SET-1

Question 1: What is the ground satellite control system that will be used for Ka HTS-1 and 2? (e.g. EPOCH, Hifly, etc)

Answer 1

However, the Ground Station M&C (Monitoring and Control) software shall be provided by ISRO; ICD shall be provided for this by ISRO so as to interface with the Contractor provided other software.

: Ref. Schedule F Clause 1 according to which the Contractor shall provide RTS (Real Time Software), GCS (Ground Control Software), DSS (Dynamic Satellite Simulator) and OOS (Orbital Operations Software) for controlling satellite from the Customer's SCC.

Question 2: Will ISRO be able to provide the same ground system to the contractor for satellite to ground compatibility testing, etc?

Answer 2

: Please elaborate on the various testing requirements and time frame. However, it appears feasible to provide ground system to contractor for satellite to ground compatibility testing.

Question 3:a. Floor plan of the assembly and test area

The following items are to be clarified at the site survey

b. The crane capacity available for assembly and testing c. Specification of Vibration table (Table size, vibration frequency range, maximum

vibration load, maximum tilting moment, method of vibration control, etc.) d. Specification of Thermal Vacuum Chamber (size of the chamber, operational vacuum

level, temperature control method, etc.) e. Specification of Acoustic chamber (operational acoustic profile, chamber size,

acoustic level control accuracy, etc.) f. Specification of CATR (compact antenna test range), or equivalent facility

(measurement frequency range, method of measurement, etc.) g. Specification of Mass Property Measurement Equipment (maximum allowable mass,

CG measurement range/accuracy, MOI measurement range/accuracy, etc.) h. Is office area for the contractor’s personnel available in the same premises? i. Will ISRO be able to support the contractor by providing items such as office areas,

tables, chairs, high speed internet connection, etc. for AIT at ISRO facilities?

Answer 3(a to g): All of the above questions have been clarified during in the presentations made by ISRO and subsequent Site visit to the satisfaction of the vendor. A copy of ISRO (Contractor) presentations on Spacecraft Assembly Integration and Testing facilities (Integration, Checkout, Clean room, Alignment, MGSE & EGSE etc.) and Spacecraft Environmental Testing Facilitates (THVAC, Vibration, CATF, EMI/EMC tests etc.) is also uploaded on ISRO web site for reference.

Answer 3( h ) : It shall preferably be available in the same campus.

Answer 3( i)

: A office with basic infrastructure and facilities shall be made available to the vendor. However specific electronic systems / equipments and facilities shall be arranged by the Vendor.

Question4: Is the AIT facility provided for Ka HTS-2 AIT considered to be used free of charge by IRO?

Answer 4

: The AIT facility and manpower provided for Ka HTS-2 integration and testing shall be considered free of charge by ISRO. Vendor to ensure that its usage cost is not considered in the commercial proposal.

Question 5: Can AIT for Ka HTS-2 partially be conducted at ISRO’s facilities, if not all AIT tasks?

Answer 5

ISRO will ensure that its facilities will be augmented to meet HTS-2 AIT and vendor should specify changes/augmentation required if any. If some training / certification of manpower required the same shall be indicated in the response.

: ISRO envisages all AIT activities including payload panel level integration to be carried out at ISRO premises in India. ISRO prefers HTS-2 payload panel integration to be done at SAC, Ahmadabad and overall spacecraft AIT to be carried out at ISITE, Bangalore.

Question 6:

Typically what are the types of engineers expected to be stationed at ISRO’s premise? What is the role of each member?

Answer 6

: Vendor to specify. The engineers at ISRO premises shall be responsible for the activities being performed on ISRO HTS 2.

Question 7:

Will the bidder be able to propose the price with Japanese Yen?

Answer 7

: As per RFP the quotation shall preferably be in USD, however Japanese Yen is also acceptable.

Question 8:

Will the bidder be able to request some contractual conditions, which are not specified in Schedule G, Commercial & Contractual Requirement?

