My name is Herschel Berger, I am honored and dedicated to be 2016 President of SBVCDS. Our Dental Society is well respected within the CDA, largely due to the enormous efforts by our Executive Director, Linda Lacunza

and her staff. We are also fortunate to have Dr. Richard Nagy, our Trustee, and our Board members which is made up of the Executive Council and our Area Directors. They are dedicated, respected members representing our Dental Society. There is an enigmatic force when our group collaborates to allow organized dentistry to flourish. Your society truly cares for our incredible profession.

In 2015, we were fortunate to have Dr. Sunil Ilagpogu as our President. His leadership and guidance allowed SBVDS to maintain a powerful voice in CDA. Thank You, Dr. Sunny.

My philosophy for our board of 2016 is, “Family”. Family is everything to me, and it’s family that will be my energy that fuels the “Flame” to maintain dentistry as the “Great Profession” we know it to be. Dentists are compassionate people. Your Board for 2016 is made up of members who understand the power of compassion.

My father, Dr. Ivan Berger started his dental practice in Simi Valley back in 1963. He is one of the pioneers of dentist-ry in Simi Valley. Years later, my wife, Laura Jen Kin D.D.S. and I purchased my father’s practice and have continued the family practice.

My wife and I are proud graduates of UOP School of Dentistry. Not only do we practice together, we have three daughters that bring us great pride. Sydney is a graduate of the University of Arizona and is a traveling Educational Leadership Consultant for Alpha Phi International. Karli is a freshman at the University of Washington and is a mem-ber of their Cheer Team. Daryn is a junior at Simi Valley High School and has helped start up their newest Dance Team. (My wife and I are praying that she will select a California school for college).

In April, CDA Cares comes to Ventura County Fairgrounds. It is vital that our Society shows a strong camaraderie and impact. I urge all of our members to become involved. For those that may not know, CDA Cares is an entire weekend (April 16th -17th). Dentists volunteer services for those in need, yet it’s more than Dentists volunteering. There are Dental Students, Dental Staff, Spouses, and Young Adults who are able to volunteer. This event is a true community experience. At the last CDA Cares that I attended, I brought my Dental Assistant to Pomona, in 2015. The experience is beyond words. It’s about giving back, and being proud of making a difference in people’s lives. In conclusion, “Family” has no strength unless it communicates its needs. Family celebrates together and it supports each other during all of life’s events. Please don’t be on the outside looking in. We are all members who need to share our thoughts, our passion, our joys and challenges to maintain our profession.

HAPPY NEW YEAR!I hope the holidays were relaxing and enjoyable for you and your families! It is now January 2016 and we are back to work in our offices and our Government Legislators are also back to work. 2015 was a very busy year indeed!

2015 In Review:

1. The Dentists Service Company (TDSC) business plan and associated governing structure were approved during a special House of Delegates.

2. The Delta Dental Lawsuit continues since its inception in August 2013 with CDA holding strong on your behalf. I will update you as information can be released.

3. Dr. Del Brunner, a SBVCDS member gets elected as Secretary for CDA!

4. The 2015 CDA House of Delegates gets postponed until 2016 due to the death of the Reference Committee 1 Chair from the Sacramento District Dental Society.

5. The California Department of Health Care Services has announced that the federal Centers for Medicare and Medicaid Services (CMS) approved the 10 percent rate cut reversal for dental services that was included in the 2015-16 California budget. CDA has been advocating for this for some time.

6. The board approved a contribution to the Save Lives California campaign committee, allowing CDA to serve on the campaign’s executive committee, which was formed to place an initiative on the November 2016 ballot to increase the state tax on tobacco products.

2016 Items of interest:1. CDA Cares is coming to Ventura April 15 and 16, 2016. Mark your calendars

for you and your staff to get involved and volunteer! The local committee headed by Dr. Mark Lisagor has met and are solidifying plans to make this

event meaningful and successful!! If you know of a person, business or group who would like to sponsor the event, please contact the dental society. From volunteering last year I can tell you that you will get a lot more out of this than the patients you are treating!

2. The Special House of Delegates meets March 4 and 5, 2016 in Sacramento to finish all the business that was postponed from the 2015 HOD. I will update you on the meeting results.

VOLUNTEERS NEEDED for CDA Cares dental clinic in VenturaRegistration is now open for the CDA Foundation’s upcoming CDA Cares volunteer dental clinic April 16-17, 2016, at the Ventura County Fairgrounds. To help provide oral health care services at no charge to the large number of expected patients, the CDA Foundation needs volunteer dentists, including oral surgeons, as well as dental hygienists, assistants, dental lab technicians, physicians, nurses and pharmacists.

Additionally, community volunteers are needed to help escort patients, translate/interpret, dispense medication, set up and tear down the clinic, register patients and volunteers, conduct exit interviews, enter data and provide oral health education.

CDA Cares is a program that allows volunteer dentists, with the assistance of other dental professionals and community volunteers, to provide dental services at no charge to people who experience barriers to care.

