FOREWORD

This report describes the palay and corn crop situation from July to

September 2020. It also includes information on monthly prices of palay, rice,

corn, and fertilizer and some weather indicators. Data on prices are sourced from

the Weekly Cereals Price Monitoring of the PSA and the Fertilizers/Pesticides

Weekly Prices of the Fertilizer and Pesticide Authority (FPA), while rainfall data

were provided by the Philippine Atmospheric Geophysical and Astronomical

Services Administration (PAGASA).

The estimates are the results of the October 2020 round of the Palay and Corn Production Survey (PCPS) conducted quarterly by the PSA.

BACKGROUND1

Scope and Coverage The Palay and Corn Production Survey (PCPS) is the source of data for palay and corn published in this Bulletin. Production and harvest area for palay and corn are generated from PCPS, which have four survey rounds in a year; that is, January, April, July, and October. Crops statistics cover all regions, except the National Capital Region (NCR). Sampling Methodology The sampling design of PCPS uses the results of the 2012 Census of Agriculture (CAF) and 2017 Listing of Farm Households (LFH) as the sampling frames. It employs a two-stage stratif ied sampling design with province as domain. The barangay is the primary sampling unit, which is selected using probability proportional to size. The farming household serves as the secondary sampling unit, which is selected systematically. Data Collection For PCPS, data collection is conducted quarterly during the first 10 days of the month after the reference quarter, except for the fourth quarter where data collection is made earlier. Concepts and Definitions Crop production refers to the quantity produced and actually harvested for a particular crop during the reference period. It includes those harvested but damaged, stolen, given away, consumed, given as harvester’s share, reserved, etc. However, it excludes those produced but not harvested due to low price, lack of demand and force majeure or fortuitous events, etc. 1

Harvest area refers to the actual area from which harvests were realized. This excludes crop area that was totally damaged. It may be smaller than the area planted.

HIGHLIGHTS

1.0 PALAY AND CORN SITUATION

PALAY

The July to September 2020 palay production at 3,516.35 thousand metr ic tons

rose by 15.2 percent from the previous year’s same period output of

3,051.47 thousand metric tons. Harvest area expanded by 14.7 percent from the

previous year’s same period level of 742.87 thousand hectares to

851.89 thousand hectares this quarter. Yield per hectare increased to 4.13 metric

tons or by 0.5 percent this period, from 4.11 metric tons in the same quarter a

year ago. (Figure 1, and Tables 1.1 to 1.3)

Of the total palay production this quarter, 73.2 percent of the output were from

irrigated areas. The remaining 26.8 percent comprised the production from

rainfed areas. (Figure 2, and Tables 1.4 to 1.5)

Palay production from irrigated areas was recorded at 2,574.35 thousand

metric tons during the period. This was higher by 11.6 percent than the previous

year’s same quarter level of 2,306.26 thousand metric tons. Western Visayas,

SOCCSKSARGEN, Cagayan Valley, and Central Luzon were the top producing

regions for irrigated palay with a combined share of 53.3 percent to the country’s

irrigated palay output. (Figure 3 and Table 1.4)

Rainfed palay production was registered at 941.99 thousand metric tons,

26.4 percent or 196.78 thousand metric tons higher than the previous year’s

same period level of 745.21 thousand metric tons. The top producing regions

were Western Visayas and BARMM. (Figure 4 and Table 1.5)

CORN The July to September 2020 corn production recorded at 2,817.37 thousand

metric tons was 3.5 percent higher than the 2,723.11 thousand metric tons output

in the same period of 2019. Likewise, harvest area increased to

917.27 thousand hectares or by 4.9 percent this quarter, from 874.40 thousand

hectares in the same period of previous year. On the other hand, yield

per hectare declined to 3.07 metric tons during the quarter, from 3.11 metric tons

in same period of 2019. (Figure 6, and Tables 1.6 to 1.8)

Of the total corn production, yellow corn accounted for 67.4 percent of the total

corn output this quarter. The remaining 32.6 percent comprised the production

for white corn. (Figure 7, and Table 1.9 to 1.10)

Yellow corn production was posted at 1,900.06 thousand metric tons during the

period. This was 1.0 percent higher than the 1,880.63 thousand metric tons

output in the same period a year ago. The major yellow corn producing region

was Cagayan Valley followed by SOCCSKSARGEN, Northern Mindanao, and

BARMM. (Figure 8 and Table 1.9)