Answer 8: The baseline contractual conditions are already provided in the RFP. The vendor may enumerate conditions, which shall be subjected to review and decisions accordingly. It shall not be binding on the customer i.e. ISRO to accept these conditions.

Question 9:

Will ISRO intend to make the down selection (selecting 2 or 3 bidders who passed through technical criteria) to request BAFO (Best and Final Offer) before the final selection?

Answer 9

: Technical evaluation shall be carried out by contractor of all the quotations. The commercial bid of all the parties who qualify technically will be opened. The selection shall be for the lowest quotation. BAFO may be asked from the vendor with technically suitable lowest quotation.

RFP Process / General Question 1: Could you please clarify questions and answers process? Are questions and answers exchanged with one bidder transmitted to other bidders?

Answer 1

: Affirmative. All questions and answers exchanged with one bidder shall be shared with other bidders. A consolidated list of all the questions and answers will be posted on ISRO web site at the end of pre bid meetings. However the identity of all the bidders will be masked.

Satellite / General Question 2: Can we assume 55°E (as per instruction during EOI process) as the selected orbital position to run a beam layout optimization and performance evaluation?

Answer 2: For reference performance calculation and beam layout optimization the assumed orbital slot for HTS-1 shall be taken closer to Indian longitudes and for HTS-2 it shall be taken farther from the Indian longitudes within the specified GEO orbital slot range as per given in RFP. However final beam layout optimization shall be done at the time of contract finalization.

Question 3:

Can we assume the two satellites are of an identical design (same frequency plan, beams layout, gateways position)? Else what are the differences expected?

Answer 3

: Two satellites HTS-1 and HTS-2 are functionally equivalent or almost identical. The TT&C and Control systems of HTS-1 and HTS-2 shall be designed such that they can be operated from same GEO slot in collocated configuration. Further details on communication payload spectrum shall be provided at the time of signing of the contract which will define the final orbital operations strategy.

Question 4: For the option with four steerable beams, could you please confirm that the main mission is reduced to 86 beams in a fixed manner i.e. there is no need to have in-orbit flexibility to select for example 86 fixed beams and 4 steerable beams or 88 fixed beams and no steerable beam or any intermediate configuration.

Answer 4

: As given in RFP roving or steerable beams derive spectrum from user beams (88 beams reduced to 86) in predefined configuration. No addition spectrum is to be considered for this purpose. User beams can be either selected as 86 fixed spot beams and 4 steerable beams (2 user beams to be sacrificed will be predefined) or 88 fixed beams and no steerable beam without any in orbit flexibility of an intermediate configuration.

Communication Payload Question 5:

User side: 19.7-20.2 GHz Tx and 29.5-30.0GHz Rx

Can we assume that the following frequency bands are to be used for User and Gateway to establish the design and compute performances?

GW side : 18.2-19.2GHz Tx and 28.5-29.5 GHz Rx Answer 5

: Further details on communication payload spectrum allocation for HTS-1 and HTS-2 and operational orbital slot shall be shared at the time of signing of contract. Vendor can make assumption for reference performance calculation and beam layout optimization as long as assumed user and hub beam spectrum is line with this RFP.

Question 6:

User side:19.7-20.2 GHz Tx and 29.5-30.0GHz Rx (unchanged with respect to above)

Can the gateway bandwidth be increased above the 1GHz limit specified in the RFP to reduce the number of gateways and the number of repeater units (HPAs in particular) and in turn price reduction on both Space and Ground segments ? For example 1.5GHz for GW as defined below:

GW side:17.7-19.2GHz Tx and 28.0-29.5 GHz Rx (1.5GHz band supported to decrease the number of gateways)

Answer 6

: Further details on communication payload spectrum allocation for HTS-1 and HTS-2 and operational orbital slot shall be finalized at the time of signing of contract. Vendor should consider user and hub beam spectrum availability as specified in this RFP.

Question 7: Does the 75 dBW hub EIRP specified in Table 1.5a correspond to the full 1 GHz bandwidth in one polarization or to a single carrier?

