SUBJECT: TTAC Announcements ITEM: 3A RECOMMENDATION: Receive information on items of interest to TTAC members. STAFF CONTACT: Stephen VanDenburgh DISCUSSION: Below is a summary of items of interest to TTAC members with
the corresponding staff contact person. Measure A Cost Savings Policy At their February meeting, the SBCAG Board of Directors directed staff to prepare a policy for addressing any future Measure A cost savings from completed Measure A projects. Projects that were previously identified for savings from the North County subprogram will be grandfathered into the Measure A Investment Plan and will not be subject to the new policy. Development of this new policy will be the subject of a future TTAC meeting agenda item. Staff contact: Steve VanDenburgh, Deputy Director, 805-961-8904 [email protected] or Sarkes Khachek, Senior Transportation Planner, 805-961-8913 [email protected] Active Transportation Program – Cycle 2 Call for Projects The California Transportation Commission will be announcing a call for projects for Cycle 2 of the Active Transportation Program in late March. The program will be a four-year program which will cover FYs 15/16 to 18/19. Three years of new funding will be available for FYs 16/17 to 18/19 at approximately $120 million per year. The Cycle 2 guidelines are currently under review and scheduled for adoption at the March 26 CTC meeting. The Call for Projects will be announced at the same meeting with applications due to Caltrans by June 1. Caltrans is expected to conduct an all-day application workshop in District 5 in March or April. Cycle 2 is expected to be very competitive similar to Cycle 1. More information will be presented to TTAC in April after the call for projects is announced. Please use the on-online comment sheet at: http://www.dot.ca.gov/hq/tpp/californiatransportationplan2040/index.shtml to submit comments on the Draft 2040 CTP. To assist in this effort, the CTP Project Team will host seven statewide in-person workshops to solicit public comments. The seven workshops will be located in: San Diego, Los Angeles,

MAP-21 Asset Management Plan NPRM On February 20, 2015, FHWA released a Notice of Proposed Rulemaking (NPRM) which proposes to establish a process for the development of a State asset management plan in accordance with Section 1106 of the Moving Ahead for Progress in the 21st Century Act (MAP-21). Asset management plans aim to improve or preserve the condition of the assets and the performance of the National Highway System (NHS) as they relate to physical assets. Asset management more specifically is “a strategic and systematic process of operating, maintaining, and improving physical assets, with a focus on both engineering and economic analysis based on quality information, to identify a structured sequence of maintenance, preservation, repair, rehabilitation, and replacement actions that will achieve and sustain a desired state of good repair over the life cycle of the assets at minimum practicable cost.” Asset management plans are an important highway infrastructure management tool to improve and preserve the condition of assets and system performance. Asset management plans help agencies answer five core questions:
1. What is the current status of our assets? 2. What is the required condition and performance of those assets? 3. Are there critical risks that must be managed? 4. What are the best investment options available for managing the assets? 5. What is the best long-term funding strategy?
This NPRM also would address other MAP-21 requirements that relate to asset management, including defining minimum standards that states would use in developing and operating highway bridge and pavement management systems, requiring states to conduct statewide evaluations to determine if reasonable alternatives exist to roads, highways, or bridges that repeatedly require repair and reconstruction activities from emergency events. The proposed rule would require State DOTs to take these evaluations into account in their asset management plans for facilities that are included in the plans. The NRPM does not address MPOs or create new requirements for MPOs. This NPRM can be found online at: https://federalregister.gov/a/2015-03167 Staff contact: Julio Perucho, Transportation Planner, 805-961-8906 or [email protected] Highway 101 HOV Widening: Phase 2 A ribbon cutting event has been scheduled for March 23,, 2015 to celebrate the completion of the six miles of HOV lanes in Ventura and Santa Barbara counties which has been under construction since 2012. This $102 million project (total cost) was funded primarily from Proposition 1b bond funds. The event will be held at the end of Carpinteria Ave near the US 101/SR 150 interchange. Assembly Bill (AB) 32, the California Global Warming Solutions Act of 2006, requires the state to reduce greenhouse gas (GHG) emissions to 1990 levels by 2020. Executive Order S-3-05 calls for emissions to be reduced to 80 percent below 1990 levels by 2050.
