo ut that allegation, and werefurnished to the Warren Commission, but the substance of those interviews was not included in the report made public by the Commission.(16) In February 1977, the committee received information from

\Yes Wise. a reporter with KRLD-TV in Dallas at the time.. of theassassination and later mavor of Dallas, that he had received information about a car near. he icene of the Tippit shooting that was tracedto Carl Mather, a close friend o£ Tippi t's. 4-.ccording to Wise, on December 4, 1963, he was riving a speech at the El Ohico Restaurant inthe Oak Cliff section of Dallas. 31) After the subject of the speechhad turned to events surrounding the a.Ssa.ssination, a man in the audi·ence named Pate approached Wise and said a mechanic who worked

A witness to the Tippit murder, Domingo :"Be-navides, testified before the Warren Commission that be saw a red'Ford at the scene of the Tippit murder. He testified that at about 1·.o'clock on November 22, 1963, he was driving west on Tenth Streetbetween Denver and Patton Streets.(87) He saw a police ca.r s t o p p e dfour or .five feet from the curb on Tenth Street , facing in an easterly :direction. (88) A man Benavides described ns Oswald was standing on ·the curb side of the police car. (89) Benavides said he saw the officerstep a.rotmd to t ~ e front of the car, and he was then shot. named Bowman.(114) Her son, Bert, stayed on at the store for about6 months after Cook bought it, and Cook and Bert Bowman remainedfriends for ma.ny years. 115)(43) Cook said that he and Bowman became partners in 1950 at aplace they named the Bull Pen at 2321 West Illinois. 116) That business ended about 1958 when Bowman bought out his share of the establishment and took the name Bull Pen with him.(117) Cook thenrenamed the business Austin's Barbeque. 118) .

'Iippit knew one nnother prior to the nssnssination, speculation has continued over tJ1e years about the circumstnncesof Tippit's murder on the afternoon of November 22, 1963. This specu

lation has grown because of the ci .-cu.mstnnces surr01mding Tippit'sdea.t.h: Questions have persisted nbout why Oswald would have beenin that neighborhood, including, had Tippit received enough information on the suspected assassin of President lCennedy to have been ableto identify Oswald as the possible suspect, and was there anythingsuspicious about TippWs .location in that part of Dallas after theassassimttion, when other police officers had been ordered to theDenley Plaza .a1·ea or Parkland Hospitnl immediately after theassassination ., '

I . APPROACH

(2) Becanse there was Uttle direct evidence to answer any of thesequ estions, the committee concluded that the most effective wn.y to learnif Oswald a.nd Tippi't knew one another would be to investigate theassocio.tes o:f the two men. Over the years, rumors have persisted thatOs,vnld and TipJ?it were seen together at various public places. o

·effec tive way to mvestigate or verify tl10se claims exists because of

the passage of time and the general unrelia:bility of such identifications.(3) On the other hand, the committee concluded 'that if the twomen had any o c i a t in common, the :fact of that association couldbe more easily discerned and might shed light on the nature of the

.relationship, if any, between the two .(4} T he committee undertook to compile the names of the associates and relatives of Lee Harvey Oswald and J . D. Tippit. Enchassociate interviewed was asked for the names of other persons eachman was lrnown to have associated with closely. Special attention waspaid to the possibility of overlaps on the two lists, that is, .personswho appeared to be associates of both men. After the lists were com piled, the committee requested datA on each associo.te from the follO\ving Government agencies: FederalBureau of Investigation (FBI) ,·Central Intelligence Agency (CIA), Secret Service and, where appropriate, Departmentsof Defense and State.(5) On the basis of the initial g a t i o of the associates of eachman n.nd the review of the Agency files, fnrther investigation was conduct.ed where Wf\-rranted ei ther to cln.rify a relatiom;hip or probe a.pos·sible association.(6) No reJative or nssocinte of J.D. Tippit had been calJed to testifybefore the Warren Commission about Tippit's associations or nativities. Despite the fact that confusion existed even at the time of the·warren Commission rtbout the transcriptions of the Dn.llas Police

the families and wives of many of those same officers. 3) Mrs  Thomaswas in terviewed by the committee on October 12, 1977. (4) At thattime, she could provide no new informnti0n about Tippit's associtltes .She did mention that Tippit's closest fr iend hn.d been Dill Anglin,another Dallas police oflicer who lived a few houses n.way on Glencairn Street in Dnllas.(6} She further stated that his other clo::;e·friends were Charlie Hartison, Bnd Owens, o.nd Ri chard Stoval l. Mrs.Thomas also repented her earlier information that Tippit hud beenemployed at tho time of tbc assassination part-time ut Aust in 's Bnr-beque in Dallas. BACKGROUND:

The President 's Commission, by l e t t e r 5/12/64, requested we

conduct a l imited background investigation of Tippi t and to obtain acopy of his personnel f i l e from the Dallas Police Department. Ourbackground investigation has fai led to show any connection betweenTippit and Lee Harvey Oswald or Jack Ruby. Tippit was born 9/18/24 inTexas, served in the Paratroopers during World War II , and entered on 'J

duty with the Dallas Police Department on 7/28/52. / ;;, .