Answer 7:

The 75 dBW Hub EIRP specified in Table 1.5a corresponds to 250 MHz bandwidth in one polarization for a single beam, aggregate EIRP available to the carrires after back-off in a multi-carrier scenario. This includes BPE and ULPC margin of 9 dB.

Platform

Question 8: The TCR is required to operate in Ku-band while the Payload is Ka-band. For price optimization (less hardware on-board), would it be possible to envisage other bands like C-band or Ka-band for the TC&R or should we stick to Ku band only for the TC&R ?

Answer 8

: As given in RFP Schedule-B Chapter2 TCR shall be in Ku-band. Ka-band or C band TCR can be proposed as an alternate or backup option separately if vendor feels so but not as the only or main option.

AIT

Question 9: Could you please send us detailed specifications and layout of AIT facilities to be used in INDIA for AIT of second satellite?

Answer 9

: This has been clarified during detailed presentation made to the vendor during pre bid meetings and subsequent Site visit. A copy of ISRO (Contractor) presentations on Spacecraft Assembly Integration and Testing facilities (Integration, Checkout, Clean room, Alignment, MGSE & EGSE etc.) and Spacecraft Environmental Testing Facilitates (THVAC, Vibration, CATF, EMI/EMC tests etc.) is also uploaded on ISRO web site for reference.

Question 10: Could you please confirm the AIT facility in INDIA will be made available to manufacturer at no cost?

Answer 10

: The AIT facility provided for Ka HTS-2 integration and testing shall be considered free of charge by ISRO. Vendor to ensure that its usage cost is not considered in the commercial proposal.

Question 11: Could you please confirm expected starting date of construction for second satellite?

Answer 11

: Ka HTS-2 FMCR shall be conducted 6 months after HTS-1 FMCR completion or 42 months after the signing of contract (if FMCR of HTS-1 is completed in less than 36 months).Vendor shall provide a plan of activities to be followed for HTS 2 in line with this delivery schedule.

Commercial & Contractual (Schedule G)

Section 4.2 Price Bid: “The contractor shall provide the price bid in the format enclosed in Annexure-1 of this schedule. This part shall indicate the Price in FE (Preferably in US Dollar) (with detailed break-up of applicable taxes and duties if applicable)”.

Question 12: Could you please clarify the meaning of “FE”?

Answer 12

: FE means Foreign Exchange.

Question 13: Can we propose a Price in a basket of currencies made of Euro plus US Dollars plus Canadian Dollars and British Pound Sterling?

Answer 13: The proposal shall be in one currency, preferably in US dollars. Mix of currencies is not permitted.

Question 14: Can we propose a Price in Euro?

Answer 14

: Yes it can be proposed in Euro.

Section 5 Payment Terms / Advance Payment /Bank Guarantee: “The Contractor shall clearly bring out the payment terms in their proposal. Advance payment, required if any, shall be against the milestone events of the contractual progress and should be safeguarded with an equivalent amount of bank guarantee. The contractor shall identify such milestones while proposing the advance payment terms. Typical milestones are listed in Annexure-2 for reference.” Question 15: Do we have to understand that only the payment at “signing of the contract” will be considered as an advance payment subject to the advance payment guarantee , and other milestones payment like “Spacecraft EQSR”, “PDR”, “CDR”, “TVAC completion”, “FMCR”, etc… won’t be considered as advance payments ? or, alternatively all milestones payments prior to “FMCR” are considered as advance payments and are all subject to the advance payment guarantee ?

Answer 15: Payments made at the time of signing of the contract will be considered as Advance payment subject to advance payment bank guarantee. Other milestone payments will be against identified verifiable milestones/deliverables acceptable to ISRO. For such milestone payments, Bank guarantee will not be applicable only in respect of established or reputed vendors. However it may be noted that such milestone payments shall not exceed 60% of the total contract value. It may also be noted that the final details regarding milestone payments and BG shall be worked out during contract finalization

Question 16: Assuming a price of 100 with a payment of 20 in January 2016 (advance payment at contract signature) , 25 in July 2016, 25 in December 2016 and 30 in July 2017 (FMCR) could you please confirm how the 11% per annum interest will be loaded and what will be associated impact onto the price of 100 ?