White corn production was estimated at 917.32 thousand metric tons, 8.9 percent

higher than the previous year’s same quarter level of 842.48 thousand

metric tons. More than half or 51.4 percent of the total production for this quarter

was shared by Northern Mindanao and BARMM. (Figure 9 and Table 1.10)

2.0 PRICES PALAY The average farmgate price of palay for January to September 2020 was

PhP 17.59 per kilogram. This was 3.8 percent lower than the previous year’s

same period average price of PhP 18.27 per kilogram. The monthly average

farmgate price of palay consistently showed an upward trend from January to

May 2020. However, from June to September, a downward trend was recorded,

which settled at a lower price level of Php 16.96 per kilogram in September.

RICE

For January to September 2020, the average wholesale price of rice dropped to

PhP 38.40 per kilogram, from PhP 39.84 per kilogram in the same period a year

ago. The monthly average wholesale price of rice ranged from PhP 37.11 to

PhP 39.41 per kilogram. (Figure 12 and Table 2.1)

The average retail price of rice for January to September 2020 was

PhP 42.02 per kilogram. This was 3.3 percent lower than the average retail price

of PhP 43.47 per kilogram in the same period of 2019. The monthly average

retail prices of rice for this period were lower than their respective records in

2019. (Figure 13 and Table 2.1)

In the National Capital Region (NCR), the average wholesale price of r ice f rom

January to September 2020 was PhP 33.51 per kilogram. This was 5.3 percent

lower than the previous year’s same period average wholesale price of

PhP 35.40 per kilogram. During the period, the highest average wholesale price

was quoted in September at PhP 35.35 per kilogram, while the lowest was in

March and April at PhP 32.33 per kilogram. (Figure 14 and Table 2.2)

The average retail price of rice in NCR for the period January to September 2020

was posted at PhP 42.27 per kilogram. This recorded a decline of 3.1 percent

from the PhP 43.61 per kilogram in the same period of 2019. The monthly

average retail price of rice from January to September 2020 ranged from

PhP 40.00 to PhP 44.00 per kilogram. (Figure 15 and Table 2.2)

CORN Yellow Corn The average farmgate price of yellow corn was PhP 12.47 per kilogram, which

represents an annual drop of 9.6 percent from its previous year’s average

farmgate price of PhP 13.80 per kilogram. In 2020, average farmgate price was

highest in August at PhP 12.94 per kilogram while it was lowest in September at

PhP 12.01 per kilogram. (Figure 16 and Table 2.3)

At wholesale trade, the January to September 2020 average price of yellow corn

was PhP 21.16 per kilogram. This was higher by 7.8 percent than the previous

year’s same period average wholesale price of PhP 19.62 per kilogram. The

monthly wholesale prices of yellow corn from January to September were higher

than their respective records in 2019, except in May. (Figure 17 and Table 2.3)

The average retail price of yellow corn of PhP 25.01 per kilogram from January to

September 2020 was 1.2 percent higher than the previous year’s price of

PhP 24.71 per kilogram. During the period, the highest price was quoted in June

and July at PhP 25.68 per kilogram, while the lowest was in May at

PhP 23.68 per kilogram. (Figure 18 and Table 2.3)

White Corn The January to September 2020 average farmgate price of white corn of

PhP 13.98 per kilogram decreased by 8.4 percent, from PhP 15.25 per kilogram

in the same period of 2019. The monthly average farmgate prices of white corn

for this period were lower than their respective records in 2019. (Figure 19 and

Table 2.4)

The nine-month average wholesale price of white corn in 2020 was

PhP 17.45 per kilogram. This was lower by 11.0 percent than the previous year’s

same period average wholesale price of PhP 19.62 per kilogram. During the

period, wholesale price per kilogram of white corn surged to PhP 21.99 in April

and settled at PhP 15.88 in September. (Figure 20 and Table 2.4)

The average retail price of white corn from January to September 2020 was

recorded at PhP 27.73 per kilogram. This was lower by 0.04 percent than the

PhP 27.74 per kilogram price level in the same period of 2019. Average retail

price was highest in April at PhP 29.33 per kilogram. (Figure 21 and Table 2.4)

FERTILIZER

From January to September 2020, the average dealer’s price per bag of

50 kilograms of urea fertilizer was PhP 1,050.86, lower by 8.2 percent than the

previous year’s same period dealers’ price of PhP 1,144.50. Average dealer’s

price was highest in January at PhP 1,083.79 per bag of 50 kilograms.

