Background• e-Government National Center (EGNC), JPM had

introduced the IT Central procurement (ITCP1) on 17 Aug 2010 and expired on 16 Aug 2013 (SuratPemberitahuan EGNC bilangan 4/2010)

Purpose

1. To provide effective management and efficient supply of IT equipment to ministries/departments without the tender process

2. To standardize the IT procurement process across the Government

3. To provide the standardize model of IT equipment across Government

4. To provide a fix price for 3 years contract

Background

2 procurement methods:

Lease (monthly rental) : PCs, notebooks

Outright purchase: printers and scanner (with 1 yaer

warranty)

Leasing structure:

• Supply 3 years : 17/8/2010 – 16/8/2013

• Lease term: 3 years

Initial plan was to replace all the PCs in the ICT

labs:

7,892 notebooks for mobile learning

1,069 PCs

Total : 8,961

1. Expired ITCP equipment must be Buy Back;

2. Procurement is only allowed for standard PC and

notebook thru ITCP2. For high end notebook needs SUT

approval with justification.

3. Faulty/obsolete equipment can be replaced via ITCP2

(pending budget availability)

Note: No additional equipment will be provided, schools will use whatever have

delivered. The same equipment will be used/shared across the curriculum.

Buy Back• All ministries are required to continue use the

existing and expired IT equipment.

• JICT will buyback the expired PCs in the ICT labs

• Buyback price:

• Schools will continue to use the expired equipment until end of life

• JICT will replace the faulty equipment e.g.: power supply, hard disk failure, screen, mother board not working etc)

To provide equal opportunities for

schools to practice mobile teaching

and learning using notebooks. JICT will

recollect all the notebooks and

redistribute to all schools

Not need to wait for JICT/JSS technicians to act.

Helpdesk number is available behind the monitor/behind the

notebook

MOE is paying monthly rental on the equipment, please maximise

the usage and make sure it is in good conditions at all time

• For old PCs (ITCP1)

Any complaints report to JSS technician assigned within the cluster

or JICT at 2383326.

Look at the asset ID on the sticker behind your PC/NB

Complains to HelpdeskWhen call the helpdesk please provide :

problem description,

asset ID (for ease to locate the equipment),

location and

contact number.

Reminder: Government is paying monthly rental on

the equipment, please ensure the IT equipment is

good conditions at all times to maximise the usage.

Care Handling Procedures• Schools must take care of the IT equipment.

• Any missing/lost/theft, forward the police report to vendors (cc to JSS ICT

Unit & JICT), any expenses incur will be borne by the schools/individual

• Don’t open/remove any parts from the computers

• Relocation of PC/NB must update your inventory record for future

reference. Must inform vendor and JICT. This is important when vendor

comes with UAT to collect the PC/NB 3 years later. School will be

responsible if not able to locate the equipment and responsible for any

cost incurred.

• Don’t bring the notebook for LDP (reason for support)

Note: The equipment is meant for schools (not individual).