Answer 16

: The loading shall be taken from the date on which the respective payments have been made.

Section 7 Security Deposit

Question 17:

Could you please provide the list of Scheduled Bank?

Answer 17

: List of scheduled banks is enclosed in Annexure-1.

Question 18:

Can the Guarantees be issued directly by International Banks registered in Europe or such Guarantees need to be re-issued locally by India registered local Banks?

Answer 18: Yes the guarantees can be issued directly by International Banks registered in Europe provided they are part of the scheduled bank list.

Section 24 Arbitration

“Further terms and conditions and detailed mechanisms on arbitration shall be worked out jointly by ISRO and the selected bidder at the time of finalizing the contract”.

Question 19: Can we propose further terms and conditions using our own draft contract?

Answer 19

: The baseline terms and conditions are proposed in the RFP document. Vendor can suggest additional terms and conditions. These conditions shall be reviewed by ISRO but cannot be binding on ISRO. However, Arbitration shall be as per ‘Arbitration and Conciliation Act, 1996’ or any re-enactment or modification thereof.

Question 20:

i) Under terms and conditions governed by a neutral law, (i.e. contract neither governed by the laws of contractor’s country or the laws of customer’s country)?

Would ISRO consider contracting:

ii) With an arbitration place located in a neutral country?

Answer 20

: Kindly refer schedule G item 24 on page G-12 of RFP which clearly indicates that the arbitration shall be carried out in accordance with the rules of Arbitration of the Indian council of Arbitration and the award made in pursuance there of shall be binding on the parties It may be noted that the arbitration proceedings would be subject to the provisions of the Arbitration & Conciliation Act, 1996 and the Rules framed there under or any re-enactment or modification thereof.

Question 1: Ref: Schedule A, Clause 2, The date of FMCR completion is considered as ship date with a schedule of less than 36 months for first satellite and 6 months after for the second satellite. Also defined is 6 months from launch to handover. Launch Base (LB) operation is not covered in the above schedule. Please confirm.

Answer 1:

The FMCR completion date is considered as ready for shipment date. The shipment will however take place on a subsequent suitable date.

A period of six months is provided from Launch date to in orbit delivery of spacecraft post successful completion of IOT.

From FMCR completion till launch base activities are not part of this schedule.

Question 2: Ref: Schedule A, Clause 2, ISRO to define the ITU coordinated UL/DL requirements of co-located satellites.

Answer 2:

Further clarifications on ITU coordinated orbital slots shall be provided at the time of finalization of the contract.

Question 3: Ref: Schedule E, Clause 2.1 Sea Launch is not currently being marketed; still it is a requirement as candidate launch vehicle for compatibility?

Answer 3

: If the sea launch is not being marketed a suitable paper from the launcher agency or otherwise to this effect may kindly be provided in the response.

Question 4: Ref: Schedule F, Clause 3, please provide ISRO TT&C stations and locations to be considered available for LEOP operations.

Answer 4: Schedule F, Clause 3, refers to Master Control Facility at Hassan as ISRO TT&C station to be considered as Prime SCC for LEOP operations. The location coordinates of Hassan are 1304’N and 760

Question 5: Ref: Schedule F, Clause 5.7, two separate Training Courses means same training material to be covered at two separate times – Please confirm. Please specify the location of training – Contractor or customer site.

Answer 5

Two Training courses for HTS-1 and one for HTS-2.