The main goal of the clinic is to relieve pain and eliminate infection by providing cleanings, fillings, extractions and oral health education to 2,000 people during the two-day event.

To date, the CDA Foundation and CDA have hosted eight clinics that provided $13.1 million in dental care to more than 16,000 people thanks to the gener-osity of volunteers and support from the community.

Volunteers are needed in shifts during the following times:• Friday, April 15, 2016: Clinic setup from 9 a.m. to 6 p.m. (no patients)• Saturday, April 16, 2016: Dental clinic from 5 a.m. to 7 p.m.• Sunday, April 17, 2016: Dental clinic from 5 a.m. to 10 p.m.

Foundation honors donors and volunteers.Programs of the Dental Care Foundation have touched the lives of over 13,000 children and adults annually in Santa Barbara and Ventura Counties. We could not do this without YOUR help. These Smile Givers programs are successful because YOU volunteer your time, expertise and treasure. To honor YOUR support, our Annual Giving Leadership Donors and Volunteers Celebratory Reception was held on October 29 at the beautiful rooftop lounge of the Watermark Restaurant in Ventura.

During all the fun, there was time to recognize two professionals dedicated to serving their communities:

Dr. Robert Valdez was recognized for his many years of service as the 2015 Volunteer Dentist of the Year. He has practiced general dentistry in Oxnard since 1982. During that time, he has become the “adopted dentist” for two elementary schools in Port Hueneme. For more than 20 years, he has provided oral health screening of more than 500 students each year. He also volunteers at the Foundation’s Mobile Dental Clinic to provide basic oral health services. He has also volunteered at the Juvenile Justice Center Dental Clinic and the Salvation Army Dental Clinic.

When asked why he volunteers, Dr. Valdez remarked that he came from a humble background. “Along the way I was either a part of a socioeconomically deprived part of our population or was in a great position to observe it. When I run across those less fortunate than me, I feel I can relate to them. Helping others makes me feel good. A part of me also feels that we need to give back to the community that supports us and makes our livelihoods possible. It doesn’t take much to help others. Doing a dental screening or working on incarcerated youths might take 2-3 hours of your free time. In the long run that isn’t much, but it can be extremely important for those that we give our services to. I believe in Karma. You receive what you give.”

“I have so many memories of some of those that I have helped. Some are hilarious and some are heartbreaking. When I’m finally done with dentistry, those are the stories I will appreciate the most.”

Dr. Mehravar Brown was presented with a special award of appreciation by the Dental Care Foundation. She has provided oral health services in the Foundation’s Mobile Dental Clinic for over 10 years. Dr. Brown graduated from Loma Linda University Dental School in 1994. She has worked with several nonprofit organizations providing oral health services.

Two days each week she screens children and adults at preschools, elementary and middle schools as well as the Women, Infant and Children

(WIC) facilities. She provides diagnosis and treatment for children with no access to oral health care in the Mobile Dental Clinic. With a staff of two, she treats children and adults in this “mobile” dental office containing state-of-the-art dental equipment.

With amazing patience in working with children, Dr. Brown focuses on home care instruction for the whole family, making a difference in the lives of those without access to oral health care. Her continued support of the mission of the Dental Care Foundation truly gives her “Smile Givers Hero” status!

Dental plans are required to recognize the current CDT codes and usually make updates effective jan.1 Of every year. Remember, that while plans are required to recognize the current CDT codes, they are not required to pay or provide benefits for the new code set. Dental offices are encouraged to reach out to the dental plans they contract with for an updated provider handbook and review them for CDT code and processing policy changes.

“The View” Into Dental Benefits-CDA Presents In Anaheim (May 13, 2016)

This two-and-a-half hour program will be offered friday afternoon, May 13 at the anaheim convention center. This course will offer an opportunity to have an open conversation with industry experts to discuss current market trends and typical problems/issues faced by dental practices when dealing with patients’ dental benefits. Attendees will be able to have a discussion with a practice advisor on how to better communicate with patients in regards to benefits and treatment plans.

Medicare Enroll/Opt-Out Deadline (June 1, 2016)

June 1 is the deadline for dentists to enroll or opt out as medicare providers. Regardless of what direction a dentist chooses to go, the process can take several months, so dentists are encouraged to determine which option is best for their patients and practice well in advance of the June 1 deadline. OBITUARY FOR PHILIP J. SANCHEZ, DDSAfter giving Philip J.

Sanchez the gift of spending the perfect Christmas with his family, our Lord took him suddenly the following day to His celebration in Heaven. He was welcomed by his father Fidel and brother Michael.

Philip was born in Oxnard, CA on September 23, 1954 to Fidel and Lupe Sanchez, the third of their six children. They instilled in him the importance of working hard, obtaining

an education, and caring for his family. Philip started working at the age of 13, picking lemons to pay for his education. He attended the El Rio schools and Santa Clara High School. He received his high school degree from Rio Mesa, his associate degree from Ventura College, his bachelor’s degree in Human Biology from Stanford University, and his master’s and doctoral degrees from UCSF Dental School.

