The fabric requirements are based on the use of 4 different fabrics. If you decide to make the
waistband and top ruffle out of the same fabric (as shown in the main picture), you will add
those measurements together. The same is true if you decide to make it all out of one fabric.

**Note that the seam allowance when sewing will be 3/8" and it is included in the measurements above.
*If you have a serger, subtract 1" from the length. You only need to cut the fabric top ruffle OR the chiffon
top ruffle. Not both.
After cutting out all of the pieces you should have a pile similar to this.

Construction:
Step 1: Take the skirt panel and fold it in half width-wise with right
sides together. Match up the two raw edge sides, pin in place, andsew. We should now have one continuous loop. Set aside for now.
Step 2: Take the waistband and fold in half width
wise with right sides together, pin the side together,
and sew. We should now have a continuous loop. Set
aside for now.
Step 3: Take two top ruffle strips and lay
them right sides together, pin in place, and
sew down the short sides. We should nowhave one continuous loop. Set aside for now.

Step 4: Take the bottom ruffle pieces and lay them right sides
together, pin in place, and sew down both short sides. We
should now have a continuous loop. Set aside for now.
Step 5: Take the waistband and fold it in half length
wise with right sides facing out as pictured to the left.
Pin to the top of the skirt with right sides together
matching up the raw edges.
Sew around the the entire skirt to connect the
waistband being sure to leave a 1" opening as
shown to the right to thread elastic through.
We are now going to be doing rolled hems on all the pieces that require it. This is easiest if you have a serger, if
you do not have a serger, we are still able to do it, it will just take a little longer. To do a rolled hem on a sewing
machine fold the fabric back 1/4", sew, then turn it back another 1/4", and sew. It's very simple, just time
consuming, but it is worth it!

Step 6: Take the top
ruffle and do a rolled
hem around the entire
top and bottom of it.
Set aside.
Step 7: Take the bottom ruffle
and do a rolled hem aroundthe entire bottom of it.
Step 8: We are now going to gather
our ruffles to sew them on. Set the
sewing machine on the longest stitch
length possible. Take the top ruffle
and sew right down the center
making sure not to backstitch at the
beginning or end. Set aside.
Step 9: Now take our bottom ruffle and sew 1/4" down from the top making sure not to backstitch at the
beginning or end. Some seamstresses prefer to have two rows of stitching in case a thread breaks, however, if you
are using high-quality thread as we do, then one row of stitching should be sufficient.

Step 10: Take the skirt and lay it on a flat
surface for reference on how wide our ruffles
need to be.
Begin gathering the bottom ruffle by pullingthe top 2 threads and moving the fabric back so
it is gathered together.
When it looks like it is the right width, we
can begin pinning the bottom ruffle to the
skirt by putting the right sides together
and adjusting the gathers as we go. At this
point we will know if it is gathered too
much or too little and it is easier to adjust
correctly.

Step 11: We can now sew on the bottom ruffle. To sew the
bottom ruffle to the skirt we need to be sure to sew below
the gathering line otherwise it will be visible on the outside
when we are done.
Step 12:
Now take the
skirt and layit on a flat
surface (as
pictured to
the left) for
reference on
how wide our
top ruffle
needs to be.
Begin
gathering the top ruffle by pulling the top 2 threads and moving the fabric back so it is gathered together just as
we did with the bottom ruffle.
Step 13: When it is gathered as wide as
the skirt, pin it to the skirt 1/8" above
where the bottom ruffle and skirt are
sewn together. Pin in place being sure
to catch the seam in the back of the skirtfrom where the bottom ruffle was
attached. When we sew the ruffle on,
this is serving as the topstitching as well.

Step 14: Once everything is pinned in
place, sew the top ruffle on directly next
to the gathering stitch.
Step 15: Using a seam ripper remove the
gathering stitch from the top ruffle.
Step 16: Thread our 3/4"
elastic through the waist
casing making sure that itdoesn't twist while doing
so. When we reach the
end, sew the two elastic
ends together again
making sure that it is not
twisted. Once sewn
together, pull the waist and
spread the fabric around
so it is evenly distributed.
We can now sew the 1"
opening close.
Step 17: We can now topstitch our waistband.This
step is not necessary, but we feel that it really
completes a garment and makes it look more
professional. In this waistband in particular,
topstitching will help it lay flat. To topstitch, sew an1/8" DOWN from where we attached the
waistband, being sure to catch the seams.
