WASHINGTON, DEC. 22.—What Is believed to be an entirely new plot against American neutrality has been unearthed by agents ot the Depart- ment of justice Investigating the al- leged conspiracy to blow up tbe Wei- land canal.
Chief ISielaskl of the bureau of In- vestigation said today tliat evidence bad been secured from Paul Kooning and others said to be connected with him in tho alleged canal plot, which opened up another trail.
Mr. Blelaskt declined to Indicate the nature of the alleged new conspiracy. but said arrests might bo expected soon.
New York, Dec, 22.—Two Federal grand juries were investigate, today the alleged plot to blow up the Wet- land Canal and tho activities of la- bor's National Peace Council in inves- tigating strikes in war munition fac- tories.
Federal officials here expect to ar- rest shortly a man whose name has not yet been mentioned in connection with tho conspiracy to destroy the Wellnnd Canal, and this will complete tho government's case In this matter, It was learned today. The man who is styled the "missing link" in the conspiracy Is under surveillance ami will bo taken Into custody soon.
Frederick Metzlcr, who acted as Koenig's stenographer and who is de- clared to have already furnished the government with Important Informa- tion in the Wclland Canal case, went before tho Federal grand Jury. In so doing It was understood that Metzler regained immunity from proscculion.

London, Dec. 22. Arrival of a Rus- sian expedition oil the Bulgarian coast is reported by the Athens correspond- ent of the ICxchango Telegraph Com- pany. He says:
"A Russian cruiser and two destroy- ers which are convoying sixteen trans- ports tilled with troops have arrived off the Bulgarian coast, and are bom- barding Varna vigorously."
The Bulgarian port of Varna Is on e Black Sea a few miles south of
the Rumanian border, It is a railroad terminus. This city and Burgas. rHfy miles further south, are the principal Bulgarian Black Sea ports.
On several occasslons since the be- ginning of the Teutonic drive through Serbia it has been reported that the Russians would attempt an invasion of Bulgaria from the sea, and it has been said forces were being concentrated for this purpose at Odessa.
Previous despatches reporting Rus- sian naval demonstrations before Var- na or Burgas presumably preparatory to an effort to land troops were not borne out subsequently.
London, Dec. 22.—When the British forces withdrew from the positions at Suvia Hay and Anzae, on the western shore of the Galllpoli peninsula, their total eausualties were three men wounded, according to an official an- nouncement made this afternoon.
Six guns which were destroyed were left when tho British withdrew from the Suvia position, it was added.

BKHLIN, DEC. 22.—Via London — A success against the British in an operation near Hulluch on the front In France southwest of Lille, is announc- ed by German army headquarters In today's official statement. On tbe east- ern front a movement by which the Russians were driven from a village before the German lines near Wldsyd- sy, is reported. The statement says:

captured a British sap and repulsed counter-attacks made during the night. There was lively artillery ac- tion at various points along the front Otherwise no events of ImpOItanie oc- curred.
"Eastern theatre of war: "During the night of December 10-
20, an advanced Russian division bad occupied the village of Dakachl, south- east of Wldsydcy, which Is located near our front. Yesterday the Rus- sians were driven out. South of Lake WigonowlkoJI and near Coscni.howka, northeast of Csartorysk, enemy recon- nuitoring divisions wcro repulsed.

Evidence is now in the bands of 0. S. government officials which tends to show that the German government, through its secret ageil, Franz von Hintelen, spent huge sums of money in an attempt to emproil the United States and Mexico.
Von Hintelen is now held by the English government as n German spy. A careful search of bis baggage brought to light several letters from promi- nent society women in this country, and the Information gleaned from these letters has materially aided tho British secret service agents iu this county.
Von Hintelen is now in tbe Tower of London awaiting execution, lie has such a fund of valuable information that his deatli has been postponed from time to time in the hope that be would confess to save bis life. But he has stood lii'tu and says that he isn't afraid to die.
