1. For 10 decades, Portage County Educational Service Center has been the leading source of high-quality, value-driven services and programs that enhance the educational experience for students, teachers and administrators in Portage County and surrounding areas.

2. Decreased state funding and increased competition from other ESCs and private entities are, and will remain, a threat to the economic viability of all ESCs.

3. As funding dries up, many ESCs will disappear – we are committed to ensuring that PCESC will not! The state legislature has put us in a position in which we must change how we operate if we are to remain competitive.

4. With school districts experiencing unprecedented budget constraints, it is becoming nearly impossible to generate additional revenue from them.

5. We must be proactive if we are to build sustainability and job security.

TO REMAIN COMPETITIVE PCESC MUST:

1. Increase the scope of income-generating services offered to its traditional customer – the education sector.

2. Target customers outside the education sector: local government entities, businesses and nonprofits.

3. Increase our geographic reach beyond the boundaries of Portage County.

1. Better position us as a dynamic, customer-focused institution;

2. Strengthen our commitment to serving our schools;

3. Allow us to more easily market our service capabilities beyond the education sector, most notably to local governments, businesses and nonprofit organizations;

We can no longer afford to think of ourselvesas a non-profit service provider …

• We are a Business that must generate revenue to survive;

• We are in the Consulting Business and must think and act outside the traditional ESC model;

• We are creating a New Culture in which all administrators and staff are focused on the quality of services, customer satisfaction, and increased profitability.

We will remain committed and responsible to our core constituency: the Portage County school districts. We will be increasing our presence and our services to our districts and have hired more people to help us ensure we do so.
