Background
The KCRC's Mission is to provide quality
transport and related services in Hong Kong
and with China in a safe, reliable, caring, cost-
effective and environmentally responsible manner.
In line with the Mission Statement, East Rail
Rolling Stock Department adopted a proactive
approach to develop ISO 14001 Environmental
Management System in January 1998 and the
system was implemented in July 1998.

The certification audit was carried out by
HKQAA from 14 December 1998 to 18
December 1998. As a result, 2 observations
were raised at the end of the certification audit.
East Rail Rolling Stock Department was
formally certificated to ISO14001 Standard in
January 1999.

ISO 14001 Environmental Management System Model
ISO 14001 contains a number of elements. These have been grouped into the

Environmental Policy (ISO 14001 Clause 4.2)
Overall intentions and direction of an organization
in relation to its overall environmental performance
which provides a framework for action and for the
setting of its environmental objectives and targets.
The requirements of ISO 14001 environmental
policy are incorporated into the Rolling Stock
Department's Management Policy. These include :

• Continual improvement and prevention of pollution.
• Comply with relevant environmental legislation and
regulations, and with other requirements to which
the Department subscribes.
• Provide framework for setting and reviewing
environmental objectives and targets.

Management Policy
As a major force in the Kowloon-Canton Railway Corporation, the East Rail Rolling Stock Department is
responsible for the maintenance and repair of Electric Multiple Units, Through Train, Diesel-electric locomotives,
Engineering wagons, On-track machines and associated plant and equipment. Our mission is to provide our
valued customers with consistently safe, clean and reliable rolling stock in an environmentally responsible
manner. This mission leads us on a continuous journey through the fields of quality, safety and environmental
management for all of our operations and activities.
I believe that there is a strong synergy between quality, safety and environmental management, and integration of
them into a single management system to manage our business is a natural development reflecting continual
improvements and world best practice. The ultimate aim of the integrated management system is to facilitate
flow of information, to improve quality, to reduce hazards (thus preventing accidents and injuries) and to reduce
environmental impacts.
To implement and advance this policy, we are therefore committed to :
· follow the Corporate Policies and Procedures;
· provide and maintain a workplace and manage all operations and activities in such a way as to minimize
adverse impacts on health and safety of all employees and to protect the environment;
· ensure that all relevant safety and environmental legislation, regulations and other requirements are met;
· work in compliance with ISO 9001 and ISO 14001 Standard requirements;
· prevent pollution, reduce waste and the consumption of resources (materials, fuel and energy) and commit
to recycling, as opposed to disposal where feasible;
· protectively and regularly review our performance with our customers to ensure we are meeting (or
exceeding) their requirements;
· minimize the usage of chemicals and water together with the proper disposal of chemical waste and
discharge of waste water during our maintenance processes;

monitor the noise emissions which may arise from our operations so as to minimize the nuisance to our staff
and the public;
• implement a risk based approach to identify and reduce all reasonably foreseeable hazards which may arise
from our operations;
• adopt best work practices to enhance productivity, document them to ensure consistency of decisions and
review to continuously improve;
• ensure that appropriate information is communicated to our employees and external parties;
• take suppliers’ quality, safety and environmental performance into consideration in our purchasing
requirements and require contractors operating on our premises to comply with relevant quality, safety and
environmental standards;
• use auditing at various levels to provide information on product characteristics, process capability,
system outcomes and to enable a deeper and more critical appraisal of the integrated management system;
• conduct appropriate training to facilitate transfer of new information and technology and to ensure
staff at all levels are competent to carry out the duties and responsibilities assigned to them.
• take appropriate measurement that address and monitor quality, safety and environmental
performance;
• review regularly the integrated management system to ensure its adequacy, suitability, effectiveness
and to provide opportunities to take a forward look;
• foster a determination to continuously improve our services to the full satisfaction of our customers;
and
• always remember that we are all responsible for the success of our integrated management system.
To be recognized as a preeminent achiever and best-in-class is not easy, but I can assure you that we can do that
if we all are committed to do it.

Environmental Aspects (ISO 14001 Clause 4.3.1)
• Management procedure is established to identify the
environmental aspects that the Department can
control or influence.
• The purpose of identifying environmental aspects is
to determine which are associated with significant
environmental impacts. It is an on-going process to
examine the Department's activities, products or
services under normal, abnormal and emergency
situations.

• All environmental aspects are subject to
significance evaluation against criteria.
• A total of 370 environmental aspects and 142
significant environmental aspects are identified
during the ISO 14001 certification process.
• A register of environmental aspects is put into the
departmental LAN system for common access.

Legal and Other Requirements
(ISO 14001 Clause 4.3.2)
• Management procedure is established to ensure
periodic evaluation of regulatory compliance.
• Environmental legislation, regulations and codes of
practice applicable to the Rolling Stock Department
are kept in Technical Library as controlled documents.
• Updated information is obtained through the
government gazette and website.

The purpose of establishing environmental
objectives and targets is to ensure compliance with
environmental policy and to ensure continual
improvement of environmental performance.
In Rolling Stock Department, a total of 14
environmental objectives and targets are
established. They are as follows :-

Document Control (ISO 14001 Clause 4.4.5)
• Documentation for critical operations are controlled to
ensure that current issues of documents are available at
the appropriate locations and obsolete documents are
withdrawn or otherwise protected against unintentional
use.
• Registered documents such as Management Manual,
Management Procedures etc. are listed in a register, with
the document description, issue date, issue number and
revision number to ensure their traceability and
identification.

All critical processes and activities are identified and
covered by documented procedures or instructions to
control situations where the absence of such operational
procedures and instructions :
• could cause adversely affect on significant environmental
impacts; and
• could lead to deviations from the Management Policy.

To minimize the environmental impacts that might be
associated with accidents and emergency situations, the
following Management Procedures are revised :

• Samples of wastewater arising from oil interceptors,
grease trap, Wastewater Treatment Plant and Train
Washing Plants are monitored at regular intervals.
• Noise measurements are performed at some Noise
Sensitive Receivers (NSR) to ensure legal compliance.

• Samples of air emissions generated from gas cutting
operations are analysed under EMU Mid-life
Refurbishment Project.
• Testing equipment are calibrated to ensure the
accuracy of measuring results.

• The system should ensure that corrective actions are
taken to prevent the recurrence of nonconformance
and preventive actions are implemented to prevent the
occurrence of nonconformances through the
identification of nonconformances and investigation
of root causes.

Environmental Management System Audit
(ISO 14001 Clause 4.5.4)
• The aim of audit should be answer the question " Are
we doing thing right?" It is a management tool to
verify whether activities comply with the planned
arrangements and to determine the effectiveness of
management system.
• A total of 15 internal auditors are trained up to carry
out environmental audit.

• The management review should be answering the key

• The function of management review is to identify
opportunities for improvements and possible change
of direction. The scope shall include :
