Message of the Director
Dear Colleagues and Partners,
This week we celebrated International Day of Democracy. In the words of the
Director General of UNESCO, lasting Peace and Sustainable Development can
only be obtained if there are effective and accountable institutions in place, rule
of law and good governance, a culture, a way of thinking, being and acting, with
others, in society. This culture of transparency, responsibility and accountability
must be taught and shared and we must continue to work more on global citizen
education to propagate the value of democracy in our society.
I would like to express my gratitude to the United Nations Development Group
for Western and Central Africa, who rewarded me in appreciation of my
leadership and passion in support of the United Nations Development Group for
Western and Central Africa activities. The Eastern and Southern African
Secretariat handed over the plaque. I am appreciative of the award and the
opportunities of working in the region jointly with other United Nations
agencies, funds and programmes. I look forward to make a positive contribution
in Eastern and Southern Africa and to work from West to East, as one UN
family.
Speaking of ONE UN, we must start the strategic shift in our thinking, to deliver
together as One, especially at the country level, to impact government policy and
operations for sustainable development. ”The World needs more UN as an
institution”, says the Secretary General of the United Nations Antonio Guterres.

In a recent letter to UN staff he reiterated the common purpose of the United
Nations System and the importance of institutional reform that should impact our
daily work, leading by example. “Revolving around our three pillars, Peace and
Security, Development and Human Rights, we must work in coherence with the
UN highest standards of Peace, Human Rights and Sustainable Development, by
being financially efficient, strengthening accountability for results rather than
processes”. Mr. Guterres also asks for deep knowledge and analysis of the
country dynamics and situations, to make better decisions, ensuring investments
are made in a manner that corresponds to operational realities on the ground and
promoting increased collaborations across the three pillars. This deep
investment, and our involvement in Common Country Assessments in the
UNDAF processes are critical to keep the UN and UNESCO’s involvement in
national development processes relevant.
I urge you to reflect on how we can achieve common objectives and delivering
results. We must be efficient and more agile, meaning, effective at global,
regional and country level, to have a joint vision of the UN as a system that can
save lives and deliver development, humanitarian, peace and security responses
to populations in need.

Technical and Capacity Building workshop on Education Sector Planning,
Kenya
The UNESCO Regional
Office for Eastern Africa
in collaboration with
UNESCO-IIEP
(International Institute for
Education Planning)
facilitated a 4-day
technical and capacity
building workshop, from
11 to 15 September 2017
in Embu, Kenya, on
education sector planning
for 30 key staff of the
Kenya Ministry of Education that form the core team of National Education
Sector Plan (NESP) committee.
The Ministry requested for technical support from UNESCO to give insight in
how to make one holistic plan for the entire sector. It is important for the
Ministry to have a plan that can be monitored and implemented as effectively
and efficiently as possible. Key areas in education sector planning were
discussed, including: education sector analysis (approaches and methodology),
education plan preparation exploring options for structuring the national
education sector plan, programming of plan implementation, monitoring and
evaluation of the implementation process with particular attention given to risk
management and planning for emergency situations.

Portfolio on Intercultural Competences based on Human Rights
Since its creation in 1945, UNESCO
has been working to enhance mutual
understanding between peoples,
founded on an ever more subtle
knowledge of cultures in their rich
diversity in order to promote the
dignity of all through the affirmation
of the principles, rights and values of
our common humanity. UNESCO,
with lengthy practical experience as
an international laboratory of
ideas, proposes a basic tool for
capacity building in support of
exchange, communication and
cooperation beyond cultural, religious
and national borders, allowing the
emergence of a global citizenship in a safer world for all.
