ISU COUNCIL The ISU Council met on October 17-19, 2014 in Geneva (SUI) and granted four provisional ISU Memberships; Skating Federation of the Kyrgyz Republic for the Figure Skating Branch, Liechtensteiner Eislauf Verband for the Figure Skating Branch, the Qatar Skating Federation for the Speed Skating Branch and the Figure Skating Federation of the Republic of Moldova. The Council also approved the Qualification Systems for the ISU sports disciplines that will take part in the 2nd Winter Youth Olympic Games – Lillehammer 2016 and the ISU Junior Grand prix of Figure Skating Calendar season 2015/16. A number of provisional allotments for 2016 and 2017 ISU Championships have been decided and the dates of the 2017 ISU Four Continents Figure Skating Championships to be held in Gangneung (KOR) as the Olympic Test Event has been changed from Febru- ary 22 - 26, 2017 to February 15 - 19, 2017.A test consisting of splitting the judging re-sponsibilities, with some Judges evaluating the Grades of Execution and other Judges evaluat-ing the Program Components, took place during the 2014 Nebelhorn Trophy (GER). Following these tests and the submission of reports from the Single & Pair Skating and Ice Dance Techni-cal Committees, the Council acknowledged that further evaluation is required. The ISU World Development Trophy initiative was approved for a 3rd and 4th season and it was decided that a follow up to the Frankfurt Seminar in Figure Skating – Youth Seminar will take place. The Council also reviewed the conclusions reached by the Forum held at the beginning of the 2014 ISU Congress in Dublin and mandated Council members in order to prepare workshops focusing on selected topics of interest to the Members. The Council agreed to meet again on March 23 - 24, 2015 in Shanghai (CHN), on June 12 - 14, 2015 in Geneva (SUI) and finally on October 15 - 18, 2015 in Lausanne (SUI).For more information on the decisions of the Council see ISU Communication 1913.

DOCTOR HONORIS CAUSA On November 20, 2014 the President of the International Skating Union, Mr. Ottavio Cinquanta, was presented with the honor-ary title Doctor Honoris Causa by the Rector, Associate Professor Pencho Geshev, of the National Sports Academy Vassil Levski in Sofia (BUL).

SPORTS DIRECTORSThe first part of the Figure Skating season concluded with the ISU Grand Prix of Figure Skating in Barcelona (ESP). Although it was the first time Spain organized an ISU Event on such

Probably the most embarrassing question for a sport administrator is the following: is it better to stay with tradition which means the past, or to give more considera-tion to progress i.e. the future? Both considerations deserve respect and a proper approach. To maintain a sport discipline as it was developed during the years is probably safer since the major necessities are known whilst seconding the current trend, that is more devoted to money, can be risky and requires substantial changes without knowing the final outcome.

Again, staying with the past would probably require just few changes, that however must be voted by an Assembly or Congress which means a sufficient number of votes expressed by the major body of an International Federation must be secured. Therefore it is not sufficient to have an idea, for example to use the past with some changes, it is necessary to obtain the votes!

It seems a bit easier to follow the adventure of a new impact. Of course also this case shall be duly authorized, but certain International Federations can obtain the purpose using the power of the existing Council or Executive body, instead trying to convince the Assembly or Congress.

Now allow me to better clarify what is actually at the basis of what is indicated above. It is evident that people are currently well aware that money is required to conduct a whatsoever activity. The variety of sport disciplines that might form a package easily sold substantially increased in the last period. It is not our purpose to make confrontation between technical sports of the past and technical sports of the future. But a fact is sure, anything that is maintained (past) or adopted (future) do have a value. We are witnessing that even the major sport events need to give adequate consideration to the importance of finances. On the other hand how can we criticize the ambition of International Sport Federations, which try to develop something new as an alternative to the past? In almost all other areas we have evidence that progress imposes radical changes, even if they happen over many years. We have to pay attention to what happened in the meantime and to what human beings noted as to the result of progress.

Digital instead of analog, constant variation of models in the car industry, better treatments in every medical area, a long list of examples could be included, but to be clear: it is without a doubt that the world is changing. The International Federation that I have the privilege to preside is one of the best examples of sport disciplines that need to be assessed. But the problem is big. How can we forget what truly sustained the ISU for years, just to adopt new lines for the reasons that the modern world so requires? I personally believe that to maintain a high reputation it is necessary to deliver what people would like to see (that probably means the future).

Of course an essential part of the solution is in the capable hands of those available to exchange points of view. At the end of the day I realize that there is an activity that was valid yesterday and will also be important in the future. The activity has a name: cooperation.

Synchronized SkatingThe Synchronized Skating Technical Com-mittee (SySTC) will be welcoming the IOC representatives to the French Cup in Rouen (FRA) at the end of January in order to assess the possibility to include the sport in the Olym-pic Program. The SySTC also ran a successful training camp in Vierumaki (FIN) for ISU of-ficials with the on-ice support of Team Unique. A busy season of events will culminate in the ISU World Junior Synchronized Skating Cham-pionships in Zagreb (CRO) and the ISU World Synchronized Skating Championships which will take place in Hamilton (CAN). The SySTC continue to work to enhance the training op-portunities for Coaches and will announce a new initiative that will bring the Synchronized Skating seminars more in line with those of Ice Dance and Pair Skating.

a scale, it was a great success. With the direc-tion of the ISU Figure Skating Vice President, members of the Single and Pair Skating and Ice Dance Technical Committees, together with the Figure Skating Sport Directors and Sport Manager Figure Skating, are working on re-evaluating and redefining some aspects of the sport with the goal to keep the athlete in the forefront. The event attendance and coordina-tion for ISU Short Track and Speed Skating events has successfully started. Regular meetings with the Speed Skating and Short Track Speed Skating Technical Committees take place. Finally preparation for the 2nd Winter Youth Olympic Games – Lillehammer 2016 is ongoing.

ISU TECHNICAL COMMITTEESSingle and Pair SkatingMembers of the Single and Pair Skating Technical Committee (SPTC) served as Referees and Technical Controllers in various Junior and Senior Grand Prix Events and at the ISU Grand Prix Figure Skating Final. Speed SkatingThe ISU World Cup Speed Skating Season kicked off for the first time in Asia and the results from the first four competitions have determined the allotment of quota places for the World Single Distances Championships. 23 countries have qualified quota places, and two more countries have been placed on a short list. The Mass Start event gained particu-lar attention in the first part of the World Cup season, since it will be introduced as an ISU Championships event at the 2015 World Single Distances Championships. A slightly revised set of competition rules for the event (16 laps with 3 intermediate sprints, both for Ladies and Men, and with the warm-up lane included as part of the race track) has proven successful. The ISU World Cup circuit will resume at the end of January with qualifying competitions for the World Sprint and World Allround Championships.

Short TrackThe Short Track Speed Skating Technical Committee (STSSTC) has been working on a number of projects and attended the first four ISU World Cup Short Track Speed Skating Events that took place in 2014. Ice Dancers Anissina & Peizerat teamed upin early 1993. Both skaters medaled with other partners at ISU World Junior Championships. Anissina skated with Ilia Averbukh for Russia and Peizerat with Marina Morel for France. When Anissina spilt with her partner she wrote to Peizerat who in turn invited her to his hometown Lyon (FRA). They were a good match and won two European titles and crowned World Champions in 2000. In 2002 they won the first Ice Dance Olympic gold medal for France. The couple retired from competition after the Olympics but continued skating together for many years in shows. Anissina is a coach and choreographer while Peizerat was named a Chevalier of the National Order of Merit in 1998 and a Chevalier of the Legion of Honour in 2003.