: There is no Schedule F clause 5.7 in the RFP. Kindly provide us with correct reference number to respond accordingly. However it may be noted that the details of training are provided in Schedule F Clause 2 page F-5 according to which the contractor shall submit a proposal for training programme. This has to be approved by the customer. Indicative training course details are given below:

For HTS-1, the training material is expected to be different for the two courses. Schedule can be proposed by Contractor (maybe at T-9 and T-4 months for HTS-1

and at T-4 months for HTS-2, T being FMCR). Location of training – Customer Site (Satellite Control Centre)

Question 6: Ref: Schedule F, Clause 1.1, item “e” states Specific Orbital Operations S/W (Orbops) spec. to be provided.

Answer 6

: Orbital Operations Software has to be provided for operations by the Contractor. The module definitions, interface details & specifications also need to be provided

Question 7: Ref: Schedule F, Clause 13 under Warranty states: DSS, SSL provided H/W, SW and Operational Tools – Satellite Life 15 years and Spacecraft and allied materials - FMCR + 18 months. Please confirm item “2” above includes item “1” or two separate requirements.

Answer 7

It may be noted that a nominal period of 18 months is kept for completion of post FMCR launch and in orbit operations (six months) followed by one year of in orbit warranty. The warranty money will be released post completion of this period. If the post FMCR period to IOT completion period is less than six months, the overall period of 18 months shall reduce accordingly. The overall 15 years of spacecraft life includes only one year of in orbit warranty period.

: There is no Schedule F clause 13. However we think you are referring to Schedule G Clause 13 on Page G-9. If this is correct then the response is as follows.

Question 8: Ref: Schedule D, Please provide link to “Detailed ISRO Requirement to Product Assurance”.

Answer 8

: ISRO has uploaded detailed requirement to HTS Product Assurance Document, ISRO/ISAC/HTS/RFP/PA/001 Issue 1, and Revision 0 dated December 2015 on its website.

Question 9

1. Program Kickoff/SRR

: Since HTS-1 & HTS-2 are identical, following Reviews will be held for HTS-1.

2. Equipment Qualification Status Review (EQSR) – EDC+3 months 3. Preliminary Design Review (PDR) – EDC+5 months 4. Critical Design Review (CDR) – EDC+13 months 5. Mission Design Reviews (2) – if HTS-2 is on a different L/V and/or any major

changes to HTS-1 mission design

Answer 9

: We understand this is for information to us. The same may kindly be brought out in the response to RFP document.

Question 10

“Vendor intends to utilize a full time temporary employee who is based in India and working exclusively for vendor to assist us with the RFP. He will be paid through a local temporary employment agency on a flat fee monthly basis. Neither the individual nor the agency will receive fees, commissions or brokerage contingent on the outcome of the RFP. Please confirm this arrangement is acceptable and not in violation of the integrity provision of the RFP”.

: Vendor would like clarification on the restrictions set forth in Section 21 (Integrity) of Schedule G (Commercial and Contractual Requirements).

Answer 10

: Only full time company employees working exclusively for the bidder can participate and/or assist in bidding process against this RFP.

Question 11

Can Vendor assume that the segments are at least 500 MHz band? The bandwidths and locations within the band will affect the repeater design (LNA count, number of LOs etc.) and can affect the cost and mass of the spacecraft. Can SSL assume a set of frequencies and create a design based on this assumption?

: Schedule B, on pages 9 and 10, it says “spectrum in FWD and RTN link shall be available as split bands”. Can ISRO clarify how many segments will be present?

Confirm that Vendor should use a forward to return user bandwidth ratio of 2:1 as is commonly done on other HTS programs?

Answer 11

ISRO has not specified any forward and return user bandwidth ratio. Vendor can make assumption for the optimal configuration as long as overall user and hub spectrum is in line with this RFP.

: Further details on communication payload spectrum allocation for HTS-1 and HTS-2 and operational orbital slot shall be provided at the time of signing of contract. Vendor can make assumption for the best case (continuous) and worst case (split band) spectrum allocation with associated implication on the overall configuration.