The average dealers’ price of ammonium sulphate or ammosul fertilizer f rom

January to September 2020 was PhP 597.86 per bag of 50 kilograms,

5.2 percent lower than the previous year’s same quarter record of

PhP 630.57 per bag of 50 kilograms. The monthly dealers’ prices of ammosul

during the period were lower than their respective price quotations in 2019.

For ammonium phosphate or ammophos fertilizer, the average dealers’ price

from January to September 2020 was PhP 978.06 per bag of 50 kilograms. This

was lower by 1.7 percent than the dealers’ price of PhP 994.58 per bag of

50 kilograms in the same period of 2019. The monthly dealers’ prices of

ammophos during the period ranged from PhP 960.36 to PhP 994.23 per bag of

50 kilograms. (Figure 24 and Table 2.5)

The January to September 2020 average dealers’ price of complete fertilizer was

recorded at PhP 1,079.57 per bag of 50 kilograms. This was 6.0 percent lower

than the previous year’s same period quotation of PhP 1,148.82 per bag of

50 kilograms. Compared with their respective levels in the same period of

previous year, the monthly dealers’ prices of complete fertilizer for January to

September 2020 were lower. (Figure 25 and Table 2.5)

3.0 WEATHER INDICATOR, JULY-SEPTEMBER 202022

Cool ENSO-neutral conditions are present in the tropical Pacific. Sea surface temperatures (SSTs) in the central and eastern equatorial Pacific (CEEP) became cooler than average during the past months. However, near to slightly warmer SSTs were still observed in the western Pacific. The atmospheric indicators also show values within neutral levels. Most international climate models show that cool ENSO-neutral conditions will likely continue until the July to September 2020 season and 50% to 55% probability for La Niña to develop before the end of the year. Rainfall assessment for the month of July 2020 showed that most parts of northern and central Luzon experienced below to near normal rainfall conditions except for Bataan that received way below normal rainfall condition. Meanwhile, generally near to above normal rainfall conditions were observed over most portions of Southern Luzon, Visayas and Mindanao with some exception to some provinces in Bicol Region, Eastern Visayas, Northern Mindanao and SOCCSKSARGEN, which received way below to below normal rainfall. For the month of August 2020, it showed that below to way below normal rainfall conditions were experienced in most parts of northern and central Luzon, CALABARZON and MIMAROPA Region except for the provinces of Cagayan, Quirino, Nueva Ecija, Aurora, Laguna, Quezon, Marinduque and Romblon that experienced near to above normal rainfall conditions. Moreover, near to above normal rainfall conditions were also experienced in southern Luzon, most parts of Visayas and Mindanao except for the provinces of Antique, Guimaras, Iloilo and Southern Leyte that experienced below normal rainfall conditions. The rainfall assessment for September 2020 showed below to way below normal rainfall conditions were experienced in most parts of Luzon except Quirino, Nueva Ecija, Aurora, Catanduanes, Masbate and MIMAROPA Region where near to above normal rainfall were experienced. Furthermore, near to above rainfall conditions were also experienced in most parts of Visayas and Mindanao except for Bohol, Siquijor, Southern Leyte, Zamboanga del Norte, Zamboanga Sibugay, Misamis Occidental, Davao Region, SOCCSKSARGEN, Dinagat Islands, Maguindanao and Tawi-tawi that received below normal rainfall.

The weather systems that affected the country were the Southwest (SW) monsoon, low pressure areas (LPAs), localized thunderstorms, easterlies and Inter Tropical Convergence Zone (ITCZ). Eleven tropical cyclones (TCs) had developed or entered in the Philippine Area of Responsibility (PAR), namely: Tropical Depression (TD) “Carina” (July 13-14), Severe Tropical Storm (STS) “Dindo” (June 31-August 3), Tropical Storm (TS) “Enteng” (August 8-9), Tropical Depression (TD) “Ferdie” (August 9-10), Tropical Depression (TD) “Gener” (August 10), Tropical Depression (TD) “Helen” (August 17), Severe Tropical Storm (STS) “Igme” (August 21-22), Typhoon (TY) “Julian” (August 28-31), Typhoon (TY) “Kristine” (September 4-5), Tropical Storm (TS) “Leon” (September 15-17) and Tropical Storm (TS) “Marce” (September 20-21).