It was his childhood dream to become a dentist and return to serve his community in Oxnard. Upon graduation from dental school in 1982, Philip returned with his wife Julie, who he met at Stanford, and started his general dental practice from scratch. He treated all his patients like family. His patients lovingly called him the best dentist for his quality of care, honesty, and perfectionism. They also enjoyed his great sense of humor.

Philip devoted his life to his family, and worked hard to provide his children with the opportunity to pursue their dreams. He saved for their college from the day each was born. He was extremely proud of all his children’s achievements. Andrea (BS in Biology from Stanford, MD degree from USC) is a nephrologist; David (BS in Biology and Organic Chemistry from Cal Lutheran University) is a dental student at De La Salle University; Michelle (BS in Psychology from UCSB, MS in Clinical Psychology from Notre Dame de Namur University) is a clinical psychologist; and Alysia (BA in Political Science from Stanford, JD from Boston College Law) is an attorney.

Philip wanted to show his children the beauty of art, history, and culture. He traveled with his family to 18 countries and over 30 states. In their empty nest stage, Philip and Julie enjoyed traveling to visit their children, attending Stanford football and basketball games, and wine-tasting.

The most recent highlight of Philip’s life was becoming a grandfather. He utterly adored and spoiled his granddaughters Eva (age 3) and Savanna (age 8 months). They made his life complete.

Philip is survived by his wife of 38 years, his four children, daughter-in-law Heather, and two grandchildren; as well as his mother, brothers Tomas and Paul, sisters Susan and Kathie, and a large extended family.

He will be forever in our hearts. We will always love him and deeply appreciate all that he did for us.

On Thursday, January 7th, visitation will be from 4 to 6 p.m. at the Santa Clara Mortuary, with the rosary service to follow at 7 p.m. at Sacred Heart Church in Ventura. On Saturday, January 9th, the funeral service will be held at 10 a.m. at Sacred Heart Church, with the burial to follow at Santa Clara Cemetery.

Dental board urges immediate action on license renewal

The Dental Board of California and the Department of Consumer Affairs have launched a campaign to reach dentists and registered dental assistants whose licenses expire in January 2016, and urge them to renew their professional licenses as soon as possible. This comes as a result of the transition to a new online licensure renewal system known as BreEZe.

The BreEZe system, which has been in development for more than two years, will allow dental professionals to apply for or renew their licenses online, pay with a credit card, track the status of an application or licensing request, submit address changes and obtain proof of license status. BreEZe also enables consumers to verify a professional license and file consumer complaints.

The Dental Board of California anticipates a transition period during which licensure renewals will be interrupted when BreEZe is activated (“goes live”). This means that the board will be unable to process any licensing requests for approximately five days prior to the “go live” date. As a precaution, the board urges dentists and registered dental assistants whose licenses expire in December 2015 or January 2016 to mail in their renewals as soon as they receive notification. Renewal notices are mailed 90 days prior to licensure expiration, so licensure renewal notifications for December renewals should have been received in October and January renewal notices should have been received in November.

BreEZe became available for physicians, nurses and a limited number of other California licensed professionals in 2013, at which time numerous issues were identified for correction. DCA has been working to address these concerns prior to the second phase launch, which has resulted in a delayed timeline and significant budget overruns. As the licensing boards are responsible for the costs associated with the BreEZe system, CDA has urged DCA and the Legislature to work to find a solution to funding and finishing this project to minimize the impact on licensees, especially in the wake of the significant rise in dental licensure fees that just occurred.

About the Course: This course takes an in depth view of the various stages of a young dentist’s career in an effort to educate the individual dentist on the business side of being a dentist. The course begins with dissecting the associate position and reviews the differences between employee vs. independent contrac-tor, compensation structures and the impact on the associate’s pay, California law pertaining to associates, issues to be concerned with in an associ-

ate contract, associate buy-in opportunities as well as other relevant issues. The course then reviews dental partnerships: how they are created, proper vs. improper models, CA regulations pertaining to partnerships, compensation formulas that work/don’t work, buy-in/out formulas,

death/disability issues, management concerns, and other unique partnership issues. The final phase of the course takes an in depth view of starting a dental practice and/or acquiring an existing dental practice: the importance of the lease and the various provisions which can destroy the value of the dental practice, the buy/sell agreement, restrictive covenants, redo work, uncompleted dental work, collection of accounts receivable, represen-

tations and warranties as well as numerous other issues that can have a significant impact on the individual dentist.

The Santa Barbara-Ventura County Dental Society provides referrals to American Dental Association,

dental-board licensed dentists in Santa Barbara & Ventura counties.

Locally, member dentists work together to make a difference in our community through programs

such as Dentist-With-A-Heart, Free School Screenings, Give Kids A Smile and many, many other

programs to promote oral health to your friends and neighbors.

SBVCDS members are members of the California Dental Association and the American Dental

Association. They agree to abide by the ADA Code of Ethics, and we stand by the quality of their

work. Almost 80% of the dentists in our community are members.
