We have pleasure in sending you bulletin 2 & 3 for the ‘World Schools Combat Games 2017’ under the aegis of ISF which will take place from 7th till 15th July 2017 in New Delhi, India.

The championship is organised by the School Games Federation of India (SGFI) according to International School Sport Federation competition rules.

This bulletin contains further information to that published in bulletin 1.

1. COMPOSITION OF TEAMS AND CONDITIONS OF ENTRYsee also bulletin 1 which you can find on the ISF website www.isfsports.org

1.1. The headmaster of the school must sign a document certifying that each student of the team is enrolled at his/her school from the beginning of the school year (document to download with registration phase 3).

1.2. The headmaster of the school/the school sport authority must sign a document certifying that the team is entirely covered by an appropriate insurance for travelling abroad.

1.3. A parent or the legal guardian must sign the agreement for the use of image and the anti-doping consent form (documents to download with registration phase 3).

1.4. A full delegation will comprise of 113 persons.

1.5. Before the start of the Competition each delegation shall present to the Control Commission:

- payment of the balance owing or proof that this has been paid - for each participant, a passport or official identity card bearing photo,

surname, forename, date of birth and nationality, - the document certifying that each student is enrolled in a school in the

country which he/she represents from the beginning of the school year - the document certifying the insurance coverage - the document of use of image and the anti-doping consent forms.

We strongly recommend that all wrestlers have a valid international 2017 license from their National Wrestling Federation.

3. DATES

3.1. Delegations are to arrive on 7th July 2017.

3.2. Delegations are to depart after breakfast on 15th July 2017.

3.3. When the distance between New Delhi and the capital of a participating country on another continent exceeds 5000 kilometres the delegation may extend its stay by arriving one day earlier or leaving one day later.

3.4. The organisation of an extended stay for the delegation (before or after the event) is a matter for the country concerned (exception see item 3.3.). It shall not be the responsibility of the OC.

3.5. The organiser will be able to give you information on alternative accommodation in the area for use outside the period of the World Schools Combat Games and for those accompanying the delegation.

4. BOARD, LODGING AND SERVICES

4.1. Participants would be accommodated in: Hotel Ashoka (5 Star rated Hotel), Hotel Samrat (5 Star rated Hotel), Hotel Janpath (4 Star rated Hotel).

Adults acting as Heads of Delegation and ISF representatives will be accommodated in single rooms. Coaches/teachers and referees will be accommodated in twin bedded rooms. Students will be accommodated in twin bedded rooms.

4.2. Meals will be taken at the hotels and the venue Arrival day : lunch and/or dinner (according to arrival time) Other days : breakfast – lunch – dinner Departure day : breakfast – lunch or packed meal (according to departure time and to meals on arrival day).

4.3. A medical service will be available throughout the duration of the Championship.

4.4. Internet access will be available in the accommodation and on the competition sites via wireless broadband access.

4.5. Washing-machines will be available for the teams at the accommodation.

5. FINANCES AND INSURANCE

5.1. In accordance with the rules laid down by ISF, the payment to be made to the organisers of the World Schools Combat Games amounts to 50 EUR per person and per night for a maximum of 113 persons.

5.2. An additional ISF levy of 40 EUR per delegation member will be collected at the time of registration.

5.3. The total sum per person is therefore 400 EUR + 40 EUR = 440 EUR (minus the deposit paid).

5.4. The balance of the sum due can be paid in EUR into the organisers’ bank account at the latest by 15th June 2017.

6. GENERAL RULES

These rules will apply to all teams and participants and will remain fixed for the duration of this World Schools Combat Games.

6.1. The Organising Committee will be responsible for the running and control of the World Schools Combat Games.

6.2. The World Schools Combat Games are organised according to ISF rules and to current IJF, IKF, UWW, WTF rules.

8. NOTE CONCERNING REGISTRATION 3

8.1. The link to the definitive electronic entry form 3 will be open to participating countries from 15th May 2017. Please have this information available one month before the event at the latest.

Note: the e-mails provided are the key to an efficient communication about the event. The ISF guarantees that the e-mails will not be used for any other purpose.

9. CONTROL COMMISSION

9.1 In accordance with the ISF General Competition Rules the Organising Committee will designate a Control Commission composed of: - the ISF Observer representing the ISF Executive Committee - representatives of the Organising Committee

9.2. At the accreditation, the Head of Delegation must settle with the organisers the balance to be paid including any bank charges and will present the following documents to the Control Commission:

- proof of payment of the balance including any bank charges and if not sent to the LOC before, the payment overview.

- the official form signed by the School Headmaster and the legal School Sport Entity, confirming that the students are full time students at the school, since the beginning of the school year.

