Custom House, Leith Item 5.2 The City of Edinburgh Council Development Brief November 2014 Introduction The City of Edinburgh Council is in advanced negotiations with National Museums Scotland (NMS) to purchase and acquire Custom House, Leith. The anticipated transaction date for the Council to take ownership is 6th April 2015. The Council is inviting interested parties to come forward with creative and imaginative proposals for the development and operation of a new look Custom House which will include provision of a museum/heritage space. The City of Edinburgh Council recently approved a report which confirmed that the future use of the building would include a museum / heritage function which would, ideally, be revenue neutral for the Council. Brief The Council will retain ownership and grant a long lease of the property on terms to be agreed between the parties. The terms, such as proposed duration should form part of the bidder’s submission. The submitted proposal should contain outline details of the redeveloped Custom House. The proposal must include: Details of the lease terms with any conditions Detail of the offer to be provided at the redeveloped Custom House. Outline proposals for the internal refurbishment of the building and the estimated capital investment bidder proposal. Outline business plan for the operation of the refurbished building. A Museum / Heritage space with a footprint of approximately 250 square metres. Timetable for project delivery Proposals for long term sustainable community engagement Additional community benefits. For the avoidance of doubt, the Council’s financial contribution towards this project has been the purchase of Custom House. There will be no further capital investment made by the Council, as such all capital costs must be borne by the Developer. The Council’s Museums and Galleries Service will make available the Leith collections, provide guidance on all aspects of the expected local heritage provision and support external funding applications. Long term curatorial support and guidance will be provided and delivered through a service level agreement. Assessment of proposals All proposals submitted to the Council by the deadline will be assessed against the above criteria by a panel of Council officials. Once the panel has completed the assessment, a recommendation may be made to a Committee comprising elected members that the Council enter into advanced discussions and negotiations with the preferred bidder.