Question 12

1. What hub and user terminal XPD values to use in capacity calculations.

: Schedule B, please clarify following:

2. Do the rain fade values given in Table 1-5b include cloud, scintillation, rain depolarization and atmospheric attenuation? Please confirm that the rain fade values to be used are constant across the entire coverage area.

Answer 12

The rain fade values given in Table 1-5b include all atmospheric attenuation listed above. For capacity estimation, constant values of rain fade are to be used over entire coverage area.

: The hub and user terminal XPI/XPD values assumed for capacity calculation are Hub Terminal = 30 dB and User Terminal = 20 dB.

Question 13: Please confirm whether a price needs to be provided for the Options (steerable spots, encryption) requested and can these be ROM (Rough order of Magnitude) prices?

Answer 13

: The prices quoted shall be firm and fixed price. However in case of optional configurations, the prices shall be mentioned separately.

Question 14: Is there intent to operate both the spacecrafts (HTS1 and 2) at the same time from the same collocated or different orbital slots? Co-location impacts will need to be assessed in that case. Please clarify.

Answer 14

: The TT&C and Control systems of HTS-1 and HTS-2 shall be designed such that they can be operated from same GEO slot in collocated configuration. Further details on communication payload spectrum allocation shall be provided at the time of signing of contract which will define the final orbital operations strategy.

: ISRO also procures Xenon from international suppliers as other vendors do. ISRO can support such requirement subjected to test and acceptance by the vendor. If the Xenon provided by ISRO does not qualify to the specifications of vendor then the vendor shall make alternate arrangements. The intention to procure Xenon from ISRO and corresponding cost reduction shall be specified in response to the RFP.

Question 23: In case of the usage of Electric Propulsion System for SK manoeuvres, a backup option with Chemical Propulsion shall be provided? (Schedule B, Section 6.4.3). Please clarify.

Question 1: Schedule A SOW Section III Program Management and Realization Milestones. The Program Management Plan is it requested as part of the Bidder Proposal? The CDRL is missing in the Customer RFP SOW. Do you expect that Bidder shall propose its standard in the Proposal?

: Vendor can propose his Contract Data Requirement List which will be discussed and agreed upon at the time of contract finalization. Vendor should ensure that proposed CDRL meets all the requirements specified in HTS RFP Schedules.

Question 2: Do you have the final orbital location for performance calculation?

Answer 2

: For reference performance calculation and beam layout optimization the assumed orbital slot for HTS-1 shall be taken closer to Indian longitudes and for HTS-2 it shall be taken farther from the Indian longitudes within the specified GEO orbital slot range as given in RFP. Final orbital location will be defined at the time of signing of the contract.

Question 3:

Concerning the HTS-2 satellite schedule, what is the customer required master schedule in order to optimize resources management between the two satellites on both sides? If the HTS-1 launch is successful, do you intend to wait some time before launching HTS-2?

: ISRO Ka HTS-2 FMCR shall be conducted 6 months after HTS-1 FMCR completion or 42 months after the signing of contract (if FMCR of HTS-1 is completed in less than 36 months). Schedule A section 12 refers to spacecraft storage requirements specified in RFP. ISRO plans to operate both HTS-1 and HTS-2 simultaneously.

Question 4:

General questions: Statement of compliance for commercial and contractual requirements refers to schedule G. Is there any legal commercial and contractual requirement for this type of procurement contract by ISRO beyond those mentioned in schedule G?

: Commercial and Contractual requirements specified in RFP are general in nature. Before signing of the contract draft will be prepared and approved by both the parties.

Question 5:

Could you clarify whether the interest calculation is only applicable in the evaluation of bids and not applied by the Government of India on the payments of the contractor during the execution of the contract?

Schedule G $ 5. In case of advance payment requested the bids are evaluated by suitably loading interest @ 11% p.a. or any applicable rate in time at the time of advancing.

What is the customs duties status for HTS-1? Do you confirm ISAC is the entity to provide CDEC? Answer 6:

In respect of HTS-2, Basic prices and taxes (if any) shall be indicated separately. The CDEC and necessary required documents shall be provided by ISRO to clear the HTS-2 subsystems and allied equipments and tools.