For every student: - the passport (or identity card) bearing family name, first name, photograph,

nationality and date of birth - the anti-doping consent form (attached) - the use of image consent form (attached)

When checking is complete, each participant will receive an accreditation card which allows him/her access to the competition, activities and meals.

10. DISCIPLINARY COMMISSION

10.1 In accordance with the ISF General Competition Rules, the Disciplinary Commission will be composed of: - the ISF Observer - the President of the Organising Committee - the President of the Organising Committee’s Technical Commission

The Disciplinary Commission will deal with all matters relating to discipline arising during the championship and also during the period of the Championship where the matters are not covered by technical regulations.

10.2 The Disciplinary Commission’s decisions are final. They are passed on to the Executive Committee.

10.3 It should be noted that where there is a sufficiently serious lack of respect for ISF rules the Disciplinary Commission could disqualify participants, teams or delegations from the competition and to require them to return home before the conclusion of the event.

11. APPEAL JURY

11.1 In accordance with the ISF General Competition Rules the Appeal Jury will be composed of: - the Observer of ISF - the Observer of the International Federation concerned - the Head Referee of the sport concerned

11.2 The Appeal Jury will decide on all appeals concerning the results of the competition in the light of the rules of ITU.

11.3 The Appeal Jury will not pronounce on disciplinary matters.

11.4 Appeal Jury decisions are final and may not be appealed.

12. APPEALS

12.1 Appeals against results or any other appeal not concerning disciplinary matters will be heard by the Appeal Jury.

12.2 The appeal must be lodged within 30 minutes of the incident and be in writing in English.

12.3 The sum of 50 EUR must accompany the appeal. This sum will be refunded only if the appeal is upheld or at the discretion of the Appeal Jury. If not, the sum will be donated to the School Sport Foundation.

13. OBLIGATIONS UNDERTAKEN BY DELEGATIONS

13.1 Each participant is required to be present throughout the whole duration of the event.

13.2 Each participant is obliged to take part in all of the non-sport activities.

13.3 Each team undertakes to compete against all other participating teams.

13.4 Each participant undertakes to compete against all other participants.

13.5 The absence of any member of a participating team from any part of the entire sport programme, opening-, prize-giving-, and closing ceremonies and socio-cultural programme may result in the disqualification of that team.

14. INTERNATIONAL FRIENDSHIP EVENING

Delegations are required to take part in an “International Friendship Evening” organised with the aim of encouraging exchanges between the different cultures of participating countries. The young people are invited to introduce and to promote their countries and their culture in an original way. Each delegation is to organise a stand at the “Tourist Fair” on the theme ‘Suppose you came to spend your holidays in my country’. This presentation may be made in the form of leaflets, video, CD, photos or other original ideas, for example by offering a taste of typical culinary specialities (dishes, drinks, …). In addition each delegation may, if it wishes, introduce a facet of its country’s culture on stage (the stage is yours – dance, songs, sketches …) maximum 4 minutes.

15. SCHOOL SPORT FOUNDATION

15.1 The ISF Executive Committee in Rome, Italy on 28th October 2014 approved the creation of the ISF School Sport Foundation http://www.schoolsportfoundation.org/

Fundraising for the Foundation will be set up at different occasions. For this we call on your solidarity.

One of the occasions is a Charity Gala Dinner that will be organised during the ISF World Schools Championship and will replace the traditional dinner of the Heads of Delegation. Heads of Delegation will be invited to participate in the Charity Gala Dinner and will be asked to pay an extra contribution of 50 € for taking part. The Organising Committee will then pay the collected money in the Foundation’s account.

15.2 A second way to raise funds for the School Sport Foundation is a free contribution that you can add to the 40 € ISF levy of the participants in the World Schools Championships. You can add 5 €, 10 € or 15 € per participant to the ISF levy to pay. Instead of paying 40 €, you thus pay 45 €, 50 € or 55 € per participant. The Organising Committee will pay the surplus in the ISF School Sport Foundation’s account. In this way everybody will contribute to this good cause. We thank you in advance for your appreciated cooperation.

15.3 To help the Organising Committee to process your payment correctly please complete the form 'payment overview' in attachment and send it to the OC by e-mail when you pay the balance. You will also find an example to guide you completing the form.

15.4 NEW ! At the Executive Committee meeting in Mumbai, India last December, it was approved that each delegation participating in an ISF event should bring some sporting goods that will be collected to donate to a local school in need.

16. VISA

Please check if your country needs visa to enter India.

17. REGISTRATION

The electronic entry registration form 2 (click here) should be duly completed on behalf of the organisation responsible for school sport as soon as possible but at the latest by 15th May 2017.

The electronic entry registration form 3 (click here) should be duly completed on behalf of the organisation responsible for school sport from 15th May 2017 until 15th June 2017 at the latest.