PERSONAL EVALUATION:

A psychiatric report dated 11/17/52 characterizes Tippi tas wholly devoid of imaginative f ac i l i t i e s . I t indicated his in te res tsand achievements were l imited and tha t h i s mental functioning andthinking corresponded with the community a t large. His grip onrea l i ty was below average and it was noted tha t er rors of judgmentcould be expected. Generally, Tippit was found to be a family man,friendly, dedicated to his children, profession, and his associations '

INJURIES SUSTAINED

During Ti ip i t ' s career as a police officer he receivedseveral minor injur ies which included a dog bite in 1957 and alacerat ion from a prisoner in January, 1956. His most ser ious injurywas during April , 1956, when he was stabbed in the abdomen and kneeby a mentally deranged person. I t was la ter found that par t of theice pick was embeddedin his kneecap which required surgery to remove.Because of th is injury he had considerable dif f icu l ty with his kneefrom then on.

COMPLAINTS

While a police off icer , Tippit was charged with fa i lure torespond to three radio dispatches a l l of a mmnor nature. He wascr i t ic ized by a ci t izen for discourtesy af ter issuing a t r a f f icsummons; however investigation of th i s charge indicated the c i t izen wasdisgruntled and probably l ied. Tippit also fa i led to appear a tscheduled court appearances on three occasions which resulted in a oneday suspension without pay on his second derel ict ion.

COMMENDATION

Tippit was commended for aiding an accident victim,recovering stolen property, and was the recipient of three l e t te r s ofcommendation for courtesy as the resu l t of l e t te r s sent to the DallasPolice Department by individuals to whom Tippit had issued t ra f f i c t ickets .He was the recipient of a superior award11 based primarily on an incidentwhich happened on 9/2 /56 . Tippit and his partner received a ca l l fora routine investigation a t a bar where a white intoxicated male waspresent. When asked to leave th is man attempted to shoot Tippit in thehead; however, the gun did not f i re . Tippi t and his partner drew the i rservice revolvers and kil led the individual who was la ter ident i f iedas leonard Garland who was wanted by the Federal Bureau of Investigatd.onfor an offense he committed in another s ta te .

Bufile 26-221633 does not completely substant ia te the aboveobservation, however, t i s pointed out that one Leonard Garland was

being sought as a suspect in an Inters ta te Transportation of Stolen MotorVehicle case in which Los Angeles was off ice of origin in 1957. Aclosing report submitted in th i s matter s ta tes our Dallas off ice advisedtha t ~ l n d was shot and ki l led in Dallas on 9/2/56, and that Tippitwas on of the off icers involved.

The remaining three bullets from Officer o D. Tippit ls body wererecently received from the Dallas Police Department and have been designated

as C251, C252 and C253 in the Laboratory for identification purposes. These

three bullets have been examined in the Laboratory and the results of the

examinations are set forth belowo

The C251 bullet is a caliber • 38 Special copper-coated lead bulletof Winchester-Western manufacture. This bullet weighs 154.1 grains and was

fired from a barrel rifled with five lands and grooves, right twist.

The C252 bullet is a caliber • 38 Special lead bullet of Remington

Peters manufacture. This bullet weighs 154. 8 grains. It was fired from a

barrel rifled with five lands and grooves, right twist.

The C253 bullet is a copper-coated lead bullet of Winchester-Western

manufacture. This bullet weighs 155.7 grains and was fired from a barrel

rliled with five lands and grooves, right twist.

A portion of the surface of each bullet, C251, C252 and C253, is

· mutilated; however, microscopic marks remain on these bullets for

comparison purposes. The C251, C252 and C253 bullets were compared with

each other and with test bullets obtained from Oswald s revolver, Cl5, the •38

. Special Smith and Wesson revolver, Serial No. V510210, Assembly No. 6524.8.

No conclusion could be reached as to whether or not C251 through C253 were

fired from the same weapon or whether or not they were fired from Cl5. naddition, it was found that even consecutive • 38 Special bullets test fired from

the Cl5 revolver could not be identified with each other. n this connection, itshould be noted that the barrel of Cl5 was designed for • 3 8 S W bullets and,

therefore, it is slightly larger in diameter than barrels designed for • 3 8

Special bullets. Firing of undersized bullets could cause erratic passage of

the bullets down the barrel, resulting in individual microscopic characteristicswhich are not consistent. The barrel of the weapon could also be changing due

to the accumulation of lead in the barrel or to wear That one or both of theabove conditions existed is apparent from the fact that consecutive o 38 Special

test bullets obtained from the Cl5 revolver could not be identified with each

other

Smith and Wesson revolvers such as Cl5 are among the weapons

producing general rifling characteristics of the type found on C251, C252 andC253. .

The lead alloy of the C251, C253 and Cl3 (the first bullet submitted

by the Dallas Police Department n the .Tippit case) Winchester-Western copper

coated bullets was spectrographically examined. This lead alloy was found to

be qualitatively similar in composition to the lead alloy of the Western copper

coated bullets n the C5l, C52, C55, C56, C57, C58, C59 and Cl37 cartridges.

It is noted that these cartridges were among those obtained from the Cl5 ·

re.:volver, Lee Harvey Oswald s pocket and the U. S. Secret Service.

The lead alloy comprising the C252 Remington-Peters bullet was

spectrographically examined and found to be qualitatively similar in composition

to the lead alloy comprising the Remington-Peters bullets in the C53, C54 and

Cl38 cartridges, the remaining cartridges from the above sources.

There are attached photographs of the three bullets.
