5. Special Cental Assistance to Tribal Sub-Scheme (SCA to TSS) is an additive to State Planl'unds and effons fo! Tribal Development. Funds under SCA to TSS must be utilized for raisingsocio-economic level of Schedule Trib€s commensu!"ate with objectives ensbrined in theguidelines dated 17.06.2016 as amended fiom lime to time.

6. Stat€ Covemment shall ensure immediate transfer of fitnds to respective impleme ingagencies for implementation of activities to b€ approved by MoTA PAC / Comp€tent Authority.Progress Reports of SCA to TSS may be fumished in the format prescriM by MoTA. ACertificate of actual utilization of the $ants received for the purpose, for which it has been

sanctioned, is to be firmished to the Ministry as per provisions ofGeneral Financial Rules (GFR),

7. State Govemment has to ensue that glant-in-aid is used for the purpose for *{rich it issanctioned after following due procedure in a tmnsparcnl marner and after obtaining all necessary

clearances as required under the various Central/ State Acts, Rules, regulations, etc. ln case ofconstructiol of infrastructure facilities, norms and Schedule of Rates (SOR) fixed by the State

Covemment should be followed.

8. State GoverEnent shall ensue thal concemed Panchayati Raj Institutions (PRIS) should be

duly infomed about the projects / proglammes relating to Tribal Development to be implemented

in the area ofjudsdiction. State Government shall also ensure that meetings of Graln Sabha are

conducted on regular interval as per norms in such afeas.