In respect to HTS-1, since all the activities are carried out outside India, no Custom Duty is applicable. No CDEC is required for HTS-1. ISAC is the entity to issue CDEC. Question 7:

Could you clarify whether the guarantee is valid for up to (60) days after the date of completion of Flight Module Completion Review of HTS-2 Spacecraft?

Schedule G $ 7. Could you clarify if Scheduled Bank is a bank with operations based in India? And what is the current list of Scheduled Bank able to issue such guarantees to foreign entity?

The list of scheduled bank is enclosed in Annexure-1.

The guarantee for the two spacecrafts shall run separately. As per Schedule G, item 7 on page G-7 of the RFP the guarantee is applicable for both HTS-1 and HTS-2 separately till 60 days after the date of completion of Flight Module Completion Review Question 8:

Schedule G $ 15. Cancellation of the contract by ISRO/ISAC no financial implications on either side is stated. Does it mean that the contractor is paid of all works done plus reasonable profit at the time of cancellation?

The Vendor shall propose his terms and conditions which shall be reviewed by ISRO. However these terms and conditions are not binding on ISRO. It may be noted that these conditions shall be finalised to mutual satisfaction during contract finalization.

Question 9:

Schedule G $ 21. No company shall be employed to participate in any contract resulting from this RFP. Would it mean that Contractor is not authorized to subcontract in India part of the work including works to be performed in India?

Any dependency on any sub-contractor shall be managed by the prime contractor and should not have any bearing whatsoever on customer and the performance of the final contract.

Payments made at the time of signing of the contract will be considered as Advance payment. All the other milestone payments will be against identified verifiable milestones/deliverables acceptable to ISRO.

It may be noted that all the payments as well as performance guarantee for HTS-1 and HTS-2 shall run separately.

It may also be noted that the final details regarding milestone payments and BG shall be worked out during contract finalization.

Question 17:

In the frame of Competency absorption plan, Can you clarify your expectation in term of duration of presence at Vendors location. Do you intend to have continuous residence during more than 1 year?

As indicated in RFP about 25 engineers shall be stationed at the Vendors location based on the requirement of activities. These engineers / executives shall be working in the sliding window mode where some engineers may go out and new may join. It is also possible that some of the key members may stay for more than one year.

Can you also clarify at which point of integration you expect to receive the second satellite in India.

All the AIT activities including payload panel assembly shall be carried out in India. The Vendor shall make a proposal in line with this requirement.

: As given in RFP Schedule-B Chapter2 TCR shall be in Ku-band. Ka-band TCR can be proposed as an alternate or backup option separately if Vendor feels so but not as the only or main option.

SCHEDULE-B/Chapter 2.2.7 ANTENNA AXIAL RATIO - Would it be acceptable for ISRO to relax the Cross Polarization Discrimination (XPD) to 25dB instead of 30dB in case of circular polarization?

: Baseline XPD specification is 30dB. Vendor should support deviation if any with adequate technical analysis and associated impact on system performance. This shall be reviewed and appropriate decision will be taken at the time evaluation.

: ISRO has conducted pre bid meetings with all the interested parties for face to face clarifications in response to this RFP.

Question 2: Would ISRO consider alternate models like procuring satellite capacity as a service rather than the satellites?

: The present RFP is for procurement of spacecrafts with one spacecraft being developed at Vendors site and the second one at ISRO premises in India. The scope of present RFP shall not be changed.

Question 3: Would ISRO consider alternate business models with risk/revenue sharing where 50 or 100Gbps of satellite capacity (rather than the satellite) and the corresponding ground network are provisioned in India?

: This is a separate topic and is not envisaged in the scope of present RFP.

Question 4: Would ISRO be willing to look at co-owning a satellite or satellites, where the said satellite or satellites could have higher capacity than 100 Gbps, but 50 Gbps or 100 Gbps could be dedicated for use over India?
